On the first day of appointment of Kenan

Crnkić

as Director of Health

Insurance Fund of Sarajevo Canton, said that he was shocked with

the

current financial situation and announced a sharp and an unprecedented

fight against systemic corruption in the health sector.

Following these promises, only one month after, three doctors employed

in health centers in Sarajevo were suspended after that checks showed

that during just one day visited more than two hundred patients and

thereby prescribed an average of more than 700 recipes for medicines.

At the press conference, 5th March, Director Crnkić

announced decisive

action to stop the illegal actions of doctors and prevent further

accumulation of losses that have threatened the collapse of the health

system in the Sarajevo Canton. Using very offensive vocabulary calling all

the doctors “mafia”

and claiming that within the medical profession has

Bribery news Croatia Dec 2013

The authorities in Croatia have charged a pharmaceutical company

and

364 people ‐

most of them reportedly doctors ‐

for allegedly rigging the

drugs market.

Senior managers at the drugs firm Farmal bribed a network of doctors and

pharmacists to prescribe the company's products, officials said.

Correspondents say the health system could have collapsed if all

the

doctors implicated were sacked. There are around 5,000 doctors in

Croatia.

Doctors and pharmacists were offered bribes, including money and

travel,

worth between 5‐10% of the medicines they prescribed, according to Sofia

News Agency.

Hungary enforcement measures 2014

One amendment proposal to pharma law was anti‐constitutional: the authority may

order closed questioning of a witness where exclusively the witness is present (no legal

representative!).

Dawn raid right of the HA is included in the pharma law: „this amendment is aimed at

the improvement of the efficiency of ascertaining the relevant facts of the case in the

course of investigating promotion activities in order to make actions taken against

infringements more efficient”.

Amendment regarding interactions between HCPs and pharma industry: the

government body for pharmaceuticals will be entitled to investigate the legal

relationship between the holder of the marketing authorisation regarding a medicinal

product and its assignee engaged in promotion activities; between the entity engaged

in promotion activities and a person engaged under contract that

is entitled to

prescribe and distribute medicinal products; and between a person engaged under

contract, who acts in the interest of the promoter and the person entitled to prescribe

and distribute medicinal products, as well as the actual interactions between them.
