Chandigarh - The City Beautiful

Chandigarh, the dream city of India's first Prime Minister Sh. Jawahar Lal Nehru, was

planned by the famous French architect, le Corbusier, Picturesquely located at the

foothills of Shivalik, it is known as one of the best experiments in Urban planning and

modern architecture in the 20th century in India. The foundation of the city was laid

in 1952 and subsequently in 1966 the city assumed the unique distinction of being a

union territory with capital city of two states Punjab and Haryana.

The city is divided in 56 sectors each measuring 800 meters by 1200 meters having

all modern facilities. City is a regional hub for education (including technical),

finance, health, entertainment and tourism sectors in addition to being a gateway to

one of he most beautiful hilly state of Himachal Pradesh.

Chandigarh's quality of life is unparalleled and its excellent social infrastructure

makes it a highly livable place. It offers clean green surroundings with educational

and health infrastructure which is high class and most modern. Chandigarh is also

on course to becoming a knowledge city with all pre-requires for attracting

knowledge sector companies. The presence of National level institutes, Educational

Centres of Excellence and a large number of other prestigious organizations makes

it an important regional hub. The services sector provides much of the economic

activity in the city with financial services, IT services, hospitality and tourism services

Chandigarh Administration is headed by the Administrator who is also Governor of

Rajiv Gandhi Chandigarh Technology Park (RGCTP)

Inaugurated by Dr. Manmohan Singh, the Prime Minister of India on September 24,

2005, RGCTP is a premier initiative of Chandigarh Administration. It represents one

of the largest government initiative of its kind in the country. This IT Park empowers

a vision that is spread over complete value chain of IT & IT enabled services. It also

delivers a compatible environment for both vertical and horizontal growth. The Park

provides customized solutions for easy scalability & easy design flexibility.

Sitting in the lap of green surroundings, the RGCTP represents a harmony between

man and nature. Saluting this picture of harmony is the Kasauli hills that silt

overlooking the Park.

What's more, its intimate proximity to the prime residential addresses of the city as

well as Panchkula and an easy 10 minutes drive to the city center offers easy

logistics.

Main Features

Phase I (123 acres)

• Anchored by Infosys which is already operational in a state of the art 30 acre

campus.

• DLF Info city has built up a state of art building on 12.5 acres plot having a

covered area of 6,00,000 sq. ft for the use of IT companies, Big names like

IBM Daksh, Infosys, Virsa systems (now SAP Solutions) Net Solutions,

Outerbay (HP), Taurus Agile, eSys have already started functioning from this

Centre.

• Separate sites have been allotted for a Multiplex, which is nearing completion

and also a Hotel cum Convention Centre, which will be built as per

International standards.

• 13 Built to Suit Sites between 1 to 1.75 acres allotted to : Ameadeus, KMG

Infotech, Second Foundation, Virsa Systems (now SAP), FCS Computers,

Alchemist, Microtek, Karin Infotech, RT Outsourcing, Net Solutions, Bebo

• State of the art Entrepreneurs Developments Centre is coming up on A 1.5

acre plot at a cost of Rs. 16 Cr, Which will have plug n play facilities for

upcoming entrepreneurs. It will also have the Regional Cyber Security

Research centre being set-up in collaboration with NASSCOM and Punjab

Engineering College.

Phase II (250 acres)

• 125 acres for IT/ITES Companies.

• Wipro is the anchor company with Tech Mahindra, Bharti Airtel and eSys as

the co-anchors.

• More small campus sites available.

• Tech Habitat over 123 acres comprising of 1500 residential flats/service

apartments/Villas and Commercial Centres. It will also have an ultra modern

entertainment facilities, a modern school, a poly clinic, mono rail terminal and

other amenities required for comfort living. Adequate green spaces have also

been provided.

Phase III (270 acres)

• Development of Third Phase of RGCTP on 270 acres has already begun with

acquisition process.

• It would be partly under SEZ and partly under STPI.

• Campus/Built to Suit Sites to be available from January 2007.

• Once completed, RGCTP will bring in an investment of more than$600 million

USD, apart from bringing in 25000 IT professionals.

IT Initiatives

Society for Promotion of IT in Chandigarh (SPIC)

Located on the campus of Punjab Engineering College (now a deemed university), it has

been set up under the aegis of the Department of Information Technology, Chandigarh

Administration for implementing various plans of the Administration to promote IT industry

and provide incubation facilities in Chandigarh. The SPIC-IBM Centre and the SPIC-

Microsoft Centre are located here. Our incubation facilities have helped 12 small companies

to grow and flourish till now and many more are in the pipe line.

Objectives

• Promoting application of IT in the Union Territory of Chandigarh.

• Carrying out all such activities that are commensurate with the IT vision of the Chandigarh

Administration.

• Promoting e-Governance, Software Exports, create IT infrastructure, generate jobs in IT.

• Facilitating the establishment and functioning of data processing computer centres.

• Providing consultancy services and impart training in various disciplines of IT.

• Facilitating the development of software packages as well as related items and undertake turn

key project/assignments in India and abroad in IT by Public and Private sector companies in

the Union Territory of Chandigarh.

• Provide incubation space to fledgling SME's.

SPIC IBM e-Governance Solution Center IBM has set up an 'IBM e-Governance Solution Center For Linux' for the Chandigarh

Administration, a significant initiative that helps Chandigarh develop different e-government

applications using open standards and IBM's e-Governance Frameworks. This centre

provides online support on Linux, train students and professionals of Chandigarh on Linux

and IBM software. This is the first of its kind in the country which has both support and skill

transfer options for different end users.

SPIC Microsoft Centre A center of Excellence has been set up at this campus in collaboration with Microsoft. It is

dedicated to IT training, development of software projects and e-governance applications.

C-TOSS

Society for Promotion of Information Technology in Chandigarh (SPIC) has taken the

initiative to start C-TOSS (Chandigarh Training on Soft Skills) programme to develop skilled

professionals for the ITES/BPO Sector.

The training program has various modules with different durations. Selection for a particular

training course depends on the current skills level of the student. The training is carried out

by top notch training agencies at the respective college premises. MoUs have been signed

with DELL, WIPRO and other companies for this purpose.

Computer Skills

NASSCOM has now tied up with SPIC for conducting their National level NASSCOM

Assessment of Competence Test (NAC) for students under going C-TOSS training.

Chandigarh becomes the first city to be associated with NASSCOM for NAC in the country.

