12 MAY 2018 NEW DELHI Four PWD officials questioned by Anti- Corruption Branch New Delhi/May 11 The Delhi government’s Anti-Corruption Branch (ACB) has verified the role of four Public Works Department officials in the alleged PWD scam, after it established during its probe that the department’s internal quality assurance team did not inspect the drainage project even once. Officials added that the tender for the project was also given 46 per cent below the estimated cost of 4.9 crore. The ACB Thursday arrested Vinay Kumar Bansal, the son of the CM’s late brother-in-law Surender Kumar Bansal, in connection with the case. Sources in the ACB said they have so far questioned an executive engineer, an assistant engineer and two junior engineers. “Investigation has revealed that PWD officials deliberately ignored the construction quality of the project to favour the Delhi CM’s late brother-in-law Surender Kumar Bansal and his son Vinay Kumar Bansal for monetary gains. The full payment of Rs 3,10,09,533 crore has been released to Bansal,” sources said. Last year, the ACB had registered three separate FIRs in the alleged scam, including one against Surender Bansal’s company — M/s Renu Construction Company. Sources said the ACB has already examined some PWD officials who will be questioned again in the coming days. Sources said the agreement for the project stated that cement of only certain companies would be used during work on the drain. But during investigation, sources said ACB officials found that these brands were not mentioned in the company’s records. ACB officials said the company started work on March 17, 2015, and was required to complete it on July 14, 2015 — with provision of a penalty of Rs 20,000 being levied per month for the delay. “It came to fore during the probe that while construction work was completed on November 23, 2015, no penalty was levied,” officials said. Bus mows down wife of Army officer in Dwarka New Delhi/May 11 A 34-year-old woman, the wife of a serving Lieutenant Colonel, was mowed down outside her apartment by a speeding private chartered bus in Dwarka when she was returning home after seeing off her children at the school bus stand. Police said the woman, Alka Singh, lived in Vivekananda Apartment in Sector 5 Dwarka and her husband is posted in Chandigarh. “The incident took place around 6.20 am when she was crossing road after dropping her child. She came to drop her child but she was hit by a speeding bus when she was crossing the road,” a police officer said. The complainant, Ashok Kumar, a newspaper vendor, told police in his complaint that he was standing outside the apartment when he saw the bus driver lose control and hit the woman. “The woman was rushed to a nearby hospital in an e-rickshaw, where she was declared brought dead. Police were then informed about the incident and personnel reached the spot and arrested the accused,” an official said. An FIR has been registered in the case and the accused driver, Pramod Kumar, was later released on bail. ` 20 lakh ransom with abductors became worthless after note ban New Delhi/May 11 The Delhi Police Special Cell have arrested three more persons for allegedly kidnapping the son of an ex-councillor in September 2016, and releasing him after they received a ransom of Rs 1 crore. Police said the men, however, could not enjoy their loot as they were foiled by the government’s demonetisation announcement in November. Rising pollution, fumes from open drains damaging Delhi Metro infrastructure New Delhi/May 11 Rising pollution, toxic fumes and vapours from open drains across the national Capital are not only taking a toll on people’s health, but also affecting tracks, trains and other equipment on the Delhi Metro, officials said. Officials from the Delhi Metro Rail Corporation (DMRC) said that in Metro stations located around open drains and high pollution zones, installations such as overhead electrification (OHE), power stations, tracks and even the concrete structures witness a smaller life span compared to similar installations in other areas. Not just this, these toxic fumes and vapours also take a toll on the air conditioning inside stations and trains that cross these stretches regularly. “Though minor problems are experienced even in the air conditioning of trains, since they just have to pass through these areas for a limited period of time, the damage (to the trains) is less. The fixed structures, however, are affected more,” said DMRC managing director Mangu Singh. DMRC officials said the problem is prevalent in stations located in areas like Mayur Vihar, Dwarka, Seelampur, Azadpur, Shahdara, Najafgarh, and Hudson Lane, which are in close proximity to open drains. Experts said that in Delhi, the primary component of the water that flows in storm drains is sewage. This sewage, on degradation, produces harmful gases such as methane, hydrogen sulphide and carbon dioxide. These gases are highly corrosive in nature, the experts added. Mukesh Khare, professor of environmental engineering at Indian Institute of Technology (Delhi), said these gases have high corrosive properties, and exposure to them over time leads to the thinning of the overhead wiring system on the network. “Storm water drains are not supposed to carry sewer. The problem is the lack of proper management of these