That is the Diosdado Macapagal InternationalAirport – still a babe compared to well-establishedairports around the world but already getting muchattention from the aviation industry.

The DMIA got yet another accolade, at the 15thWorld Routes Development Forum held in Beijing,China last month, as the Most Promising UpstartAirport. This from the prestigious United Kingdom-based anna.aero magazine that covers global airportdevelopments.

“This recognition shows that the DMIA and thedevelopments pertaining to its operation are graduallygaining popularity and have impressed magazinessuch as anna.aero that will introduce DMIA to theUnited Kingdom, and eventually, to the world.” So saidClark International Airport Corporation (CIAC)President and CEO Victor Jose I. Luciano. “We atDMIA are honored that we have been recognized asone of the promising upstart airports during the RoutesForum and we will surely continue to grow becauseof the support of foreign and local carriers flying outof DMIA.”

Already most promising, its tiny passengerterminal notwithstanding. Think what DMIA will beonce the development of its facilities gets into fullswing.

Build Terminal 2 now!

Efficient SubicSAVING TIME. Maximizing efficiency.

That is what it’s all about in the roadtrain or “triples”trucking system in the developed West, now ready toroll off Subic via the Subic-Clark-Tarlac Expressway. The road train consists of a conventional tractor pullingnot just one trailer, but two or three using a trailer truckdolly. A trailer dolly is a single-axled articulated fifthwheel that connects two or three trailers pulled by atractor head.

Subic Bay Metropolitan Authority AdministratorArmand Arreza said that the use of trailer truck dollies“will mean big savings and provide more efficientmeans of transporting goods between Clark andSubic.”

“We’re sure that the trailer dollies will attract notonly more investors and port users in Subic and ClarkFreeport zones, but also other importers andexporters from Central and Northern Luzon,” Arrezasaid, stressing that the introduction of the trailer dollywould also lower freight cost because two or threemore trailers can now be connected behind the maintrailer.

And where efficiency and savings are, there theinvestors will most surely flock.

Your move now, Clark.

“NOT THAT Marjorie loved her father Boking less but that she lovedher husband John more.”

So we wrote here Friday last week of double visionary DengPangilinan paraphrasing Shakespeare in reference to MarjorieMorales-Sambo’s announced candidacy – allegedly upon theprodding of her husband John Sambo – for the mayorship ofMabalacat where seated now her own father Mayor Marino ‘Boking”Morales.

“Motivated by greed and envy, it is Sambo that is pushingMarjorie to run.” So we quoted the keen eyed Deng as saying too.

Greed. Envy. Opportunism and disrespect too were appendedto his name. So who is John Sambo and why are they sayingthese things about, er, against him?

I knew a John Sambo bred, if not also born, in a farmland inrustic Mesalipit, a barangay that got its name from its geographicalentrapment – hemmed in – mesalipit in Kapampangan – by thetowns of Bacolor, Minalin and Sto. Tomas.

John, notnecessarily Doe

I knew a John Sambo who was a dagis-pisamban, literally church rat, figuratively a churchhabitué, at the time one Rev. Fr. Eddie T. Panlilioserved as parish priest of the St. Thomas theApostle parish.

I heard of a John Sambo who was terriblyheartbroken when the lady he was engaged towas exiled by her family to the USA even after –so the talk of the town carried – a wedding dayhad been set.

Some years after that aborted nuptial, I heardof a John Sambo marrying the daughter of a MayorMorales.

I knew a John Sambo who served as generalfactotum to Subic importer Romy Ronquillo whowon as Sto. Tomas mayor in 1995, with “Doctor”John Sambo as councilor. Primero consejal, Icannot recall. But he won.

I knew a John Sambo who lost in his re-electionbid three years after, his loss being the joke ofthe town – too patently libelous, too maliciouslyvicious to write here in its Tagalog original of hayupand duktor interchangeability. Yeah, John Sambo, thought to be a medical practitioner in his firstsuccessful run for councilor, was discovered asan animal doctor in his failed re-election bid.

