New Hope Community Development Corporation (NHCDC), a certified Community Housing Development Organization, has partnered with the City of Kenner to purchase and rehabilitate homes in the City of Kenner to sell to income eligible families. This project is funded with the United States Department of Housing and Urban Development (HUD) HOME funds. NHCDC is releasing two (2) bids for construction projects. Below are the instruction for those interested in participating: Pre-Bid Conference: There will NOT be a pre-bid conference. Site Visits: NHCDC and COKCD staff will coordinate site visits to each of the two (2) project sites. Attending a site visit is not required to bid. If a bidder would like to attend the site-visit, the bidder must RSVP with Community Development at (504) 468-7588. We will adhere to all social distancing guidelines.

Bidders are ONLY allowed to enter the property during the window of time provided by the program. Program staff will be present at the site during the site visit, but will not answer any questions about the scope of work or project at that time. All bidders must vacate the property at the end of the site visit.

BID PROCESS NHCDC and COKCD are requesting bids from Section 3 contractors and ALL other interested licensed contractors. Check out the link(s) above for an overview of the project(s). Please submit your bids in the format outlined below. Bids submitted without following the process below will NOT be recognized. GENERAL REQUIREMENTS All work will be performed in accordance with the City of Kenner Building Codes, housing rehabilitation program policies, procedures, guidelines, general conditions, construction performance manual, the work write up and general technical specifications. All new electrical and plumbing work will be performed in accordance with current codes and will be inspected by the City of Kenner Inspection and Code Enforcement Department as applicable and required Contractor is responsible for obtaining and filing permits. The Community Development will be provided a copy of the acceptance certificate. Any products with a warranty shall also be provided to Community Development. There is not a bonding requirement for the project. However, the city will ensure that the contractor has the minimum insurance requirements pursuant to the Louisiana State Licensing Board for Contractors for those possessing home improvement, residential, and mold remediation. Currently, the board requires home improvement, residential, and mold remediation applicants to submit proof of insurance coverage before a license or registration can be issued. The contractor must maintain continuous insurance coverage while holding an active license or registration. The contractor must provide current insurance certificates to the board upon renewal of the license. The board requires the following coverage amount: Proof by certificate of current general liability insurance in the amount of $100,000 and worker’s compensation insurance. The contractor must have the correct name of the company or individual applying for the license/registration on the certificate and the effective/expiration dates and limits of coverage must be shown on the certificate. All bids must be returned in a sealed envelope. The outside of the bidder's SEALED envelope should include the following information: Contractor Name, Address, State Licensing Board Number, Address of Property. Each job must be bid separately, not in the same sealed envelope. A complete and responsive bid is considered one returned with a complete and signed Bid Form; have a price inserted on each line item on the work write up provided, and all applicable forms as noted in the submission requirements below. Each page of the bid forms, i.e. work write up is to be initialed at the bottom where noted. All line items must be completed and add up to your total bid price. This bid may include alternate items, which at New Hope Community Development Corporation and the City of Kenner's discretion may be included in the Contract Award, each as a separate item to complete the total bid and Contract Price.
