These codes on packaging are compulsory on all bags which are exported (to other countries). It is currently not compulsory in respect of local sales (although it is the case in some other vegetables), but it can be to the producer's advantage as exporters may only export bags indicating the codes. On 11 April 2011, Potatoes South Africa distributed a newsletter (Newsflash) explaining all the compulsory marking requirements on containers containing potatoes.

MARKING REQUIREMENTS

There is currently relative confusion in the fresh produce industry as a result of the embargo on the sale of certain produce that do not comply with the marking requirements promulgated by the Department of Agriculture, Forestry and Fisheries. Some producers have also received letters from the Department indicating that the producers have to indicate the wording Product of South Africa on the packaging. Potatoes South Africa has applied for dispensation (temporary exemption) on behalf of the industry in order to afford producers the opportunity to get their packaging in order in accordance with the regulations. Although up to now no potatoes have been stopped from being sold as a result of the above, the industry has been warned to apply all regulations correctly. The name, class, size and cultivar are according to the Department non-negotiable. The other three important marking requirements are:

APAC is currently addressing the matter and already had a few meetings with Freshmark and the Institute of Market Agents of SA (IMASA) in order to discuss system changes. We believe that by September 2011 the necessary system functionality will be available to ensure a more transparent system for credit sales transactions.

APAC instituted disciplinary action against two agencies where severe stock shortages and other non compliance matters were detected. The one disciplinary hearing was finalized and the agent's fidelity fund certificate was withdrawn, suspended for three years on condition that he does not make himself guilty of the same offence. The other disciplinary case is scheduled for a hearing later this year.

APAC believes that

2010/2011 financial year, 72 stock audits on all fresh produce markets were conducted consisting of 44 fresh produce commodities.

The graph illustrates the number of stock audits conducted per agency, per fresh produce commodity:What did the outcome of the stock audits revealed so far?

Stock shortages detected were mainly due to discarded fresh produce. However, no documentary proof was provided by the agency, confirming that an inspector has signed off that the produce was no longer fit for human consumption.A few stock shortages were due to theft, but these were in very limited numbers.

Stock surpluses were also recorded, the main reason being that the buyer bought the produce but did not remove it by the time the stock audit commenced.

Late sales/Credit sales were noted. Some market systems do not provide for a functionality to capture credit sales transactions in line with the stipulations of Act 12 of 1992

STOCK AUDITS AT FRESH PRODUCE AGENCIES

As APAC is responsible for regulating an Industry worth over R9 billion, it implemented an effective system to monitor fresh produce consignments that farmers entrust to their fresh produce agents.

The stock audits conducted by Prokon, on behalf of APAC, compromise of a process whereby stocks are physically counted and compared with the information captured on the market system. Any shortages, surpluses, late sales and credit sales detected are investigated in detail by APAC. The market agency has to provide a written explanation as well as, where applicable, sufficient documentary proof in respect of all discrepancies. Depending on the outcome of the aforementioned, remedial or punitive measures are instituted.

It remains essential for APAC to conduct stock audits on a surprise basis in order to ensure the effectiveness and accuracy of the stock count. APAC therefore conducts stock audits randomly at five to eight fresh produce markets per month.

The benefit of the stock audits is immense if compared with the peace of mind it provides to the farmer, knowing that his fresh produce is accounted for. The benefit for APAC is towards proactively protecting the producers' financial interest, limiting financial claims towards the fidelity fund and having accurate information on problematic areas that require intervention, such as training, mentorship, meetings, etc. During the

Gedurende Junie en Julie 2010 het Prokon, in samewerking van Aartappels Suid-Afrika, 'n uitgebreide pakhuis-opleidingsprojek begin. Die primêre oogpunt is om die belangrikheid van korrekte sortering in die pakhuis by die werkers tuis te bring.

Mnr Renier Strydom van die Tshwane-mark het in die Oos-Vrystaat met die aanbied van opleiding begin waar hy elf pakhuise in die Bethlehem en Marquard omgewing besoek het.

Mnr Derick de Wet van die Klerksdorp-mark het op Christiana by tien pakhuise opleiding gee. Regulasies en die kleurplaatboek asook die gebruik daarvan is breedvoerig bespreek en verduidelik. Klem is gelê om die hantering en identifisering van nie-toelaatbare afwykings asook die massa en merkvereistes waaraan elke klas moet voldoen.

Die voormanne, sorteerders en skaaloperateurs het opleiding ontvang ten opsigte van afwykingstandaarde en verpakkingsvereistes. Voorbeelde hiervan is aan die groep getoon en die implikasies wat swak sortering inhou is aan hulle verduidelik.

Op aanvraag van mnr Jakkie Mellet van Potato Seed Production was daar besoek gebring aan hul nuwe pakhuis op Lydenburg. Die moerbedryf is volledig aan die werknemers verduidelik asook die fyner detail ten opsigte van die hantering, sortering en verpakking van hul aartappels.

Die regulasie en kleurplaatboek is ook ten volle behandel en identifisering van afwykings en siektes is aan die sorteerders uitgewys en verduidelik.

Die voormanne, sorteerders en skaaloperateurs het opleiding ontvang ten opsigte van afwykingstandaarde en verpakkingsvereistes. Voorbeelde hiervan is aan die groep getoon en die implikasies wat swak sortering inhou is aan hulle verduidelik.

Op aanvraag van mnr Jakkie Mellet van Potato Seed Production was daar besoek gebring aan hul nuwe pakhuis op Lydenburg. Die moerbedryf is volledig aan die werknemers verduidelik asook die fyner detail ten opsigte van die hantering, sortering en verpakking van hul aartappels.

Die regulasie en kleurplaatboek is ook ten volle behandel en identifisering van afwykings en siektes is aan die sorteerders uitgewys en verduidelik.
