Project Name * ADA Accessible Restroom & Shower Facility for Park Recreation

Abstract/Executive Summary. An Executive Summary of the project stating its objectives, expected results, duration, total project costs and participants.* (no more than 500 words)

The ADA Accessible Restroom & Shower Recreation Facility will provide accessible public restrooms and shower facilities to park patrons and campers, accessible sidewalks and ADA accessible parking, a recreation administration area, and will also serve pool patrons. The current facility is severely dilapidated and not ADA accessible, limiting its use and availability to the public. There are no ADA accessible sidewalks or parking available the current facility, making it impossible for some to use the facility.

The new ADA Accessible Restroom & Shower Recreation Facility will feature women's and men's locker rooms, a family restroom, and an area for recreation administration and equipment rentals for value-added use of the city park space and the James River. The facility will be entirely ADA accessible with five toilets, five showers and five wash areas. The facility will be available for city park patrons and serve as overflow restroom and shower facilities for the Archie & Jessie Campbell Memorial Park Campgrounds located across the walking bridge over the James River.

The plans for this facility were generated through community outreach and research, including a series of public meetings and surveys of K-12 students, adults, and senior citizens. These surveys showed that 94% of respondents believe that it is important to have a community recreation facility and swimming pool, and 87% of respondents believe it is necessary for the facility to be ADA accessible and open to the public, providing more restroom and shower facilities to park and camping patrons.

To seek a solution to fulfill the priorities of the community the New Rockford Park District and NRABC formed a committee made up of more than a dozen community and business leaders, parents, students, and representatives from all partnering organizations. The committee then investigated options over a 14 month period for a facility that would meet the feature requests, accessibility, and fiscal level desired by the community. When the proposed facility plan met the criteria of the public and the suggestions of the professional contractors it was then brought up for community discussion. Three public hearings were held on different dates and times to allow the highest number of citizens to attend. Attendees were provided with the research and reasoning behind the proposed project, as well as potential tax burden to property owners and fundraising requirements. Residents were also invited to voice opinions, concerns, and suggestions for the facility. After a deliberation period, the proposed facility was voted on by city residents and was passed with 70% approval.

When completed, the ADA Accessible Restroom & Shower Recreation Facility will align with the New Rockford residents' firm stance that public facilities must be accessible for all members of the community. This is a significant improvement on the current facility, whose construction excludes a large segment of the local population consisting of young children, senior citizens, and persons with disabilities. This goal has been at the center of planning for the new facility.

Narrative

Organization Information - Briefly summarize your organization's history, m1ss1on current programs and activities. * Include an overview of your organizational structure, including board, staff and volunteer involvement. (no more than 300 words)

Incorporated in 1990, the New Rockford Area Betterment Corporation (NRABC) focuses on facilitating economic & community development activities in Eddy County, North Dakota. Our mission is to improve the overall health of the county and to foster community betterment through capacity building, training, grant writing, and recreation.

Originally served by only a 12-member board of directors, the NRABC has helped local businesses and entrepreneurs through business planning, financing and technical assistance. With the addition of a full-time Executive Director in 2006 and an Assistant Director in 2011, we have been able to focus more attention on community development, betterment, and sustainability. In 2011, the NRABC opened and began operating Rockin' Fitness, a full service, 24-hour fitness center in New Rockford, with a full-time manager, nearly 200 members, group fitness classes, and SilverSneakers and SilverFit programs for seniors.

The NRABC is directly involved in assisting community organizations through marketing, public relations,

strategic planning, communications, events, professional training, grant writing assistance and more.

Organizations include the New Rockford Park District, New Rockford Area Chamber of Commerce, New Rockford Ambulance, Dakota Prairie Regional Center for the Arts, Eddy County Museum, New Rockford Community Foundation, Community Garden, Sheyenne Lodge and Events Center, and 4th Corporation.

In 2012, the NRABC identified outdoor recreation a priority for New Rockford and Eddy County. The NRABC assisted the New Rockford Park District in receiving, planning, and coordinating the 2014 State Babe Ruth Baseball Tournament. We also provide leadership and fundraising services for other outdoor recreation projects, such as a community swimming pool and the restroom and shower facility to benefit park and river patrons.

