NEMRC Linked with Microsolve CAMA (Msol)

There are 3 programs linked together – NEMRC, Microsolve CAMA (Msol) & Apex. To start a new record. Make sure Microsolve CAMA (Msol) and APEX are closed. Add new parcel ID in NEMRC – under Microsolve CAMA (Msol) file chose appropriate data base (Residential, Commercial or Condo). Close Parcel Maintenance Then Click on Big YELLOW Bar [Microsolve] on Main Menu. Once in CAMA go to the Button on the Bottom Marked [SKETCH]. The order is: NEMRC sends Parcel ID, Owner 1 & 2, Address, Status (Active or Inactive), Tax map #, 911 Address, Book, Page, Sale Date & Sale Price to Microsolve CAMA (Msol) APEX sketches building, calculates Square footage, creates all parts of building and sends the square footage and creates IDs if segregated properly to Microsolve CAMA (Msol) Microsolve CAMA (Msol) sends Total Listed Value, Housesite Value and Homestead Value to NEMRC when cost is run

Parcel ID Identification Know how your town numbers parcels in the grand list. A lot of different methods are used. Remember to be consistent. Parcel identification methods may use the span number, 911 address, consecutive numbering system or tax mapping. Be consistent and understand how the current system is numbered. Be careful not to duplicate the extra separator if used (. or -)

Listing Owners Be careful not to add an extra space in front of any owner name Owner 1:

• Always list last name, suffix, first name• Always enter suffix after last name

(Smith Jr John)• Never separate names with commas or

periods• Always use an “&” sign when two

owners on one line (Do not use theword “and”)

Multiple Owners: • Owner 1 – List two owners on the first

line separated by an “&” sign• Owner 2 – List two owners on the

second line separated by an “&” sign• If more owners add “ET AL” to end of

Life Estate – Life Estate – it is recommended that you list a life estate to the owner of the life estate and the remainderman as the 2nd owner. For Homestead purposes, it often helps to clarify that this is a life estate ownership. Example: Owner 1: Jane Smith (Life Estate)

Location Information • The Location A, B & C are used for

informational data only. It is notrequired and only used if the townwants to write reports for specific data

911 Location• This is used for 911 Addressing (be

Parcel Transfer Process in NEMRC Before you begin with the property transfer, make sure you have the Property Transfer Tax Return (PTTR) in front of you and know the parcel ID#.

1. Click on “4. Parcel Transfers” 2. Choose add or edit” at the

“Transfer File Maintenance” screen a. Choose “add” (edit is to

change an existing file). b. Select Transaction Type.

i. Transfer Parcel is used to transfer ownership of entire parcel.

ii. Split Parcel is used for Subdivisions

3. Once you chose in Step 2: Transfer Parcel enter the transaction information. Enter Date PTTR was Recorded with the Town Clerk, Book, Page, Transfer ID (this would be anything to help look this up later) and Sale Price.

4. If the sale in not valid click the “VALID” check mark off (it defaults to Valid). Include your comments in the Valid/Invalid Reason field as to why the sale is not valid. a. Add reason why valid/invalid

5. “Step 3: Select the parcel that is being transferred.” a. Enter Parcel ID or Owner 1 and

hit [Find] to look up parcel. b. Double click or click on parcel

then click “OK” on parcel. 6. Click on “Modify” This will bring you

into the Grand List so that you can enter all the changes to the parcel from the PTTR.

7. Make all updates with new PTTR. 8. When all updates are done to the

parcel click on [Save].

9. At the Transfer screen click [Save] again and a dialog box will pop up with “Record Another Transfer?” Click [Yes] or [No].

10. Click on [Save] to exit

Parcel Transfer Split Process

How do I know the property split?

• Look on the Property Transfer Tax Return (PTTR) for the Land Size and compare it to the Grand List’s land size. Also look at the bottom of the PTTR to see if there is “Portion of the property sold/subdivision” is checked.

*Always check to make sure it did / or did not split. Once you determine that it is a subdivision follow the steps below:

1. Click on “4. Parcel Transfers” 2. At the “Transfer File Maintenance”

Choose “add” (edit is to change an existing file).

b. Select Transaction Type. 1. Select Split Parcel is used to

transfer ownership of portion of parcel (subdivisions)

Parcel Split 3. Once you choose “Step 2: Select Split

Parcel” enter transaction information”. Enter Date PTTR was Recorded with the Town Clerk, Book, Page, Transfer ID (this would be anything to help look this up later) and Sale Price.

