    Summary This circular memorandum (CM) supplements Education Bureau (EDB) CM No. 42/2009 on Diversity Learning Grant for the First Cohort of New Senior Secondary Students – Other Languages and Other Programmes (from 2009/10 to 2011/12 school year) issued on 1 April 2009. The purpose is to announce the arrangements and application procedures for the New Senior Secondary (NSS) Applied Learning (ApL) courses commencing in the 2010/11 school year. Details Background 2. ApL is an integral part of the NSS curriculum which complements other NSS subjects by offering studies with stronger elements of practical learning linked to broad professional and vocational fields.     Target Students 3. All current Secondary 4 students who are following the NSS curriculum recommended by the Curriculum Development Council (CDC) may apply for studying NSS ApL courses in Secondary 5 and 6 from the 2010/11 to 2011/12 school years. 4. Schools are encouraged to provide opportunities for students with varied interests, aptitudes and abilities to study ApL courses, taking into consideration of exposing them to broad and balanced learning experiences in their senior secondary education. Course Design and Areas of Studies 5. Similar to the requirements of other NSS subjects, ApL focuses on nurturing students’ knowledge, skills and attitudes. The emphasis is to provide students with opportunities to understand fundamental theories and concepts through application and practice, develop generic skills in authentic context, and explore their orientation for life-long learning and career aspirations. 6. The duration of each ApL course is 180 contact hours, generally extending over two academic years in Secondary 5 and 6. 7. In the first NSS cohort to be launched in the 2010-12 school years, a total of 30 ApL courses2 categorised under the following six areas of studies will be offered by the 11 course providers approved by the EDB:

    Creative Studies Media and Communication Business, Management and Law Services Applied Science Engineering and Production

    Details of the 30 NSS ApL courses and the 11 course providers are given at Appendix 1. Schools may also refer to the EDB website (http://www.edb.gov.hk/apl) for the course synopses (including the learning outcomes, content and organisation, articulation, etc.) of the respective ApL courses.

    Assessment, Quality Assurance and Recognition 8. There is no public examination for ApL courses. Assessments of student performance, including both formative and summative assessments, are undertaken by course providers and administered mainly by the respective course tutors. 9. In order to ensure the consistency of assessment standards, the Hong Kong Examination and Assessment Authority (HKEAA) is responsible for the moderation of the assessment results submitted by the course providers. The moderated results of ApL courses will be recorded on the Hong Kong Diploma of Secondary Education (HKDSE) certificate. In this connection, schools should arrange their students to register with the HKEAA for entry to ApL courses together with other NSS subjects when applying for participation in the HKDSE examination. For details, please refer to the announcements to be made by the HKEAA in due course. 10. Students who have successfully completed their enrolled ApL courses will be designated as ‘Attained’ or ‘Attained with Distinction’ on the HKDSE certificate. Students awarded ‘Attained with Distinction’ will be deemed to have performed at a level comparable to the Standards-referenced Reporting of HKDSE at Level 3 or above. 11. To ensure that ApL courses are developed according to the design principles, the curriculum is delivered as planned, and the learning outcomes of students can meet the standards which are set, the EDB has been working in collaboration with the Hong Kong Council for Accreditation of Academic and Vocational Qualifications and the HKEAA to put in place a quality assurance mechanism of ApL courses, under the overview of the CDC Committee on ApL. 12. The EDB has also been discussing the recognition arrangement of ApL courses with universities, sub-degree providers and employers’ associations together with other NSS subjects. Details will be announced in due course. Modes of Implementation 13. Schools are encouraged to work in collaboration with course providers to offer ApL courses according to the learning needs of their students. The following exemplifies three non-exclusive modes of implementation for the reference of schools -

    Mode 1: Courses take place at the venues of course providers and are taught by the staff of course providers. Schools arrange for students to attend the courses according to the timetables of the course providers.

    Mode 2: Courses take place mainly in schools and are mainly taught by the staff of course providers. Schools are expected to confirm the details (e.g. timetable, venue, equipment, etc.) with the course providers.

    Mode 3: Course providers make arrangements to entrust other institutions, including schools, to conduct the course on their behalf, but remain responsible for internal quality assurance of course delivery and assessment.

