In 2010, Dr. Allan Goodman, president and CEO of the Institute for International Education, advised America’s university trustees that, “U.S. institutions of higher education need foreign policies, but not in the traditional sense of the phrase. Their leaders need to formulate institution-wide policies to assess their current engagement with the world and future strategic agenda.”1 The University of Tulsa was already moving forward on this front. In August 2009, TU joined the American Council on Education’s Internationalization Laboratory. Over a 16-month period, TU worked closely with the American Council on Education and a small cohort of peer institutions to develop a strategic plan for our future comprehensive internationalization. More than 80 faculty and staff, including a 15-member steering committee, conducted a comprehensive self-assessment of TU’s current activities and developed The University of Tulsa Strategic Plan for Comprehensive Internationalization (SPCI). As adopted by TU in May 2011, the SPCI identified six recommendations for preparing TU’s foreign policy and successfully promoting comprehensive internationalization, as follows

Establish centralized leadership for TU’s internationalization plan

Develop international activities that support the university’s leadership with interdisciplinary initiatives

Deepen university programs in strategic geographic regions

Enhance recruitment of international students

Create programs that will support TU’s activities to competitively recruit top academic students

Infrastructure issues

This report summarizes progress during Academic Year 2012 on the major recommendations identified in the SPCI. It also includes a summary of international teaching, research, service, and programs conducted by faculty and staff that, while not directly a result of the SPCI, reflect the diverse and robust international activities of the university.

A vision for TU as an internationalized institutionAs reflected in its mission statement, The University of Tulsa educates “men and women of diverse backgrounds and cultures” to “welcome the responsibility of citizenship and service in a changing world.” As part of this mission, TU has identified internationalization as an institutional priority. It should be noted that in this context, internationalization is defined as “the process of integrating an international, intercultural, or global dimension into the purpose, functions, or delivery of post-secondary education.”2 The campus committee that worked to develop the SPCI concluded that internationalization initiatives already flourish throughout the campus, including the following: The university is home to a diverse international population of students and faculty; students are choosing to study abroad in record numbers; and, faculty are developing international research and teaching collaborations that advance their scholarship in important ways.

In order to remain competitive, however, the faculty, staff, and students of the university must change the ways we engage with the global community, both outside the borders of the U.S., as well as on our own campus. As it continues

on this path, the university has committed to the ideal that this international, intercultural, and global dimension will permeate all aspects of the institution.

Internationalization will provide both direct and indirect benefits for The University of Tulsa and for the greater Tulsa community. The successful internationalization of the university will be marked by the development of a more collaborative faculty and staff and the emergence of a more globally aware and engaged student body. Direct, tangible benefits include the ability to attract and retain higher-caliber students and faculty and to prepare them to be more competitive for external funding. Another benefit of internationalization is the cultivation of a student body prepared for the realities of a changing world. Finally, with more focus on internationalization, the university situates itself to provide leadership in local, national, and global communities on crucial questions facing world societies today, especially as related to some of the university’s key interdisciplinary initiatives such as energy, technology and the environment, cybersecurity, indigenous populations, community health, and entrepreneurship.

Recommendation #1: Establish centralized leadership for TU’s internationalization planThe responsibility for the implementation of SPCI recommendations was centralized with the newly created position, vice provost for global education and the Internationalization Leadership Council (ILC). The ILC includes representation from each college and the Division of Enrollment Management and Student Services. The members of the ILC have specific responsibility to serve as the ‘internationalization liaison’ for their respective colleges or division; to award the Faculty Internationalization Grants; and to review proposals for new academic partnerships. The ILC members have also assumed key leadership positions with the projects described in this report and implemented as part of the SPCI. Members of the ILC were nominated by their respective dean or vice president for terms of 2 years (renewable for 1 term) or 3 years (non-renewing).

Recommendation #2: Develop international activities that support the university’s leadership with interdisciplinary initiativesThe SPCI called for TU to provide leadership in local, national, and global communities on crucial questions facing world societies today, as related to the university’s key interdisciplinary initiatives: energy, technology and the environment; cybersecurity; indigenous populations; community health; and entrepreneurship. TU made progress with three important new initiatives that advance this strategic goal:

Faculty Internationalization Grants (FIG): The ILC awarded $30,000 for grants to support activities related to the improved internationalization of the curriculum, the development or set-up of international experiences (credit-bearing or noncredit-bearing) for students and faculty, international research projects, and other projects related to the SPCI. Faculty members were invited to submit proposals to support projects related to curriculum development, interdisciplinary collaborations, and strategic partnerships. Five of nine proposals were approved for funding.

