He was appointed to the cabinet post in August 2011 by governor Susana Martinez and serves as the governor’s top budget advisor. Clifford leads an agency that performs a range of financial services by crafting the state budget, processing payroll for 22,000 state employees, managing the state’s two main bond finance programs and conducting oversight of state agencies and local governments. He received a doctorate in economics in 1984 from the University of California, Santa Barbara, where he also earned a master’s degree. He has a bachelor’s degree in economics from San Jose State University.

Keith Gardner, Chief of Staff, governor Susana Martinez Keith gardner was appointed to serve as governor Susana Martinez’s chief of staff after serving in the New Mexico state House for six years representing District 66 and the people of Chaves, eddy, Lea and Roosevelt Counties. In this capacity he served as the body’s minority whip, advocating on behalf of pro-business initiatives, government efficiency, transparency, and ethics reform. gard-ner lived in Roswell for seventeen years prior to teaming up with Martinez. He was also a small business owner and managing partner of Sprint Sports Rehabilitation Clinic—a practice he built after earning a degree from New Mexico State University in athletic training education. gardner hails from Reserve, a small western town in New Mexico. He spent two years serving as a mission-ary for the Church of Jesus Christ of Latter Day Saints in Spain and is happily married to his wife, Stephanie. The couple has four children and a dog named Sweetie.

Keith Gardner, Chief of Staff, governor Susana Martinez Keith gardner was appointed to serve as governor Susana Martinez’s chief of staff after serving in the New Mexico state House for six years representing District 66 and the people of Chaves, eddy, Lea and Roosevelt Counties. In this capacity he served as the body’s minority whip, advocating on behalf of pro-business initiatives, government efficiency, transparency, and ethics reform. gard-ner lived in Roswell for seventeen years prior to teaming up with Martinez. He was also a small business owner and managing partner of Sprint Sports Rehabilitation Clinic—a practice he built after earning a degree from New Mexico State University in athletic training education. gardner hails from Reserve, a small western town in New Mexico. He spent two years serving as a mission-ary for the Church of Jesus Christ of Latter Day Saints in Spain and is happily married to his wife, Stephanie. The couple has four children and a dog named Sweetie.

KeYNOTe SpeAKeR Thomas E. Clifford, ph.D, Cabinet Secretary, NM Department of Finance & AdministrationTom Clifford is the Secretary of the New Mexico Department of Finance and Administration. He was appointed to the cabinet post in August 2011 by governor Susana Martinez and serves as the governor’s top budget advisor. Clifford leads an agency that performs a range of financial services by crafting the state budget, processing payroll for 22,000 state employees, managing the state’s two main bond finance programs and conducting oversight of state agencies and local governments. He received a doctorate in economics in 1984 from the University of California, Santa Barbara, where he also earned a master’s degree. He has a bachelor’s degree in economics from San Jose State University.