Chandigarh I.T. Reach Out Programme (CITROP) is an initiative of the Chandigarh

Administration for enabling the under privileged sections of society to benefit from the

applications of Information Technology. Launched under the 'I.T. for Society' initiative of the

Administration as outlined in the I.T. Vision Document, CITROP is an umbrella programme

combining various separate initiatives taken by leading technology companies like Intel,

Infosys, Wipro, DELL, IBM and Microsoft for empowering the youth and young children in

rural areas of Chandigarh through I.T. knowledge.

The aim is to bridge the digital divide and to take all sections of society together to the

forefront of the knowledge revolution.

e-Governance

e-Governance provides the ideal environment for the welfare of the people by facilitating an

easy access to government/departments through networking.

Project e-Sampark is a multi-service single window system which connects various public

dealing departments with electronic centers called e-Sampark Centres. Services provided

include Payment of taxes, Issue of Bus Passes, Issue of Senior Citizen Card, issue of

Disability Identity Card, Payment of Electricity Bill, Issue of Birth and Death Certificates,

Payment of Water and Sewerage Bills, space bookings, Tenant Registration, Payment of

sticker and postal challans, Domestic Servants Registration, Passport application form

submission, Disbursement of Old Age Pension and Payment of Mobile Phone Bills.

Price Waterhouse Coopers (PWC) is the consultant for the e-governance e-Sampark project.

8 e-Sampark Centres have already been set-up across the city doing more than 1,25,000

transactions per month. SQL Star kand UTI Bank are also involved with the project. The

Project has been awarded the Golden Icon Award for e-Governance by the Government of

India. E-sampark centres transected business worth $53 million USD till August 2006. The

ninth centre is coming up, these centres are being augmented by Jan Sampark and Gram

Sampark centres.

Jan Sampark project targets the benefits of ICT should reach the masses, especially those

who are without IT connectivity by providing easy dissemination of Information services to a

citizen and to deliver useful non transactional service.

As the next logical step to Sampark Centres, the Administration has set up e-Jan-Sampark

Centres, to disseminate useful free information services to the citizens. Every Centre

supports multi service delivery (information delivery and non-transactional services) which is

a judicious mix of all the possible government services and information and other localized

services which are need by a citizen.

The type of services provided include

• Registration of grievances and applications seeking information under RTI relating to

all departments at one place.

• All Procedures and Forms for all departments, which are frequently used by a

common man e.g. How to apply for birth/death certificate including procedure for late

entry, how to lodge a FIR, various forms and procedures concerning public offices

such as RLA, Estate Office, DC Office, Municipal Corporation, Engineering Wing etc.

• Education and Health information services e.g. daily updated information regarding

availability of blood in Blood Bank of Government Medical Hospital, Exam Results,

Information about availability of education an health related facilities in each sector

etc.

• Transport and Tourism related inquiries e.g. Bus Routes, information relating to

tourism activities etc.

• Inquiries relating to Passport status, Railway booking status, Train timings etc.

• Providing access to all Government websites.

• These services are provided free of cost except when the citizen needs any print out,

the same is available at a nominal cost per page of print out.

M - Sampark Access Information on a whole range of Sampark Services from your mobile phone by

simply sending an SMS. This service has been launched in collaboration with Times

Internet. The key word SMENU is to be sent to 8888 for seeking all Sampark services on

mobile phones.

Tele-Medicine Project A tele medicine project has been initiated by Chandigarh Administration in association with

C-DAC.

Sampada This is a flagship project of the Estate Office of Chandigarh Administration. Host of services

like land records payment status etc. are available on a click of button on the web site

www.sampada.in. This initiative has minimized the face to face interaction between the

citizen and the government.

Transport - 'Saarth' and 'Vahan' initiative Chandigarh Administration has undertaken e-governance initiative providing state-of-the-art

facilities at RLA Centre for all transport related processes. The "Vahan application enables

registration of vehicles, issue of permits, transfers etc. processed online and the "Saarthi"

application enables issue of driving licences.

This application has been developed by NIC and is being managed by DIT through SPIC.

Continuing its commitment to bridge the digial divide, especially amongst the rural

population, 17 e-Gram Sampark Centres have been planned across all the village of Union

Territory of Chandigarh. The citizens will be able to use all the 15 G2C and 3B2C services

which are presently available to the Sampark Centres situated in the urban areas. Since

these Centres would be providing the rural citizens an opportunity to have an access to the

huge amount of information, using broadband connectivity, these Centres will emerge as

Rural Knowledge Centres for the rural population, especially the disadvantaged. Information

services in these Centres would be provided free of cost, on the lines of Jan Sampark

Services. These Centres would also help the rural citizens in registering their grievances,

apart from helping them file their applications under RTI.

With the help of Department of Rural Development, 17 locations have been identified to set

up these Centres covering all the villages of Union Territory of Chandigarh. These include,

panchayat buildings lying unused and the Gram Sampark Centres will be set-up after

reconditioning these buildings. These Centres will also have safe drinking water facility,

clean toilets, etc., as are available at the Sampark Centres and Jan Sampark Centres in the

urban areas.

Upcoming Initiatives of Chandigarh Administration Chandigarh Administration is also promoting Chandigarh in other fields for overall

infrastructural developments. The following key initiatives have already been taken by the

Administration to make Chandigarh a 'World City'.

Education

• A new state of the art Education City is coming up, which will have world class

education faculty and excellent infrastructure. The thrust areas for this initiative

include high end education programs in Knowledge Management, Retail

Management, Supply Chain Management, Financial Services, Hospital

Administration and other IT related courses in Multi-media Applications, Animation,

Gaming etc.

• PEC-Punjab Engineering College which is an autonomous deemed University will

soon be upgraded to IIT status.

• Setting up a IIM level Management Institute and a branch of the National Institute of

Design.

Health Care

• Long term tie ups have been made with all the Power Corporations, so as to ensure

uninterrupted power supply to the City.

• Talks are going on with GAIL for a dedicated gas pipeline to the city for setting up of

250 MW Power plant.

• In touch with foreign companies for harnessing the Solar energy, which will include

setting up a plant for manufacture of Solar Photovoltaic Cells.

Transport

• To cater to the exponential increase in the transport needs of the city, a Mono Rail

project worth $700 jillion USD is being implemented.

• Low Floor Bus services have been started on the grid in the city. Fleet augmentation

is being planned for 100 more buses.

