Why now?

Page 3: New KCTCS Assessment and Placement Policy

Background: Financial Aid!• In January 2012, a Dear Colleague Letter went out from the US

Department of Education – Financial Aid– https://ifap.ed.gov/dpcletters/GEN1201.html

• Lifetime limits on Pell reduced• Creates pressures

– Earlier decisions about careers and college majors– Maximum Time Frame 150% Rule

– Not as much freedom to change majors– Too much credit hour usage on developmental courses

Page 4: New KCTCS Assessment and Placement Policy

Background: Persistence• Institutional research universally shows that the more and

lower developmental course placements a student has, the less likely he or she will persist in college and complete a program

Page 5: New KCTCS Assessment and Placement Policy

Pilot Solution• The Co-Requisite Model of Remediation• Complete College America: Co-requisite Remediation:

Spanning the Completion Divide– http://completecollege.org/spanningthedivide/

A few notes• We can look at multiple indicators (test scores, GPA) and use

the best placement• HS GPA within the last 5 years• Larger community and technical colleges may have a more

complex path for the variety of programs they offer, as well as the human resources and enrollment to support these paths– For Example: Bluegrass CTC– Note they also have ESL testing and course options– http://bluegrass.kctcs.edu/~/

media/Bluegrass/Faculty_Staff/quickview/documents/mandatory_placement_plan_2016-02-29_09-18-58.ashx

Page 17: New KCTCS Assessment and Placement Policy

A few notes of caution• The colleges have local discretion in how they arrange their

testing and placement options• Search using the name of the name of the college +

assessment and placement policy + 2016 [or current year]– Or ask your local CTC counselor for it

• These co-requisite models are pilot in nature, and subject to review and revision

• Placement tests, scores, and HSGPA ranges may be revised based on results, in the future
