    Foreword

    CIRCOT has stepped into its 90th year in 2013 with rejuvenated aim and purpose. CIRCOT, a bridge

    between the farmer and the industry has been continually evolving, redefining and serving its purpose as a

    major research centre in the agriculture sector, specifically in cotton/textile technology. ‘Innovation’ in R

    & D has been the key to sustain CIRCOT’s viability and credibility through these years. Innovation,

    through which improved knowledge is applied to economic processes, makes a great contribution in the

    growth and development of a country’s economy and sustains its competitiveness in the global

    marketplace. The innovation has received a fillip in India, with the government declaring the period

    2011-2020 as the ‘Decade of Innovations’.

    Innovation leads to the creative application of knowledge and in turn, to entrepreneurship that requires

    due focus, nurturing and support to grow. It is with this aim, the ZTM-BPD unit has been set up at Central

    Institute for Research on Cotton Technology (CIRCOT), Mumbai with support from the Indian Council

    of Agricultural Research (ICAR) through its National Agricultural Innovation Project (NAIP) to cater to

    the needs of budding entrepreneurs, exporters, consultants, policy makers, concerned central and state

    Government personnel, and other ICAR institutions. The ZTM & BPD unit of CIRCOT is in the fifth year

    of its existence; it has lived up to expectations of the stakeholders being instrumental in technology

    commercialization, providing entrepreneurial support and development, consultancy and organising of

    various technologies based training events leading to the strategic development of businesses and

    employment generation from different ICAR West Zone technologies. It has brought out many

    knowledge-rich and informative publications for the benefit of stakeholders. With innovative initiatives

    like soft landing and setting up of India’s first nanocellulose pilot plant, the ZTM-BPD unit of CIRCOT is

    bound to achieve the pinnacles of success in the field of technology commercialization with continued

    and sustained support from ICAR. The ZTM-BPD unit envisages to have viable growth in the future by

    transforming the perceived market and the stakeholders’ needs into relevant and collaborative research in

    technology development, and product innovation, and as a connecting link between the technology

    inventors and the consumers and thus, stimulating the overall economic growth in the Western Zone of

    ICAR.

    I wish all success to this young and vibrant unit of CIRCOT in spreading the culture of innovations, and

    for its effort to create many more successful entrepreneurs. Further, the commendable efforts of the team

    members of the unit have resulted in bringing out this Final Report, which provides specific information

    about the unit’s progress in the last five years. I hope that this eloquent report will be useful as a ready

    reference on the activities and performance of the ZTM-BPD unit of CIRCOT.

    Preface

    CIRCOT is on the threshold of the tenth decade of its fruitful existence. The journey has been

    productive, successful, eventful and encouraging. It has been our constant endeavour at CIRCOT

    to conduct high potential and high impact research work which can add value to farmers and

    stakeholders.

    The Zonal Technology Management and Business Planning and Development (ZTM & BPD)

    Unit, was set up at CIRCOT with an objective to promote and nurture technology & knowledge

    based enterprises, encourage and promote sustainable business growth, stimulate innovation led

    entrepreneurship and start-ups and accelerate commercialization of technologies developed by

    the ICAR institutes located in the West Zone of the country. The ZTM-BPD Unit’s remarkable

    contribution in the form of marketing assistance, quality evaluation and research for business

    development have led to the commercialization of Zonal agribusiness technologies across the

    country among various stakeholders.

    The ZTM-BPD Unit, at CIRCOT has so far catered to the entrepreneurial needs of

    approximately 2000 stakeholders by organizing various business meets, training programmes,

    pre-commercialization workshops and Entrepreneurship Development Programmes (EDPs).

    These efforts, not only have led to the revenue generation, but also the creation of enterprises

    based on various technologies developed by ICAR West Zone institutes.

    Executive Summary

    Cotton has since long been the most important commercial crop of India and the most

    preferred natural fibre for the Indian textile industry. The upward momentum in demand for

    cotton and its versatile qualities are the two major contributing factors for its continued and

    sustained importance among the textile fibres. India is the second largest producer of cotton in

    the world after China and accounts for about a third of the global cotton area and one-fifth of the

    world production. The Central Institute for Research on Cotton Technology (CIRCOT) under the

    administrative control of Indian Council of Agricultural Research (ICAR), New Delhi has been

    serving the cotton community through its research and development for the past nine decades in

    post-harvest processing, quality assessment, engineering yarn and textile manufacture,

    development of eco-friendly chemical processes and finishing and utilization of cotton by

    produce.

