Before starting your driving adventure, you must title and register your vehicle with the state Motor Vehicle Division (MVD). Operating an unregistered motor vehicle is against the law and may result in severe fines and penalties. You can easily complete the car titling and registration process in a straightforward manner once you equip yourself with the necessary knowledge. This guide is designed to provide you with detailed information about every phase in the vehicle titling and registration processes.

Registration Insurance

Requirements

Per the state insurance law, New Mexico motorists must purchase at least the minimum amount of liability insurance coverage. The division will ask you to furnish proof of an insurance policy purchased from a New Mexico insurer when completing certain registration-related procedures.

Failure to obtain and maintain the required insurance coverage may lead to certain severe consequences. For instance, if you are uninsured and cause damages and/or injuries to other drivers, you may be criminally prosecuted. Failure to abide by the state Financial Responsibility Act may also lead to a suspension of your vehicle registration. If you receive a registration suspension notice, you will be required to return your registration card and license plates to the state MVD.

With the goal of reducing the number of uninsured motorists in New Mexico, the division will ask you to provide proof of your car insurance when you register your vehicle. Acceptable proofs of insurance include your current insurance card, a letter from your insurer verifying your coverage, a copy of your car insurance policy and other types of insurance proofs. By purchasing a liability insurance packet, you will protect yourself and other motorists from damages and/or injuries caused by your actions. The minimum auto insurance amounts required are as follows:

$25,000 for bodily injuries or death of one individual

TipTo avoid receiving a traffic ticket for an insurance-related offense, carry a proof of car insurance when operating your motor vehicle.

$50,000 for injuries and/or death of all involved individuals

$10,000 for property damages per accident

After purchasing the minimum insurance coverages, your insurer will provide your insurance record to the state Insurance Identification Database (IIDB), which is connected with the MVD registration database. If you fail to maintain the required insurance policy, the state MVD will mail you a Notice of Noncompliance. Registering Your

Vehicle in New Mexico

To legally operate a newly-purchased vehicle, you will have to complete the car registration process with the New Mexico Motor Vehicle Division (MVD) and obtain license plates. However, in order to register your motor vehicle, you are required to get a new title certificate, which will list you as the new vehicle owner. The MVD titling and registration procedures are, therefore, closely interconnected and can be completed at the same time.

If you purchase a new vehicle from a dealership, you are responsible for titling and registering it within the following 30 days, provided you choose to decline the dealership offer to title it on your behalf. To operate your newly-purchased vehicle until you obtain a car registration, you can also apply for a temporary 30-day registration permit. The standard car registration application process for a new motor vehicle includes the following steps:

Registering a New Vehicle

Pay the Motor Vehicle Excise Tax (MVET) in the amount of three percent of the vehicle purchase price.

According to state law, you are required to apply for a new title and car registration within 30 days of obtaining the motor vehicle. The steps in the process to title and register your new motor vehicle will vary to a certain degree depending on several factors, such as whether you have purchased your vehicle from a dealership or a private individual. For vehicles purchased from outside of New Mexico, you will also have to complete additional steps. Get the information necessary to title and register your vehicle in a variety of situations by reading the following sub-sections.

NoteNonresidents, such as out-of-state motorists working or studying in New Mexico, can operate their out-of-state vehicles for a period of 180 days without applying for a New Mexico car registration.

Visit a nearby MVD location.

Submit the original Manufacturer’s Certificate of Origin (MCO), provided to you at the car dealership, along with the dealer’s invoice.

Fill out the Application for Vehicle Title and Registration (Form MVD-10002).

Provide an Odometer Mileage Statement (Form MVD-10187), if you were not able to do so on the back of the MCO or the 10002 form.

Submit information regarding your lienholder, if applicable.

Submit proof of vehicle liability insurance, such as:

• Your car insurance card.

• A copy of your insurance policy.

• A letter from your insurer verifying your coverage.

Submit an official proof of identity, such as:

• A U.S. birth certificate.

• A valid U.S. passport.

• A Report of Birth Abroad.

• The corresponding identification document for a non-U.S. citizen.

Pay the applicable registration fees, which vary depending on several factors explored in a subsequent section:

• One-year passenger vehicle registrations cost from $27 to $62.

• Two-year passenger vehicle registrations cost from $54 to $124.

• One-year registrations for trucks weighing less than 26,001 vary from $38 to $207.

• Two-year registrations for trucks weighing less than 26,001 vary from $76 to $414

To register your motor vehicle under certain special circumstances, you may be required to meet additional requirements and submit additional paperwork. For example, if you have purchased your vehicle from outside of the state, you will be required to submit it to a vehicle identification number inspection. If you are a resident of Bernalillo county, on the other hand, you will be required to obtain an emissions certificate of inspection as well.

