Are you eager to drive your newly-purchased vehicle on the roads and highways of New Mexico? Before starting your driving adventure, you must title and register your vehicle with the state Motor Vehicle Division (MVD). Operating an unregistered motor vehicle is against the law and may result in severe fines and penalties. You can easily complete the car titling and registration process in a straightforward manner once you equip yourself with the necessary knowledge. This guide is designed to provide you with detailed information about every phase in the vehicle titling and registration processes.

Registration Insurance

Requirements

Per the state insurance law, New Mexico motorists must purchase at least the minimum amount of liability insurance coverage. The division will ask you to furnish proof of an insurance policy purchased from a New Mexico insurer when completing certain registration-related procedures.

Failure to obtain and maintain the required insurance coverage may lead to certain severe consequences. For instance, if you are uninsured and cause damages and/or injuries to other drivers, you may be criminally prosecuted. Failure to abide by the state Financial Responsibility Act may also lead to a suspension of your vehicle registration. If you receive a registration suspension notice, you will be required to return your registration card and license plates to the state MVD.

With the goal of reducing the number of uninsured motorists in New Mexico, the division will ask you to provide proof of your car insurance when you register your vehicle. Acceptable proofs of insurance include your current insurance card, a letter from your insurer verifying your coverage, a copy of your car insurance policy and other types of insurance proofs. By purchasing a liability insurance packet, you will protect yourself and other motorists from damages and/or injuries caused by your actions. The minimum auto insurance amounts required are as follows:

$25,000 for bodily injuries or death of one individual

TipTo avoid receiving a traffic ticket for an insurance-related offense, carry a proof of car insurance when operating your motor vehicle.

$50,000 for injuries and/or death of all involved individuals

$10,000 for property damages per accident

After purchasing the minimum insurance coverages, your insurer will provide your insurance record to the state Insurance Identification Database (IIDB), which is connected with the MVD registration database. If you fail to maintain the required insurance policy, the state MVD will mail you a Notice of Noncompliance. Registering Your

Vehicle in New Mexico

To legally operate a newly-purchased vehicle, you will have to complete the car registration process with the New Mexico Motor Vehicle Division (MVD) and obtain license plates. However, in order to register your motor vehicle, you are required to get a new title certificate, which will list you as the new vehicle owner. The MVD titling and registration procedures are, therefore, closely interconnected and can be completed at the same time.

If you purchase a new vehicle from a dealership, you are responsible for titling and registering it within the following 30 days, provided you choose to decline the dealership offer to title it on your behalf. To operate your newly-purchased vehicle until you obtain a car registration, you can also apply for a temporary 30-day registration permit. The standard car registration application process for a new motor vehicle includes the following steps:

Registering a New Vehicle

Pay the Motor Vehicle Excise Tax (MVET) in the amount of three percent of the vehicle purchase price.

According to state law, you are required to apply for a new title and car registration within 30 days of obtaining the motor vehicle. The steps in the process to title and register your new motor vehicle will vary to a certain degree depending on several factors, such as whether you have purchased your vehicle from a dealership or a private individual. For vehicles purchased from outside of New Mexico, you will also have to complete additional steps. Get the information necessary to title and register your vehicle in a variety of situations by reading the following sub-sections.

NoteNonresidents, such as out-of-state motorists working or studying in New Mexico, can operate their out-of-state vehicles for a period of 180 days without applying for a New Mexico car registration.

Visit a nearby MVD location.

Submit the original Manufacturer’s Certificate of Origin (MCO), provided to you at the car dealership, along with the dealer’s invoice.

Fill out the Application for Vehicle Title and Registration (Form MVD-10002).

Provide an Odometer Mileage Statement (Form MVD-10187), if you were not able to do so on the back of the MCO or the 10002 form.

Submit information regarding your lienholder, if applicable.

Submit proof of vehicle liability insurance, such as:

• Your car insurance card.

• A copy of your insurance policy.

• A letter from your insurer verifying your coverage.

TipThe division offers a convenient online service for estimating your due registration fees. To utilize this internet service, access MyMVD and provide information regarding your motor vehicle, such as its weight, class, type and model year.

Furnish two proofs of state residency, such as:

• Utility bills.

• Bank statements.

• Tax statements.

Submit an official proof of identity, such as:

• A U.S. birth certificate.

• A valid U.S. passport.

• A Report of Birth Abroad.

• The corresponding identification document for a non-U.S. citizen.

Pay the applicable registration fees, which vary depending on several factors explored in a subsequent section:

• One-year passenger vehicle registrations cost from $27 to $62.

• Two-year passenger vehicle registrations cost from $54 to $124.

• One-year registrations for trucks weighing less than 26,001 vary from $38 to $207.

• Two-year registrations for trucks weighing less than 26,001 vary from $76 to $414

To register your motor vehicle under certain special circumstances, you may be required to meet additional requirements and submit additional paperwork. For example, if you have purchased your vehicle from outside of the state, you will be required to submit it to a vehicle identification number inspection. If you are a resident of Bernalillo county, on the other hand, you will be required to obtain an emissions certificate of inspection as well.

Once the state MVD processes your request for a New Mexico car registration, you will be issued a registration certificate, license plates and plate stickers. Note that you also have the option of transferring the license plates from an old vehicle to your new motor vehicle..

The process of registering a used vehicle purchased from a private party is very similar to the procedure to register cars bought from a dealership, as outlined above. To register a motor vehicle that you have purchased from a private seller, you will be required to complete the following steps:

Pay the three-percent Motor Vehicle Excise Tax based on the vehicle N.A.D.A. value.

Visit a local MVD field office.

Complete the Application for Vehicle Title and Registration (Form MVD-10002).

Submit the properly-reassigned title certificate, which must include details about the vehicle sale and the seller’s signature.

Furnish a bill of sale, if the title assignment is not complete.

Provide information regarding the lienholder or a lien release form, if applicable.

Provide a separate Odometer Disclosure Statement (Form MVD-10187), if the title certificate does not include a section for this purpose.

Furnish proof of a valid car insurance policy, such as an insurance card, copy of the insurance contract or a letter from the insurance company.

Submit two proofs of New Mexico residency, such as:

• Bank statements.

• Tax statements.

• Utility bills.

Submit the corresponding proof of identity, such as:

• A U.S. birth certificate.

• A valid U.S. passport.

• A Report of Birth Abroad.

• A driver’s license.

• A document for a non-U.S. citizen issued by the Department of Homeland Security or the U.S. Citizenship and Immigration Services.

Pay your due registration fees, which vary based on the following factors:

You can utilize the corresponding MyMVD service to provide certain basic information regarding your newly-purchased vehicle, which will be entered on your application form. You will receive your new registration certificate, license plates and tabs as soon as the state MVD approves your application forms and fee payments. If your new vehicle is the same class as your previous vehicle, you can also transfer the tags from your old car, instead of purchasing new ones.

Registering a Vehicle in New Mexico as a New State ResidentIf you are applying for a New Mexico title and registration as a new state resident with an out-of-state vehicle, you will be required to follow certain steps that may vary slightly than those outlined above. You can initiate the application process for a New Mexico vehicle registration as soon as you obtain a vehicle insurance policy and transfer your out-of-state driver’s license. To register your out-of-state vehicle through the state MVD, you will have to follow these steps, in most cases:

Your vehicle will be registered on a staggered one-year or two-year basis, and you will be required to renew your car registration by the last day of your expiration month.

Renewing Your

Vehicle Registration

When registering your motor vehicle, the state Motor Vehicle Division will issue you a car registration of a one-year or a two-year validity, depending on your choice. You can operate your vehicle only during your registration period. Therefore, if your car registration is set to expire within the near future, you must renew it. This section focuses on the New Mexico car registration renewal process and the methods available to complete it.

To remind you to renew your car registration on time, the division will mail you a renewal postcard well ahead of schedule. Your renewal reminder will provide you with information about the available renewal methods and the expiration date of your registration. Note that you are required to pay your due renewal fees even if you fail to receive your renewal reminder. The expiration date of your car registration is also printed on your plate sticker and your registration certificate. Your vehicle registration will always expire on the last day of the month and year shown on your registration documents.

