The 62nd New Mexico Municipal League Annual Conference will take place on August 28-30 in Las Cruces, and the time has come to start planning your attendance for this informational and networking event. The last time we held our Annual Conference in Las Cruces was seven years ago in 2012 and we hope you will join us again in this popular southwestern destination.With its ideal location at the crossroads of Interstate 10 and 25, Las Cruces brings visitors in contact with 72 holes of spectacular year-round golf, special events, and historic attractions such as Old Mesilla - not to mention world-class Mexican food! Las Cruces also blends a unique variety of attrac-tions, culture, historical sites and superb year-round weather with 350 days of sunshine per year!

Our program will kick off with the individual Caucuses for Mayors and Councilors/Commis-sioners/Trustees, along with the concurrent Subsection meetings, on Wednesday morning from 8:00 a.m. to 11:15 a.m., followed by an Informal Luncheon and Opening General Session.

Exhibits will open at the Las Cruces Convention Center from 7:00 am to 5:00 pm on Wednesday, August 28th, and from 8:00 am to 12:00 noon on Thursday, August 29th.

COMMUNITY SERVICE PROJECTTUESDAY, AUGUST 27TH

The New Mexico Municipal League Golf Outing will be held at the New Mexico State University Golf Course at 3000 Herb Wimberly Drive. This 18-hole course takes golfers on a scenic journey of challeng-ing greens and fairways. NMSU is the only univer-sity in New Mexico and one of the few in the nation to offer a Professional Golf Management Program. There are practice facilities, a pro shop, a travel-ing beverage cart and a full service bar and grill. To facilitate the 12:30 pm shotgun start, the number of play-ers will be limited to 120. Entry in the Golf Outing, includ-ing the 11:30 am lunch, is open to all attendees and will be on a first come, first served basis with preference given to full conference registrants. Register early to secure your spot. Use the registration form on page 9 to sign up for this event.

DELEGATE GOLF OUTINGTUESDAY, AUGUST 27TH 11:30 am - 6:00 pm

This year’s volunteer Community Project will be partnering with the Las Cruces Code En-forcement Department and the Volunteer Net-work Center, a subsection of Senior Programs in the Quality of Life Department of Las Cruces.

Both departments have created, “Project Gold-en Shield”, a project that provides yard main-tenance to low income seniors with disabili-ties. This event is always a good time, a great networking opportunity and a rewarding experience!

If you’d like to join this group, meet Randy Van Vleck in the parking lot of the Las Cruces Convention Cen-ter on August 27th at 8:30 am. Randy will coordinate a car pool to the project locations (some drivers will be needed), and the event should conclude by 12:30 pm. A complimentary lunch will follow. Be sure to wear cool, comfortable clothing, closed toed shoes, and bring a sun hat, sunscreen, gardening gloves and whatever tool(s) you may be able to bring.

As Governor Michelle Lujan Grisham has begun her term this year as the 32nd Governor of New Mexi-co, she will build on decades of public service at the local, state and national level. She has pledged to work in partnership with municipalities. During her first Legislative session, she signed major legislation that will positively impact cities, towns and villages.

Governor Lujan Grisham will address her legisla-tive priorities for the state. She will also outline the relationship between her office and municipalities.

Governor Lujan Grisham has created an environ-ment for success having pragmatically select-ed a professional and experienced team of Cab-inet Secretaries, Directors and Staff, and will discuss her Administration’s goals for the future.

6:30 – 8:00 amLas Cruces Dam Bike/Walking Trail: It’s an annual tradition! Runners and walkers -- join us on Thursday morning at the Las Cruces Dam for a 5K Run or a 3K Walk. This event will be held rain or shine and will conclude with a hot breakfast at the Las Cruces Dam. The event and breakfast should con-clude by 8:30 am. Participants will drive themselves to the Las Cruces Dam. It is approximately 0.4 miles from the Hotel Encanto to drive to the dam and run/walk starting point located at 2600 E. Lohman Ave. The closest cross streets are Lohman Ave. and Nacho Dr.

WESTERN THEME NIGHT AT THE NEW MEXICO FARM AND RANCH HERITAGE MUSEUMTHURSDAY, AUGUST 29TH

The New Mexico Farm and Ranch Heritage Museum is 47 acres packed with real stories about real people. The interactive museum has welcomed visitors from all over the world and brings to life the 3,000-year history of farming and ranching in New Mexico. It will open its doors exclusively for NMML attendees on Thursday night for an evening of discovery, fun, dinner and drinks (cash bars), and dance to the music of the Unlyshed Variety Band provided by the Host City of Las Cruces.

All attendees are strongly encouraged to uti-lize the complimentary shuttle, provided by the Host City of Las Cruces, to and from the event for the Hotel Encanto, Hilton Garden Inn and the Courtyard by Marriott conference hotels only.

Local economies are becoming increasingly more complex with economic conditions changing too fast and an insurmountable number of program elements to coordinate. To manage the economic development of a place today, you need a way to reduce the complexity, a way to objectively define success and a way to be sure that your efforts are moving the needle. More than that, you need everyone in the community with a part to play in the design and management of a successful economy to have clarity and consensus on what it will take. This workshop will introduce a new process that considers these and many other factors critical for plan-ning and managing your economic development efforts to give you the means to excel in adverse conditions.

This workshop is from 9:00 - 11:30 am. Enjoy a special viewing of the documentary about fraud and deception "All the Queens Horses" with discussion to follow on how to ensure your community does not become the next Dixon, Illinois.

The once-a-decade population count provides rich data on communities, including trends in the population, projections of growth, and information on demographics. This data is valuable to businesses—they help inform better decision-making regarding business expansions, closures, hiring strategies, and other business practices to decrease perceived risks and increase return on investments. Join us to spread the word about the importance of the 2020 Census and help ensure a complete and accurate count. A complete count of every person living in the United States has tremendous benefits for you and for your constituents as well as business in the community.

Census data: Provide the basis for distributing grants for economic development and inform busi-ness decisions, such as local business expansion. Create projections of growth and help you identi-fy prime locations to open new operations or shut old ones. Help business owners enhance hiring prac-tices and identify skilled workers. Offer valuable information on your customer base, including income levels, household size, and homeownership, which can further inform business strategies such as pricing and locations. Determine how much funding your community receives and its representation in government.

The Solvency Task Force will be responsible for providing a set of recommendations to the Office of the Governor no later than August 30. These recommendations must address the actuarially certified projec-tion, employer and employee contribution levels by Division, and the PERA governance structure. This Task Force must consider these recommendations to be actuarially sound, preserve the defined benefit of-fered by PERA, and also ensure intergenerational equity for current and future PERA members and retirees.

Cyber-security can be a daunting topic for civic entities, especially as the threats have great-ly outpaced the resources available to combat them. As a research institute, ICASA has been ap-proaching the security of critical-infrastructure and national-security systems from a com-plex-systems approach. We will take a systems look at what cyber security entails, and provide practical steps that local governments can take in promoting better cyber hygiene in their critical systems.
