PREFACE The ultimate goal, from concept through development and manufacturer's production, is to produce the most reliable, versatile, efficient, interchangeable, and cost-effective microcomputer traffic signal system. To accomplish this, seven stringent design philosophy objectives are set forth in order of priority: A. Maximum Reliability B. Interchangeable C. Minimum Part Count D. Cost-Effectiveness E. Simple Peripheral Interface F. Simplified Programming and Debugging G. Easy Expansion The State of New York has selected various microprocessor control units including the 6809 and 68360 microprocessor chips, i.e. computer central processor units on a single chip, using large scale integration (LSI) techniques. It is part of the Motorolla family of Microprocessor Units (MPU). The 6809 is an eight-bit parallel microprocessor with addressing capability of up to 65,536 words. The microcomputer system shall encompass but not be limited to: microprocessor unit (MPU); a programmable read-only memory (PROM) and a random access memory (RAM), which together store the computer programs a data necessary to operate the MPU; a clock generator that provides computer system timing; a power-up reset circuit that provides MPU initialization; a real time clock that provides traffic system timing; flexible input/output circuitry that provides interface to traffic sensors and traffic lights; flexible telecommunication modem that provides interface between microcomputer systems. The 6800/68000 family computer system is bus-oriented. There are lines for the data bus and lines for the address bus. The MPU controls the bus and through it all other devices: the PROM, RAM, Input/Output, and the modems, all of which are attached to the busses, and wait for instructions from the MPU to supply or receive data. This system is a complete microcomputer, which is used herein for traffic control. It is simple but versatile because it can be easily reprogrammed by changing the PROM.

The microprocessor system herein selected is built using metal oxide semiconductor (MOS) technology. Because all MOS devices are subject to damage by large electrostatic charges, handling precautions require that field personnel limit repair to replacing the controller or printed circuit card or module. This specification is dedicated to the memory of Harvey J. Goldenberg whose hard work and perseverance made the Model 179 and Model 2070 Microcomputer hardware and software system become a reality. Chapter 1, Amended Definitions Chapter 1, Section I, Added Paragraphs 1.6.1, 1.10, 1.11, 1.12, 2

Guidance: This section now describes the qualification process for vendors to follow to be eligible to provide equipment to NYSDOT as well as the requirement of providing a Quality control plan to the Department.

Chapter 1, Replaced, rewrote, updated Section II in its entirety.

Guidance: This section now describes the manufacturer requirements for qualifications, quality control and assurance, and testing of equipment provided to the State of New York. In particular, Item 6 now describes the modified controller unit testing plan that manufactures must run for each unit provided to NYSDOT. Item 3 describes the procedure that NYSDOT will follow to accept products from the manufacturer. This item outlines our sample testing procedures, acceptance guidelines and disqualification guidelines, penalties that will be assumed by the vendor, increased warranty timeframes and guarantees. Vendors should carefully review this section.