LL.M. for Foreign Lawyers — Energy Concentration: The College of Law is launching a refocused LL.M. degree in American Law with a concentration in Sustainable Energy & Resources Law (SERL) in Fall 2012. The redesigned LL.M. engages the SPCI recommendation that TU focus on its interdisciplinary programs such as National Energy Policy Institute and complements a growing cadre of diverse legal education programs such as the Master of Jurisprudence in Indian Law. The College of Law focused initial recruiting on China, which, due to changes in Chinese law and greater investment in by Chinese companies in the U.S., has seen an increased interest in the American LL.M. degree. The initial recruiting activi-ties, however, suggest that there is broader global interest in this degree, such that TU may lead the global conversation about the balance between energy development/consumption and conservation. To support the development of this program, TU hired Kate Barron Alicante to direct program development, recruitment, and related foreign university partnerships associ-ated with the refocused LL.M.

International Business and Language degrees: The Collins College of Business approved a proposal to expand the International Business and Language degree, a signature program through which students complete requirements for dual degree in international business and a foreign language, to include Portuguese. The TU Department of Languages currently offers the first two years of Portuguese, and through an agreement with a university in Brazil, students will be able to complete their upper division requirements. (A working group will be convened in AY2013 to evaluate partnership options in Brazil.) Additionally, a second proposal has been approved for the creation of an International Business and American Studies degree, which will follow the same model as the existing IBL programs, but include classes offered in the Henry Kendall College of Arts and Sciences that will provide a concentration in American history, literature, government, and culture. The IBL-American Studies degree is designed specifically for international students interested in deepening their understanding of the United States.

Establish a strategic focus on the Americas: A number of opportunities driven by the U.S. State Department have spurred us to focus first on opportunities in Brazil. TU was selected in the fall to receive students as part of the new Science Without Borders program, a very high-profile initiative sponsored by the Brazilian government to send 100,000 science and engineering students for study abroad in the U.S. and other countries. TU received three students for spring and fall 2012, and we will receive another cohort of three students in August 2012.

The proposal for the expanded IBL Portuguese program was approved, and we seek partner universities in Brazil. Prof. Mike Troilo led a first TU-sponsored course on “Doing Business in Brazil” to Rio de Janeiro in March 2012. Prof. Bruce Willis and Dr. Cheryl Matherly hosted an alumni dinner in Rio de Janeiro in late April, an event very well attended by enthusiastic alumni interested in assisting TU with its activities in Brazil. TU will establish a Brazil Working Group, similar to those that directed the India projects and the partnership projects in China, for the next academic year.

Recommendation #4: Enhance recruitment of international studentsIn the fall of 2011, the university enrolled 872 international students, including students attending the English Institute. These students comprised 21% of TU’s total student body. This compares with 566 international students enrolled at TU in 2007, or 14% of the total student body.

Resources for International Student Services: To support these numbers, the Office of International Student Services needed a significant expansion of staff and resources. ISS received some new resources in 2011-12 to support recruitment, and is preparing to hire another professional staff position, assistant dean, and another support staff, departmental assistant. As the target enrollments for international students remains high, it will remain important to evaluate the resources available to ISS to ensure their ability to recruit and support students. Allocating appropriate classroom and office space for the English Institute for International Students remains critical.

Assistant Dean for Academic English Programs for International Students: Prof. Bryan Tapp chaired a committee that recommended changes to the post-matriculation writing and communications courses for undergraduate and graduate international students. (These courses are separate from the pre-matriculation courses currently offered through the English Institute for International Students.) Based on the recommendations of this committee, TU created a new position in the College of Arts and Sciences, assistant dean for academic English programs for international students. Dr. Adrian Wurr, who joined TU in August 2012, has responsibility for developing a revised sequence of writing and communications courses for undergraduate and graduate international students. In fall 2012, an additional staff member with specific expertise in advising international students on writing skills will be added to the Writing Center.

