BORSEC's mission is to partner with state and local organizations in New Mexico and all southwest border states to counter border violence.
To stimulate and conduct research , education , training , and techn ica l assistance to counter border violence and protect the rights and safety of all people in New Mexico .
To promote education and training of military and civilian officials on effective interagency and intergovernmental strategies for prevention and response to border threats and violence .
To serve as New Mexico Tech's primary liaison for border security issues and programs with local, state, and Federal entities, and with Mexican counterparts.

NEW MEXICO TECH BORDER SECURITY CENTER
Recent violence has fueled concerns among U.S. officials that Americans are becoming fair game for Mexican drug gangs seeking control of smuggling routes into the United States creating national and international attention on border violence in the Southwest.
For more than two years U.S. intelligence and law enforcement officials have been warning that the rise in violence along the southwestern border could eventually target U.S. citizens and spread into this country. The violence poses what officials ca!1 a "serious threat" to law enforcement officers , first responders, and residents along the 1 ,951-mile border.
The Southern Border Training and Technical Assistance Project offers two free courses to State, Local and Tribal law enforcement officers in the Southwestern States of Texas, New Mexico, Arizona and California.
Prerequisites for attending these courses:
• U. S. Citizenship • Actively employed by or volunteer/auxiliary member
of a State, Local, or Tribal law enforcement agency. • Sufficient tenure remaining in current position to
allow for the application of course curriculum upon their return.
Countering Mexican Cartel Violence in the Southwest Four-Day Course (Resident, Train-the-trainer)
This four-day operations course is designed to prepare law enforcement personnel to identify Mexican Drug Trafficking Organizations (MDTOs) and successfully conduct counter-drug/contraband investigations in a safe and effective manner. Training will be conducted at the Playas Training and Research Center (PTRC). PTRC is located in Southwestern New Mexico . The center provides an ideal urban training environment with residential dwellings, commercial buildings, open spaces , streets, parks and classroom facilities. This dynamic performance based training includes field training, practical exercises, "hands on" classroom training , facilitated discussions, case studies, field laboratories, and a realistic consolidated field-training final practical exercise . Graduates of this Train-the-trainer course may return to their agency and provide the four hour training to their jurisdiction .

• Characteristics of Mexican Drug Cartels • Street Gang Alliances with Cartels • Indicators of Contraband Trafficking • High Risk Stops and Searches • Search and Seizure Law • Improvised Explosive Devices (IEDs) • Tactical First Aid • Observation, Detection and Deduction Skills • Tactics for High Risk Situations
Surviving the Mexican Drug Cartels One-Day Course (Mobile)
This mobile course will provide participants with knowledge of the potential threats they face from the Mexican Drug Trafficking Organizations (MDTOs) and to provide critical survival techniques to prepare them for violent armed encounters with representatives of MDTOs during their normal daily duties. This mobile course is available to make presentations at your agency's location.

• Characteristics of Mexican Drug Cartels • Street Gang Alliances with Cartels · Indicators of Contraband Trafficking • High Risk Stops and Searches
There is no cost to the agency or participants for either course. All costs for travel, training , and course materials are funded through a grant provided by the U.S. Department of Justice/Bureau of Justice Assistance (USDOJ/BJA).