    National Agricultural Innovation Project (NAIP), started in the year 2006 by ICAR

    responds to the GOI and the World Bank's targets, which is also expressed in India’s National

    Policy on Agriculture (NPA). The project is according high priority to the generation and

    transfer of agricultural technologies, and reforms in the technology management system. With

    fourfold objectives set under the NAIP, the creation of Zonal Technology Management and

    Business Planning and Development Unit (ZTM & BPD) was envisaged under the first objective

    itself to utilize the vital capacity of ICAR as a catalyzing agent for management of change.

    CIRCOT was one of the few institutes entrusted with the task to send proposals for the creation

    of Business Planning and Development (BPD) unit by the NAIP. Because of its past credence as

    a unique technology institute within the ICAR system with rich experience in technology

    commercialization, technology transfer and Intellectual Property Right (IPR) management,

    CIRCOT’s proposal was approved with the assigned task to guide the other ICAR institutes

    located in the West Zone of country in matters of technology management. The West Zone

    consists of eighteen ICAR institutes conducting research on field crops, horticultural crops,

    farming equipment, soil, fisheries, weeds and crop-processing. Consequently, the first ZTM &

    BPD unit in India was launched at CIRCOT in November 2008.

    Initially, the ZTM & BPD unit-CIRCOT started by sensitizing scientists belonging not

    only to CIRCOT, but also to other West Zone institutes of ICAR, on various facets of IPR

    management. For the first time in the ICAR system, it chalked-out parameters for identifying

    potential marketable technologies and then, catalogued those selected technologies as ready-

    reckoners for the entrepreneurs and the stakeholders. It introduced ideas like off-site and virtual

    incubation for the benefit of entrepreneurs, who are placed at different locations. It also helped

    zonal scientists to understand the process of technology commercialization. The ZTM & BPD

    unit-CIRCOT conducted trainings, demonstrations, workshops for budding entrepreneurs. It also

    conducted workshops at various West Zone ICAR institutes to sensitize and guide scientists on

    IPR management and ZTM & BPD activities. By the incorporation of techno-commercial

    feasibility, the Detailed Project Reports (DPRs) for the technologies, viz. Ginning, Biogas from

    Textile Mill Waste, Particle Board from cotton stalk and Natural Dye have been meticulously

    prepared for its smooth delivery to entrepreneurs and relevant stakeholders. To provide hands on

    experience to entrepreneurs and for prototyping of Particle Board technology, ZTM & BPD unit-

    CIRCOT is operating 1 Tonnes Per Day (TPD) capacity pilot plant in Nagpur.

    Commercialization of technologies being the prime objective, ZTM & BPD unit-

    CIRCOT is marketing its technologies employing various above-the-line and below-the-line

    marketing strategies. It has broadened its activity horizon and ventured into commercialization of

    high impact and innovative technologies like Nanocellulose, Absorbent Cotton Technology and

    Novel Ginning machinery. Initiatives like Entrepreneurship Development Programmes (EDP),

    Training cum Exposure Programme on “Post-Harvest Management of Cotton and Value

    Addition to Crop Residue” under Technical Assistance Programme (TAP) for Cotton for select

    African Countries, participation in international exhibitions like INDIA-ITME, thematic

    workshops, seminars in tier II cities, financial support tie-ups and programmes and mentor-

    entrepreneur interaction workshops have provided ZTM & BPD unit of

    CIRCOT the mileage to grow and excel. With 59 patents filed in four

    years consisting of 12 patents in 2012-13 itself, ZTM & BPD unit-

    CIRCOT has not only facilitated patent filing for the West Zone

    institutes of ICAR, but has also cultivated an intellectual property

    management culture in all these R & D institutes. Besides, ZTM & BPD

    unit-CIRCOT has provided consultancy services to many corporate

    houses and entrepreneurs. It has fruitfully marketed CIRCOT Calibration

    Cotton standard for calibrating the sophisticated cotton testing

    equipment, like High Volume Instrument (HVI) in India against stiff

    competition from the USDA standards, thus saving valuable foreign exchange.

    ZTM & BPD unit-CIRCOT is in the fifth year since its inception and has commercialized thirty

    (32) technologies, generated a revenue of more than Rs. 1 crore, supported over one hundred

    and twenty (129) entrepreneurs and incubated 15 budding entrepreneurs, organised 30 events for

    entrepreneurship development, twenty nine (29) consultancy agreements and filed fifty two (59)

    patents.It has developed linkages with several banks, venture capitalists, national and

    international organizations of repute, with independent mentors and published more than twenty

    six (26) knowledge-rich publications for entrepreneurs and other stakeholders till date.