Failure to renew your registration documents before or on your expiration date may lead to certain detrimental consequences. For instance, operating a vehicle without a valid registration is against the law and may lead to a traffic citation. If you initiate a late renewal, you will also have to pay a renewal penalty fee. The late renewal fine is $10 if renewing within the first 30 days after your expiration date or 75 percent of your registration fees if you renew later.

Renewing OnlineThe best way to renew your car registration in New Mexico is to submit an online request through MyMVD, the division’s online services section. If you choose to complete the car registration renewal procedure via the internet, you will not have to make an office visit and wait in line. To renew your vehicle registration online, complete these steps:

The fees for passenger vehicles vary from $27 to $62 for one-year registrations and $54 to $124 for two-year registrations.

Print the confirmation page generated by the system.

The state MVD will process your renewal request only if you are maintaining the minimum amounts of liability insurance. Renewing in PersonIf you prefer to apply for your car registration renewal in person, or you are unable to utilize one of the above methods, you can always submit your request through an MVD field office. Note that you have the option of scheduling your MVD appointment through the division’s online services portal as well. To finalize the in-person renewal transaction, you will be required to present your renewal certificate or your current registration card. The MVD agent will also ask you to present an official identification document. After verifying your eligibility to renew your car registration, you will be required to pay your renewal fees with an acceptable payment method, such as cash, checks or payment cards. The due costs are the same as those outlined above.

Changing Your Name If an event in your life leads to a change of name, you will be required to update your state-issued paperwork, including your car registration, in the shortest time possible. However, in order to change the name on your registration certificate, you will be required to update other documents, such as your Social Security card and your driver’s license.

Before initiating the name change procedure with the state Motor Vehicle Division, you must update the name on your Social Security record. To successfully obtain a corrected Social Security card from the Social Security Administration (SSA), you will be required to submit the Application for a Social Security Card (Form SS-5) along with the required name change paperwork and proofs of your identity and U.S. presence. You can submit the SS-5 form either by mail or in person through an SSA office.

Once you obtain your updated Social Security card, you can make an office visit to a nearby MVD location to update your driver’s license and your vehicle registration. To get replacement driver’s license and vehicle documents in your new name, you will be required to furnish the corresponding name change proof. In addition to evidence of a new name, you will have to provide supporting identification documents and pay the fees for replacement documents. Updating your vehicle registration in New Mexico is also a mandatory procedure if you relocate to another residence within the state. Note that, according to the state motor vehicle laws, you must notify the division of your new address within 10 days of your move. After completing the address change transaction, the state MVD will update your motor vehicle record. Changing Your Address OnlineThe fastest way to update your car registration address is to utilize the MyMVD address change service, available through the division’s online services portal. To complete the internet address change transaction, you will have to follow these steps:

After the department effectively updates your address information, you can request a replacement car registration either in person through an MVD field office or via the division’s online services portal. This procedure is explored in detail in the preceding section.

Changing Your Address by Mail or FaxIf you are unable to request an online address change through MyMVD, you can also submit the paper Change of Address Request (Form MVD-10284) by mail, by fax or in person. When filling out the MVD-10284 form, ensure to provide accurate and complete information regarding your vehicle record. Failure to do so may lead to a delayed and/or rejected request. You can update both your residential and your mailing address with the MVD address change form. After signing and dating the application form, bring it to an MVD office, fax it to 505-827-0977 or mail it to the following address:

Once the division receives and processes your address change request, it will update your motor vehicle records. At this point, you can obtain a replacement vehicle registration by completing the steps outlined above.

Plates

When you register your motor vehicle with the New Mexico MVD, you will also receive license plates and stickers, which serve as proof of a successful car registration in the division’s database. By looking up the number of your license tags, law enforcement officers can easily identify your vehicle and your registration record. Note that, in addition to the standard plates, which are issued at no extra fees or forms, you can also apply for a large variety of personalized and specialty plates.