Financial Services Centre

• A Financial Services Centre is being planned in Sector 34 which will have all kinds of

financial services under one roof.

Entertainment Services

• A Multi Media Centre and Film City is being set up on a 30 acre plot in village

Sarangpur

• An amusement cum Theme Park is also being setup on 70 acres in village

Sarangpur.

Infrastructure

• Upgradation of Chandigarh Airport to international standards is under implementation

to augment the physical connectivity of Chandigarh to the world and fulfill a long term

need and considerably enhance export potential of this Region.

• Elevated Roads and multi-storey parkings at various places coming up in order to

stream line the traffic and to make driving on city roads a pleasure.

• As a long term measure, Chandigarh Administration has initiated the conversion of all

bitumen roads into RCC roads.

• Nehru Centre for performing Arts is being set up in Sector 34, Chandigarh which will

also have the facility of an international convention centre and theatres.

• Botanical Garden is being developed on 178 acres in village Sarangpout, which will

consist of 15 botanical sections and other features to promote eco tourism.

• Three lakes, two along Patiala ki Rao and 1 along Sukhna choe are being

undertaken, as a part of environmental related initiatives.

• Second State Library is being completed in Sector 34.

• All weather swimming Pool

Information Technology

• Development of Industrial Area Phase III as IT Hardware Park has also begun.

• Entrepreneurs Development Centre is being undertaken in RGCTP which will be

state of art building providing shell space for small IT companies. It shall also have

an Incubation Centre with plug n play facilities for young entrepreneurs who have

brilliant ideas.

• Regional Cyber Security Research Centre is being set up in collaboration with

NASSCOM and Punjab Engineering College to provide high quality research into

cyber security issues.

• State Wide Area Network (SWAN) is being implemented to provide connectivity to all

Government offices. Later on, it will be integrated with WiMax.

IT Vision 2010 Background Chandigarh Administration declared its I.T. Policy in April 2000 to promote the application of

Information Technology for the benefit of the society, by implementing e-Governance and by

promoting investment in the field of technology. The IT Enabled Service Policy of

Chandigarh Administration was announced in January 2003 in order to promote the IT

Enabled Service/BPO Sector which is growing at a rapid rate. Training tie-ups, upgradation

of educational facilities and promotion of IT infrastructure are hallmarks of this policy.

With the launch of the Sampark Project, the first phase of e-Governance was implemented in

Chandigarh in August 2004, followed by the commencement of financial transactions

through Sampark Centres from November 2004. Sampark Centres have been set up in

eight locations at present i.e. Sector 43, 47, 18, 10, 15, 23, Industrial Area and Mani Majra.

The Sampark Website/Portal also provides these services for the residents.

The Rajiv Gandhi Chandigarh Technology Park has been inaugurated, with DLF Info City

Developers Limited (6 lacs Sq. ft.) and Infosys Technologies Limited (4 lacs Sq. ft.)

completing the first phase of their premises, which are ready for occupation now.

With this background, the stage was set for the second phase of the transformation of the

society in Chandigarh to a Tech-Enabled Society. Thus an I.T. Vision - 2010 statement has

been announced so that the road map for the next five years could be laid out.

Vision Statement

1. The I.T. Vision 2010 of the Chandigarh Administration is to promote the application of

I.T. for society, so that each resident of Chandigarh benefits from the various

applications of I.T. Chandigarh would be an automated city state by 2010, when

residents are able to access the benefits of technology in its various applications on a

comprehensive basis.

2. IT for Society, e-Governance for the Common Man : The Chandigarh

Administration shall endeavor to minimize physical interface with the citizens and

consumers of governmental services to the bare minimum. In pursuance of this aim,

of disseminating information to the common man to facilitate his benefit of Society,

would be implemented in the second phase of the e-Governance Programme, under

which the e-Sampark Project has already been implemented. The Jan Sampark

Project would involve the setting up of atleast 70 Jan Sampark Kiosks in Chandigarh

(1 in each second and 2 in important sectors). These Centres would be linked with

the Central Data Hub and information relating to the various departments of the

Administration, including Sampark Services, would be available at these Centres.

3. Total e-Governance : All Departments of the Administration would be automated

and information relating to each of the services provided by these Departments

would be available online and also through the e-Governance Centres. Two way

payment transactions and information transactions would be possible, and

Government to Citizen to Government (C2G) services would be totally e-Governed.

4. Multi Service Smart Cards : Each resident of Chandigarh would possess a Multi

Service Smart Card which would enable him or her to carry out transactions with any

Department of the Administration and of Government of India. The card would also

be a Driving License, a Registration Certificate, a Birth Certificate, a Voter I.D. Card,

a PAN Card and an Identity Card.

5. Technology Habitats : Chandigarh would become a city with many large and small

technology habitats, where companies would provide employment to the residents of

Chandigarh and would carry out state-of-the-art businesses, thereby putting

Chandigarh on the global map.

6. Human Resources Upgradation : The Chandigarh Training On Soft Skills (C-

TOSS) Programme would be extended and the Human Resources upgradation

process would continue, in collaboration with the industry, and in consultation with

the experts. The catchment area of Punjab, Haryana and Himachal Pradesh would

be tapped in a big way, to provide sufficient manpower for the visiting companies in

Chandigarh. The C-TOSS Programme would rapidly be extended within Chandigarh

and would be suitably upgraded, in consultation with the industry and the experts.

7. Setting up of Centres of Excellence for research : Research and Development

would be given greater emphasis and Institute likes CSIO, IMTECH, PGI, Panjab

University and PEC would be encouraged to collaborate with each other and with the

industry, to focus on research projects, thereby employing professionals in various

fields. Centres of Excellence would be set up in these institutes and elsewhere, in

collaboration with the Chandigarh Administration, so that high-end research

programmes can be encouraged. The focus, therefore, would not only be on

Business Processing Outsourcing (BPO), activities, but also on research and high-

end work, in the field of technology.

8. Broad-Band on Demand : Each commercial and residential facility in Chandigarh

would be able to access the internet, the intranet etc. from anywhere in the city.

9. Wi-Fi Zones : All prominent locations in the city would be Wi-Fi Zones, where

wireless technology would be used to provide high speed Broad Band connectivity.

10. Total automation of Education : Schools and colleges in Chandigarh would be

totally automated and students would be able to access computers and the internet,

from their own class rooms, in all Government and private institutions. These

educational institutions would be interconnected through a wide area network.

11. Network Society : All commercial, residential and Government buildings, will be

interconnected and networked, so that the flow of data and information would be

unhindered and without barriers.

12. Touch Screens : These would provide informations to residents and visitors to

Chandigarh, at all commercial, educational locations and public places. Tourist

related sites would also have such touch screens. The Private sector would be

encouraged to set up these touch screens throughout the city.

13. Less-Paper Society : The use of paper documents in both Government and private

establishments would be replaced by e-mail, data storage devices and total

automation, wherever possible. Even if a paper less society is not possible, a less-

paper society will exist.

14. Development of related facilities : Tourism, Hotels, Airport, Entertainment,

Housing, Schooling and Health facilities would be further upgraded, so that

employees working in the technology sector could enjoy the best quality of life.

15. Priority Status : IT manufacturing zones shall be accorded priority status.

16. Plan approval for various buildings to be established by IT/ITES Companies would be

accorded by a high powered Single Window Committee.

17. e-Centres : The periphery villages of Chandigarh will be equipped with e-Centres,

providing education, information and primary healthcare related services.

18. Centres of Excellence : Setting up of Centres of Excellence for industries like

automobiles, telecom, embedded systems, etc. that provide research opportunities.

19. Promotion and Encouragement for the setting up of Venture Funds : The

Administration would facilitate the setting up of Venture Funds both in the pubic and

private sectors to promote the small IT Companies. This can include Joint Ventures,

In suitable cases.

20. International Airport/High quality National Airport: In order to facilitate national

and international visitors to Chandigarh in the IT sector and related areas, the

Chandigarh Airport would be upgraded to a highly modern and efficient one.

21. Entertainment Roadmap: Steps will be taken to make Chandigarh a more vibrant

entertainment hub. Weekend tourism will be promoted. There will be special events,

on weekends, at various locations in the city. Theatre and Hobby workshops would

be promoted. Private investment in this sector would be encouraged.

Review of the Vision Statement This vision document will be reviewed after every 2 years, so that mid course corrections

and the latest developments in technology can be incorporated, wherever necessary.

I.T. Vision Advisory Committee The I.T. Vision Advisory Committee would meet on a quarterly basis and would include

eminent technologists, educationists, industrialists and scientists, to review the progress of

implementing the I.T. Vision 2010, and to recommend changes, if necessary.

Leisure and Pleasure ARCHITECTURE: CREATION OF LECORBUSIER Chandigarh is one of the most significant urban planning experiments of the 20th

century. It is the only one of the numerous urban planning schemes of Le Corbusier,

the famous French architect-planner, to have actually been executed. It is also the

site of some of his greatest architectural creations. The city has had far-reaching

impact, ushering in a modern idiom of architecture and city planning all over India

and has become a symbol of planned urbanism. It is as famous for its landscaping

as for its architectural ambience. Most of the buildings are in pure, cubical form,

geometrically subdivided with emphasis on proportion, scale and detail. The new

city was needed not only to serve as a capital but also to resettle thousands of

refugees who had been uprooted from West Punjab. India's first Prime Minister,

Jawaharlal Nehru enthusiastically supported the project and took sustained interest

in its execution. When he visited the project on April 2, 1952, he declared : "Let it be

a new town symbolic of the freedom of India unfettered by the traditions of the past

and expression of the nation's faith in the future…" Chandigarh and the area

surrounding it were later constituted as a Union Territory on 1st November, 1966.

GARDENS : LUNGS OF THE CITY The city of Chandigarh experiences changing mood with varying seasons. If in

winter the roses are in bloom, then in summer the flowering trees planted along the

road sides create a riot of colors. Blossoms of jacaranda, laburnum, and gulmohar

trees, arching over the road, create vertical tunnel of flowers in the city of

Chandigarh. In autumn, when the trees shed off leaves and fall beneath, they

crunch under the foot steps people. In winter, the leafless tree become natural

sculptures in wood. The panorama and pace of nature in Chandigarh city varies

ROSE GARDEN

Adjacent next to the city centre, in sector 16 is situated Zakir Hussain Rose Garden

Asia's large Rose Garden and is spreaded over 30 acres of land having over 1600

different species or roses. These have been planted beautifully carved out lawns

and flowers beds. Like the cultural zone which is just across the road in sector 10,

this was also planned by Dr. M.S.Randhawa as his interest in horticulture and

fondness for flowers was profuse. Every year, either at the end of Febraury or

beginning of March, a big festival known as Rose Festival, is celebrated at this

garden. Over 50,000 people visit this festival. It's one of the great celebrations in

the city. There are lots of competitions, cultural celebrations and many other events.

Other gardens are the beautiful Garden of Fragrance, Bougainvillea Garden,

Shantikunj, Garden of Five Sense, and Terrace Garden etc.

NATURE: FALL IN LOVE WITH LANDSCAPE SUKHNA LAKE Another favorite recreation spot of the nature-loving people of Chandigarh is the

Sukhna Lake in sector 1. Created by building an artificial dam on a seasonal stream,

CTP Rules 2006 for Special Economic Zone Preamble Whereas, to promote the growth of Information Services in Chandigarh, with an objective of

providing employment, especially for skilled and educated workers; for enhancing the

economic growth of the city and region; for encouraging human resources development,

higher education, technical education, and professional services by enhancing the demand

for skilled workers; for encouraging economic activity and urban development of a nature

that conserves the environment; and for encouraging induction of the latest technology in all

possible spheres of economic activity, the Allotment of Campus Sites in Chandigarh

Information Services Park Rules, 2002 had been framed enabling allotment of land within

the Information Technology Park on free hold basis;

And whereas, the Government of India has enacted the Special Economic Zone (SEZ) Act,

2005 and notified Special Economic Zone Rules, 2006 and according to Rule 11 of the Said

Rules, land within any SEZ area can be allotted only on lease hold basis to enable the

lessees to drive various benefits under the said rules;

And whereas the Government of India vide notification bearing No.S.O.114 (E) dated

17.8.2005 and NO.S.O.738 (E) dated 19.05.2006 has notified various areas of the aforesaid

park as Special Economic Zone;

And whereas, with a view to achieve the benefits available in Special Economic Zone by the

lessees of various sites in the said Park, now onwards and also to make available the

benefits of SEZ to the existing allottees of the said Park, it is necessary to make rules for

allotment of various sites in the said Park on lease hold basis, in public interest;

Now, therefore, the Administrator, Union Territory, Chandigarh, in exercise of the powers

vested by Sections, 3, 5 and 22 of the Capital of Punjab (Development & Regulation) Act,

1952, and all other powers vested in this behalf, is pleased to make the following rules

regulating the allotment of land for Campus Sites in the Information Services Park now

named as Chandigarh Technology park :-

(a) These Rules may be called the "The Allotment of Campus sites in Chandigarh

Technology Park Rules, 2006".

(b) These rules shall come into force from the date of publication in the official

gazette.

(c) These rules shall apply within the boundaries of the Chandigarh Technology Park

or Parks, as determined by the chief Administrator from time to time by issuing a

notification and public notice.

Definitions In the context of these Rules;

(a) "Information services" include software architecture, design and development,

software maintenance and implementation, operation of software systems,

provision of software services (such as application service provider),

management of databases, maintenance of computer networks and

telecommunication networks, network services, network administration, business

process outsourcing and providing, information technology-enabled services.

(b) "Information work" refers to the compilation, communication and processing of

data for use in any economic activity, and includes the provision of information

services.

(c) "Information-technology-enabled services" include digital communication

services, digital information content provision, digital database management and

updation, remote digital office services, software operation, and other information

work that relies primarily and substantially on digit al telecommunication,

including data centers, call centers and back offices operations but not direct

sales and marketing except that using Information Technology.

(d) "ISO 9000" refers to International Standards Organization (ISO) 9000 series, a

set of certification standards specified by the ISO Technical Committee.

(e) The Capability Maturity Model for Software (CMM) of the Software Engineering

Institute at the Carnegie Mellon University, Pittsburgh, USA is a framework that

ranks the capabilities of software development enterprises. The CMM is

presently composed of five maturity levels; 1. The Initial Level;2. The Repeatable

Level;3. The Defined Level;4. The Managed Level; 5. The Optimizing Level.

(f) A subsidiary company must have more than 50% of its equity shares owned and

held by the parent company.

(g) Campus sited mean all sites for which land is allotted under these rules.

(h) Special Economic Zone (SEZ) mean the area notified by the Govt. of India under

the Special Economic Zone Act, 2005 or rules framed thereunder and developed

by Chandigarh.

Types of Sites The Urban Layout and Urban Planning Guidelines of an Information Services Park must

facilitate the construction of modern, high technology, commercial workspace so as to enable

all aspects of information work in a coordinated and efficient manner. Such Parks may consist

of one or more of the following types of sites.

(a) Main Campus Sites will measure at least 6 acres in area and will be put to use

for construction of an independent campus for the exclusive use of the lessee

only. These sites may be allotted only to those enterprises which satisfy the

relevant allotment criteria.

(b) Small Campus Sites may measure between 2 acres to 6 acres in area and, like

the main campus sites would be developed as a self-contained Campus with one

or more independent buildings, for the exclusive use of the lessee only.

(c) Build-to-suit sites may consist of independent buildings which may be let out on

lease or rent for use by occupiers including the lessee, for authorized purposes.

Sites of any size may be earmarked as Built-to-suit sites. Such sites may be

allotted to a transferee for its own use, or for the development of built up space

by the transferee for use by others as office space, commercial space, working

space etc. Such transferee may alienate all or part of the built up space or the

site, subject to terms and conditions of allotment. These sites may be of the

following types:

i) Build-to-suit Sites for developers : These may consist of buildings to be

constructed and managed by professionals developers who would then lease the

Ready Built Space so constructed by them to eligible Information Services

Companies.

ii) Build to suit sites for IT/ITES/BPO Enterprises : These would consist of

independent buildings for exclusive use by the IT/ITES/BPO Enterprises to whom

the sites are allotted.

iii) Build to suite sites for High end Software/R&D work : These would

consist of independent buildings for exclusive use by Software/R and D

companies, to whom the sites are allotted".

(d) Adjunct Sites may be used for such purposes relevant to or ancillary to, the

development and functioning of the Information Services Park and may include

sites for the purpose of providing infrastructure, recreation, sports, cultural

activities, retail outlets, office services, hotels, restaurants, food courts etc.

Provided that Adjunct Sites maybe used by, or may cater to, persons who may or

may not be working in the Park, given that the use of the site shall be consistent

with the urban plan and controlled development of the Park.

Eligibility for Allotment of Main Campus Sites Enterprises which fulfill the following criteria on the date of application will be eligible for

consideration as applicants for the allotment of main campus sites :

(i) A Limited Company with turnover in the Information Services sector of a minimum

Rs.500 Crores or its equivalent in US Dollars per annum in each of the last two

years.

(ii) Availability of Funds for making investment in the campus to the tune of Rs.50

crore over the next three years and availability of at least Rs.25 crore

immediately.

(iii) Sufficient numbers of qualified professional staff employed by the Company itself,

not counting staff on the rolls of affiliates, sub contractors etc.

(iv) Plan of Action for establishing the proposed Information Services with a focus on

software development/design and software maintenance and to make the

required investment, in a time bound manner within three years.

(v) Preference in the allotment of amin campus wite will be given to enterprises

engaged primarily in high-value added activities such as software design and

development, as distinct from other information services such as information

technology enabled services.

(vi) Internationally recognized certification of software development capability

equivalent to CMM - SEI level 5 certification for a period of at least 2 years, and

ISO-9000 or higher certification.

(vii) The intending lessee shall make an application to the Estate Officer in the Form

'A' together with an affidavit attested by an Oath Commissioner or Magistrate 1st

Class affirming all facts which make him eligible for allotment of a site.

(viii) Copies of balance sheet, documentary evidence of number and categories of

staff employed and turnover be enclosed.

Eligibility For Allotment Of Additional Land Of Main Campus Sites A lessee of main Campus Site shall be eligible for seeking allotment of additional land within

a period of five years from allotment, provided that the additional land shall not be more than

the land allotted in the first instance. The premium for the additional land to be allotted shall

be the same as fixed at the time of original allotment, for a period of three years. Thereafter,

the lessee shall have the option of seeking such an allotment for a period of another two

years at an enhanced premium of 6% per annum for each year.

Eligibility For The Allotment Of Small Campus Sites The following enterprises will be eligible for consideration as applicants for the allotment of

small campus sites :

(i) A Limited Company with turnover in the information services sector of minimum

Rs.100 Crores or equivalent in US Dollars per annum in each of the last two

years.

(ii) Availability of Funds for making investment in the campus to the tune of Rs.20

Crores over the next three years and availability of at least Rs.10 crore

immediately.

(iii) Sufficient numbers of qualified professional staff employed by the Company itself,

not counting staff on the rolls of affiliates, sub contractors etc.

(iv) Plan of Action for establishing the proposed Information Services on the site and

to make the required investment, in a time bound manner within three years.

(v) Preference will be given to high added activities of software development and

design and software maintenance as compared to other information services.

(vi) The intending lessee shall make an application to the Estate Officer in the Form

'A' together with an affidavit attested by an Oath Commissioner or Magistrate 1st

Class affirming all facts which make him eligible for allotment of a site.

(vii) Copies of balance sheet, documentary evidence of number and categories of

staff employed and turnover be enclosed.

Eligibility For Allotment Of Build-to-suit Sites Ranging From 2.0 To 6.0 Acres For Developers The following types of enterprises will be eligible for consideration as applicants for the

allotment of Build-to-suit Sites for developers, namely :-

(i) The Administration may allot such a site to a Limited Company in consideration

for an equity stake or debentures (bonds) issued by the transferee Limited

Company. The terms and conditions of such allotment shall be as specified by

the Administration.

(ii) The Administration may, for the purpose of such an allotment, enter into a joint

venture agreement with the transferee Limited Company.

(a) The Administration may allot such a site to a Limited Company, which is a

developer and which has given in writing an application and a letter or

letters of intent in writing from an Information Services Company or

Companies eligible under these Rules for large Campus Sites, small

Campus Sites or Build-to-Suit sites to the extent of intent to occupy atleast

50% of the maximum allowable built up space to be created by the

developers at the said site.

(b) The Administration may for the purpose of such an allotment as

envisaged in(ii) (a) above allot the land to the developers for exclusive use

by one or more of such eligible companies.

(c) Such sites would not be used by the developer for its own use.

(d) In case the said developer is not able to construct and occupy the said

building, as per the terms and conditions of these rules contained in Rule

11(4), applicable penalties will be imposed on the said developer and

action may be taken under the applicable rules.

iii) The Administration may allot/auction such sites under the Chandigarh Lease Hold

of Sites and Buildings Rules, 1973, as amended from time to time framed under

the Capital of Punjab (Development and Regulation) Act, 1952 or on such terms

and conditions, as it deems fit.

iv) The intending lessee shall make an application to the Estate Officer in Form 'A'

together with an Affidavit attested by an Oath Commissioner or the Magistrate 1st

Class, affirming all facts which make him eligible for allotment of a site.

v) Copies of balance sheet, documentary evidence of number and categories of

staff employed and turnover be enclosed.

Eligibility For Allotment Of Build-to-suit Sites Ranging From 0.75 Acres To 1.0 Acre For IT/ITES/BPO Enterprises. The following types of enterprises will be eligible for consideration as applicants for the

allotment of Build-to-suit Sites for IT/ITES/BPO Enterprises.

(i) Annual turnover in IT/ITES/BPO operations of a minimum Rs.10.00 Crores or its

equivalent in US Dollars per annum in each of the last 3 years.

(ii) The Enterprises should have been carrying out IT/ITES/BPO operations for at

least five years before the date of application.

(iii) The Enterprises should have a minimum of 100 employees on its rools at the time

of application.

(iv) The Administration may allot/auction such sites under the Chandigarh Lease Hold

of Sites and Buildings Rules, 1973, as amended from time to time framed under

the Capital of Punjab (Development and Regulation) Act, 1952 or on such terms

and conditions, as it deems fit.

(v) The intending lessee shall make an application to the Estate Officer in Form 'A'

together with an Affidavit attested by an Oath Commissioner or the Magistrate 1st

Class, affirming all facts which make him eligible for allotment of a site.

(vi) Copies of balance sheet, documentary evidence of number and categories of

staff employed and turnover be enclosed.

Eligibility for Allotment of Built-to-suit Sites for R & D/Software Work. The following types of enterprises will be eligible for consideration as applicants for the

allotment of Build-to-suit Sites for R and D/software work, namely :-

(i) The company should be registered for the last two years and should have been

operating in the IT/ITES Sector during this period.

(ii) The company should have the capacity to invest a minimum of Rs.50.00 lacs at

the premises within one year.

(iii) The Company should have a Certificate from STPI that they have the capacity to

sustain their activities on a long term basis.

(iv) The Company will be allotted to transfer or sublet the premises for a minimum

period of six years.

(v) The allotment will be conditional and will depend on the fact that the company

build and occupy the space within one year from the date of allotment otherwise

the site will be resumed.

(vi) The Administration may allot/auction such sites under the Chandigarh Lease Hold

of Sites and Buildings Rules, 1973 as amended from time to time framed under

the Capital of Punjab (Development and Regulation) Act, 1952 or on such terms

and conditions, as it deems fit.

Premium/Lease Money The lease money/premium per square yard for the sites to be allotted shall be determined

and revised by the Chandigarh Administration from time to time.

Terms and Conditions of Allotment

1) Unless otherwise specified, the site shall be allotted on lease hold basis.

2) The lessee shall be liable to pay charges for maintenance and for provision of

amenities in addition to the annual ground charges, as determined by the

Chandigarh Administration from time to time.

3) The period of lease hold for allotment shall be 99 years. Provided that where the

allotment is to be made in any SEZ area the initial period of lease hold shall be

co-terminus to the letter of approval for the SEZ area issued by the Government

of India and on the expiry of the letter of approval for the SEZ area, the same

shall be extended by the Estate Officer thereafter to make it a lease hold property

for a total period of 99 years on the same terms and conditions, which shall

include the period of lease during the SEZ status of that area.

4) The consideration for allotment shall be payable as follows :

i) The applicant shall pay 25% of the premium within 60 days of the issue of

the letter of allotment, including any earnest money or deposit already

paid.

ii) The balance of premium may be paid either in lump sum within 180 days

of the issue of the letter of allotment or in 3 annual equated installments

with interest at the rate of 10% per annum compounded annually. The

first installment shall be payable from the allotment date. The rate of

interest for delayed payments for lump sum or for annual installments

shall be 18% per annum compounded annually. The lessee shall

complete the minimum required buildings, plans and equipment or shall

make the minimum required investment on the site as the case may, as

specified in detail in the terms and conditions of allotment, within a period

of 3 years from the date of issue of the allotment letter unless otherwise

specified in these rules :

Provided that this period may be extended to the extent that there is any

delay in offering the possession of the site to the lessee beyond 30 days

from the date of issue of the allotment letter.

