DOCUMENT SUMMARY

This document is the second part of the Technical Interface Specification (TIS) for Direct Trader Input (DTI) to NCTS.

It shows the detailed structure of the IE messages, their conditions and rules, and the codes they use. It also shows the

structure of the reference numbers and the EDIFACT messages, and a sample EDI message.

APPENDIX A – BRANCHING DIAGRAMS

A.1. Introduction

This appendix presents the EDIFACT Branching Diagrams for the NCTS messages, and is provided for

information only. It states how EDIFACT UNSMs are used for implementing the NCTS messages.

Every NCTS IE is mapped upon one particular UNSM. The usage of the following UNSMs is foreseen

for NCTS:

Every UNSM should be considered as a hierarchy of EDIFACT segments and/or EDIFACT segment

groups that needs to be built according to the standard EDIFACT rules.

This section defines which parts of the standard UNSMs are used for the NCTS, and which modifications

have been introduced for the UNSMs. Appendix H defines the details for every individual segment.

As not all parts and components of the UNSMs are needed in order to implement the NCTS messages,

only those elements and components from the UNSMs, that are foreseen for NCTS, are shown.

A.2. Symbolism used

A.2.1. Definitions

A branching diagram describes the hierarchy, sequence, repeat count, and status of the segments in the

message as published in the UN/EDIFACT Directory.

A.2.2. Components

The branching diagrams are read from left to right and from top to bottom, and each segment and segment

group is identified with a reference number indicating its position in the message structure (numbers are

thereby referring to the original UNSM).

The numbers on the extreme left of the diagram show the level of the message. 0 denotes the top level,

1 the next level, etc. This symbolism can be useful when following a long message from one page to the

next.

Denotes a segment. The segment tag is in the top of the box

(BGM in this example). The segment tag is followed by a

number between square brackets. This number is the segment

reference number (it is unique for every node in the message

hierarchy). In the example, the segment reference number is

equal to 2.

Below left , the segment usage is specified as M (as in this

example) for Mandatory or C for Conditional.

The bottom right part of the box denotes the number of times the

segment may occur (1 in this example). If the number is 9, 99,

999, etc., it denotes that the segment may repeat up to that

number of lines or less.

Denotes a segment group. The group number on the top line

(Group 1 in this example) gives a sequential number for segment

groups throughout the message. Every segment group has a

unique number.

Following the usage and repeat factor of the group (C 99 in this

example), the trigger segment is identified (RFF in this

example).

A trigger segment is always Mandatory (it must be used if the

segment group is used) as it contains the key to which all

subsequent segments in the group relate. Moreover, a trigger

segment can appear only once within the occurrence of a group.

levels.

Solid lines connect the different segments and groups. A solid line should be understood as “consists of”.

At the highest level is the UNSM. The UNSM consist of all components defined at level 0 and 1.

Elements at level 0 are mandatory components of the UNSM. Elements at level 1 and below are

conditional components of the UNSM.

When different segments and/or groups are present at the same level, this should be understood as

“consists of the sequence of the following items”.

B.2. Results of Control

For any corrected ‘HEADER’ data items, both the original and corrected values are exchanged. For each

new or corrected ‘GOODS ITEM’, the complete set of data items is exchanged.

B.2.1. Header

Each data item of ‘HEADER’ can be accompanied by a control indicator with the value ‘DI’ (Differences)

or ‘OT’ (Other). When differences are detected, the original and corrected values are exchanged.

Otherwise, only the original values are exchanged.

The original values of data items of ‘HEADER’ are exchanged by the original data group; the corrected

values by the data group ‘RESULTS OF CONTROL’. A pointer is given in the ‘RESULTS OF

CONTROL’ to the box number of the corrected data item (the structure of the pointer is specified below).

When the control indicator is ‘DI’, the pointer to the data item and the corrected value are required. When

the control indicator is ‘OT’, the pointer to the data item and the corrected value should not be used.

B.2.2. Goods Item

Each goods item can have one or more occurrences of ‘RESULTS OF CONTROL’ with ‘Control Indicator’

values of

‘OR’ (Original),

‘DI’ (Difference),

‘OT’ (Other),

‘NE’ (New)

‘NP’ (Not Present).

The following possibilities can occur:

In the case of a discrepancy, the original goods item and the corrected one are exchanged. The original

goods item group is indicated by an occurrence of ‘RESULTS OF CONTROL’ with ‘Control

Indicator’ value ‘OR’ (Original). The corrected goods item group is indicated by an occurrence of

‘RESULTS OF CONTROL’ with ‘Control Indicator’ value ‘DI’ (Differences). If the totals of

‘HEADER’ are affected by any changes at goods item level, these are exchanged as for ‘HEADER’

above.