I heard of a contractor John Sambo whoallegedly held a monopoly of the construction ofthose half-covered courts that became thetrademark of then-gubernatorial aspirant 4th

District Rep. Rimpy Bondoc. Even as I hear nowof a contractor John Sambo as the favored builderof 4th District Rep. Anna York Puyat Bondoc-Sagum.

I read of John Sambo joining and winning somestock car or drag racing in the circuits of Subicand Canlubang. An expensive hobby, I read too.

I heard of a contractor John Sambo who wasallegedly awarded the SM City Clark-financedconstruction of the Balibago drainage system. Anda few months back, I heard of him anew beingdamned for the erosion along Balibago Creek thatate up portions of Systems Plus College,

Swagman Hotel, the warehouse of Mister Frostyand some other establishments along the banks. It was said that the drainage system that shouldhave continued to Abacan River was stopped atthe Balibago Creek which then bore thetremendous volume of water coming from Clarkand upper Balibago.

I heard of a contractor John Sambo living in aP10-million house in Clark Manor in BarangayDuquit, Mabalacat in the company of his wife, kids, mother-in-law, pet tiger and pythons. HisBMW sportscar – so I heard too – is parked inhis very living room along with his jetski. Swell.

I heard of a contractor John Sambo as a rabidsupporter of Ed Panlilio in his gubernatorial run. Iheard too of a contractor John Sambo who failedto make the list of accredited constructors in thePanlilio administration.

I heard of a contractor John Sambo alleged asthe “point man” in all construction activities atXevera Mabalacat, and alleged as the constructorof the Mabalacat “City” Hall thereat.

I heard too that the ceiling of that Mabalacat“City” Hall collapsed on the very day it wassupposed to be inaugurated.

It is public knowledge why Sambo isspiteful. He lost his contracts with XeveraMabalacat. His deal though is not with the localgovernment but with Globe Asiatique).”

Thus, Deng again:”Dahil nawalan po siya ngkontrata sinisisi niya ang kanyang biyenan. Kungkaya po ngayon galit siya at ginagamit niya angkanyang asawa upang labanan ang biyenan. (Heblames his father-in-law for the loss so he’s nowusing his wife to get back at the mayor.)”

So I heard, read, and wrote too. Yeah, thisJohn is certainly no Doe.

Just what is meantby ‘Acts of God’?

SOME PEOPLE loudly wailedwith the unexpected amount ofteardrops that the clouds criedon that one particular Saturday.Others were not so fortunate toshed a tear for another day.

A few days after, peoplescampered for and rabidly foughtover boxes of relief goods. Todate, the interim shelter given tothose rendered homeless arebecoming cramped by the day.

The number of damaged ve-hicles due for restoration hasreached a level beyond the ca-pacity of car dealers. The flood-water in some areas simply re-fuses to recede below the waist. The concrete roads that peopleused to walk on are now negoti-ated using improvised rafts, if notinflatable beds.

These are the images thateasily come to mind by the meremention of Typhoon Ondoy. Oh,there is one more image thatcomes into the picture: God, al-though He appears in a rathernegative light.

I’m sure you have heard about“Acts of God.” The phrase is of-ten mentioned nowadays to de-scribe the incalculable damagethat the super typhoon wrought.Although the phrase may be le-gally precise to describe eventswhich are outside of the controlof humans and for which no onecan be held responsible, it is,

MY FATHER, who is based in California, called me last Sundayafternoon to say that he was wrong in his vehement opposition tolet me take base in Pampanga.

A decade ago, he gave his best arguments to convince me notto live in this lahar-ravaged province. He was then very worriedabout the after effects of Mt. Pinatubo: rampaging lahar and constantflooding; lack of investors, hence, no opportunity to grow; the never-ending conflicts with the leftist group; and the never-ending demandsof less-fortunate relatives of my mother who are all based inPampanga (forgive me ‘Tay for this revelation).

My logical and rational lawyer-mind gave way to my emotionaldesire to be with my Kapampangan mother in the last few years ofher life. I decided to change my abode and transferred my workand family in Mexico, Pampanga.

