OVERVIEW

Bankstown Airport have common operational ownership, together trading as Sydney Metro Airports.

Camden Airport will continue to support both current and future airport users, including flying schools, emergency service operators, flying clubs, air charter operators, community and youth aviation groups, as well as sporting and recreational aviation operators.

This quick reference guide presents key features of the Preliminary Draft Master Plan 2020 for Camden Airport.

The Airports Act 1996 requires that a Master Plan be prepared every eight years for Commonwealth leased airports such as Camden Airport.

Master Plan 2020 outlines the Airport’s development over the next eight years and provides a strategic vision for the next 20 years. It also includes the Airport Environment Strategy and Ground Transport Plan which present targets and actions for the next eight years.

Master Plan 2020, when approved by the Minister for Transport, Infrastructure and Regional Development, will replace the existing 2015 Master Plan.

This quick reference guide presents a summary of three key areas addressed in Master Plan 2020 which are important to the community and the aviation industry:

• Aircraft activity forecasts

• Economics and employment growth

• Management of aircraft noise.

Camden Airport is a general aviation, emergency services, sport and recreational aviation airport located approximately 50 kilometres south-west of the Sydney CBD.

Camden Airport is operated by Camden Airport Limited under a Head Lease from the Commonwealth Government, the owner of the Airport. Both Camden and

Strategic Objectives for Master Plan 2020 are:

• To provide a regional general and recreational aviation hub for the South West Growth Centre of Sydney

• To provide an efficient Airport supporting all forms of general and recreational aviation including flight training, emergency services and aircraft maintenance

• To develop the land assets of the Airport to provide high quality employment and commercial development opportunities.

MASTER PLAN 2020 FOR CAMDEN AIRPORT IS THE PRINCIPAL PLANNING DOCUMENT FOR THE AIRPORT. IT DESCRIBES FUTURE AVIATION OPERATIONS, LAND USE, FACILITIES AND INFRASTRUCTURE, AND THE MANAGEMENT OF ENVIRONMENTAL AND NOISE IMPACTS.

The Master Plan:

• Provides stakeholders with a clear statement of Camden Airport’s vision and objectives for the Airport

• Presents a land use plan which balances long-term aviation requirements with new non-aviation developments

• Provides sufficient flexibility for Camden Airport to adjust its plans to accommodate a changing commercial and operating environment

• Reflects local Camden Council and NSW planning frameworks.

Over the past five years since preparing the 2015 Master Plan, Camden Airport has focused on reviewing and implementing new management policies and procedures. It has also directed its energies to empower the new management team to deliver its statutory, community and development roles for the long-term future of Camden Airport.

AVIATION FORECASTS AND INFRASTRUCTURE

CAMDEN AIRPORT IS CURRENTLY ONE OF THE BUSIEST GENERAL AVIATION AIRPORTS IN AUSTRALIA. LIMITED GROWTH IS FORECAST IN THE PLANNING PERIOD FOR THIS MASTER PLAN

Camden Airport is one of the busiest general aviation airports in Australia with over 104,000 aircraft movements in the 2018/19 financial year. Aviation activity at the Airport primarily consists of single-engine and twin-engine piston aircraft, with helicopters accounting for around 7% of movements. In addition, there were more than 7,400 glider movements in 2018.

General aviation will continue to be the predominant form of aviation activity at Camden Airport in the next eight years. Limited growth (of approximately 1.0% per annum) is forecast in the next eight years.

Camden Airport consists of four runways, two fixed wing and two glider strips, along with a Helicopter Landing Site. The Airport has one asphalt sealed runway with a length of 1,464 metres and a maximum aircraft take-off weight limiting the type of aircraft that can use Camden Airport.

There are no planned runway extensions or improvements in the planning period of this Master Plan. Any expansion of aviation facilities at Camden Airport can be accommodated on the vacant land to the north-east of the existing hangar facilities.

The development program for Camden Airport over the next eight years will focus on supporting and growing aviation operations (including new hangars) and low traffic generating warehouse and commercial development. Such development will be primarily on the vacant land within the Airport Business Zone.

AIRCRAFT NOISE

THE AIRPORT WORKS ACTIVELY WITH AIRPORT USERS, GOVERNMENT AGENCIES AND COMMUNITY REPRESENTATIVES ON A RANGE OF INITIATIVES TO MANAGE NOISE IMPACTS FROM AIRCRAFT OPERATIONS.

MASTER PLAN 2020 SHOWS A REDUCTION IN THE NUMBER OF RESIDENTIAL PROPERTIES LIKELY TO BE AFFECTED BY AIRCRAFT NOISE OVER THE 20-YEAR PLANNING PERIOD. THIS IS DUE TO QUIETER AIRCRAFT LIKELY TO BE USING THE AIRPORT IN THE FUTURE.

The Airports Act requires the Master Plan to forecast noise levels resulting from the operation of the Airport. Master Plan 2020 contains information about:

• Aircraft and helicopter flight paths to and from the Airport

• The 2018 Australian Noise Exposure Index (ANEI) for Camden Airport

• Estimated noise exposure based on a forecast of aircraft movements and fleet mix to provide the 2040 Australian Noise Exposure Forecast (ANEF) for Camden Airport.

Master Plan 2020 also contains a comparison between the 2034/35 ANEF (contained in the 2015 Master Plan) and the 2040 ANEF.

Camden Airport has prepared forecasts which indicate minor changes in the level of noise generated by aircraft activity compared with the 2015 Master Plan. With limited growth and changes to aircraft mix, resulting in quieter aircraft from Camden Airport, less residential properties are likely to be affected by aircraft noise over the 20-year planning period.

The Airport has established a voluntary Fly Neighbourly Procedures program to assist with reducing the impacts of aircraft noise on the surrounding community.

CAMDEN AIRPORT IS COMMITTED TO CONTINUALLY IMPROVING ENVIRONMENTAL MANAGEMENT BY FOSTERING A CULTURE OF SHARED RESPONSIBILITY IN ALL AREAS OF AIRPORT OPERATIONS.

Most of Camden Airport has been significantly modified since it was first acquired as an airfield in 1939. However, it contains areas of environmental and historic value which needs to be carefully managed.

The Airport is responsible for ensuring that environmental impacts are minimised wherever possible. Master Plan 2020 focuses on managing the following aspects of the environment:
