Constitution of the Mt. SAC Veterans Club Inter-Club Council, Mt. San Antonio College PREAMBLE The Purpose of the Mt. SAC Veterans Club is to promote the advancement of all veterans of the United States of America currently attending Mt. San Antonio College. The goal of the organization is to assist veterans in the integrating into college life and returning to the civilian workforce accomplished through extra-curricular activities. ARTICLE I – Name The name of the organization shall be the Mt. SAC Veterans Club. ARTICLE II – Membership Any Veteran of any branch or era of the military, honorably discharged, who is enrolled as a student at Mt. Constitution of the Mt. SAC Veterans Club

Inter-Club Council, Mt. San Antonio College

PREAMBLE

The Purpose of the Mt. SAC Veterans Club is to promote the advancement of all veterans of the United States of America currently attending Mt. San Antonio College. The goal of the organization is to assist veterans in the integrating into college life and returning to the

civilian workforce accomplished through extra-curricular activities.

ARTICLE I – Name

The name of the organization shall be the Mt. SAC Veterans Club.

ARTICLE II – Membership

Any Veteran of any branch or era of the military, honorably discharged, who is enrolled as a student at Mt. San Antonio College with at least 5 credit units, with a 2.0 or higher GPA and who has paid the Student Activities fee can join. Non- veteran students with an interest in the military may also join. Students can go on “inactive” status if they take a semester off and return to classes.

Section I: In no instance will membership be based on a selection committee that has the power to vote new members into the club. Members must be enrolled in a class at Mt. SAC and have paid the current Student Activities fee.

Section II: GENERAL NON-DISCRIMINATION STATEMENT: No person shall be denied membership due to sex, race, color,

ancestry, religious creed, age, medical condition or disability including HIV & AIDS, marital status, or sexual orientation.

Section III: Members participate in events as they choose.

Section IV: Membership is free of charge to any student member of the club.

Section V: Active members are defined as “members who participate in club activities and events.” Inactive members are those members who have a lapse in enrollment in college for a semester, but plan to return.

ARTICLE III – Voting Rights

Section I: Only active members of the club may vote on club issues and elections.

Section II: A quorum of at least three (3) voting members must be present in order to perform club business.

ARTICLE IV – Elections

Section I: The Mt. SAC Veterans Club Leadership will consist of 1) President2) Vice- President3) Treasurer4) Secretary5) ICC Representative6) Alternate ICC Representative

Terms in office are limited to two (2) consecutive semesters.

Section II: The President will orchestrate each election via delegation of responsibilities to active Mt. SAC Veterans Club members. This delegation will not include any members who are running for office in that particular election. Nominations will be made at the 1st official club meeting of the academic year and voting will take place using paper ballots during the 2nd official club meeting of the academic year.

Section III: As per the ICC Constitution, club officers are required to; (a) maintain a 2.0 semester GPA, (b) a cumulative 2.5 GPA, (c) be enrolled in five credit units, and (d) pay the current Student Activities fee.

No student may serve as an officer of any club for more than four (4) total semesters. Students may NOT serve as an officer of more than one club.

ARTICLE V – Advisor Responsibilities

Section I: Advisors are required to; (a) be at all club sponsored events, activities, and meetings, (b) oversee monetary transactions conducted by the club, and (c) sign all official documents on behalf of the club.

Section II: The advisor serve as the resource person(s) to facilitate the achievement of club goals and activities.

ARTICLE VI - Officers

Section I: PARAGRAPH A: President – The president shall chair all Mt. SAC Veterans Club meetings and events, or arrange for the vice president to do so in his/her absence. He/she will co-chair club grievance hearings and ensure that the organization is run in an ethical and moral manner. The president is responsible for planning the manner in which club meetings, activities and events are conducted.

PARAGRAPH B: Vice President- The vice president shall chair meetings,

activities, and events of the Mt. SAC Veterans Club as requested by the president in his/her absence. He/ She will co-chair club grievance hearings and ensure that the organization is run in an ethical and moral manner. The vice president will chair any impeachment boards and will participate in the planning of club meetings, activities and events. In the absence of the secretary, the vice-president will be responsible for taking minutes in regular club meetings.

PARAGRAPH C: Treasurer – The treasurer is personally responsible for

all monies in the club treasury as well as any funds collected in fund-raisers or donations. He/she is expected to attend all fund-raising events and ensure proper accounting of money as well as spending of club funds for sanctioned expenditures. The treasurer will make a financial report regarding the organization’s account. All funds collected will be deposited in the Auxiliary services office.

PARAGRAPH D: Secretary – The secretary will take notes at all regular club meetings and provide minutes. If the secretary must miss a regular club meeting, the vice president can provide this service. Minutes must be submitted to the Student Life Office one week after club meetings.

PARAGRAPH E: ICC Representative - The ICC Representative is responsible for participating in the planning of club meetings, activities and events, along with the president and vice-president. He/ she will attend all ICC meetings on behalf of the club, and will report club activities to the ICC and keep club members informed about pertinent information provided at ICC meetings. The ICC representative is responsible for informing the alternate ICC representative when he/she is unable to attend an ICC meeting and to assure that the club has representation at all ICC meetings.

PARAGRAPH F: Alternate ICC Representative – The alternate ICC representative will attend all ICC meetings and provide assistance to the ICC representative.

Section II: In order for an officer of the Mt. SAC Veterans Club to be impeached or removed from office, the individual must first be recommended for removal through a motion to impeach by any active member in an official meeting. The motion must be seconded by any active member of the club. If the motion is carried, a vote will be held at the next scheduled club meeting with active members voting. If there is a 50% or greater vote to impeach, the president and vice president will meet with the officer in question. After gathering information from all involved parties, the president, vice president and a club advisor will decide either to impeach or exonerate the club officer. If the president is the person being impeached, the vice-president will chair the impeachment process. If either the president or vice-president is being impeached, the ICC representative will take his or her place on the impeachment sub-committee.

Section III: Any vacancies among the club officers that occur after the scheduled election will be filled by a special election arranged by the president. If the presidency is vacant, the vice president will arrange the special election.

ARTICLE VII - Amendments

Section I: Amendments to the club constitution must be approved by the Inter-Club Council prior to being enacted.

Section II: The Mt. SAC Veterans Club officers shall have the authority to determine by-laws for the organization, subject to approval by the active members in a simple majority vote.

Section III: These by-laws may be amended by submitting a written proposal of changes to the president and club advisor which will be reviewed by the organization officers. Upon majority approval of the officers, the amendment will be presented to the active membership in a meeting. The members will vote and the amendment must get a simple majority to pass. Constitutional changes must be submitted to the Student Life office for review. The constitution will be submitted to the Inter Club Council (ICC) to be ratified.