Purpose of Grant - Describe the proposed project identifying how the project will meet the specific directive(s) of the Outdoor Heritage Fund Program *

The ADA Accessible Restroom & Shower Recreation Facility will meet the directive D, "Conserve natural areas for recreation through the establishment and development of parks and other recreation areas." The NRABC and New Rockford Park District are working to create positive outdoor recreation along the James River in New Rockford. This corridor includes the Archie & Jessie Campbell Memorial Park & Campground on the north bank of the James River, and just across the James Buchli walking bridge, Riverside Park on the south bank. Both parks are in need of updates, improvements, and conservation of recreation opportunities.

With the addition of the ADA Accessible Restroom & Shower Recreation Facility, the parks will be able to serve all patrons, regardless of their age or ability. The restrooms will provide safe and adequate facilities to park patrons, making it more desirable and appropriate to hold group functions in the park, such as games and recreation, picnics, and events. The facility will also have showers and locker rooms to provide overflow and accessible facilities for the campground patrons. A lobby and recreation administration area will help create a venue for recreation rentals such as games, canoes, paddle boats and more.

The main goals of the project are to increase outdoor recreation along the James River in Riverside Park and the Archie & Jessie Campbell Memorial Park. The strategies are to create public facilities that are accessible to everyone to use. The ADA Accessible Restroom & Shower Recreation Facility will provide adequate facilities for park and campground patrons, and include a recreation administrative area to begin facilitating more river and park recreation activities. The benefits will be to provide adequate facilities to patrons to make outdoor recreation safer, more available, and accessible for all people.

Project construction will be bid in January of 2015 and construction will begin in the spring with a goal opening of July 2015. The construction timeline will also depend on weather.

The project is in cooperation with an ADA accessible pool facility, which taxpayers voted to help fund through property tax dollars. The ADA Accessible Restroom & Shower Facility will take the place of an old, dilapidated and inaccessible bathhouse. In order to stay on our timeline and continue to serve the park patrons with minimal interruption, there is an urgency to finish fundraising for the facility.

The innovative features of this project are many. The project is designed to serve many different purposes for as many people as possible to create and sustain outdoor recreation in a small community. First and foremost, the facility will provide ADA accessibility to restroom and shower facilities in the park during the outdoor recreation season. Second, the facility will provide overflow shower facilities to the campgrounds and baseball parks. Third, the facility will have a lobby and recreation administration area to focus on outdoor recreation activities and rentals. Fourth, the facility will serve as a tornado shelter to park and campground patrons and other residents. Fifth, the facility will provide shower and restroom use to pool patrons.

Management of Project - Provide a description of how you will manage and oversee the project to ensure it is carried out on schedule and in a manner that best ensures its objectives will be met. * Include a brief background and work experience for those managing the project.

The NRABC is providing the leadership and management of the entire project. From the beginning of the research phase, the public meetings, design phase, public vote and now the fundraising stage, the NRABC and its staff have led the project. The NRABC will continue to facilitate the project throughout the design, bid process, construction and follow up.

The NRABC is led by an Executive Director, Sarah Smith Warren. Smith Warren has been with the NRABC for two years and comes with over a decade of non-profit and project management experience. The Assistant Director, Jessica Dillon, has been with the NRABC for three years working directly with project management, leadership and public relations activities. The NRABC also works with a corps of community volunteers and a 12-member board of directors, who assist with various activities.

The NRABC will see the project through to fruition and the New Rockford Park District will operate and oversee the facility and recreation programs.

The New Rockford Park District owns and operates the park systems, public facilities, and recreation programming for New Rockford and Eddy County. They recently hired a full-time Park Recreation Manager to provide a higher level of management for these activities.

Evaluation - Describe your plan to document progress and results. * How will you tell if the project is successful? Please be specific on the methods you will utilize to measure success. Note that regular reporting, final evaluation and expenditure reports will be required for every grant awarded.

The ADA Accessible Restroom & Shower Recreation Facility will be completed in the summer of 2015. At this point we will begin monitoring the progress and results of the project. The New Rockford Park District and NRABC will monitor the use of the facility through park patrons and visits, campers, park activities and events and outdoor recreation activities used. There will be an all-school reunion in New Rockford in July of 2015, bringing in hundreds of people into the community. The goal is to have the project complete by then to be able to serve many visitors.

