M I N U T E S

A duly called and noticed Regular Board Meeting of the Board of Directors of Newberg School District 29J was called to order by Board Chair Melinda Van Bossuyt at 6:01 p.m. on Tuesday, January 10, 2012 in the Newberg School District Board Room. PRESENT Board Chair Melinda Van Bossuyt, Vice Chair Todd Thomas, Directors Polly Peterson, Mitsi

Vondrachek, and Debbie Hawblitzel. Present, in addition to Board members, was Mikaela Schamp, Board Secretary. ABSENT Director Jim Chogyoji

INTERVIEW FOR Mr. Ron Mock was interviewed for the position of Director representing Board Zone 1. BOARD ZONE 1 Chair Van Bossuyt explained the process for the interview. Mr. Mock elected to leave the room while the Board discussed how they would present interview questions. Mr. Mock returned to the meeting and responded to the questions from the Board.

Mr. Mock discussed his interest in school operations and the Board, his board experience, his

training and skill in law, public administration, and mediation. He noted tight resources as a challenge facing the schools, considering non-monetary resources and solutions, being forward thinking and supporting strong liberal arts education. He addressed the time commitment to the Board. The Board and Mr. Mock discussed the ending of the term to which he may be appointed and potentially running for election to the Board after June 2013.

The Board reached consensus to take action tonight on the candidate for Board Zone 1 and

the item was added to the agenda. RECESS Chair Van Bossuyt called a recess from 6:30 to 7:00pm. Joining the meeting after the recess were Superintendent Paula A. Radich; Student

Representatives to the Board Hadley Leatherman and Kendall Joyce; Don Dorman, Director of Special Programs; Claudia Stewart, Communications Coordinator; Terry McElligott, Director of Teaching and Learning; and Newberg Graphic reporter Laurent Bonczijk.

FLAG SALUTE The Pledge of Allegiance was led by Chair Van Bossuyt. REVIEW AGENDA Chair Van Bossuyt announced the addition of Appointment of Director Zone 1. Dr. Radich

announced an update to the consent agenda and the addition of Resolution 2012-06 WESD Local Service Plan. The Board cancelled the Executive Session for Superintendent evaluation and replaced the session with Executive Session under ORS to discuss matters under authority of Oregon Revised Statutes 192.660(1) and 192.660(2) (h) Litigation or Litigation Likely to be Filed.

COMMENTS Lory Albright, 17820 NE Hillsboro Hwy., Newberg OR 97132, invited the Board to Strong FROM PATRON Schools, Strong Oregon Rally February 20, 12pm-1pm, and thanked the Board for their service. CONSENT AGENDA MOTION 47: Director Debbie Hawblitzel moved that the Newberg School District Board of

Directors approve the consent agenda as presented; the motion was seconded by Vice Chair Thomas. The motion passed unanimously. The Board approved the November 29, 2011 and December 13, 2011 Board meeting minutes; approved the monthly financial report for November 2011, and accepted the following donations: $500.00 from Portland General Electric for Newberg High School Engineering, $450.00 from Oregon University System for Newberg High School Engineering/Robotics, $752.23 from Double “K” Ventures, Inc./McDonald’s for Antonia Crater Elementary for McTeacher Night, and $1,000.00 from Northwest International Student Exchange (NISE) for NHS Green School. The Board also accepted the $5,250.00 Wellness Grant Award from OEA Choice Trust for the District wellness project “We Choose HEALTH!” Chair Van Bossuyt thanked the donors.

COMMUNICATIONS, Superintendent Comments: Dr. Radich shared observations concerning the January 2, 2012 CORRESPONDENCE professional development, employee wellness fair and OEA Choice Trust grant, the INTRODUCTIONS Geography Bee atDundee Elementary School, and Career and Technical Education joint grant application with Portland Community College (PCC) NEW BUSINESS Appointment of Director Zone 1 MOTION 48: Director Peterson moved to appoint Ron Mock as Director for Zone 1; the

motion was seconded by Vice Chair Thomas. The motion carried unanimously. The Board welcomed Mr. Mock to the Board.