Provided also that the due date of repayment of installment and the date

from which interest is to be charged would be extended likewise in case of

delay beyond 30 days, in offering the possession of the site.

iii) In the event that the lessee requires an extension of time period beyond

three years to complete the requisite building structure or equipment or to

make the requisite investment, extension of time for one year shall be

allowed on payment of a sum of money equal to one annual equated

installment mentioned in clause (ii) above. This amount shall be payable

up to the end of the 4th year from the date of issue of letter of allotment.

Similarly, if extension of time is required after the expiry of 4 years of

allotment, this may be allowed on payment of a sum equal to one annual

equated installment mentioned in Clause (ii) above. No further extension

in time will be allowed after 5 years.

iv) If the payment is not made in accordance with these Rules up to three

months in all, from the date on which installment is originally due, the

Estate Officer may after issuing notice to the lessee and affording him an

opportunity of being heard, cancel the allotment and forfeit the amount not

exceeding 10 percent of the whole of the premium payable. Upon such

cancellation the Estate officer shall take possession of the site. The

lessee shall be entitled to compensation for the depreciated value of

buildings and structures, as determined by the Estate Officer.

5) A breach of any of the terms and conditions of the allotment or of the Chandigarh

Lease Hold of Sites and Building Rules, 1973 shall entitle the Administration to

take remedial action in accordance with the terms and conditions of the allotment,

as well as the said rules.

Use of Sites

a) The sites and the buildings and structures thereon shall be used by the lessees,

occupiers, tenants or any other users specifically and only for the purposes

described in the letter of allotment and the detailed terms and conditions. These

purposes may include the provision of information services such as software

development and IT enabled services, other related non-polluting activities, as

also the provisions of support facilities such as canteen, catering, sports,

entertainment, security etc. upto 20% of the total built area.

b) Change of Use : Change of use of campus sites may be permitted on an

application by the lessee provided that the following conditions are fulfilled,

namely :-

i) The proposed use is one of the permitted uses for campus sites in the

Chandigarh Technology Park.

ii) The proposed use is compatible with the nature of the site.

Permission may be granted upon payment of conversion charges as determined

from time to time by the Chandigarh Administration.

Transfer of Campus Sites

a) Transfer of campus sites by the lessee shall not be allowed for a period of 10

years from the date of allotment, or till all dues are fully paid, whichever is later.

b) IN the event of the lessee company being merged with another company or in the

event of a split of the lessee company, or the selling up of a subsidiary by the

lessee company, in accordance with statutory provisions and with the permission

of the concerned regulatory authorities, the consequent substitution of name of

the lessee may be allowed prior to the expiry of the period mentioned in sub rule

(a) above, for the reasons to be recorded in writing.

c) In all cases of transfers or substitution the transferee, the new entity must satisfy

in every application for transfer or substitution.

d) Permission for transfer may be granted on payment of transfer charges as

determined from time to time.

Penalties

a) Any lessee who misuses the site or the building or structures thereon or converts

the use of such site, buildings or structures without prior permission the site along

with the buildings and immoveable structures thereon shall be liable for

resumption of the Estate Officer.

b) The orders for resumption of the site shall be passed by the Estate Officer after

giving reasonable notice and an opportunity of being heard to the lessee who

may be given time to remove violations or objections or make the required

payment within a maximum period of 90 days from the date of notice.

c) The lessee/transferee shall be bound by the byelaws, rules and regulations

framed under the Capital of Punjab (Development and Regulation) Act, 1952

specially for building plans, construction standards and all other issues relating to

the construction and use of buildings and sites. Failure to comply with the said

byelaws, rules or regulations, shall, without prejudice to the remedies available

under the said byelaws, rules and regulations, make the lessee/transferee also

liable for resumption of the site.

d) In the event of the resumption of the site, the lessee/transferee shall hand over

physical possession of the site, the building and immoveable structures thereon

without any claim for compensation or damages. Thereafter the site, building and

structures thereon may be utilized or disposed of by the Estate Officer as it may

deem fit.

e) The lessee shall be liable to make timely payment of the consideration money

whether in lump sum or in the installments, and in the event of delay he shall be

liable for resumption of the site, building and structures thereon.

General Provisions The general provisions of the Capital of Punjab (Development & Regulation) Act, 1952 and

Chandigarh Lease Hold of Sites and Building Rules, 1973 as amended from time to time

shall apply to the extent that specific provisions have not been made herein.

SEZ Policy

Preamble Whereas it is considered necessary and expedient to promote the Industry in

general, including the Knowledge Industry comprising IT,IT Enabled Service and

Business Process Outsourcing (BPO) Companies in Chandigarh to generate

employment, increase exports and boost the economy. Therefore the Administration

will promote the setting up of Special Economic Zones (SEZs) which would be

Industrial /IT Habitats wherein investing companies would receive single window

clearance and would be able to avail of the benefits as per the SEZ Policy of

Government of India.

Necessity Chandigarh is a growing city and is the hub of the region. Over the years it has

enabled itself to be a rich human resource centre which is a permissible for growth &

setting up of any modern industry particularly IT, ITES and BPOs and services

sector. Therefore in order to pr0ovide employment in sufficient numbers to the

qualified and employable youth of Chandigarh and the region, Special Economic

Zones (SEZ's) should be set up in Chandigarh which would attract the industry from

India and abroad to Chandigarh for investment. The technology sector, which is

likely to provide jobs in a large numbers, would be promoted through the SEZ. The

policies of GOI relating to SEZ are extremely attractive and therefore it is considered

necessary by the Administration to enable the setting up of SEZ's in the Union

Territory of Chandigarh.

Modalities SEZ's would be set up by the Administration in a planned and phased manner as per

the requirements of the Union Territory of Chandigarh under the SEZ Scheme. The

application for setting up an SEZ would be forwarded byb the concerned Department

of the Administration to the GOI in the Ministry of Commerce with a project report

outlining the details of the project and the cause of action for setting up the SEZ and

the functional modalities thereof. A single window committee would be set up by the

Administration for clearing all cases/ applications relating to the SEZ. For existing

projects/technology parks like the Chandigarh Technology Park, the Administration

would move an application to the GOI for converting the Project into an SEZ so that

the benefits of the SEZ scheme can be available to investing companies in the SEZ.