drains. These drains cannot be closed, but strict rules can be implemented against the mixing of sewage into it,” said Khare. DMRC officials said they have been taking extra precautions in stretches that have open drains in the vicinity. The measures include the use of protective paints on station walls and use of high-resistance metals in order to delay the corrosive degradation. “We have been assessing the effects of polluted zones on our systems and over the last few years we have taken preventive measures to reduce the damage,” said a Metro spokesperson. Delhi HC allows Girl Who married four days after turning 18, to stay with husbandc New Delhi/ May 11 The Delhi High Court has come to the rescue of an 18-year- old girl, who entered into a wedlock just four days after turning an adult, and allowed her to live with her husband. “The girl is an adult and is free to make her choice as to whom she wants to marry and live with,” a bench of Justice S Muralidhar and Justice I S Mehta said, turning down the allegation of her parents that she was a minor and had been forcibly taken away by him. The girl has also refuted her mother’s claim that she was a minor at the time of marriage and told the court that she entered into wedlock out of her free will four days after turning an adult and did not want to return to her parents. To this, the bench also asked Delhi Police to assess the requirement and provide appropriate security to the couple as and when needed. “Her marriage has been verified by police to be true. Since she has done so willingly, there is no occasion for the court to issue any direction in that regard in this petition,” the bench observed. The court also directed the parents to return her certificates and documents, including school marksheet, identity card and bank passbook. The court’s direction came on girl’s mother’s habeas corpus plea seeking a direction to produce her daughter before the court, alleging she was forcibly taken away by the man. The judges spoke to the girl in-chamber and she confirmed that she married the man whom she knew for four years. Many placement agencies are still not registered : NGO tells Delhi HC New Delhi/May 11 Despite the Delhi government passing an executive order three years ago to register all placement agencies in the capital, NGO Bachpan Bachao Andolan (BBA) told the High Court Thursday that many such agencies are operating without registration or licence. The NGO filed a plea in the HC, seeking contempt proceedings against officials of the department concerned for failure to implement the order. The plea, filed through its advocate Prabhsahay Kaur, added that the government has also not implemented a HC order regulating the functioning of placement agencies. The NGO had filed numerous PILs on the issue as several adults and minors are trafficked from across the country to Delhi through such agencies. As per the plea, Delhi has become the hub of trafficking, both as a transit and destination point, in the last few years. “The root cause behind such an unprecedented increase in human trafficking activities in and around NCR can directly be attributed to the unregulated realm of placement agencies… which intentionally target tribal, poor women and children…,” the plea said. In 2014, the government told the HC that it had issued an order for compulsory registration of private placement agencies providing domestic workers, while making it clear that all unregistered firms will have to shut down after October 25, 2014. It told the HC that its executive order of September 22, 2014 was officially notified a day after. “But even after the order was passed, nothing has been done,” said the plea. The NGO then sought directions to the secretary-cum-labour commissioner and chief inspector, shops and establishments of the government, to compulsorily register all placement agencies within eight weeks, and take action against the unregistered ones. Minister called panel illegalIgnoring Satyendar Jain, home secy to chair meet on CCTVs

New Delhi/May 11Delhi home secretary Manoj Parida will chair the first

meeting of the LG-constituted panel on the government’s over Rs 500 crore CCTV project on Friday — despite a direction

from Home Minister Satyendar Jain to the contrary. “I am going ahead with the meeting tomorrow at 12 pm… I have got an order from the L-G, I consider it to be valid. The panel will be looking at things from the security angle, which falls under L-G. I will submit the report in due time,” he told Media.

This comes even as Jain wrote to L-G Anil Baijal Thursday, terming the panel “illegal and constitutional”, and

stating that he has directed Parida to not take up any such responsibility. The L-G’s office did not respond to the letter.

Baijal had set up the three-member panel to look into privacy concerns surrounding the project and to formulate standard operating procedures.

Pariada will lead the panel, with the other members being the special commissioner (IT) Delhi Police and an official of the IT Ministry. Baijal has sought a report on the issue in a month.

In the letter to the L-G, Jain said, “The committee set up by you is illegal, unconstitutional… with the sole objective of obstructing the CCTV project. Under the Constitution, the L-G’s job is to do good policing and prevent crime. Kindly concentrate on your job.