Recommendation #3: Deepen university programs in strategic geographic regions

Strengthen concentration on Asia and Southeast Asia: TU faculty and staff have undertaken a number of initiatives to build on the university’s investment in academic programs and partnerships in Asia. Of particular importance, TU approved in December a new Chinese Studies major and minor and, in fact, graduated its first student in May. The proposal for the major and minor predated the SPCI, but was identified in the plan as key to strengthening our academic investment. Other related projects include:

A focus on strengthening and expanding our institutional partnerships in Asia. TU continues to explore opportunities to deepen and strengthen existing partnerships with Chinese institutions, specifically the China University of Petroleum Beijing. The fourth cohort of students participating in the undergraduate dual-degree program with petroleum engineering, geosciences, chemical engineering, and finance/accounting arrived at TU in June 2012. Including this cohort, 47 students have been selected for this program since the agreement was signed in 2009. Professors Mark Collins and Mike Troilo were visiting faculty at CUPB in May 2012, and TU hosted Professor Lu Peng as a visiting scholar in the Collins College of Business.

Dean Janet Levit and Dr. Cheryl Matherly met with representatives at several universities in Beijing in December to explore partnerships with the College of Law, and are now pursuing opportunities with three Chinese institutions. TU hosted a visiting scholar, Dr. Hoang Thinh Nhan, from PetroVietnam University, and is exploring further cooperation with this institution.

Working Group on India. This task force, comprised of faculty and staff from across campus, has worked to identify strategies to advance TU’s presence in India in support of undergraduate and graduate recruiting, study abroad, and institutional partnerships. Of most significance, this group has supported the launch of the first TU International Alumni Club in India. The Working Group is also advising on existing partnerships with Pandit Deepayal Petroleum University and the National Law School India Bangalore, and on identifying new partners, especially in support of MIS and accounting.

Recommendation #5: Create programs that will support TU’s activities to competitively recruit top academic studentsTU attracts undergraduate students who enter the university with significant AP or IB credit, which allows them more course options in their degree plans. In addition, an increasing number of these students come to TU with the expectation that their educational experience will include an international component. The SPCI recommended distinctive experiences for undergraduate and graduate students that can contribute to the University’s recruitment goals.

TU Global Scholars Program: Prof. Mark Collins chaired a faculty and staff committee that completed a proposal for the TU Global Scholars program, a high-profile, selective program that will provide substantial international coursework, experience in other cultures, and intensive or immersive foreign language instruction to undergraduate students. The innovative program will involve students from all undergraduate colleges and include experiences that will enable them to examine the international issues associated with their academic major. Perhaps the most novel component to the program is an interdisciplinary summer study abroad program for students who have completed their freshman year that will provide a comparative examination of a global issue, such as energy, sustainability, or community health, in Oklahoma and in an abroad location. The program has been approved by the Deans’ Council, and is expected to begin with students arriving in fall 2013.

International Living Community: Housing and Residence Life is establishing an International Living Learning Center, located in LaFortune Hall and 7th Street House. The International Living Community offers an excellent opportunity for American students and international students to live together in an environment that fosters interaction and understanding. It is open to all members of the TU community with the goal of a balanced population of domestic and international students. The International Living Community concept is based on the belief that students from many different backgrounds and cultures working, studying, and living together greatly enhances their educational experience, and that strengthening their campus living experience with an intercultural perspective helps provide the tools needed to standout in an increasingly global environment. The community will feature weekly international-themed dinners and monthly cultural excursions in Tulsa.

Recommendation #6: Infrastructure issuesThis final section of the SPCI identified important infrastructure issues that, while not specific to internationalization, must be readily addressed in order to implement this strategic plan. Several of the issues identified in this section, such as campus technology for enhanced internationalization, are being addressed with important campus enhancements. Other issues, such as developing a strategy for maintaining connections with TU’s international alumni, are being addressed as part of partnership activities focused on new geographic regions, such as India and Brazil.

Looking aheadAcademic year 2012 saw The University of Tulsa making progress on the major recommendations identified in the SPCI. Faculty, staff, and students are pursuing teaching, research, and service that reflect the important ways in which TU intersects with diverse regions of the world.

By internationalizing the TU campus, our goal is to increase the knowledge and appreciation of the interconnectedness of global systems as they relate to language and literature, economics, politics, religion, the environment, law, and all natural systems and processes. This will require a targeted and integrated approach that will encompass all levels of the university and community. Internationalization of the campus represents an opportunity for students, administration, faculty, staff, and other members of the campus community to learn new ways of thinking, to find new ways of communicating ideas, and to understand global systems.

As we look ahead to the future and the next phase of the strategic plan, the focus will be on several key indicators of success, including: 1) the expansion of curriculum in areas identified as priority in the SPCI; 2) the further reinforcement of university infrastructure required to sustain internationalization initiatives; and 3) evaluations of the outcomes of Year I initiatives.

