AQUATIC INVASIVE SPECIES PROGRAM FISHERIES & LAW ENFORCEMENT

Objectives: Protect Resources & Education Funding: Fed Grants & AIS Fees FY14: $1,035,729 FY15: $1,027,456

o Public Education and Outreach, Partnership Building o Seasonal Positions for roving inspectors and wash stations o Grants to partners for inspection and wash stations (State

Parks) o Reallocated 2 Boating Safety Wardens to AIS outreach o Timeline:

• Education – continue education efforts, boating registration brochures, AIS sticker implementation. Ongoing and will continue and escalate with the start of the 2013 boating season

• Grants – sub-grants already awarded to State Parks to begin hiring seasonals and purchase washing stations in preparation for the 2013 boating season (approved by IFC)

• Full implementation – mid-boating season 2013 and beyond – more grants, NDOW seasonals and boating safety wardens in fully deployment. Inspection and washing stations at significant bodies of water through-out state. Continue partnership efforts on a local, state, and regional level

o Add Wildlife Staff Specialist position in Reno to manage native fish species: • Currently only 1 biologist in state (Las Vegas) for native fish • Position previously existed but was eliminated 2 biennia ago due to

General Fund reductions • Provide statewide coordination with regional biologists, landowners, and

the federal government on native aquatics issues

o Pressing need for position: • 2 native sport fish federally listed as threatened • 24 native non-game fish federally listed as threatened or endangered • 31 native non-game fish species and subspecies are state protected or

identified as priority conservation species

o Pressing Need for position: • Vital to Sage-grouse conservation to put habitat money on ground quickly • Ensure wildfire rehabilitation resources are deployed to greatest effect • Multiple funding sources for habitat projects but lack of project managers *proposed funding with Ruby and Mitigation Funds – could be several sources depending on projects – could be grants and sportsmen fees

o Transfer Wildlife Staff Specialist position from DCNR for NDOW member of Technical Team • Formulate, Review and evaluate proposals for Sage-grouse conservation

and make recommendations to Council • Review and evaluate development projects and other land use issues for

impacts to Sage-grouse and potential mitigation strategies

o Pressing Need for position: • Sage-grouse conservation to avoid listed under Endangered Species act is

urgent priority for Nevada • Necessary to demonstrate to the federal government Nevada has

mechanisms in place to successfully manage and conserve the species • Listing would have devastating impacts to all land users in Nevada

RUBY PIPELINE FUNDS

o $8.8 million received from Ruby Pipeline LLC in October 2010 o Purpose – Sage grouse and Pygmy Rabbit Conservation o Cooperative Conservation Agreement signed by BLM, NDOW,

and Ruby Pipeline LLC • Must be spent in the three regional BLM districts (Surprise, Winnemucca

and Elko) impacted by Ruby Project • Includes portions of Elko, Humboldt, and Washoe Counties

• Only to be used to protect habitat, enhance habitat, conduct research, or purchase property • exemptions require BLM State Director and NDOW Director approval

• Funds must be spent within 5 years, with annual extensions thereafter

o Project proposals approved jointly by BLM and NDOW • Anyone can propose a project, mostly come from BLM and NDOW • Project review by committee of two agencies • NDOW administers funds through sub-grants and contracts

o $4 million awarded, $4.8 million remaining • Funds are being matched approx. 2 to 1 from other sources