    Funding Arrangement 14. All aided, government and caput secondary schools, as well as secondary schools under the Direct Subsidy Scheme (DSS) and special schools with senior secondary classes can apply for the Diversity Learning Grant (DLG) annually to support the implementation of ApL courses offered by course providers approved by the EDB. Each student following the NSS curriculum recommended by the CDC is entitled to funding for a maximum of THREE ApL courses. For students taking FOUR elective subjects with an ApL course as one of them, the ApL course will be regarded as the fourth elective subject and will NOT be subsidised by the DLG. Schools may refer to EDB CM No. 146/2008 and No. 42/2009 issued on 26 September 2008 and 1 April 2009 respectively for details of the DLG. 15. The ApL course fees will be funded by the EDB based on the shared-funding principle, partly through injection of additional funding to schools (the DLG) and partly by schools’ flexible deployment of other resources. Aided, government and caput secondary schools, as well as secondary schools under the DSS and special schools should NOT charge students any fees for taking ApL courses. Details of the funding arrangement for the 2010-12 cohort and the related accounting arrangements are given at Appendix 2. Support for Students 16. To facilitate students in making informed choices of ApL courses as their elective subjects for their senior secondary studies, schools should provide students with the necessary support and guidance about exploring their preferred learning styles and envisaged pathways through activities such as career talks, visits, etc.

    17. Schools should encourage Secondary 4 students to participate in the following activities before applying for enrolment in ApL courses -

    Taster Programmes

    Most Taster Programmes will last for about one half day, depending on the nature and contents of the programmes (details are at Appendix 3). As they are offered by course providers free-of-charge with limited places, schools should give priority to students who are interested in taking the related ApL courses as elective subjects in the 2010-12 school years.

    Course Exhibition

    The exhibition will be organised by the EDB in collaboration with course providers. Teachers may visit the exhibition together with their students interested in taking ApL courses, or encourage parents to visit it with their children. Details are as follows:

    Support for Teachers 18. To support schools in the implementation of ApL courses, the EDB will organise the following programmes -

    Briefing Session

    The briefing session aims to provide teachers with further information on the first cohort (2010-12 school years) of NSS ApL courses and the detailed arrangements for course implementation. Details are as follows:

    Professional Development Programmes

    The EDB will organise professional development programmes for teachers in collaboration with the course providers and the HKEAA. Details will be available on the TCS (http://tcs.edb.gov.hk) in due course.

    Application Procedures 19. All students must apply through their schools for enrolment in ApL courses. The application procedures with key events and dates are set out at Appendix 4. 20. Schools are invited to indicate their initial interest in offering ApL courses as elective subjects in the 2010-12 school years and/or the number of students applying for participation in the Taster Programmes, if any, by returning the form at Appendix 5 to the EDB on or before 23 October 2009. Places of the Taster Programmes will be allocated to schools subject to capacity and the respective course providers will inform schools of the related arrangements in due course.

    21. The application for ApL courses (2010-12 cohort) will commence on 22 February 2010. Schools may submit applications for their students to the EDB -

    electronically via the ‘ApL Module’ in Web-based School Administration and Management System (WebSAMS) on or before 9 April 2010; or

    by completing and submitting by fax the ‘School Application Form’ on or before 2 April 2010 (for non-WebSAMS users only).

    The ‘User Manual for the ApL Module in WebSAMS’, ‘School Application Form’ and other related forms are available at the EDB website (http://cdr.websams.edb.gov.hk and http://www.edb.gov.hk/apl). 22. Students applying for ApL courses have to go through a selection process which is mainly based on students’ aptitudes and interests. Schools should refer to the guidelines at Appendix 6 in nominating students for ApL courses. The selection criteria of individual ApL courses are also available at the EDB website (http://www.edb.gov.hk/apl) for schools’ reference.

    Funding and Accounting Arrangements for

    New Senior Secondary Applied Learning Courses (2010-12 Cohort) Diversity Learning Grant The Diversity Learning Grant (DLG) supports all aided, government and caput secondary schools, as well as secondary schools under the Direct Subsidy Scheme (DSS) and special schools with senior secondary classes in offering a diversified curriculum to cater for students’ needs under the New Senior Secondary (NSS). It is a cash grant for aided and caput secondary schools, secondary schools under the DSS and special schools. For government secondary schools, it is in the form of budget allocation. Applied Learning (ApL) will be supported by the DLG. 2. Eligible schools can apply annually for DLG to support the implementation of ApL courses offered by course providers approved by the Education Bureau (EDB). The ApL courses should be offered as elective subjects within the school curriculum leading to the Hong Kong Diploma of Secondary Education (HKDSE) qualification. 3. To apply for DLG, schools should draw up a brief 3-year plan to broaden subject choices for a particular cohort of students and the plan should be endorsed by the School Management Committee or Incorporated Management Committee. The 3-year plan could be in the form of an annex, incorporated into the school’s annual plan and uploaded onto the school’s homepage before end November each year. A sample of the plan is available at Appendix VII of EDB Circular Memorandum No. 42/2009. Funding Arrangements for ApL 4. All students in aided, government and caput secondary schools, as well as secondary schools under the DSS and special schools with senior secondary classes following a NSS curriculum recommended by the Curriculum Development Council are eligible for the DLG for ApL1. Each eligible student is entitled to funding for a maximum of THREE ApL courses. 5. The funding arrangements of DLG for ApL (2010-12 cohort) are depicted as

    follows -

    The level of grant is 75% of the average course fee (for two years) of the ApL courses enrolled by all students of the school as a whole, with a subsidy