First, I built our home in the middle of the rice fields in a barriolocated just a kilometer from the Poblacion. This was when thepresent NLEX, SM and Robinsons Pampanga were underconstruction. After just a year in this new location, everythingbecomes accessible. Quezon City is just an hour away via NLEX;SM and Robinsons only 15 minutes; Clark – 25 minutes.

Wrong perception

Soon, Angeles City and the City of SanFernando have undertaken massive reconstructionand rebuilding. Business establishments sproutedlike mushrooms and trade and industries are againwell and alive in the whole of Pampanga.

I have come to meet the Kapampangan peoplefrom all walks of life: the richest of the rich, therich, the middleclass and the masa, in the reverseorder. Pampanga sustained me and myfamily…as well as our extended families.

With the havoc typhoon Ondoy brought toMetro Manila and municipalities around theLaguna de Bay, the devastation of Northern Luzon, and the flood waters that engulfed almost thewhole of Pangasinan and portions of Tarlac andBulacan, mercilessly caused by Pepeng 1,Pepeng 2 and Pepeng 3 (incredible typhoon),

Kapampangans are indeed fortunate to be sparedof these calamities. Maybe, the province had morethan enough of these tragedies.

Even my parents’ place in Quezon City wasnot spared by Ondoy. I never imagined that sucha very secured, elevated and gated subdivisionwould be prone to flooding. My father saw thepictures and stories of the tragedies… andperhaps went to a logical conclusion that I amsafer living here in Pampanga rather than in MetroManila. That I am fortunate that I was welcomedas a Cabalen and he was amazed on how I haveinfused myself and my family to the Kapampanganculture and society. He even insinuated that hewould like to spend his remaining retirement yearsin this province… and that would mean being nearthe relatives of his wife. Well, it’s about time.

nonetheless, subject to a lot ofmisinterpretations.

The ordinary layman, for in-stance, may reason out that ifthe deluge was not attributableto man, then necessarily Godshould be blamed as the proxi-mate cause of it. Poor God. Ican almost hear Him lovinglymaking a correction: “Uh, youmight want to call it by anothername… like ‘Caused By Man’for example?”

This morning, the heavensreiterated the point I had want-ed to make. While I drove mykids on the way to school, aR.O.Y.G.B.I.V. peeped in theheavens. Yes, today I just sawa complete, colorful bow at 6:30o’clock in the morning.

I know that for a lot of peo-ple, this is nothing to wonderabout. But, when a colorful bowpresents itself in the heavensafter a ravaging typhoon – andon an exceptionally sunny day,at that – not only is the magnif-icent work of God revealed; theDivine promise to man is re-newed.

“When… a rainbow appearsin the sky, I will remember mypromise to you and to all otherliving creatures. Never again willI let floodwaters destroy all life…The rainbow will be the sign ofthat solemn promise” (Genesis9: 15, 17 CEV).

Indeed, when all promise ofrelief is insufficient, this onepromise from God is a sufficientrelief.

May I suggest a paradigmshift? Let’s call a spade aspade. We can start by callinga rainbow – the promise of lifeand restoration – somethingmore appropriate. Perhaps, an“Act of God.”

Quote for the week:“And when it rains

on your parade, look uprather than down.

Without the rain, there wouldbe no rainbow.”

– Gilbert K. Chesterton

For years, many aviatorsbelieved that man was not meantto fly faster than the speed ofsound, theorizing that transonicdrag rise would tear any aircraftapart. All that changed on Octo-ber 14, 1947, when Yeager flew

the X-1 over Rogers Dry Lake inSouthern California. The X-1 waslifted to an altitude of 25,000 feetby a B-29 aircraft and then re-leased through the bomb bay, rocketing to 40,000 feet and ex-ceeding 662 miles per hour (thesound barrier at that altitude). The rocket plane, nicknamed"Glamorous Glennis," was de-signed with thin, unswept wingsand a streamlined fuselage mod-eled after a .50-caliber bullet.

