    PANTHER EAGLE 3 SAFETY CART

    OPERATOR PREPARATION READ INSTRUCTIONS Read the instructions completely for safe operation of this equipment. Failure to do so can subject operator and others to death or serious injury. DRESS PROPERLY Safety glasses or face shield must be worn at all times when operating roofing equipment. Proper eye protections will help avoid irritation to the eyes caused by dust particles in the air. Wear properly fitting clothes. Loose fitting clothing can be dangerous and cause serious injury if caught in moving mechanical parts. Wear a long-sleeved shirt, buttoned at the cuffs, safety shoes, and pants without cuffs. Consult the owner/employer/contractor’s approved fall protection plan in effect when using a Panther Eagle 3 Safety Cart for additional dress requirements. UNDER DUSTY CONDITIONS A DUST MASK IS RECOMMENDED.

    JOB SITE PREPARATION INSPECT ROOF DECK Prior to allowing equipment or personnel access to the roof, make certain the deck is strong enough to support the total weight. All potentially dangerous obstacles and debris that could cause injury to the operator or others should be removed from the work area. Keep unauthorized people away from the work area. Check to see that all roof openings are guarded to protect against falls. Keep extension cords and power lines away from the work area. THE CURB WEIGHT (NOTHING ADDED) OF THE PANTHER EAGLE 3 SAFETY CART IS 1120 LBS. AS SHIPPED. INSERVICE WEIGHT WITH BALLAST TANK FULL IS 1570 LBS. THE INSERVICE WEIGHT WITH OPTIONAL STEEL COUNTERWEIGHTS IS 1500 LBS. WARNING LINE SYSTEM For specific information on warning lines, the use of guard rails and motion-stopping-safety systems refer to OSHA (www.OSHA.gov).

    HOISTING THE EAGLE 3 SAFETY CART

    TO THE ROOF INSPECT THE ROOF Make certain hoist is in safe condition and operated by trained personnel. Make sure everyone on the ground is completely clear of the hoisting area. Do not exceed the weight and size capacity of your hoist. Refer to equipment weights listed above. CONNECT TO HOIST PROPERLY Use all hoisting rings/D-Rings (one each corner—4 total) provided on the equipment when lifting.

    GENERAL SAFETY PRECAUTIONS

    1. Safety footwear, eye protection, and snug fit clothing should be worn by all workers working near the Panther Eagle 3 Safety Cart.

    2. Be certain all guards, shields and pins are securely locked in place before operating. 4. Do not allow any unauthorized personnel near the equipment during operation. 5. Never allow anyone to ride the machine. 6. Repair or replace any damaged or lost components before operating. 7. Do not modify the equipment. 8. Do not operate equipment that has been modified. 9. Be aware of obstructions, openings and people. 10. Do not operate within 15 feet of roof edge. 11. Guard all openings in the roof. 12. Check load rating of deck with owner or architect. Do not overload roof deck. (Consider

    1570 pound equipment weight plus operator and any additional items.) 13. Keep hands and feet away from moving parts. 14. Operate on flat, level roofs only. 15. Keep at least ten feet away from electrical lines. 16. Do not operate the machine if you are under the influence of alcohol, or drugs that could

    impair judgment ability. 17. Keep the equipment in good condition. Maintain it as directed in this manual. 18. Maintain visibility at all times. Stop if visibility is obstructed. 19.The owner or operator must see that all nameplates, warnings and instructions are in

    place and legible. Write to Panther Products Corporation for replacement decals and instructions.

    20.Consult the owner/employer/contractor’s approved fall protection plan for additional safety precautions.

    PRE-OPERATION CHECKLIST OSHA 1926.502 requires that before operating the system there must be an inspection for damaged equipment.

    1.Read and understand the owner/employer/contractor Fall Protection Plan 2.Check for loose, worn or damaged parts. 3.Check all welds for cracking and/or any evidence of excessive wear or fatigue on any other parts of the equipment prior to starting and daily during use.

    4.Check lifting D-Rings for distortion or damage. 5.Check chain for rusting and/or wear before each use—DO NOT use if chain and chain connections have been damaged.

    6.All labels must be present and fully legible. (Copies of all labels are attached at the back of the manual for accurate inspection).

    7.Check for corrosion on entire unit. 8.Check connector plate for free movement. 9.Check Eagle 3 Safety Cart claw (2) for cracks or distortion. 10.Check pivot post for free movement and rotation. 11.Check front brake for proper function. 12.Check rear brake for proper function. 13.Check to make sure tool box is securely attached to the Panther Eagle 3 Safety Cart at all times.

    14.Check fluid level in ballast tank. Level must be visible in sight gage during use. 15.Check water tank for leaks. Repair any leaks before using. 16.Refer to Fall Protection Plan for additional inspection items. If any items are found defective, damaged, modified or in any way degraded from the original condition, the cart should be removed from service and repaired before being used.

    DO NOT OPERATE DAMAGED EQUIPMENT. DO NOT OPERATE EQUIPMENT THAT HAS BEEN MODIFIED.

