Changes to building approvals

Public consultation is now open on proposed reforms to the building approval process for single residential buildings in Western Australia.

In a pre-election commitment, the State Government pledged to consider full private building certification for single residential dwellings in Western Australia, aiming to reduce regulatory impacts and red tape.

The State Government has agreed to implement the recommendations of the Building Confidence: Improving the effectiveness of compliance and enforcement systems for the building and construction industry across Australia report, which focused on improving compliance effectiveness and enforcement mechanisms for the building industry throughout Australia.

Why is this important?

For the homeowner, it’s a complex area which is often not fully understood.

The building approvals and control processes significantly influence not only the quality and safety of building work, but also the cost.

One of the proposed changes is for building approvals to be made by a private certifier, a building surveyor, rather than going through local council.

The regulatory environment aims to have buildings that are well designed, constructed and ultimately maintained in ways that meet minimum acceptable standards and reasonable consumer and community expectations.

The consultation paper proposes three options:

• Retain the status quo (business as usual);

• Implement full private certification of building approvals with all relevant recommendations of the Building Confidence report; or

• Implement improvements to the current system of building approvals with relevant recommendations of the Building Confidence report.

For the homeowner, it’s important

to understand the impact of getting the balance right in the regulatory environment.

The building approvals process goes beyond the granting of a building permit so the project can begin.

The consultation paper discusses introducing a mandatory inspection scheme in Western Australia. This means performing checks for compliance with the approval and relevant building standards.

Another key proposal is the creation of a formal process for variations. A variation is when something is added or changed

to the scope of works in a construction contract.

It’s completely understandable that variations can and do occur, both before and during construction. A formal process can provide better records and protect all parties.

These reforms are among the most important changes for the building industry in decades.

Master Builders will be making a submission on the subject, seeking to improve the efficiency of the system. For the homeowner, equally, this is a chance to have a say on possible changes to how building approvals work.

For National Homes Sales Manager Simon Patrick, the technology’s advantages over traditional internal brick walls made the decision easy.

“Traditionally when building a home, the internal brick walls are rendered with wet-set plastering,” he said.

“The quality of the final finish is determined by a number of variables, including the skill of the plasterer, the weather, the speed at which the plaster cures and the mix of the render.

“To construct an internal wall, GTEK Smartwall plasterboard sheets are cut to size and adhered to the internal clay brickwork using masonry adhesive. Joints in the wall are then filled and sanded, and the wall is ready for painting.

“This allows the wall to be installed

quicker than traditional plaster, reducing construction time while improving end-quality and consistency of living spaces.”

Mr Patrick said Smartwall technology was a more sustainable option for homebuilders.

“GTEK Smartwall is made from an infinitely recyclable raw material, gypsum, where the chemical composition of the raw material remains unchanged,” he said.

“Plasterboard products can furthermore be counted amongst the very few construction materials where closed-loop recycling is possible.

“The presentation liner used to create the tough outer surface of GTEK Smartwall is biodegradable and made from recycled papers and cardboard materials.

“It has been certified by Good Environmental Choice Australia (GECA), which means both GTEK Smartwall and its manufacturing process meet strict environmental guidelines.”

Mr Patrick said GTEK offered a lifetime no-crack guarantee with the Smartwall*, while National Homes offered a free home-painting service, and the material was a good alternative for open-plan spaces.

“Its core density structure minimises sound reverberation and reduces the echo effect in open-plan rooms,” he said.

GTEK Smartwall is naturally fire-resistant and is classified as non-combustible.

“Its aerated core structure acts as an insulator, therefore reducing the potential spread of fire,” Mr Patrick said.

“Smartwall walls have a lower

thermal conductivity than traditional wet-set plaster walls, giving improved insulation and therefore providing greater thermal efficiencies.”

According to Brikmakers, the most common mortar colour is cream, while the more popular mortar finish, or joint, is rolled.

Rolled joints exhibit a slight concave groove in the mortar which keeps out moisture, a benefit also attributed to struck joints, which slope diagonally from one brick to another.

Other joints include raked, where the mortar is squared off before the lip of the brick to make it pop, and flush, where the mortar is squared off flush with the brick.

According to Brikmakers, colour combinations between bricks and mortar present an array of options.

“Due to the popularity of lighter brick colours nowadays the most popular mortar colour is cream,” it said.

The company said red and grey bricks were also becoming more popular.

“In the 80s and 90s joints were raked and darker mortar colours such as black and brown were used,” Brikmakers said.

“Raked mortar joints allow the brick face and edges to stand out.

We have noticed this style making a striking comeback on boutique projects.”

Creating a smoother appearance, particularly if the mortar is the same or a similar colour as the brick, flush joints are comparatively less prone to the elements.

