Rhode Island is taking a mul-tiple strategy approach torebuilding its aging highwayinfrastructure while stimulatingthe job market and growing theeconomy.
The state has createdRhodeWorks that would use tollson large commercial trucks andbond sales to finance major high-way and bridge projects. The costof improving highways andbridges is set at $510 million.
On Feb. 11, Rhode Islandpassed RhodeWorks legislationsetting the plan in motion.
In a release, Peter Alviti Jr.,Rhode Island Department ofTransportation director, thankedGov. Gina Raimondo and the state’sGeneral Assembly for passing theRhodeWorks legislation.
“We have been saying throughout
the debate on the RhodeWorks initia-tive that we would be ready to hit theground once it passes,” Alviti said.
RoadWorks includes a $500 mil-
lion bridge bond that would be paidby charging $3 per truck at 14 tolllocations.

Youth Center CEO Karen Walshhas been working with Parks andRecreation director Matt Skehan onthe $1 million project for about twoyears.
The multipurpose turf field will fea-ture a public address building, bath-rooms, dugouts, lights and access forchildren with disabilities. Technicalschool students will build a conces-sion stand.
Councilor Sydney Mayhew said thefield will draw people to Watervilleand create revenue.
Walsh said the goal is to begin con-struction in June.

GARVEE, is a type of bond or similar financingmethod issued by a state or state infrastructurebank under the guidelines of the NationalHighway System Designation Act of 1995. Bondmoney would be used to leverage federal aid andrepair bridges.Rhode Island Department of Transportation
also will utilize the national FAST Act to raiseadditional construction revenue. That includes$258 million in federal revenue over 10 years.On Dec. 4, 2015, President Obama signed into
law the Fixing America’s Surface TransportationAct (FAST Act). It is the first law enacted in more than 10years that provides long-term funding certainty for surfacetransportation projects such as new highways and transitlines.Besides providing new revenue sources for transportation
projects, the FAST Act reduces interest on the bond repay-ment.RhodeWorks also anticipates an additional $400 million
in federal funding through the Federal TransitAdministration’s New Starts program for developing a tran-sit component in the U.S. 6 and R.I. 10 interchange recon-struction project.Rhode Island Department of Transportation officials cite a
special need to accelerate infrastructure projects.The state ranks last in the nation in overall bridgecondition. Approximately 22 percent of the 1,162bridges in Rhode Island are structurally deficient.Prior to setting tolls, Rhode Island was one of
the few northeastern states that did not charge user fees tolarge commercial trucks. State transportation officials pointout that nearly all vehicle-created road damage is caused bylarge commercial trucks.Officials insist that to rebuild crumbling roads and
bridges, a user fee on large commercial trucks is necessary.They also see a great opportunity in taking advantage of theFAST Act.
The plan is to repair more than 150 structurally deficientbridges and upgrade another 500 bridges so they don’tbecome deficient.And time is of the essence. By waiting state officials
believe the cost will rise much higher. Public safety is also atrisk, further necessitating quick action.
Request for Proposals IssuedAs soon as RhodeWorks was signed into law, a request for
proposals was issued that called for a toll facility consultant,investment grade traffic and revenue consultant, a NationalEnvironmental Policy Act consultant to oversee reconstruc-tion of the U.S. 6 and R.I. 10 interchange, and a U.S. 6 andR.I. 10 interchange reconstruction engineering consultant.In addition, the Rhode Island Department of
Transportation has begun soliciting for proposals for taskorder contracts. The department has adopted a new policythat saves time in procuring engineering services.Under the previous process, the department of transporta-
tion solicited for engineering services as each project movedthrough the development pipeline. Under the new approach,most of the work and time involved in procuring engineer-ing services is done up front.In the first step, the department of transportation will
request proposals from engineering firms creating a pool ofcompanies that will be able to compete for future road andbridge work.The first step is under way now and will conclude in early
spring.Rhode Island Department of Transportation will hire
design firms in categories such as bridges, highways, storm-water improvements and facilities designs. It will furtherincrease completion in the process by renewing the first stepof consultant selection every two years.
Positive Impact Beyond SafetyRhodeWorks will add thousands of jobs and boost the
state’s economy.The boost in revenue will allow crews to bring bridges up

Mayor Announces Agreementfor Burlington Mall Makeover
Miro Weinberger, Mayor ofBurlington, Vt., announced andreleased the draft predevelopmentagreement between the city ofBurlington and the mall propertyowner, Don Sinex’s BTC MallAssociates LLC, for the redevel-opment of the Burlington TownCenter mall.
The proposed redevelopmentwill create and preserve hundredsof downtown jobs, help addressthe city’s housing challenge bycreating at least 270 new homes,of which at least 54 units (20 per-cent) will be permanently afford-able and restore St. Paul and PineStreets, which are currentlyblocked by the mall. The restorednorth-south streets will reconnectthe downtown district withBurlington’s Old North End neighborhood,achieving a long-held city goal and healingsome of the disruption caused by UrbanRenewal.
The agreement also commits the propertyowner to pay construction workers livablewages and to take steps to create construc-tion and permanent job opportunities forlocal workers. The city will build up to$21.89 million of public infrastructureimprovements using future property tax rev-enue generated by the estimated $200 mil-lion of new private investment in the projectthrough tax increment financing (TIF).These new public infrastructure improve-ments on St. Paul and Pine Streets includethe creation of streets, sidewalks, subsurfaceutilities, and street lighting and will make theproject more successful and responsive tothe city’s needs.
“Over the past 18 months, at the urging ofthe public and the city, Mr. Sinex has dra-matically improved his redevelopment plan.The proposed project now represents a his-toric opportunity to achieve many of thecity’s long-standing planning, housing andeconomic development goals,” said MayorWeinberger. “This carefully negotiatedagreement is a reflection both of our admin-istration’s focus on protecting the city’sfinancial standing and our optimism aboutthe city’s potential for creating new opportu-nities for Burlingtonians of all backgroundson this important site.”
Don Sinex, who purchased the mall site in2013 and embraced the city's vision for itsredevelopment, thanked city governmentand residents for their engagement and sup-port of this project to date.
“I know that the old-style suburban mall
that sits here now is no longer working wellfor the city. Burlington needs housing; itneeds its streets back; it needs places formore jobs, shops, and services that work forresidents and visitors alike. Burlingtondeserves to have this central downtown loca-tion serve as a vibrant corridor of activitybetween Church Street and the waterfrontwhere people can live, work, and play. That’swhat I want to deliver,” said Sinex. “I appre-ciate the process we have participated in toget to this point. We have a substantially bet-ter project far more responsive to the city’sneeds because of it. I am looking forward topresenting this predevelopment agreementto the City Council and working with themfurther to make this project a success forBurlington.”
The predevelopment agreement is theproduct of 18 months of public process anddiligent, careful project negotiation andreflects the property owner’s willingness tosubstantially alter the project design basedon the public feedback received. The cityand property owner are seeking City Councilapproval of the agreement at the CityCouncil’s May 2, 2016 meeting, followingseveral public presentations to the CityCouncil and executive session discussions atboth the City Council and Board of Financethat began in early February of this year.Some issues remain under discussion withthe Council and may result in amendmentsto the current predevelopment agreementprior to the expected City Council vote onMay 2, 2016.