    Record all inspection results on the attached pages. Additional pages can be photo copied or obtained by calling Panther Products Corporation in Harrisonville, MO. TESTED PERFORMANCE The Panther Eagle 3 Safety Cart was tested and found to meet the requirements of OSHA Regulation 1926.502 for fall arrest (section d). It is the owner/employee/contractor’s responsibility to inspect the cart and all components of the system to insure their compliance to the OSHA Fall Protection Requirements. It is the owners/employer/contractor’s responsibility to have an approved fall protection plan in effect when using a Panther Eagle 3 Safety Cart for fall restraint or fall arrest. Each contractor and each job may have its own unique “Fall Protection Plan”. Check your job before putting the Panther Eagle 3 Safety Cart on the roof.

    The Panther Eagle 3 Safety Cart may be used where worker mobility and fall protection are essential factors of a successful job. When the workers and equipment are rigged properly the Panther Eagle 3 Safety Cart is an integral component of a complete fall protection system. The Panther Eagle 3 Safety Cart can be utilized to allow four workers to be rigged for fall restraint and also have three workers to be rigged for fall arrest. Refer to OSHA 1926.502 for proper rigging.

    NO MORE THAN THREE WORKERS SHALL BE CONNECTED TO THE PANTHER EAGLE 3 SAFETY CART FOR FALL ARREST. FOR FALL

    ARREST, WORKERS ARE CONNECTED TO THE FALL ARREST PLATE LOCATED ON THE LOWER SIDE OF THE CART WITH THREE EYE-BOLTS.

    NO MORE THAN FOUR WORKERS SHALL BE CONNECTED TO THE

    PANTHER EAGLE 3 SAFETY CART FOR FALL RESTRAINT. FOR FALL RESTRAINT, WORKERS ARE CONNECTED ONE TO EACH HOISTING

    RING/D-RING, LOCATED ONE AT EACH CORNER OF THE CART.

    INFORMATIONAL Fall Restraint is preventing a fall from happening. The worker should be rigged so that they CANNOT reach a fall hazard. Refer to OSHA standards (www.OSHA.gov) 1926.502 (d). Fall restraint is successful when workers are rigged sufficiently to limit their mobility to the sides and edges of the surface and any roof openings on the roof/surface they are working on. This includes interior openings in the roof/surface. Fall Arrest is stopping a fall after it occurs. The worker is rigged so that they CAN reach a fall hazard, but the fall arrest system (The Eagle 3, Lanyards, and Harnesses) should be rigged to stop their fall. Refer to OSHA standards (www.OSHA.gov) 1926.502 (d).

    Roofing System Components Testing was performed on flat roof surfaces.

    For additional roofing system components, contact Panther Products Corporation or your regional distributor for custom testing fees. Do not use the Panther Eagle 3 Safety Cart on roofing systems that have not been tested.

    DO NOT USE THE PANTHER EAGLE 3 SAFETY CART ON THE FOLLOWING SURFACES:

    OPERATION REQUIREMENTS Note: First, verify that the surface that the Panther Eagle 3 Safety Cart will be installed onto is capable of supporting the product and personnel using it. A complete assessment of the entire surrounding areas should be made to determine if the working surfaces have the strength and structural integrity to support users safely. Up to 3 (three) workers can be rigged for fall arrest with up to 4 (four) additional workers rigged for fall restraint. The total number of workers attached to the Panther Eagle 3 Safety Cart shall not exceed 7 (seven). The workers connected shall have a combined weight (clothing, tools, etc.) of no more than 310 lbs per person. Position the Panther Eagle 3 Safety Cart a minimum of 15 feet from the leading edge of the roof or opening. Make sure the ring connector plate is pointing toward the leading edge and the cart is set to travel parallel to the leading edge. Set front brake and rear brake by rotating brake handle to locked position. COUNTERWEIGHTS WATER TANK COUNTERWEIGHT (BALLAST) FILLING BALLAST TANK 1. Make sure lower tank drain cap is tight and does not leak. 2. Remove fill cap and fill ballast tank with liquid (approximately 54 gallons). 3. Install fill cap and tighten.

    NOTE: DO NOT LET LIQUID IN TANK FREEZE DRAINING BALLAST TANK 1. Remove fill cap (do not drain with fill cap installed). 2. Remove lower tank drain cap. 3. Once liquid is removed replace tank drain cap. STEEL COUNTERWEIGHT (BALLAST) OPTION Place eleven of the 50 (fifty) lb. steel counterweights on the mounting brackets.

    NOTE: DO NOT USE EAGLE 3 SAFETY CART FOR 3 (THREE) WORKERS FOR FALL ARREST WITHOUT APPROPRIATE COUNTERWEIGHTS INSTALLED.

    Snap-hooks used in the system shall be a locking type snap-hook design and used to prevent disengagement of the snap-hook by the contact of the snap-hook keeper and the connecting member (connector plate). Do not use equipment that is not compatible. Verify that all snap-hooks are fully closed and locked. Only one snap-hook shall be connected to each ring of the connector plate for Fall Arrest, and only one snap-hook shall be connected to each D-Ring/Hoisting Ring for Fall Restraint. This allows a maximum of 3 (three) workers to be connected for Fall Arrest, and a maximum of 4 (four) workers to be connected for Fall Restraint.

    FOLLOWING A FALL:

    Equipment which has been subjected to impact load must be immediately removed from service and shall not be used again for worker protection until inspected by a competent person. Equipment can only be returned to service when found to be undamaged and suitable for reuse by a competent person.