New Course Proposals: Terry McElligott, Director of Teaching and Learning, explained the

process of proposing new courses and introduced the individuals presenting the course proposals. Luann Lee presented on Advanced Placement (AP) Chemistry, Pam Sherman presented on AP Statistics, NOCAP Administrator Bill Rogers presented on “The Influence of Individuals on Government and World Issues,” and Green School Principal Karen Pugsley presented on AP Studio Art-General Portfolio. The presenters highlighted the benefits of adding these classes to the 2012-13 catalog of courses.

Board questions and comments included: Vice Chair Thomas:

It is great work to be able to expand options without a huge financial impact. He asked for clarification on the impact on FTE for AP Chemistry.

Ms. Lee and Ms. McElligott explained the possible ways of designing class periods or collapsing classes based on course enrollment.

If both physics and chemistry are offered would students double up at some point? Ms. Lee said if students will pursue a college science degree it would not be untoward for students to enroll in both physics and chemistry.

Director Vondrachek: Is there is ability to fill another advanced science class? Presenters indicated there

is interest from students.

Director Hawblitzel: AP Statisitcs could be more beneficial to a broader range of students. Like “The Influence of Individuals on Government and World Issues” class

description. Director Peterson:

Thinking, process, and engagement at a higher level that happens at AP classes. Appreciate the effort teacher Stashia Cabral put forth for this art class.

Chair Van Bossuyt: AP Chemistry is somewhat expensive; can you clarify the costs? Ms. Lee described the needs for a new analytical balance, textbooks, software

and probe ware, and chemicals. She clarified different funding sources for those items. Dr. Radich discussed textbook adoptions, bond funds, and grants for technology and support for science teachers.

MOTION 49: Vice Chair Thomas moved that the Newberg School District Board of Directors

approve Advanced Placement Chemistry, Advanced Placement Statistics, The Influence of Individuals on Government and World Issues, and Advanced Placement Studio Art—General Portfolio beginning in the 2012-13 school year; the motion was seconded by Director Vondrachek. The motion carried unanimously.

House Bill 3681 Open Enrollment Information. Dr. Radich presented. The Board will need to make a decision regarding this bill, explained the options for closed enrollment, open enrollment, and open enrollment with limitations. Current staff thinking is to recommend open enrollment with limitations. Dr. Radich shared thoughts from the middle and high school principals and discussed the possible limitations.

Director Peterson:

Does House Bill 3681 cover intra-district transfers? Ms. Schamp explained that it does not, but it impacts them because resident students must be given priority.

The Board makes a decision every year and can modify that decision based on prior years or other information; students who come in are permanent. We have better ability to handle enrollment increase than some smaller districts.

This policy takes away our right to refuse release of a student, so our only option is to decide whether or not we want to participate in receiving students.

Director Hawblitzel: If the middle school principals are concerned about implications are principals still

in favor of open enrollment? Will we still have the power to expel? Dr. Radich said that they are, but have concerns about potential behavioral problems from transfer students with no ability to send them back to their prior district. Expulsion is still an option.

If the District did open enrollment by grade level, could we limit by program? Dr. Radich said “no.”

Vice Chair Thomas: Are intra-district transfers permanent as well? Dr. Radich said they are not. Intra-

district transfers are managed by the principals. Do funds follow student in all cases? Dr. Radich said “yes.”

Dr. Radich commented on the attractiveness of the District’s special programs, the ADMw weighting for students in special programs, possible concerns of overwhelming District programs, and the online program that is being designed to meet needs of local families.

Affirm Board Resolution 2012-05 Notice to Withdraw from WESD: Dr. Paula A. Radich

presented. The Board took action to withdraw from the Willamette Education Service District (WESD) in Fall 2011. Senate Bill 250 requires that the Board notify WESD twice of their intent to withdraw.

MOTION 50: Director Hawblitzel moved that Newberg School District Board of Directors

authorize Superintendent Radich to send a letter to the Board of Directors of Willamette Education Service District, affirming the intent of Newberg School District 29J to officially withdraw from the Willamette Education Service District on July 01, 2012 in accordance with the provisions of Senate Bill 250; the motion was seconded by Director Vondrachek. The motion passed unanimously.