4. If the sale in not valid click the “VALID” check mark off (it defaults to Valid) (it defaults to Valid Include your comments in the Valid/Invalid Reason field as to why the sale is not valid.

5. “Step 3: Select the parcel that is being split or transferred.” a. Enter Parcel ID or Owner 1 and hit

[Find] to look up parcel. b. Double click on parcel to set

record. 6. “Step 4:

a. Click on the empty field below the original parcel number. Enter your new Parcel number. Keep new parcel number highlighted.

enter the parcel data.

8. This will bring you into the Grand List so that you can enter all the information to the new parcel from the PTTR. a. When all changes are done to the

new parcel click on [Save]. 9. This will bring you back to the transfer

information page a. Click to highlight on the original

parcel number. b. Click on “Modify”

10. This will bring you into the original Grand List so that you can enter all the changes to the original parcel. a. When all changes are done to the

parcel click on [Save]. b. At the Transfer screen click [Save]

again c. A dialog box will pop up with

“Record Another Transfer?” Click [Yes] or [No].

Mapping

When you receive a PTTR which is subdividing a parcel, first read the deed and find out if a survey mylar is filed. If it is referred to in the deed, then it is required to be filed. Make a check list and follow the process. Did you change everything because of the subdivision? Have you changed all parcels effected?

State Current Use Maintenance (#9 in NEMRC on Main Menu) Current Use Allocation - determining parts of the whole value per statute for purposes of

exemption/tax implication. Current use should not be the reason for you to change any of your values! This is only an allocation of the parts!

Real Value- total value of the parcel including land, buildings and all improvements as determined at the time of assessment.

Methodology- be mindful of your valuation methodology in general and specific to each parcel. This includes understanding your land schedule and components of value.

***Now (2018) is the time to re-allocate all your current use excluded land values and develop a consistent practice which is fully documented going forward***

• What do you need to get started: • Current Use Applications (learn how to use the Ecuse system to check your files) • Current use Management Map for the parcels (you should have a map for all parcels. If the

current use map is missing call current use for a duplicate) • Paper copy of land schedule – full and residual (understanding of how your land schedule

works and how your land coding works in your CAMA system) • Current Use Electronic File • Copy of Cost Sheet / Lister Cards • History of parcel • Property Maps • Deeds • Site Inspection (if needed)

*Hint- develop a filing system where you can easily reference each file that is in current use- example each file might have a red file behind it if it is in current use or a tag on it.

• How to proceed: • Begin by looking at the electronic download: • If “9. State Current Use Maintenance is green you

have a file waiting for your download process to begin

• Look for items that should be synchronized with your grand list 1. Acreage- Current Use vs. Grand List

Acreage Breakdown of the enrolled land is set by current use based on application, etc. You will look at total current use acreage and vs. total grand list acreage and if it does not match you need to determine why? ♦ Possible reasons for mismatch: Subdivisions, Contiguous land purchased, your maps could be wrong, your

NEMRC acreage did not get updated or historic transfers missed by either party. ♦ Town grand list information is correct until it is determined to be different. Don’t

change your information based on current use map- it is not a survey! ♦ Research, correct if possible and report back through your current use exchange-

keep a copy of your research in your file.

name order of application vs PTTR or subdivision/split ♦ If mismatch- research, correct if possible and record the reason in your current use

download exchange -use the drop-down box for reason and town comments to explain.

♦ Keep documentation with the file to refer to later. 3. Value Breakdown- Current use vs. Grand List

** This portion is for value allocation only not penalty calculation purposes! ** • For MSOL (MICROSOLVE) CAMA program

♦ Use the CU calculator by adding a new land ID#, with three choices labeled CU first in the “Calc Method” (#s 7 – CU Site, 8 – CU Acres & 9 – CU Front & Depth)

♦ In the “Land Type” use the same as explain below ♦ Once Data is set for the appropriate “Calc method” click on the [CU] cost button

next to the Parcel [$] Cost button • For All other CAMA program users

You may want to set up a test parcel- this can be used to calculate and determine value without changing any current cost sheets. To do this – create a new parcel in the grand list first (assign it a parcel number that will sequentially appear first in the list), make this parcel inactive. Create a parcel in your CAMA program (this will help match the two programs when they are transferred from one program to the other). This parcel will now appear in your CAMA Database. Make sure you add a parcel in the CAMA program also.