In the case of a missing 'Goods item', the original goods item and the corrected one (i.e. an empty

group except for the 'Item number' field and the 'RESULTS OF CONTROL' groups) are exchanged.

The original goods item group is indicated by an occurrence of ‘RESULTS OF CONTROL’ with

‘Control Indicator’ value ‘OR’ (Original). The corrected goods item group is indicated by an

occurrence of ‘RESULTS OF CONTROL’ with ‘Control Indicator’ value ‘DI’ (Differences) and

optionally an 'OT' 'RESULTS OF CONTROL' group. If the totals of ‘HEADER’ are affected by any

changes at goods item level, these are exchanged as for ‘HEADER’ above.

In the case of one or more documents not being presented for a goods item, the corrected goods item

group is exchanged with an additional occurrence of ‘RESULTS OF CONTROL’ for each of the

missing documents, with ‘Control Indicator’ value ‘NP’. The pointer in ‘RESULTS OF CONTROL’

refers to the particular occurrence of ‘PRODUCED DOCUMENTS/ CERTIFICATES’ which is

missing from that goods item. Upon receiving a ROC = "NP" the OoDep will determine a procedure

for ascertaining which document has not been presented. Their options are to perform a computerised

check of the two items returned (the original with ROC = "OR" and the other with ROC = "DI" and

also ROC = "NP"), or to print/display the two versions of the item so that the Customs Officer can

identify which document has not been produced.

In the case of some other reportable situation (i.e. a comment on a 'Goods item') which is not a

discrepancy, the goods item group is exchanged with one ‘RESULTS OF CONTROL’ with ‘Control

Indicator’ value ‘OR’ (Original) and one or more additional occurrences of ‘RESULTS OF

CONTROL’ with ‘Control Indicator’ value ‘OT’.

In the case of a new goods item being discovered, only the values of that new goods item are

exchanged, there being no original values. The ‘Control Indicator’ of ‘RESULTS OF CONTROL’ of

the new goods item group has value ‘NE’. Totals of ‘HEADER’ need to be updated according to the

changes at goods item level.

The pointer in ‘RESULTS OF CONTROL’ refers to the box number of the Transit Accompanying

Documents of a particular data item. Where the data item is a further subdivision or if a particular

occurrence of a document needs to be identified, this is denoted by :

‘box_number’ # ‘subdivision/occurrence’

NB:

- ‘occurrence’ refers to the sequence in which the information was sent.

- ‘/’ indicates that either a subdivision or an occurrence is given.

- Example 1 (subdivision):

18#1 refers to ‘Identity of means of transport at departure (the first subdivision of Box 18)’

- Example 2 (occurrence):

If the third document is missing, this is indicated as 44#3 (since documents are listed in Box 44).

B.3. Rejection Messages IE08 (E_ARR_REJ), IE16 (E_DEC_REJ), IE58 (E_ULD_REJ)

These messages identify functional errors e.g. missing functional data item or wrong value , in previously

sent data. The message contains a Functional Error data group that consists of an error type, a pointer

to the erroneous field, an error reason code and the original value of the attribute.

B.4. UN/EDIFACT CONTRL Message

The structure of CONTRL is based on four segments:

UCI (Interchange Level)

UCM (Message Level)

UCS (Segment Level)

UCD (Data Element Level)

each containing a reference to a part of the subject interchange.

The parts of the subject interchange are:

The UNB and UNZ segments, referenced in the UCI segment. UCI refers to the original

UN/EDIFACT interchange in which errors have been detected, by copying the sender identification,

recipient identification, and interchange reference of that erroneous interchange.

The UNH and UNT segments, referenced in the UCM segment. UCM refers to the original

UN/EDIFACT message in which errors have been detected, by copying the message reference and

the message type/version/release number/controlling agency/association assigned code of that

erroneous message. The action taken by the recipient of the erroneous message as well as the specific

error information (error code – message segment – position in this segment) is transmitted as well.

A segment in a message, referenced in the UCS segment. UCS refers to a position of a segment for

which an error has been detected in the original UN/EDIFACT message, by means of a segment

position. The segment position is a sequence number of the erroneous segment in the UN/EDIFACT

message. It starts with, and includes, the UNH segment as segment number ‘1’. To report a missing

segment, this is the numerical count of the last segment that was processed before the position where

the missing segment was expected to be. Identifying the first segment in the group as missing

denotes a missing segment group.