Board Resolution 2012-06: WESD Local Service Plan: Dr. Paula A. Radich presented. She

explained that while the Board was withdrawing from the Willamette Education Service District (WESD) the District remains a component district to the WESD and, therefore, must adopt the Local Service Plan for 2012-13.

MOTION 51: Director Peterson moved that the Newberg School District approve Resolution

2012-06: Willamette Education Service District 2012-13 Local Service Plan by title only; the motion was seconded by Director Hawblitzel. The motion passed unanimously.

First Student Contract Extension: Dr. Paula A. Radich presented. She explained that the

technology, specifically video feeds, on buses is poor. Video and bus driver training helps improve consistency in behavioral policies on the bus and at school. First Student has offered to improve videography on buses if the District decides to expedite the renewal of the contract with First Student for an additional two years.

The Board discussed the deadline for improvements as Spring Break of 2012. Director

Hawblitzel said she is glad that the District is working with First Student bus drivers regarding consistent expectations for students. Dr. Radich suggested adjusting the motion for clarity if the Board wanted. Vice Chair Thomas asked who the responsible party is for ensuring improvements. Dr. Radich said it is Nathan Roedel, Director of Finance and Operations.

MOTION 52: Director Hawblitzel moved that the Newberg School District Board of Directors

approve renewal of the current contract through June 30, 2015 provided First Student makes the promised camera upgrades by Spring Break 2012; the motion was seconded by Vice Chair Thomas. The motion passed unanimously.

Budget Committee Vacancy Zone 7: Director Debbie Hawblitzel announced the open

position for Budget Committee member representing Zone 7. She indicated she has a person who is possibly interested.

Board Appreciation Proclamation: Dr. Paula A. Radich announced that Governor John Kitzhaber has declared January 2012 School Board Recognition Month and read the governor’s proclamation of appreciation to school boards.

presented. The Board and Director Roedel provided edits to the Request for Quotation. Discussion occurred regarding content of the request for quotation, the possible number of firms that may provide quotations, the process by which firms may do a search, and how the position may be advertised.

MOTION 53: Director Hawblitzel moved that the Newberg School Board of Directors approve

the Request for Quotation for Executive/Superintendent Search Services; the motion was seconded by Director Peterson. The motion passed unanimously.

ADJOURNMENT As there were no further matters appearing to come before the Board, Chair Van Bossuyt

Item: Curriculum Adoptions 2011-12 Information XXXX Originator: Terry McElligott, Director of Teaching and Learning Presenter: Terry McElligott, Director of Teaching and Learning Topic Summary: Presentation of Curriculum Adoptions for 2011-2012 Background Information: The passage of the bond allows Newberg School District to finish the adoption of materials for 6-12 math and start the adoption process for second language and 6-12 science this year. All three content areas have unwrapped their standards and worked on learning targets and common formative assessments as an initial step. Both middle schools will pilot math materials that have been rewritten to align with the Common Core State Math Standards. Part of these pilots will include digital books and technology for students using tablets instead of hard cover books. The six middle school teachers that will be part of the pilot projects will be trained later this month and will use the pilot materials starting the second semester. The science adoption will be a division of text/electronic materials and scientific equipment. Dr. Radich and I met with high school teachers individually to assess the needs of moving our science department forward with more up to date equipment. The middle schools will focus on what equipment and print materials are needed to implement STEM across all three grade levels. The middle schools will pilot the new Lego Robotics kits this year as part of the adoption process. Both middle school and high school will have some technology needs that will need to be aligned to the District Technology Plan that will be developed this year. Elementary science adoption will be postponed a year or so since elementary teachers are currently implementing Bridges and incorporating the Common Core State Standards in math and writing. Second Language will identify both their text material needs and technology needs in early February when we meet to look over samples that have been sent. The paperwork that follows gives the draft process outlined and shared with administrators and teachers. INFORMATION

Graduation Requirements - IKF 1-6

Newberg School District 29J Code: IKF Adopted: 5/8/00 Readopted: 9/24/07, 03/09/09 05/09/11 Revised:

Graduation Requirements The Board shall establish graduation requirements for the awarding of a high school diploma, modified diploma, extended diploma, honors diploma and alternative certificate that meet or exceed state requirements. Graduation requirements are determined by the year a student enters grade 9. Students who take longer than four years to complete their graduation requirements are still shall be held to the requirements that were in place when they the student entered ninth grade. The same is true for Students who leave school and return at a later date are shall be held to the graduation requirements that were in place when the student entered ninth grade. The District shall offer students credit options provided the method for obtaining such credits is described in the student’s personal education plan and the credit is earned by meeting requirements described in OAR 581-022-1131. A Newberg High School diploma shall be awarded to a student who has completed the following requirements: 1. 12 school years beginning with grade one, except when the District’s adopts policies provideing for early or delayed completion of all state and District and state credit and performance graduation requirements. (A unit of credit (1.0) may be earned by attending and passing a class for two semesters. A half-credit may be earned by attending and passing a class for one semester. Credit toward graduation shall be granted for A, B,C, D and P grades.)

The District shall award a diploma to a student fulfilling graduation requirements in less than four years if consent is received by the student’s parent or guardian or by the student if the student is eighteen (18) years of age or older or emancipated.

Career Related Learning Experiences

Structured learning experiences in the community, workplace, or in school that connect academic content and essential skills to real life applications. Career-related learning experiences include, but are not limited to: workplace mentoring, workplace simulations, school-based enterprises, structured work experiences, cooperative work and study programs, on-the-job training, apprenticeship programs, service learning, and field based investigations.

Career Related Learning Standards

Students shall demonstrate career-related knowledge and skills in the following areas: personal management, problem solving, communication, teamwork, employment foundations and career development. Note: The Career Related Learning Standards merge with the Essential Skills in 2012.

Extended Application Students shall build a collection of evidence, or include evidence from existing collections to demonstrate extended application, e.g., Senior Project, Capstone Project, Internship etc.)

Education Plan and Profile

Required components of the Education Plan: Students will (a) Identify personal and career interests; (b) Identify tentative educational and career goals and post-high school next steps (i.e., college, work, military, apprenticeship, other); (c) Set goals to prepare for transitions to post-high school next steps; and, (d) Design, monitor and adjust a course of study that meets the interests and goals of the student. Required components of the Education Profile: Students will (a) Monitor progress and achievement toward standards including: content standards, career related learning standards/essential skills, extended application, other as appropriate such as industry-based standards; (b) Document personal accomplishments as determined by the student; and, (c) Review progress and achievement at least annually.

Demonstration of Essential Skills in Mathematics for English Language Learners The District shall allow English Language Learner (ELL) students to demonstrate proficiency in the Essential Skill of Apply Mathematics in a variety of settings, in the student’s language of origin for those students who by the end of their eleventh grade year are:

1. On track to meet all other graduation requirements; and 2. Unable to demonstrate proficiency in the Essential Skills in English.

Demonstration of Essential Skills in English/Language Arts and Writing for English Language Learners The District shall allow English Language Learner (ELL) students to demonstrate proficiency in Essential Skills of Read and Comprehend a Variety of Texts and Write Clearly and Accurately in the student’s language of origin for those students who by the end of the student’s eleventh grade year:

1. Are on track to meet all other graduation requirements; 2. Are unable to demonstrate proficiency in the Essential Skills in English; 3. Have been enrolled in a U.S. school for five (5) years or less; 4. Receives at least a Level 3 (Intermediate) on the English Language Proficiency Assessment

(ELPA). The District shall develop procedures to provide assessment options as described in the Test Administration Manual, in the ELL student’s language of origin for those ELL students who meet the criteria above, and will develop procedures to ensure that locally scored assessment options administered in an ELL student’s language of origin are scored by a qualified rater.

