� The GBS is a project launched by the Spanish Land Registry (LR)
� First steps: end of the 80s� Not compulsory but has been applied by over 650 LR of around 1.300
� Ruled by an Instruction of the Spanish General Directorate of Land Registries and Notaries of 2 March 2000
� Based on art. 9 Law of mortgages (version of 2001)
The GBS: a short review (II)
� Purpose of the GBS◦ to “graphically translate” the literary description of the registered property◦ to allow the registered property to be geo-referenced◦ currently it also allows to include in the LR a wealth of information characterised by its important land use and spatial component
� Software tools that have been used: ◦ Geo-base (2002-2009)
� Based on ortophotos, cadastral cartography and topographic maps; in use from 2002 until 2009
◦ Geo-reg (2009-)� Allows the combination of different layers of information through WMS� Allows the classification of the parcels according to different criteria (town planning, environmental, fiscal…)
� Allows flats to be represented (on condominium schemes)
Recent achievements (I)
◦ The use of a new software tool: Temple� It is complementary to Geo-Reg� It is an open source software product which can be used for free by any interested LR
� It incorporates WMS that allow on line access to different information layers
� It provides the user with information of a legal nature� Status of the validation of the parcel� Validation criteria� Legal meaning of the GBS and of the validation/non validation
� It allows LR information to interoperate with environmental, town planning and other administrative information

◦ The associated spatial information
� Offers ample additional spatial data to persons interested in knowing the status of properties (registered parcels) with individual inscription folios in the Registry, as well as to the Public Administration (PA)
� Most of this data relates to town planning and the environment
The use of the GBS by the PA (I)
� The Land Registrar is able to determine the location of a number of activities carried out by the PA with important environmental aspects that are able to be incorporated into the LR, such as natural spaces, demarcations or the result of compulsory purchases
� It helps to locate contaminated soils and possible invasions of natural spaces or public domain, using LIDAR (LIght Detection And Ranging), amongst other tools
The use of the GBS by the PA (II)
� It is able to link on line up to twelve different information layers to the registered properties
� It makes easier the coordination between LR and Cadastre’s graphical bases, making it possible to compare their respective layers of information◦ It is able to provide the interested user with a “Graphical Certification of Coordination with the Cadastre”, that explains if the LRGB of the property coincides or not with the cadastral parcel
• NEW AND IRREGULAR BUILDINGS ARE ABLE TO BE DETECTED• IT HELPS TO LOCATE CONTAMINATED SOILS,INVASION OF NATURAL SPACES OR PUBLIC DOMAIN
Possible uses of GB by the PA
•AN EXAMPLE: IN A PARCEL THAT WAS EMPTY, A HOUSE CAN BE NOW DETECTED
•AND WE CAN DETERMINE ITS VOLUMETRY, PRECISE SURFACE AN LOCATION… and this information could be added to the GB of the registered parcel
Possible uses of GB by the PA

• It is spatial information that has been produced by the PA
•Using Temple, twelve layers of information can be accessed on line
•These layers can be associated to the GB
•There are all of an environmental nature

• Divergences could also be caused by differences of surface
•The ideal: convergence

Conclusions
� The GBS allows to include a substantial amount of information of spatial nature (often related to environmental aspects) into the LR
� It has given rise to a new category of information: the so-called associated information
� The development of TEMPLE has improved the functionalities of the GBS, enhancing both citizens’ and PA’s possibilities of access to environmental information
� The recent developments in the GBS fall under INSPIRE’s aims, especially under the scope of achieving a high degree of interoperability of spatial data sets
