Capacity Building in developing countries involve adding human resource at several different levels of the processes. 1. Research : This consist of research scientists, graduate students, postdoctoral fellows, support research staff and research consultants. The resource is organized in the form of Universities, Research Centers, Regional Research centers, consultancies & private enterprises. 2. Finances: This consists of Human resource that are involved in financing the projects in developing countries, which are equally important in capacity building. These consists of agriculture ministries , Industries and corporations, public banks etc. 3. Implementation & Legislation: Legislation is an important part to ensure policy making and effective implementation of grants and funds to mobilize agriculture imitative. Hence policy makers are important components of Agriculture Human Resource. The organizations constitute, agriculture ministries, corporate communications staff, administrative staff, management and Media communications staff. 4. Transfer of technology: As much as the Scientific staff is important so is the human resource involved in transfer of technology. These include Media communications sfaff, social workers, non-profit groups. The efforts can be highly impacted by involvement of government in ensuring the transfer of technology. Fig 2.