Essential Skills Appeal The District shall establish an appeal process follow Board Policy KL/JFH and Administrative Regulations KL/JFH-AR (Complaint Procedure) in the event of an appeal for the denial of a diploma based on the Essential Skills graduation requirement. The District recognizes that education goals and experiences may be obtained through diverse instructional approaches. Students may petition for credit from optional programs and experiences as determined in procedures. The Board directs the superintendent to develop administrative regulations as needed necessary to implement this policy. Other District Responsibilities The District shall ensure that students have onsite access to the appropriate resources to achieve a diploma, modified diploma, extended diploma or alternative certificate at each high school. The District will provide age appropriate and developmentally appropriate literacy instruction to all students until graduation. The District may not deny a student the opportunity to pursue a diploma with more stringent requirements than a modified diploma or an extended diploma if the sole reason for denial is:

1) a documented history of inability to maintain grade level achievement due to significant learning and instructional barriers,

2) a medical condition that creates a barrier to achievements, or 3) one or more criteria that are described in ORS 329.451.

The District may award a modified diploma or extended diploma to a student only upon the written consent of the student’s parent or guardian. The District shall receive the written consent during the school year in which the modified diploma or extended diploma is awarded. This requirement does not apply to a A student who is emancipated or has reached the age of 18 at the time the modified diploma or extended diploma is awarded may sign the consent. A student shall have the opportunity to satisfy the requirements for a modified diploma, extended diploma or alternative certificate in either four years after starting the ninth grade, or until the student reaches the age of 21, if the student is entitled to a public education until the age of 21 under state or federal law. A student may satisfy the requirements for a modified diploma, extended diploma or alternative certificate in less than four years but not less than three years. In order to satisfy the requirements for a modified diploma, extended diploma or alternative certificate in less than four years, the student’s parent or guardian or a student who is emancipated or has reached the age of 18 must provide written consent which clearly states the parent, guardian or student is waiving the fourth year and/or years until the student reaches the age of 21. A copy of the consent shall be forwarded to the District superintendent, who shall annually report to the Superintendent of Public Instruction the number of such consents. Beginning in grade five, the District shall annually provide information on the availability of a modified diploma, an extended diploma, and an alternative certificate and the requirement for the diplomas and certificate to the parents or guardians of a student taking an alternate assessment.

A student who receives a modified diploma, extended diploma or alternative certificate shall have the option of participating in a high school graduation ceremony with the student’s class. A student who receives a modified diploma, extended diploma or alternative certificate shall have access to individually designed instructional hours, hours of transition services and hours of other services that equals at least the total number of instructional hours that is required to be provided to students who are attending a public high school, unless reduced by the IEP team. The District shall award to students with disabilities a document certifying successful completion of program requirements. No document issued to students with disabilities educated in full or in part in a special education program shall indicate that the document is issued by such a program. When a student who has an individualized education program (“IEP”) completes high school, the District shall give the student an individualized summary of performance. Eligible students with disabilities are entitled to a Free Appropriate Public Education (“FAPE”) until the age of 21, even if they have earned a modified diploma, an extended diploma, an alternative certificate or completion of a General Education Development document. The continuance of services for students with disabilities for a modified diploma, extended diploma or alternative certificate is contingent on the IEP team determining the student’s continued eligibility and special education services are needed. Students and their parents shall be notified of graduation and diploma requirements. Admission of Nonresident Students The District may enroll nonresident students as follows: 1. Through written agreement between the District and the student’s resident district.

2. Through House Bill 3681, known as “open enrollment.”

The District shall deny regular school admission to nonresident students who are under expulsion from another district for a weapons policy violation. Tuition charges shall be equivalent to the per student State School Fund amount plus any additional weighting/funding. The superintendent shall develop procedures through which nonresident or adult students may enroll in the District upon payment of tuition. These procedures shall assure that the admission of tuition students shall not detract from the educational opportunities of students who are residents of the district. The superintendent may, under certain circumstances, waive tuition for nonresident students, including approved foreign exchange students and students who move from the district. Per ORS 339.133, if a juvenile court determines it is in the student’s best interest or a student placed in a substitute care program outside the district. The student shall continue to be considered a resident student and allowed to attend the school the student attended prior to placement. The public agency placing the student in a substitute care program shall be responsible for the transportation of the student, if public agency funds are available. The superintendent shall develop procedures through which proper placement of students transferred via court mandate shall occur. Consent for Admission Via Open Enrollment Annually, by March 1, the Board shall establish the number of students to whom consent for admission via “open enrollment” shall be given for the upcoming school year. The Board may choose to limit consent based on school, grade, geographic area, or the combination. Restrictable diseases are communicable diseases which occur in a setting where predictable and/or

serious consequences may occur to the public. School restrictable diseases are defined as a disease which can be readily transmitted in a school setting and to which students and/or employees in a school may be particularly susceptible;