There are at least 4,000 delegatesexpected to join the 2nd NCIP Sum-mit and Convergence 2009 on Nov.5-7 at the Fontana Convention Cen-ter. Central Luzon policedirector and Regional Di-saster Coordinating Coun-cil (RDCC) chairman ChiefSupt. But De la Cruz, whoaccompanied the Presi-dent in her sorties toMasantol, Macabebe andSasmuan, downplayedthreats from the risingfloods. “The waters flowingfrom higher areas are notturbulent and people in theaffected areas have longbeen used to flooding intheir towns. We are on thealert only for accidents, particularly cases of elec-trocution in such areas,”he noted. No additionalcasualties were reportedyesterday.

Candaba Mayor JerryPelayo also noted that

floods in his town, despitegood weather, rose byabout another three feet, but he confirmed De laCruz’s observations thatfolk in his town have beenused to floods. He said, however, that the recentfloods were deeper thanusual.

“It used to be that ourdeepest flood in populat-ed areas reached 10 feet. Now it’s 13 feet,” he said, while stressing that res-cue teams were able toferry people in most affect-ed areas to four buildingsthe town uses for its an-nual “Ibon-Ebon” festival inBarangay Pasig.

an accused Quiambao ofraping her on two at leasttwo occasions in Novem-ber and December 2008and April 2009, which re-sulted to her pregnancy.

Criminal Case No. 1709entitled “People of the Phil-ippines vs. Johnny Quiam-bao” was thereafter filed atthe RTC Branch 45.

At the time of the filing,Quiambao was already inCanada visiting his family.

In an interview withPunto in a coffee shophere yesterday, Quiambaodenied all the allegationsof “Marian” even as he la-mented “some sectorsputting malice” in his “ex-tended stay” in Canada.

“I visit Canada everyyear, around July and Au-

gust. My travel this yearis more urgent and imper-ative as my son graduat-ed as valedictorian in hisclass and my eldestdaughter celebrated herdebut last August 28.”Quiambao said.

The accusation that heallegedly fled the countrybecause he was guiltywas pure black propagan-da, Quiambao said.

He noted that all theblack propaganda startedwhen he expressed willing-ness to run for vice gover-nor after topping a survey.

“It began with a pam-phlet accusing me of rapedistributed to Kapampan-gan leadersin the House ofRepresentatives duringPresident Arroyo’s State ofthe Nation Address,” Qui-ambao said.

The same copies werealso distributed during theoath-taking of local elect-ed officials during the La-kas-Kampi merger at thePlates and Platters Res-taurant in Guagua some-time in August, he added.

“Adwa kung bulan atiuking dalumdum (I’m in thedark for two months). Perongeni bisa nakung miba-lik king obra (But now, Iwant to go back to work)”he said.

He appealed to “thosebehind this black propa-ganda” to stop and just al-low him to go on with hislife.

Asked if he will still runfor board member in the2010 elections, Quaimbaosaid he is not yet sure. “Imight go to Canada and bewith my family.”

Buasan and Pangani-ban were one in sayingthat it is the least thatthe “Munting Handog”mission can do to cometo the aid of theirprovince-mates whowere victimized by“Ondoy.”

“We embarked onthis mission as wealways do in the past, conscious of our socialresponsibilities and if wehave as much resourcewe wish to furthercontribute to all effortsto help our province-mates back to their feetthe soonest possible

time and likewise lessentheir vulnerability,”Busan explained.

“What we delivered isof not enough, and ourmission’s objective isbut to ease the predica-ment of typhoon victimsin San Agustin. We andour broadcast stationare but instruments.Credit should first andforemost go to thePGKM and many othergenerous souls whopoured in resourcesupon our ‘on air’ call tothe victims’ aid,” Panga-niban added.

According to thebarangay councilmembers led by its chairMarino Macapagal, SanAgustin’s population ofover 4,000 were allaffected in varyingdegrees. Most of theresidents rely on margin-al fishing and riceplanting, and over 30%of their expected riceproduce were destroyedby the flood.