The NRABC is committed to the responsible completion of the project including regular reporting, final evaluations and expenditure reports.

The ADA Accessible Restroom & Shower Recreation Facility will be maintained in perpetuity by the New Rockford Park District. The New Rockford Park District is funded through mil levies and governed by a five person board and managed by the Park Recreation Manager. The facility will be incorporated into the yearly maintenance and facility plan of the New Rockford Park District.

The project's completion is dependent on public funding and community fundraising. The success and timeline of the project will be affected by a partial funding, however, the partners in the process are dedicated to the project and will work hard to complete the project, but will not be able to complete on time and result in added costs.

Awarding of Grants *

All decisions on requests will be reported to applicants no later than 30 days after Industrial Commission consideration. Applicants whose proposals have been approved will receive a contract outlining the terms and conditions of the grant. Please note the appropriate sample contract for your organization on the website at http://www.nd.gov/ndic/outdoor­infopaqe.htm that set forth the general provisions that will be included in any contract issued by the North Dakota Industrial Commission. The New Rockford Area Betterment Corporation will be able to meet all the provisions of the sample contract. There are no provisions.

The ADA Accessible Restroom & Shower Recreation Facility has a total cost of $400,000. This includes the entire construction of the building, site work around the building for appropriate and safe ADA accessibility, engineering and design and a small contingency. The above budget estimates are from EAPC Engineers updated in June of 2014. The total Outdoor Heritage Fund request is $100,000 and our match is $300,000 cash or 75 percent of the total project.

Building Construction: The total building construction is estimated at $275,000 with the Outdoor Heritage Fund request at $75,000. The building will be a cinderblock building with a men's and women's locker room which will both include two showers, two toilets, two sinks, a sitting bench and lockers. There will also be a small family locker room which includes one shower, toilet, sink and bench. There is a minimum amount of windows on the building to keep costs lower. The building will also have a lobby and office space and some storage space all located in the center of the building. The office will include a desk and a roll top window that can lock when the recreation administration is closed. Behind the office will be lockers and storage space. These areas will be used as the recreation administration area to rent out games and equipment and administer other events and activities.

Site Work for ADA Accessibility: The total site work for ADA accessibility is estimated at $80,000 with the Outdoor Heritage Fund request at $25,000. The site work is for the work and concrete for ADA compliant sidewalks along the sides of the building to allow for appropriate and safe access for all park patrons. This includes a large apron along the building and a compliant sidewalk that leads into the park from the street. The site work also includes one handicap accessible parking space near the building and connected to the sidewalks. This will allow patrons to safely access the park and building.

Engineering & Design: The total for engineering and design services for EAPC Engineers is estimated at 8 percent with a total of $30,000. This includes the design of the building and site, bidding process and project management during construction. This work is NOT included in the Outdoor Heritage Fund request.

Contingency: There is a project contingency of 3-5 percent of $15,000 for any unforeseen circumstances. The contingency is NOT included in the Outdoor Heritage Fund request.

We currently support 36 people in Eddy, Foster, Ramsey and Wells counties. We strive to promote growth and development to enable each person to fulfill their personal dreams.

4th Corporation had the opportunity to have two staff members and one person receiving supports serve on the committee and be involved with the research and creation of the project. Several more staff and people supported participated in the community surveys and meetings. We appreciated the opportunity to be involved and heard throughout the process. We feel the community and committee listened to our needs, especially in making it a priority to create a facility that is accessible for all people.

Facility. We have worked with the New Rockford Park District and the New Rockford Area

Betterment Corporation for over a year on the research and development of the project. We strive

to serve all of our citizens and we make it a priority to offer safe and accessible facilities for

everyone to enjoy. The City of New Rockford is financially invested in the project, allocating

$100,000 of general budget funds

Every year the City of New Rockford sponsors a "Mayor for a Day" essay contest where sixth

graders write an essay describing what they would do if they were mayor of New Rockford for a

day. Most years, nearly all the essays focus park and recreation facilities. We feel strongly about

including our youth in the civic discourse and activities of our local government and to

encourage their involvement. We are proud that the youth of the community helped to contribute

to the overall plan of the project.

We support the project and are pleased to serve as a major partner and advocate in the project. We will continue to work closely with the NRABC and NR Park District to ensure the project is a success and tax payer dollars are used appropriately for the project.