A simple, composite or component data element referenced in the UCD segment. UCD refers to a

position of a data element in a segment for which an error has been detected in the original

UN/EDIFACT message. EITHER the data element position is a counter of all fields starting at ‘1’

for the segment tag OR, if the information can be supplied by the EDI-converter, the data element

position is a counter of simple and composite fields starting at ‘1’ for the segment tag and the data

component position is the position of the component within the composite field.

The UCI segment can only report one error. If more than one error is detected at interchange level, NCTS

only reports one error. It cannot exchange more than one CONTRL message to report several errors in

the same interchange.

R510 : The attribute ‘Continue unloading’ of the data group CTL-CONTROL indicates with its progressive

numbering, starting from 1,that the IE43 is transmitted to give the first or further permission to

continue the unloading. Where the IE brings the permission to start the unloading then all the

information as specified in the IE is transmitted, except for the data group CTL_CONTROL which

cannot be used.

Where the IE communicates the permission to continue the unloading then only attribute MRN of the

HEADER data group and the data groups CTL_CONTROL, TRADER at Destination and CUSTOMS

OFFICE. Presentation Office with the attribute MRN are used, all the other data groups and attributes

cannot be used.

R660 :The time has to be given in the format YYYYMMDDHHMM where:

TR0003: If errors are found at the HEADER level, then RoC-Control Indicator is set to:

- DI (Different values found) or

- OT (any Other things to report)

If errors are found at the level of GI then GI-RoC-Control Indicator can be set to:

- OR (Original values of the Goods item),

- DI (Differences in values for a Goods Item),

- NE (values of a New Goods item),

- NP (Not Presented document) or

TR0005: When the RoC-Control Indicator is equal to DI, this data item is Required.

When the RoC-Control Indicator is equal to OT, this data item cannot be used.

TR0007: The GI data group is Required only when discrepancies have been found in one or more GI or when a

new goods item has been found during the control.

TR0008: This data group shall be used in the following cases:

will list the information found, if available. For the case where the goods item is missing, the goods

item is filled in as TR0011 suggests.

- when the Control Indicator in the accompanying RoC-group is equal to ‘OR’, the group will list

the information received with the declaration, if present.

TR0009: This data item is Required only when the value of the accompanying Control Indicator is equal to OT.

For other values of the Control Indicator, it is Optional.

TR0010: This data item is Required when the accompanying Control Indicator is equal to NP. In all other cases,

this data item must not be used.

TR0011: (Unsatisfactory -> Discrepancies at the level of a GI are found – Control Indicator=DI).

One or two GI groups are specified: One for the Original GI (GI-OR), and optionally another one for

the Found GI (GI-DI).

- GI-OR specifies all the data-groups and data-items present in Goods item of the original

IE001/IE501 and also includes a RoC - Control Indicator with the value OR.

- GI-DI specifies the information for the goods item as found.

It contains at least the RoC - Control Indicator with the value DI. Eventually, other Results of Control

groups with value NP can be added, specifying not presented documents.

Additionally, RoC OT can be added to GI-OR and/or GI-DI groups, specifying any other things to

report on the goods item.

A missing Goods Item should be treated like a discrepancy. The found 'Goods Item' group should then

be empty apart from the 'Item number' field and the 'RoC' groups.

group with Control Indicator=NP will be added.

- In case of any difference being found in a Goods Item, the item numbering is equal to numbering

- In case of a new Goods Item, the item number is equal to the number of the last Goods Item in the

Field 3 contains the last 6 characters of the Reference Code of the Customs Office of Departure.

Field 4 contains an identifier for the Transit transaction. Each Transit transaction handled during one

year, within the given country, must have a unique number. The 7 characters are produced as a sequence

number with an initial value of 1 and incremented by 1 each time the module is used. Although this

number is serial, it is serial within the whole of the UK so a particular customs office will have mostly

non-serial numbers.

Field 5 contains a value that is a check digit for the whole MRN. This field allows for detection of an

insert the National number of the Office of Guarantee.

Field 4 has to be filled with a value that is a check digit for the fields 1 to 3 of the GRN. This field allows

to detect an error when capturing the first four fields of the GRN.

Field 5 is only used when the GRN is related to a flat-rate voucher registered in NCTS. In that case, this

field has to be filled with the identifier2 of the voucher.

At the top of each page is a summary branching diagram. This provides as a quick reference to roughly

where the segment lies within the message.

The left part of the tables shows the EDIFACT definition of the segment. The right part shows the

corresponding Transit data items.