Existing schemes like the Software Technology Park of India, (STPI) schemes which

are appli8cable to such Project/Parks would also continue to be applicable, wherever

permissible.

Facilities The Chandigarh Administration and the SEZ Authority will provide the following

facilities to units located in the SEZs.

Power Supply: All applicable benefits relating to Power Supply which the

Administration has declared for Industrial/IT/ITES/BPO units in the Union Territory of

Chandigarh will be applicable in the SEZ. The Developer of the SEZ will be permitted

to establish independent power plants (IPPs) and will be permitted to establish

dedicated provision of power to the SEZ including generation and transmission and

distribution for the SEZ. The developer will collaborate with the Engineering

Department of Chandigarh Administration and other agencies like the Power Grid

and BBMB for this purpose.

Water Supply: The SEZ authority shall ensure the provision of adequate water

supply within the SEZ. The Engineering Department of Chandigarh Administration

will provide infrastructure till the boundaries of the SEZ. The SEZ authority shall be

at liberty to request the Engineering Department of the Administration for providing

such infrastructure within the SEZ on payment of due charges.

Environment: NOCs, consents and other clearances required from the Chandigarh

Pollution Control Board for units and activities within the SEZs would be granted by

the Single Window Committee (SWC) working under the administrative supervision

and control of the designated Development Commissioner of the SEZs. The

activities/projects which fall within the ambit of the Environmental Impact

Assessment Notification, 1994 (as amended on 4.5.1994) and the Notification of the

Ministry of Environment dated July 2004, will have to obtain environment clearance

from Ministry of Environment and Forest, Government of India. In the event

Government of India delegates the powers to the designated Development

Commissioner or other authority within the SEZ, the clearances may be sought

accordingly.

Sales Tax, Duties, Local Taxes and Levies: SEZs and units within the SEZs and

also the developers of such SEZs will be exempted from the following local taxes:-

1. Sales Tax/VAT 2. Purchase Tax

3. Property Tax 4. Stamp Duty

5. Electricity Duty

In respect of all transactions made between units/establishments within the SEZs

and in respect of the supply of goods and services to units/establishments. If such

direct exemption in respect of the transactions is not possible due to legal

constraints, the above mentioned local taxes would be reimbursed by the

Administration to such eligible units.

Labour Regulations: The powers of the Labour Commissioner, Chandigarh

Administration will be delegated to the designated Development Commissioner or

other authority in respect of area within the SEZ. The Single Window Committee

(SWC) will grant permission in respect of any application required by

units/developers within the SEZ as per rules. Except in urgent circumstances the

prior permission of the Development Commissioner or other designated authority of

the SEZs would be required for the conduct of inspection by the Labour

Commissioner in respect of units and o9ther establishments located within the SEZs.

All units and other establishments in the SEZs will be declared as "Public Utility

Services" under the provisions of the Industrial Disputes Act as a applicable to

Chandigarh U.T.

Law and Order: The Administration and the Developer of the SEZ shall make

appropriate and exclusive arrangements within and around the SEZ for maintenance

of law and order.

SEZ Management Societies: Chandigarh Administration will set up and or will

facilitate the setting up of SEZ Management Societies to carry out such activities as

are necessary for the maintenance, supervision and control of the SEZ concerned.

Single Window Committee: Chandigarh Administration would set up a Single

Window Committee (SWC) for each SEZ in order to facilitate permissions/

processing of applications in respect of any department of the Administration. This

facility would be available to the developers of the SEZs as well as to the occupiers

of the SEZs. The Single Window Committee will be headed by the Development

Commissioner of the SEZ authority and will include representative of all key

departments such as Engineering Department, Excise & Taxation Department,

Labour Commissioner, Municipal Corporation, Department of I.T./Department of

Industries etc.

Land Acquisition : Chandigarh Administration would carry out the acquisition

process for land required for the SEZ and would transfer such land to the concerned

department/developer of the SEZ. The process of acquisition will be expedited

wherever possible as per rules.

Functions of the Developer of SEZ

1. It shall be the responsibility of the Developer to secure the planned development

of the Zone and to provide for development, operation and maintenance of

infrastructure facilities and amenities in the zone.

2. Without prejudice to the generality of sub-section(1), the Developer, may

discharge the following functions, namely:-

i. prepare a master plan for the development of the zone in conformity with

the guidelines approved by the Chandigarh Administration.

ii. ensure compliance with the master plan as approved by the Chandigarh

Administration.

iii. Erection of substantial boundary marks defining the limits of or any

alteration in limit of the zone;

iv. Erection of building as per Chandigarh Administration guidelines.

3. Levy of charges by the developer : For the purposes of providing, maintaining or

continuing any amenity and Infrastructure facilities in the Special Economic Zone,

the Developer may levy reasonable charges, as considered necessary on the

occupier of any site or building.

4. Provision for infrastructure or amenity by the developer :-

i. The developer may, in order to provide any infrastructure facilities or

amenities, engage a co-developer, off-zone supplier, operator, or a

Government or private agency.

ii. Where any infrastructure or amenity is provided, the Developer shall have

the power to levy-charges for the service so provided.

iii. The Developer may delegate the power of collection of user charges to

the agency providing the infrastructure or amenity.

Benefits under the SEZ Scheme. The Govt. of India is actively promoting Special Economic Zones (SEZ) in the country and is

in the process of notifying the SEZ Act which has already been tabled in the form of the SEZ

Bill (copy placed below) in the Lok Sabha. The benefits are :-

1. Companies located within the SEZ's would have the benefit of exemption under

States/UT Taxes as well as certain Central Taxes.

(i) Value Added Tax (ii) Property Tax

(iii) Electricity Duty (iv) Octroi

(v) Control Sales Tax (vi) Stamp Duty

2. They would also have the benefit of Single Window Clearance and quick

processing of applications.

3. Priority in terms of development of infrastructure and support facilities for the

Companies.

4. The States/UT Taxes which are exempted as SEZ are :-

5. The taxes which are exempted by govt. of India include - (1) Certain Excise

Duties (2) Customs Duties (3) Income Tax benefits (presently applicable for 15

years).

In our SEZ Policy for Chandigarh UT, we have laid stress on the development of SEZ's in

various fields. We have been successful in obtaining the approval of Govt. of India for SEZ

Status in respect of the Chandigarh Technology Park (CTP) initially. This would be one of

the first SEZ's in the IT Sector in the country.