The following sections summarize the scholary activities of TU faculty, staff, and students from June 2011 – June 2012. The sections represent the diversity and depth of the international activities of the TU community, but given the dynamic

nature of faculty activities, may not be comprehensive. All submissions have been self-reported.

D.P. Brennan & Karl Sassenberg are currently in collaboration with both lanl and Padua, Italy to use theory and computation to address experimental results from an experiment called RFX at the University of Padua, Italy.

Justin Chalker has research collaboration with Prof. Benjamin Davis at the University of Oxford. They have published a paper in 2012 that was selected as a “Hot Paper” by the editors. (Angew. Chem. Int. Ed. 2012, 51, 1835-1839).

Sanwu Wang’s group has had an international collaboration with a research group in Tianjin Normal University, China. The collaboration has resulted one paper published, another one under review, and two conference presentations.

Other:Justin Chalker. In January 2012, was appointed as a Faculty Member of the “Faculty of 1000 Biology” (http://f1000.com/). This organization, based in London, is an online collection of post-publication peer reviews. As a member of the biocatalysis section (http://f1000.com/thefaculty/member/4858331312084718), he is responsible for posting a weekly evaluation of a relevant paper of interest in biology and medicine.

Christian Costanda is organizing and chairing the Integral Methods in Science and Engineering conference in Porto Alegre, Brazil, in July 2012.

Kristine Bridges has been corresponding with the hiring contact for the United Nations International Criminal Tribunal for the Former Yugoslavia in preparation of placing students and graduates in The Hague and with a graduate who is an attorney general in the U.S. Samoa Islands about a potential collaboration on sovereignty research and placement of graduates/students.

Janet Levit was appointed to the U.S. and Russia: U.S.-Russia Energy Working Group. This joint experts’ committee will review relevant and practical legal and policy questions affecting the energy sectors in both U.S. and Russia.

Elizabeth McCormick taught International Refugee and Asylum Law in Dublin, summer 2011.

Bill Rice has corresponded with officials with the Expert Mechanism on the Rights of Indigenous Peoples, which reports to the UN Human Rights Council. He developed and delivered a listing of scholarly papers on a subject that EMRIP was studying for a report to the HRC. He also corresponded with EMRIP officials, former OHCHR employees, and professors at a UK university which was hosting a working conference on that EMRIP study. He arranged for the UN Special Rapporteur on the Rights of Indigenous Peoples to visit the College of Law and to conduct consultations with Indigenous Peoples here during his official visit to the United States during the last week of April and first week of May 2012.

Ray Yasser taught International Sports Law in Geneva in summer 2011. He is currently working on teaching materials for the same course he will be taught in Lausanne, Switzerland in summer 2012 under the aegis of Stetson University.

Rex Zedalis served as a visiting professor in London during the fall 2011 Semester, teaching international trade and economic law, as well as international energy law.

Denise Dutton. The Honors Program assisted Prof. Russell Hittinger in hosting the 10th annual meeting of the Michael Oakeshott Association on campus. The meeting brought scholars from around the United States, the United Kingdom, South Korea and China to discuss religion, politics and the future of liberal education through the writings of Oakeshott. Honors scholars, along with some anthropology majors and students who had studied abroad, lunched with Richard Schweder, the visiting Phi Beta Kappa Scholar. The topic of the lunch discussion was the relationship between liberalism and cultural pluralism, particularly through a case study of male circumcision practices.

Patricia Hollingsworth. The University School has many activities that provide an international emphasis. In the past year: Celebration of Many Cultures - The school has students who represent many countries such as China, Japan, India, Egypt, Greece, Indonesia, Brazil, Syria, and Bulgaria. Annually the parents and students hold the Creative Producers’ International festival to celebrate the creative endeavors of various cultures. Thanksgiving International - At Thanksgiving, parents bring foods that represent their national heritages to share with school families. Emphasis on Foreign Languages - All University School students from age 3 through 8th grade take both Spanish and Chinese, and of course, English.

KWGS. National Public Radio has the third-largest number of global news bureaus. NPR’s international reports are heard throughout the day over Public Radio 89.5-1, on such programs as Morning Edition, All Things Considered, and also during hourly newscasts. The BBC World Service is heard in Tulsa overnights on Public Radio 89.5-1 and throughout the day 24/7 on its own dedicated channel, World Radio 89.5-3.