School restrictable communicable diseases include, but are not limited to:

a. Chicken pox*; b. Cholera; c. Diphtheria; d. Measles; e. Meningococcal disease; f. Mumps*; g. Pediculosis* (head lice); h. Pertussis (whooping cough); i. Plague; j. Rubella (German measles); k. 2. A District employee who is diagnosed to have a school restrictable disease shall not engage in any

3. A student who is diagnosed to have a school restrictable disease shall not attend school as long as the disease is in a communicable stage. These restrictions are removed by the written statement of the local health officer or designee or a licensed physician (with the concurrence of the local health officer) that the disease is no longer communicable to others in the school setting. For those diseases indicated by an asterisk (*) the restriction may be removed by a school District nurse. For pediculosis, or head lice (indicated by a double asterisk) (**), the restriction may be removed after the parent provides a signed statement that a recognized treatment has been initiated. For

pediculosis, (head lice, which is indicated by a double asterisk**), the restriction may be removed after the criteria regarding treatment and readmittance are confirmed by a District nurse or appropriate designated staff. Criteria for treatment and readmittance are located in this policy.

Restrictions and removal of restrictions shall follow state law, including (but not limited to) OAR 333-019-0010 and 333-019-0014.

The school administrator may, when he/she has reasonable cause to believe the student has a school restrictable disease, exclude that student from attendance until a physician, public health nurse or school nurse certifies that the student is not infectious to others; 4. The local health officer or designee may allow students and employees with diseases in a

communicable stage to continue to attend and to work in a school when measures have been taken to prevent the transmission of the disease;

5. More stringent rules for exclusion from school may be adopted by the local health department or by

the District through Board-adopted policy; 6. A disease may not be considered to be a school restrictable disease unless it is listed in section 3.

above, in accordance with OAR 333-019-0015 (2) 333-019-0010, it has been designated to be a school restrictable disease through Board policy or the local health administrator determines that it presents a significant public health risk in the school setting;

7. When an employee or student is diagnosed as having diphtheria, measles, pertussis (whooping

cough) or rubella (German measles), the local health officer may exclude from any school in his/her jurisdiction any student or employee who is susceptible to that disease.

8. The District’s emergency preparedness plan shall address the District’s plan with respect to a

declared public health emergency at the local or state level. Notification 1. Any staff member who has reason to suspect that a student is infected with a reportable, but not

school restrictable, communicable disease shall so inform the school administrator. All employees shall comply with all reporting measures adopted by the District and with all rules set forth by Oregon Health Services and county health department.

2. Employees have a responsibility to report to the District when infected with a school restrictable

communicable disease unless stated otherwise by law. 3. In the event a school administrator is informed that a staff member or student may have a reportable

disease, he/she shall seek confirmation and assistance from the local health department to determine the appropriate District response. Reportable communicable diseases include, but are not limited to:

Education 1. The superintendent or designee shall seek information from the District’s school nurse or other

appropriate health officials regarding the health needs/hazards of all students and the educational needs of the infected student.

2. The superintendent or designee shall, utilizing information obtained in section 1. above, determine

an educational program for the infected student and implement same in an appropriate (regular or alternative) setting.

3. The superintendent or designee shall, from time-to-time, review the appropriateness of the

educational program and the setting of each individual student. Equipment and Training 1. The superintendent or designee shall, on a case-by-case basis, determine what equipment and/or

supplies are necessary in a particular classroom or other setting in order to prevent disease transmission.