    Impeccable and untiring efforts have resulted in its signing fifteen (15) consultancy agreements

    worth more than Rs. 1 crore in the fifth year (2013-14) itself. This exemplary performance of

    ZTM & BPD unit-CIRCOT has been duly recognized and the unit has been bestowed with Best

    performing NAIP Business Planning and Development unit for the Technology

    Commercialization award at the Agri-tech Investors meet 2013 held in New Delhi. The award

    was presented by Dr. K. Kasturirangan, Planning Commission Member (S&T) and Former Head,

    Indian Space Research Organisation (ISRO) in the presence of various other dignitaries. Also,

    Mr. K.G. Bhat, the Proprietor of Precision Tooling Engineers, Nagpur, an incubatee of ZTM

    &BPD Unit-CIRCOT has been felicitated by Prof. Abhijit Sen, Member, Planning Commission,

    Government of India for manufacturing machines based on CIRCOT technologies which are

    ergonomically designed in October, 2013. These awards have infused the much need zeal in the

    activities of the unit and provided the morale boosting to scale-up greater heights.

    ZTM & BPD unit-CIRCOT envisages itself to become a hub for entrepreneur

    incubation, technology transfer and IPR management in agriculture. It plans to convert ideas like

    soft-landing into reality that would help agri-technology based international companies to set up

    a base in India. Public-Private partnerships for strengthening the commercialization, transfer of

    technology and creation of successful ventures are also on the radar of the unit. ZTM & BPD

    unit-CIRCOT resolves to continue working towards its basic and noble objective to take Indian

    agriculture to greater heights through entrepreneurship development.

    Creation of Zonal Technology Management and Business Planning & Development (ZTM &

    BPD) unit at Central Institute for Research on Cotton Technology was envisioned to be an

    effective way for fostering the growth of sustainable business endeavour, technology

    commercialisation and to provide a wide range of services ranging from incubation facilities

    such as research support and business planning to business services such as office space, access

    to information and communication technologies, advice on management, marketing, technical,

    legal and financial issues. With the world cotton production scenario, India is ranks second only

    to China in production with an average yield of 560 Kg/ha and the total biomass generated in

    terms of cotton stalk to be roughly 25 million tonnes per annum and about 10 million tonnes of

    cotton seed. The overall earnings of textile industry have crossed USD 40 billion and are poised

    for a growth to reach USD 80 billion by 2010 & USD 120 billion by 2015.

    The ZTM & BPD Unit at CIRCOT has envisaged to promote entrepreneurial attitude and raise

    awareness about the opportunities that entrepreneurship can bring into the local business

    environment. One of the important roles of this ZTM & BPD unit was to provide quantitative

    information to the micro, small and medium enterprises (MSME), to identify the gaps and

    provide insight on the levels of institutional capacity in the identified region and promote the

    sharing of information among MSME.

    The chief objectives of BPD unit was also to help the MSME to market their commodities by

    offering broad scale support system to build a network of active and practical backers. The BPD

    unit was in essence an endeavour to build & strengthen partnership with many organisations such

    as service provider, universities, emerging entrepreneurs, Government departments, finance

    providers, large MNCs to help as mentors, trainers and as channels to markets. The ZTM-BPD-

    CIRCOT was promoted through various marketing channels like Trade Shows, Technical

    Symposia, Technology Transfer Conferences, Trade Association Meetings, Professional

    association contacts and web marketing. As the ZTM-BPD-CIRCOT played an important role in

    the regional economy and development, aggressive marketing efforts were undertaken to

    popularize the business planning and development concept. The existing contacts and technology

    transfer channels of CIRCOT were utilized to promote ZTM-BPD-CIRCOT and its services

    vigorously. Various interactive business opportunity workshops with various entrepreneur

    development cells, Industrial associations, Industrial development/financial corporations,

    Universities, various technology promotion agencies were carried out to promote the services

    offered by the unit. The ZTM-BPD-CIRCOT has participated in major agricultural exhibitions,

    workshops and symposia to promote its activities and services in India. It has also networked

    with various agricultural and textile research institutes and universities by participating in the

    programmes organized by them.

    The ZTM-BPD-CIRCOT was envisioned to function through off campus facilities at Nagpur

    and Coimbatore to promote and utilize CIRCOT technologies among the textile enterprises

    available around Nagpur and Coimbatore. Based on the above indicated action plan, the

    following technologies and services were identified in the first phase for technology incubation

    and commercialization in respect of CIRCOT technologies.

    3. Baseline Analysis

    To prioritize the technologies and its services based on the demands of market and industry, a

    market survey was conducted by the ZTM & BPD-CIRCOT to motivate entrepreneurship

    development during March 2009. A questionnaire was given to various stakeholders from

    Nagpur, Coimbatore and Mumbai area and responses were collected either personally or either

    through post or by email.