“If you are building near the ocean you will need a fully sealed joint to avoid water sitting in the joint,” Brikmakers said.

Tips for first homebuyersPlenty of industry insiders are pinning now as the time to buy.

However, for some, loans and mortgage brokers are unfamiliar concepts that will take some time to get used to.

New Homes Plus spoke to The Loan Company General Manager Simon Kahl to get some expert advice.

Speak to a mortgage broker

Before you go too deeply into the process, Mr Kahl said to check you qualify for a home loan.

“The best person to speak with is a mortgage broker, who can advise and provide guidance on all the financial aspects of a home loan,” he said.

“They will generally begin by providing an estimate of how much you can realistically borrow based on your earnings capacity.

Crunch the numbers

Homebuying incurs many surprise expenses, according to Mr Kahl, which is why it is important to do your homework.

“Interest repayments during construction, finishing items upon completion, stamp duty (if applicable) and application and registration fees are all common expenses,” he said.

“You should also always double check to see if you’re eligible for the FHOG or other stamp duty concessions.”

Position yourself for success

Mr Kahl recommended having your paperwork and deposit ready to stay ahead of the competition.

“If you have fallen in love with a particular property, other buyers

probably have too,” he said. “Having everything in order puts you in a much better position to snap up your dream home or block of land when you find it.”

Get expert help

Mr Kahl said assembling a group of experts around you would help in the homebuying experience.

In addition to a mortgage broker, he recommended employing a licensed settlement agent and engaging with a building company sales consultant.

“If you choose to build your own home, always deal with reputable professionals with a proven track record,” he said. “Do your research and make sure you know who you are dealing with.”

Mr Kahl said mortgage brokers had in-depth knowledge regarding loans and they could save homebuyers valuable time, stress and confusion.

Sort out your debt

If you find yourself in debt, it can be harder to get a home loan approved, according to Mr Kahl.

“Focus on paying off any large debts you may have before you apply for a home loan, especially high-interest debts,” he said.

“Consider combining several debts into one if you can.”

Mr Kahl said not all debts were made the same, with HECS debt far less troubling to a lender than credit card debt.

Get a good-sized deposit together

The bigger the deposit, the more you can borrow with lower interest rates, according to Mr Kahl.

“While it’s possible to take out a loan with a five or 10 per cent deposit, you will have to pay lenders mortgage insurance if you have less than a 20 per cent deposit,” he said.

“Having parents act as guarantors can also be a fantastic option if it is

The long-term benefits of a six-star rated homeBuilding a home is an exciting time – it is an opportunity to design a space suited to your lifestyle and that addresses practical measures such as energy efficiency.

There is a lot of talk in the building industry about six-star rated homes when it comes to energy efficiency, but what does it mean for you and the environment?

The star rating of a home’s energy efficiency has been around for a long time. As part of its commitment to energy efficiency through housing, the Western Australian Government increased the minimum energy efficiency standards for all new buildings from five stars to six in 2011.

The star rating measures the energy efficiency of a house by determining its potential heating and cooling requirements.

“It takes into account factors like the orientation and size of the house, shading, ventilation, insulation, climate and the type and colour of materials used in the building and roof,” BGC Housing

Group Executive General Manager Michael Bartier said.

There are several ways to measure a home’s energy efficiency, but according to the WA Building Commission, only buildings that achieve a six-star rating using National Housing Energy Rating System (NatHERS)-accredited software can legitimately claim to be six-star.

The WA Building Commission stated in 2012 that if a building had achieved compliance using any other method, then “it cannot claim that it is a six-star building”.

“While some homebuilders may claim their homes are energy efficient, they may not necessarily be a six-star home,” Mr Bartier said.

“What you need to ask for is the NatHERS six-star energy rating.”

Why six-star?

A six-star rated house is projected to use about 20 to 25 per cent* less energy to heat and cool when compared to a similar sized five-star house. This means lower energy bills and less pressure

on energy infrastructure. It also helps reduce carbon emissions, a significant factor in lessening the impact of climate change.

“Owners of six-star homes enjoy a higher level of energy efficiency, more comfortable living year-round, less impact on the environment by reducing their carbon footprint and lower energy bills – and if all that’s not enough to convince you of the benefits, you will also likely enjoy better resale value when the time comes to sell your home,” Mr Bartier said.

In addition to the amazing energy benefits, a six-star home doesn’t have to cost more. It is possible to enjoy the long-term benefits of energy efficiency and an affordable home – in fact, an energy-efficient

home will be even more affordable over time when savings in energy costs are taken into account.

So when it is time to build a new home, make sure to use a reputable builder who will design and build a home that meets a minimum NatHERS six-star energy rating.

“It means you’ll have a comfortable, well-designed, energy-efficient home and a future-proofed investment,” Mr Bartier said.
