Proposal: The applicant proposes to extend the
Preliminary Plan approval for the subject property.
The subdivision will contain the following: 1
37 sublots served by central water and sewer to be constructed in four phases.
o Phase I, 10 lots o Phase II, 7 lots o Phase III, 9 lots o Phase IV, 11 lots
Two permanent cul-de-sacs and a street connection between Ridgewood Road to
the south and Stags Leap Drive to the north
in the adjoining Estates of Sharon Falls
subdivision.
Construction of five stormwater basins and an existing pond will also be utilized for
stormwater purposes.
The subdivision does not lie in a FEMA designated flood zone.
No direct vehicular access to Ridgewood Road shall be allowed for lots 32 & 33.
All wells have been plugged. ODNR plugging reports have been obtained.

EXECUTIVE SUMMARY
The site is located on the north side of Ridgewood Road between Ridge and Medina Line Roads
(see Map 1 below). The proposal will create the 28 remaining sublots on the 77.32-acre site,
all of which will be served by central water and sewer, as previously approved. All streets are
public.
Recommendation: APPROVAL WITH MODIFICATIONS.

Access: The subdivision accesses Ridgewood Road to the south as well as Stags Leap the proposed
street connection to the north into Estates of Sharon Falls (see the attached GIS map). Permanent
cul-de-sacs are proposed in the northwestern and northeastern portions of the site. All streets are
public with 60 feet of right-of-way (ROW).
Zoning: The subject property is zoned R-1 Residential. The Sharon Township Zoning Resolution
indicates single family homes are permitted uses (§ 601). The minimum lot size is two acres with
a minimum 200-foot lot width or 60 feet of frontage on cul-de-sacs with 200 foot lot width,
measured at the building line (§ 601-2(C)).
History: The Preliminary Plan was originally approved by the Planning Commission in July of
2007. The most recent Preliminary Plan was approved February of 2017 and subsequently
extended in March of 2019. Final Plat, Phase 1 was approved July of 2017.

When this subdivision was initially submitted to the Planning Department, they in turn, submit it to all of the interested parties and departments for comments, which includes the
Tax Map Dept. I then do a preliminary review and call out any obvious errors or omissions
that I see. But this is not a full review. In the future, after you have received and addressed
the comments from the other departments and Planning, I would recommend that you
submit the drawing to the Tax Map Department for a full review, before you obtain
signatures. We will then make sure that it meets our standards, and hopefully alleviate
some of the issues that we have found, before the final plat is printed and released for
signatures.

All lots are within the R-1 zoning district.
All lots are compliant for size (two acres) and frontage (200 feet or 60 feet on a cul-de-sac).
All setbacks are compliant.
The shape of the lots (several, Sublots 6, 12, 38, 22, 33, 34, 35) do not allow for placement of homes anywhere beyond the 90-foot building setback line. Variances will be required
for accessory buildings.
Staff Comments:
1. Previously, there were 38 lots proposed. The preliminary plan extension for 2020 shows one less lot in Phase II.
2. The following required data/information was not provided on or with the Preliminary Plan (Subdivision Regulation section references are included): Bold and italicized text indicates
staff comments.
a. Wetlands – the developer shall contact in writing the applicable U.S. Army Corps of Engineers District Office regarding the proposed subdivision and shall submit
such correspondence to the Medina County Planning Commission as a condition of
Preliminary Plan approval. § 404(C)(2)c.18. The correspondence submitted with
the U.S. Army Corp of Engineers District Office (USACE) has expired, March
19, 2017. Provide new correspondence. 3. Staff has a watershed boundaries map and an NOI on file. 4. The proposed subdivision is substantially consistent with the Subdivision Regulations per
§ 404(C)(4)b.1.
5. The proposed subdivision appears to conform with the Sharon Township Zoning Resolution per § 404(C)(4)b.1.
6. The Sanitary Engineer has determined the subdivision will be adequately serviced by central water and sanitary sewer subject to approval of detailed plans per § 404(C)(4)b.2.
7. The Highway Engineer has determined the Preliminary Plan for streets, storm water management, and natural drainage ways protection is acceptable subsequent to the
approval of more detailed construction drawings per § 404(C)(4)b.3.

Recommendation: Staff recommends that the Medina County Planning Commission APPROVE
WITH MODIFICATIONS the Preliminary Plan Extension of the Sharon Falls subdivision. The
modifications are as follows:
1. Submit the required data/information listed above, on or with a corrected Preliminary Plan. a. Submit updated correspondence with USACE.
2. Submit three copies of the corrected Preliminary Plan prior to Final Plat submittal.