For each occurrence of a segment, the table given shows the following:

Within every message, the last but one segment will be a UNT segment, denoting the count of the

number of segments in the message. This count should include every segment in the EDIFACT

message, including UNH and UNT itself, but not UNB and UNZ (last segment) from the EDIFACT

interchange.

Some EDIFACT messages need to point to other segments in an EDIFACT message. In this case,

segment number one is the UNH segment.

Some segments require the presence of a segment at a higher level. This higher-level segment must

always be present (even if it does not contain any data at all).

Some segments are defined as optional. If the relevant data is not present, these segments are not to

be included in the EDIFACT message.

Numerical fields

Numerical fields are either a cardinal value (positive integer value), or a decimal value.

The decimal separator is the decimal point “.”. No other symbols are permitted as decimal separator.

Triad separators, such as a comma, shall not be used.

Signs, whether positive or negative shall not be used (all values are always intrinsically positive).

For decimal values, the decimal notation (with the decimal point) should only be used when there is a reason to

indicate precision.

E.g., for a mass value:

89 kg, with a precision of 1 kg.

89.2 kg, with a precision of 0.1 kg.

89.20 kg, with a precision of 0.01 kg.

For numerical values, leading zeroes shall not be used. Trailing zeroes should only be used to indicate precision.

If the decimal point is present, at least one digit shall be present before the decimal point and at least one digit

shall be present after the decimal point.

Examples for a n..11,3 type.

12345678.123 (Valid). 123456789.123 (Invalid - too many digits before decimal point and too many digits in

total).

12345678.1234 (Invalid - too many digits after decimal point and too many digits in total).

0123 (Invalid - leading zero not permitted).

+123 (Invalid - plus sign not allowed).

The rules above also apply to numerical values within Code Lists. Values in such a list should always be stored

without leading zeroes (in order to avoid problems of comparing e.g. a value of 60 against a value of 060).

There are no Code Lists with decimal values.

When a data-type includes a decimal, the maximum number of decimals after the decimal sign is included in the

length of the data-type. For instance, the format n..11,3 can have 3 decimals included in its maximum total

length of 11 numeric digits. Neither the decimal point nor the sign are included in the length of a data-type.

Text fields

Leading and trailing spaces shall not be used within text fields.

The EDIFACT separator characters (see EDIFACT message formatting) can be used within such a field. The

EDIFACT release character (?) can be used to include the separator characters in fields.

Text fields can be either language-sensitive (with an associated LNG field), or not.

Language-sensitive text fields can be in any of the following character sets taken from UN/EDIFACT syntax

version 3:

UNOC: Latin 1 (Europe, Latin America, Caribbean, Canada, Africa), ISO 8859-1.

UNOD: Latin 2 (Eastern Europe), ISO 8859-2

UNOE: Cyrillic (Bulgaria, Russia, Ukraine), ISO 8859-5

UNOF: Greek, ISO 8859-7.

UNOG: Latin 3 (Malta), ISO 8859-3

UNOH: Latin 4 (Estonia, Lithuania, Latvia), ISO 8859-4

UNOK: Turkish (Turkey) ISO 8859-9

Non-language sensitive text fields and numeric fields can only be in the UNOC character set.

The UNOC character set will be used except for some free text fields that may be encoded in a different

character set.

H.4. Stuffing

In a number of cases, there is no proper segment or qualifier for mapping functional requirements. In these

cases, another segment is selected for exchanging the functional message structures. This is called ‘stuffing’.

Basic reasons are the difference in hierarchy between FMS and UN/EDIFACT UNSMs and missing

segments/data elements to represent the semantics of the FMS.

Stuffing to D96B CUSDEC concerns the mapping of the ‘En route event’ and the ‘Guarantee’ groups. A

requirement in the SAM Mapping Guideline has been to not use the DMS group of D96B CUSDEC. Therefore,

alignment to the SAM Mapping Guideline required mapping of these groups to other groups in D96B CUSDEC.

H.5. UNB Segment

‘Message sender’ will contain the TURN of the company (declarant) that is physically sending the

EDIFACT message i.e. sending the email containing the message. Where a company does not have a

TURN, a dummy TURN will be allocated by HMCE.

Only 30 characters are available for the declarant’s identification as the first 5 characters are used by

NCTS to identify the route by which the declaration has entered NCTS e.g. EDCS, XML, Web.

‘Message recipient’ will contain the value ‘NCTS’.

‘Interchange Control Reference’ (ICR) needs to be unique for every EDIFACT interchange.

H.6. UNH Segment

‘Message Identification’ – unique reference of a message within an MRN. As there is only one message

per interchange, the same value could be used for this and the ICR.