2. The superintendent or designee shall consult with the District’s school nurse or other appropriate

health officials as to whether it is necessary to provide special training in the methods of protection from such communicable disease.

All District personnel shall be instructed annually to use the proper precautions pertaining to blood and body fluid exposure. Pediculosis (Head Lice) The Board recognizes that management of pediculosis depends on prompt case identification, effective treatment and education regarding prevention of the spread of pediculosis. Definitions: 1. Head lice (Pediculosis Humanus Capitis) : A tiny parasitic insect that lives, feeds and breeds only on

the human head. Head lice are clear in color when hatched and quickly develop a reddish-brown color after feeding. Head lice are about the size of a sesame seed. They do not hop, jump or fly.

2. Nits: Small, yellowish-white oval shaped eggs that are glued to the shaft of the hair. Nits hatch within 7-10 days of being laid.

3. Life cycle of head lice: Once laid, it takes 7-10 days for a nit to hatch and another 7-10 days for the female to mature and begin laying her own eggs. Head lice live for approximately 30 days on a host and a female louse may lay up to 100 nits (eggs).

4. Treatment: A three-step process that involves the use of a lice-killing agent, the removal of nits and an environmental cleanup.

5. Lice killing agent: An approved chemical or herbal treatment manufactured and approved specifically for the killing of lice and nits. Because none of these agents are 100 percent effective, it is expected that the nits will be removed manually.

6. Nit removal: Removal of all nits. Daily head check for all family members are important and should continue until everyone has been clear of lice and nits for 2-3 weeks.

7. Environmental clean up: Vacuuming and/or laundering bedding, coats, clothes, and stuff animals. Please follow the instruction provided by the District or your health care provider.

School Procedure for Pediculosis (Head Lice): 1) A student found to have live lice or untreated nits will be sent home immediately. Treatment

information, District policy requirements and readmittance provisions will be provided to the parent. Parents will be advised to: i) Use a lice-killing agent on all family members who have symptoms of infestation. ii) Follow the personal and household cleaning instruction provided by the health-care provider,

school nurse, or local health authority. iii) Remove all nits after treatment.

2) Following treatment, the student may be readmitted to school; 3) Parents must either accompany their student to school for readmittance or provide a signed statement

that treatment has been completed; 4) The student will be subject to screening by the District nurse or designated personnel to determine the

treatment’s effectiveness. The student will be readmitted to school or denied admittance, as appropriate. The absence of nits is required for readmittance. In the event the student is not readmitted the parent will be notified;

5) Students readmitted will be subject to follow-up screening by the District nurse or designated personnel;

6) In the event additional assistance and/or information is needed regarding the treatment of the student, other family members, close contacts and the home environment (bedding, linens, grooming etc.), parents should contact their school secretary or the District nurse.

7) Parents who identify head lice on their student at home are to complete treatment prior to the readmission of their student, as required above. Parents are also encouraged to notify the school their student’s condition so that appropriate preventative measure may be implemented at school. Names will be held in confidence.

8) The maximum number of excused days for lice treatment will be two. (First day: detection and treatment; second day to work on nits and environment). If additional time is needed, parents will need to contact their school principal.

Newberg School District 29J Code: GBJ Adopted: Weapons in Schools - Staff District staff, district contractors and their employees shall not possess a dangerous or deadly weapon or firearm on district property or at school-sponsored events. This prohibition includes those who may otherwise be permitted by law to carry such weapons. For purposes of this policy, and as defined by state and federal law, weapon includes: 1. “Dangerous weapon” - any weapon, device, instrument, material or substance, which under

the circumstances in which it is used, attempted to be used or threatened to be used is readily capable of causing death or serious physical injury;

2. “Deadly weapon” - any instrument, article or substance specifically designed for and

presently capable of causing death or serious physical injury; 3. “Firearm” - any weapon (including a starter gun) which will or is designed to or may

readily be converted to expel a projectile by the action of an explosive, frame or receiver of any such weapon, any firearm silencer or any other destructive device including any explosive, incendiary or poisonous gas.