Once the state MVD processes your request for a New Mexico car registration, you will be issued a registration certificate, license plates and plate stickers. Note that you also have the option of transferring the license plates from an old vehicle to your new motor vehicle..

The process of registering a used vehicle purchased from a private party is very similar to the procedure to register cars bought from a dealership, as outlined above. To register a motor vehicle that you have purchased from a private seller, you will be required to complete the following steps:

Registering a Used Vehicle

Pay the three-percent Motor Vehicle Excise Tax based on the vehicle N.A.D.A. value.

Visit a local MVD field office.

Complete the Application for Vehicle Title and Registration (Form MVD-10002).

Submit the properly-reassigned title certificate, which must include details about the vehicle sale and the seller’s signature.

Furnish a bill of sale, if the title assignment is not complete.

Provide information regarding the lienholder or a lien release form, if applicable.

Provide a separate Odometer Disclosure Statement (Form MVD-10187), if the title certificate does not include a section for this purpose.

Furnish proof of a valid car insurance policy, such as an insurance card, copy of the insurance contract or a letter from the insurance company.

Submit two proofs of New Mexico residency, such as:

Registering a Vehicle in New Mexico as a New State ResidentIf you are applying for a New Mexico title and registration as a new state resident with an out-of-state vehicle, you will be required to follow certain steps that may vary slightly than those outlined above. You can initiate the application process for a New Mexico vehicle registration as soon as you obtain a vehicle insurance policy and transfer your out-of-state driver’s license. When registering your motor vehicle, the state Motor Vehicle Division will issue you a car registration of a one-year or a two-year validity, depending on your choice. You can operate your vehicle only during your registration period. Therefore, if your car registration is set to expire within the near future, you must renew it. This section focuses on the New Mexico car registration renewal process and the methods available to complete it.

To remind you to renew your car registration on time, the division will mail you a renewal postcard well ahead of schedule. Your renewal reminder will provide you with information about the available renewal methods and the expiration date of your registration. Note that you are required to pay your due renewal fees even if you fail to receive your renewal reminder. The expiration date of your car registration is also printed on your plate sticker and your registration certificate. Your vehicle registration will always expire on the last day of the month and year shown on your registration documents.

Failure to renew your registration documents before or on your expiration date may lead to certain detrimental consequences. For instance, operating a vehicle without a valid registration is against the law and may lead to a traffic citation. If you initiate a late renewal, you will also have to pay a renewal penalty fee. The late renewal fine is $10 if renewing within the first 30 days after your expiration date or 75 percent of your registration fees if you renew later.

Changing Your Name If an event in your life leads to a change of name, you will be required to update your state-issued paperwork, including your car registration, in the shortest time possible. However, in order to change the name on your registration certificate, you will be required to update other documents, such as your Social Security card and your driver’s license.

Before initiating the name change procedure with the state Motor Vehicle Division, you must update the name on your Social Security record. To successfully obtain a corrected Social Security card from the Social Security Administration (SSA), you will be required to submit the Application for a Social Security Card (Form SS-5) along with the required name change paperwork and proofs of your identity and U.S. presence. You can submit the SS-5 form either by mail or in person through an SSA office.

Plates

When you register your motor vehicle with the New Mexico MVD, you will also receive license plates and stickers, which serve as proof of a successful car registration in the division’s database. The MVD personalized tags allow the motorist to choose a unique combination of letters and/or numbers. Also known as prestige and vanity registration plates, these tags are available in both the traditional yellow and the newer turquoise design. The New Mexico Motor Vehicle Division links its license plates to the owner’s name, instead of his or her motor vehicle. Therefore, when you sell, give away or trade your vehicle, you are required to remove the tags from your old vehicle. Then, you can either surrender your plates through an MVD motor vehicle office or destroy them. You also have the option of reassigning your old plates to another motor vehicle of the same class as your old vehicle.

If you choose to transfer your registration number to another vehicle, you may be eligible for a credit of the unexpired portion of your license plate under certain circumstances. You will receive credit of your unused registration fees only if you have originally paid for a two-year car registration, you have at least a year remaining on your car registration and you are transferring your old plates to a new vehicle of the same class.

In the event of a lost, stolen or damaged license plate, you must initiate the corresponding replacement procedure with the state MVD as soon as possible. Failure to do so may lead to certain fines and penalties, since your registration tags are proof that you have a valid registration and you are authorized to operate your motor vehicle legally. Note that the methods available to replace your license plate and the corresponding requirements will vary depending on the type of tag you were originally issued.

If you are replacing a personalized or a specialty plate, you will be required to apply for a replacement tag with the MVD Special Plates Section in person. When submitting your request through your local motor vehicle office, you will have to fill out the corresponding application form, present an identification document and pay the $17 tag replacement fee. If you are applying for a replacement of a prestige plate, which contains your unique choice of characters, you will receive a replacement with the same number.