However, if such students have successfully completed their first year study of ApL courses, they can choose to continue their ApL courses at their own expense, upon special approval by the EDB and the consent of course providers.

    ceiling of $8,250 per student per course (i.e. schools contribute at least 25% of the average course fee2). The following table summarises the resources that can be deployed by schools for the payment of ApL course fees -

    Each school is entitled to subsidies for a maximum of 120 ApL enrolments per cohort (i.e. schools need to pay all the costs for enrolment beyond this limit).

    For students taking FOUR elective subjects with an ApL course as one of them, the ApL course will be regarded as the fourth elective subject. This ApL course will not be subsidised by the DLG.

    6. The DLG for ApL can only be used to support the learning of ApL courses of the 2010-12 cohort of students. The funding must be used directly for the payment of ApL course fees to be charged by the approved ApL course providers. It must not be used for Other Languages and Other Programmes (which are supported by other categories of the DLG), or other purposes such as capital purchases, overheads or maintenance, etc. 7. Apart from mobilising other resources to pay the remaining listed course fees, schools may apply to the course providers for course fee reduction for providing the venues, facilities, equipment or teachers contributing to the teaching of ApL courses. Information on the amount of course fee reduction that can be

    offered by the course providers is available at the EDB website (http://www.edb.gov.hk/apl). Payment and Accounting Arrangements 8. The DLG for ApL will be allocated to schools in TWO equal instalments. The first and second instalments of the provisional DLG will be disbursed to schools in August 2010 and August 2011 respectively. For government secondary schools, the DLG will be provided to schools in the form of budget allocations. 9. The DLG allocated by the EDB, together with other resources deployed by schools for the payment of course fees, should be paid by schools to the course providers in TWO equal instalments. The first and second instalments of the payment would be calculated based on the number of enrolment as at 30 September 2010 and 30 September 2011 respectively, and should be made to the course providers on or before 29 October 2010 and 28 October 2011 respectively. Adjustments to the DLG, if any, will be made by December of the same year based on the actual number of enrolment in ApL courses (2010-12 cohort) (as at 30 September 2010 and 30 September 2011) and the information submitted by schools. 10. For aided and caput secondary schools, secondary schools under DSS and special schools with senior secondary classes, a separate ledger account named ‘DLG for Applied Learning (2010-12 Cohort)’ should be kept in the school ledger account under the Government Fund to properly record all income and expenditure chargeable to ApL as illustrated below -

    The surplus in the ledger account can be carried forward to the next school year until the end of the 2011/12 school year. Any unspent balance of DLG as at 31 August 2012 will be clawed back. Any deficit in the ledger account should be made up by schools’ deployment of other resources (as stipulated in Paragraph 5 above) at the end of each school year. 11.     Guidelines for Nominating Students for New Senior Secondary Applied Learning Courses

    Schools may refer to the following guidelines in nominating students for Applied Learning (ApL) courses - Schools should assist students in choosing ApL courses according to their

    interests and aptitudes, taking into consideration of exposing them to broad and balanced learning experiences in their senior secondary education.

    Each student can apply for a maximum of THREE ApL courses. Students applying for more than one ApL course should list their choices in order of preference when submitting their applications.

    Schools are expected to mobilise their resources as far as possible to meet students’ demand for taking ApL courses. If the number of applications is large and beyond the budget limitNOTE of a school, priority should be set according to the principles laid down below. It is important that schools should NOT prioritise their nominations simply based on students’ academic results.

    Maximising the number of beneficiaries: Arrangements should be made to allow as many students taking ApL courses as possible rather than allowing only a few students taking more than one ApL course. Therefore, students’ application for their second ApL course should be accorded a lower priority and their third ApL course the lowest.

    Taking care of students’ learning needs by considering their -

    (1) subject combination with other New Senior Secondary (NSS) electives – The ApL course should be able to serve the purpose of complementing or broadening students’ learning.

    (2) total number of NSS elective subjects – Students taking only two NSS elective subjects (including ApL) should be given a higher priority than those taking three NSS elective subjects.

    NOTE Schools with genuine financial difficulties in offering ApL courses (e.g. schools with a very large number of NSS classes per cohort) may apply for extra funding from the Education Bureau. Schools’ applications will be considered on a case-by-case basis.