The two regular license plates issued by the division are the centennial turquoise tag with a yellow lettering and the yellow license plate with a red lettering. Another standard tag available at no extra fees is the Chile plate, which is a black plate with the added design of one red and one green Chile pepper. Apart from these three standard plates, you can also choose from an extensive selection of personalized and specialized plates.

The MVD personalized tags allow the motorist to choose a unique combination of letters and/or numbers. Also known as prestige and vanity registration plates, these tags are available in both the traditional yellow and the newer turquoise design. Vehicle owners can include up to seven characters if applying for a passenger vehicle plate or up to six characters if applying for a motorcycle tag. Spaces, dashes and the Zia symbol can also be included.

The large variety of specialty plates, on the other hand, are tags that include a different design and emblem to show the support of a certain organization, college, military group or cause. The following list outlines the main categories of specialized plates available to New Mexico motorists:

Organizational and cause plates

Police, firefighter and EMT plates

Other special categories of license plates are the MVD handicapped plates, available to handicapped drivers, and historical and vintage plates, available to owners of vehicles with a historic and vintage value. Note that, to obtain a specific specialized plate, you will be required to meet certain eligibility criteria, such as proving your affiliation with a certain organization or owning a specific type of motor vehicle.

If you decide to obtain a personalized or a specialty plate from the state MVD, you may be required to meet certain unique requirements, which will vary depending on the type of plate you choose to obtain. Personalized plates, for example, can include up to a specific number of characters, as mentioned previously. Also, your request for a vanity plate will be rejected if you:

Choose a message that already exists in the MVD database.

Pick a derogatory or obscene message that is offensive to any group of individuals.

Falsely state that you are a government representative.

If you are requesting a specialized plate, on the other hand, the department must verify your eligibility for your chosen plate type. For purposes of processing applications for different types of plates, the department offers different application forms as well. If you are applying for a Limited Mobility tag, for instance, you will be required to have a qualifying mobility limitation and fill out the Application for Mobility Limitation License Plate (Form MVD-10270). To successfully obtain a personalized or a specialized license plate in New Mexico, you will be required to complete several steps, which may vary slightly depending on your chosen plate type. Note that you can obtain your specialty tags when applying for your first car registration through an MVD location or at a later time by mail or in person. The standard steps in the application process for specialized plates, for example, include the following:

If you choose to order vanity plates, on the other hand, you can also submit an electronic application through the MVD Personalized Plate Application. To access this online service, you will be required to have a valid car registration and provide the following information:

After the system locates your vehicle records, you will be prompted to provide your unique character combination. If the division approves your message, it will manufacture new plates and mail them to your address on file. Your new personalized plate will replace your current invalid tags.

The New Mexico Motor Vehicle Division links its license plates to the owner’s name, instead of his or her motor vehicle. Therefore, when you sell, give away or trade your vehicle, you are required to remove the tags from your old vehicle. Then, you can either surrender your plates through an MVD motor vehicle office or destroy them. You also have the option of reassigning your old plates to another motor vehicle of the same class as your old vehicle.

If you choose to transfer your registration number to another vehicle, you may be eligible for a credit of the unexpired portion of your license plate under certain circumstances. You will receive credit of your unused registration fees only if you have originally paid for a two-year car registration, you have at least a year remaining on your car registration and you are transferring your old plates to a new vehicle of the same class.

In the event of a lost, stolen or damaged license plate, you must initiate the corresponding replacement procedure with the state MVD as soon as possible. Failure to do so may lead to certain fines and penalties, since your registration tags are proof that you have a valid registration and you are authorized to operate your motor vehicle legally. Note that the methods available to replace your license plate and the corresponding requirements will vary depending on the type of tag you were originally issued.

If you are replacing a personalized or a specialty plate, you will be required to apply for a replacement tag with the MVD Special Plates Section in person. When submitting your request through your local motor vehicle office, you will have to fill out the corresponding application form, present an identification document and pay the $17 tag replacement fee. If you are applying for a replacement of a prestige plate, which contains your unique choice of characters, you will receive a replacement with the same number. If you are replacing a specialized tag, on the other hand, you will receive a plate with a new number.