• In your CAMA Data Base ♦ Looking in your CAMA database find the actual parcel you will be working on and

note the neighborhood code on the Parcel Tab (Non-MSOL users). ♦ Open the test parcel, code neighborhood to match the parcel you are working on

(Non-MSOL users). ♦ Review the current use map for the parcel in question to determine what is

excluded and the attributes (topography, access, etc.) of the excluded land. Also, review application for any description that might exist for excluded portion.

♦ On land Tab in the CU parcel- code excluded land as a stand-alone total acreage parcel. Example- Parcel A has total excluded land of 7 acres- when you look at the map you see that 2 acres is the housesite and 5 acres is in the far west corner not touching the first two acres (understand how your CAMA system works). Appropriate process for allocation purposes would be: A building lot coded as 7/1 (NEMRC Microsolve CAMA coding for a CU

site/building lot which will pull value from the site inclusive land schedule) for 2 acres at grade currently applied on cost sheet.

5 Acres residual as 8/5 (NEMRC Microsolve CAMA Coding for CU acres/other which will pull the value from the residual land schedule) at appropriate grade based on your knowledge of that portion of land.

Value Breakdown – Current Use vs. Grand List Total Listed Value – should match the total value on your cost sheet once you have allocated all the parts Homestead Total Listed Value should match the homestead value you have on your cost sheet once you have allocated all the parts (Note- land is always homestead if there is a declaration). Non-Residential Total Listed Value – should match the value of your Total Value -minus your Homestead Value on your cost sheet once you have allocated all the parts. (Note- enrolled farm buildings are always Non-Residential as they are considered business use).

Acreage - Current Use vs. Grand List – does total match grand list? If not, why? Report back using “Acres Reason(s) for change” boxes and included specifics under “New Town Comments”

Backup Process Choose "O. NEMRC Backup" The following window will appear:

1. To NEMRC via internet: Compresses data selection from above and transfers the file to the NEMRC WEB server through your internet connection.

2. Passive FTP: Check this option when consistent failures to backup occur, this alters the method to allow more time to perform the task.

3. Floppy diskettes: Not used any longer. 4. NEMRC folder>Backup: This option creates a

unique file in a sub-folder of NEMRC on your hard drive. This data will not be recoverable if the hardware device fails due to the live data and backup data being on the same device.

5. Folder you specify: This option allows you to navigate to a different location on the same device or a different device to save your backup. Thumb drives are often used as well as re-writable CD's or DVD's.

6. OK: This will start the process from the selection choice made above.

7. Cancel: This will exit the backup options and not perform a backup.

If done correctly, you should receive a message stating that your backup was a success.

MSOL CAMA Backup

• In Msol go to Tools and click on the bottom “NEMRC Backup”. This will back up your MSOL CAMA file.

Check “Live NEMRC Update” • When “U. Live NEMRC Update” is green that means

your program(s) needs to be updated. Click on the button

• A message will pop up stating NEMRC is ready to connect to your operating system to update the program Click “OK”

• Once you click “OK” • The next box “Select your updates” will pop up

o You must choose which module you wish to update by clicking in the box under the word “Update” (some towns have only one module and some towns may have 10). You may want to update only one program at a time.

If both “Your Version” and “New Version” columns have the same versions, it will not let you click on anything

File Review for Consistency 1. Data Entry Designed for Look Up

• Data Entry Tips – ◊ Consistency is Essential! ◊ When looking up names addresses etc.

check at the top of the look up screen for any information out of sequence.

2. How to Use Look Up or F1 • From Main Menu, choose Parcel Maintenance • Click on one of the empty fields that you would

like to look up. ◊ Parcel ID, Name, Address, 911 Address etc.

• Once your cursor is in the field you want to look up, hit the F1 key or the [Find] button beside the field. ◊ This will give you a list of properties. ◊ The look up page will pop up. ◊ You can start typing in the [Seek] field. ◊ This will help you get closer to the property

you want to find. • You may use your up and down arrows to

navigate as well. • If the data is entered consistently and with

foresight, these searches can be a valuable tool. Notice that the first name in this list start with a “Z” that means there is probably a space before the “Z” and should be corrected. Searches will be very easy if you are consistent!