Weapons under the control of law enforcement personnel are permitted. The superintendent shall ensure notice of this policy is provided. District staff in violation of this policy shall be subject to discipline up to and including dismissal. Individuals contracting with the district shall be subject to appropriate sanctions. Students shall dress properly for school. In order to provide an atmosphere conducive to learning and to ensure the safety, health and well-being of all students and staff, all students shall follow the guidelines listed below: 1. Students may not wear clothing with writing, slogans, pictures or symbols that portray alcohol,

tobacco, other drugs (or their manufacturers) or weapons. 2. Students may not wear clothing with writing, slogans, pictures or symbols that depict obscenities,

vulgarity, racism, violence, sex, gang affiliation or hostility to any group of people or organizations. 3. Students may not wear clothing that exposes undergarments, midriffs, cleavage, back, buttocks or

more. 4. Students may not wear pants with waists below the hips. Pants shall not extend below the heel of the

shoe. 5. Students in elementary and middle schools may not wear hats, caps or other head apparel in the

school building, unless it is part of a student's customary religious attire or unless it is allowable for a special event.

6. Students may not wear jewelry or other accessories that present a safety or health hazard. 7. Students may not go barefoot. 8. Students may not wear skirts or dresses that are more than four inches above the top of the knee

above the floor when the student is kneeling. Shorts must have an inseam of at least four inches. The principal or designee shall make the decision if a student's appearance meets the dress code standards. The principal's decision on the propriety of dress is final. Violations of the dress code shall result in the student changing into proper attire and returning to class. In addition, the following range of consequences may be implemented: 1. Verbal warning; 2. Written warning requiring a reply from student's parent or guardian; 3. Parent conference;

Item: Open Enrollment Student Transfers- House Bill 3681 Information: XXXX Originator: Dr. Paula A. Radich, Superintendent/ Board Secretary, Mikaela Schamp Presenter: Dr. Paula Radich, Superintendent Topic Summary: The Board of Directors received a “draft” set of recommendations regarding the implementation of HB

3681-- the Open Enrollment Bill passed by the Oregon State Legislature in the summer of 2011. The Superintendent will ask the Board of Directors to formally approve the proposed guidelines for implementation of HB 3681 for the 2012-13 school year.

Background Information: HB 3681 was enacted by the 2011 Oregon State Legislature. This bill provides an additional method of choice for Oregon students. The bill does not remove the other processes by which transfers can happen, including the traditional inter-district transfer process. The bill took effect on January 01, 2012. Transfers under HB 3681 will apply to the 2012-13 school year. Prior to March 01, 2012 the Board of Directors must determine and announce the number of students the district will accept via the HB 3681 process and adopt a policy by which transfer students will be accepted. Districts have three options:

1. Do not accept transfers under the Open Enrollment process. 2. Open the district to transfers with no limitation.

3. Open the district to transfers with limitation.

Proposed Guidelines for Implementation of HB 3681 Acceptance of all non-resident students by the Newberg School District via any admission avenue, including open enrollment, will follow Board Policy JECB- Admission of Non Resident Students. The superintendent and staff propose the following recommendations for implementation of HB 3681: High School Accept all students who apply via open enrollment at Grades 9 and 10 only. Accept no students who apply via open enrollment at Grades 11 and 12. Note: If students wish to enroll in grades 11-12, families may follow the “traditional” method of requesting inter-district transfers. That method includes an annual application that must be approved by superintendents of the sending and receiving districts.

Middle School Accept all students who apply via open enrollment at both middle schools Grades 6 through 8. Elementary School Accept all students who apply via open enrollment at all elementary schools Grades K through 5 with the exception of Mabel Rush Elementary School where enrollment is closed because the school is currently at enrollment capacity. Online Learning Program Accept all students who apply via open enrollment for Grades 1 through 8 with a geographic limitation of Yamhill, Washington and Marion Counties. (Note: We are recommending a restriction on geographic distance because our program requires the Online Learning teacher to conduct home visits. The program also involves enrichment opportunities. Distance could be a challenge beyond the counties listed.) Recommendation: Move that the Newberg School District Board of Directors approve the proposed guidelines for implementation of House Bill 3681 as presented.