Lister Email All Lister officers were provided with an email access per Act 60 legislation in 1997. Email addresses were also provided access to Comp60-Listserve, which is a group email for all listers. Listserve can be used to ask other listers about unusual situations and find comparable for unusual properties. PVR often posts messages to all towns using Listserve. Please make sure PVR has the correct email for your town and that you are monitoring this email frequently.

APEX Sketching Go into the sketching program by clicking on the bottom button “[SKETCH]” (if not highlighted darker then there is not sketch attached to this parcel. Click on “[New]” and the Apex program will open to a blank record. Click on Define Area in the Command pad on the right side. • Begin the Sketch: For this tutorial, define the first area by selecting the GLA, Gross Living Area option and then

select the GLA1, First Floor option on the Sub-Area dialog. After Defining the Area, you will be back to the drawing pad area. The curser is displayed as a white arrow pointer indicating the Pen Up” mode. It can be moved with the mouse or with the arrow keys or other movement tools to a different point of beginning or to a strategic location on an existing sketch. Since this is the first area to be drawn, simply press the [Enter] key on your keyboard. The arrow will change to a circle with a cross hair to indicate the “Pen Down” or drawing mode. You are establishing the Point of Beginning (POB).

Note: You can also left click with the mouse to activate the “Pen Down” mode and draw with the mouse. However, this tutorial will focus on keyboard entry and use of numerical information for the measurements to complete this sketch.

• Draw with the Keyboard: Define a 2nd area by either: (A) Selecting the Define Area button in Command Pad to the right.

(B) Go to the Draw Menu and click the Define Area button or (C) Press the [F4] key for the keyboard shortcut.

When the Define Area dialog opens, you can maneuver down and up the list of categories with the [] or [] keys. For this tutorial, maneuver down to the Garage category and press the [Enter] key. Since there is only one Garage option in the default Area Code Table, a 2nd

dialog box will open showing the default details of this area. While this dialog box is open, you can press the [Enter] Key to finalize the selection of the Garage and return to the drawing pad (no requirement for using the mouse).

• Maneuvering the curser to a specific POB: The white pointer will appear somewhere on the drawing pad. To create a POB of the Garage at

a specific location, press the [J] key to “jump to the nearest corner”. You can maneuver the curser position to a predetermined position by tapping the [] [] [] or [] arrow keys to move the cursor in 1’ increments or typing in the specific distance from the current location.

For this tutorial, position the white pointer near the upper right corner of the existing sketch.

Press the [J] key to jump to this corner. Now press the [] arrow key 3 times to move the pointer down 3’ (you can also press the [3] key & then the [] arrow key to move the pointer down 3’). Now press the [Enter] key to establish the POB of the Garage 3’ down from the upper right corner.

Draw a 20’ line to the right by either: (A) Pressing the [→] arrow key 20 times, (B) Press & holding the [→] arrow key until the line is 20’ long or (C) Simply pressing the [2] key, then the [0] key and then the [→] arrow key.

The 20’ line will be drawn to the right. Press the [Enter] key to anchor the line. You can use the arrow keys to change the position of the dimension (holding down the [Shift] key & arrow keys will move the dimension in 1/10’ increments). You can increase or decrease the font size by pressing the [+] or the [-] keys. Press the [Enter] key to anchor the dimension.

Next, draw a 17’ line down by pressing the [1] key, the [7] key and the [] arrow key. Press the [Enter] key to anchor the line and then press the [Enter] key again to anchor the dimension.

Draw the 20’ line back to the left by pressing the [2] key, the [0] key and the [] arrow key. Press the [Enter] key twice to anchor the line and the dimension.

The last 17’ line has to be drawn back to the POB for Apex to close the Garage polygon. Rather than typing in the [1], the [7] and the [] arrow keys, you can use the [A] key as the short cut for AutoClose feature. Press the [Enter] key one time to anchor the last line of the Garage. While the 17’ dimension is still red, press the [Space Bar] or the [Delete] key to remove it since it is repetitious.

The Area Name (Garage) will be posted as text in the polygon you have just drawn. You can maneuver the position of this label with the arrow keys or increase or decrease the font size by pressing the [+] or the [-] keys. Press the [Enter] key to anchor the label. Next the Area Calculation will post to the drawing. Press the [Enter] key to anchor this text.

Once the sketch is completed click on “Save” then “Exit”. The sketch is not saved on this parcel until you click on the cost icon and / or click on the save button You will see that the Sketch button has now turned darker
