OF THE PARK RIVER

The Walsh County Water Resource District Board (the “Board”) hereby provides notice that it shall conduct a public hearing on that certain Park River Snagging and Clearing Pursuant to N.D.C.C. § 61-16.1-09.1. The public hearing and the date the Board shall act on such project shall be on the 14th day of July, 2020 commencing at 11:00 a.m. in the Water Board Offi ce at the Walsh County Courthouse, 600 Cooper Avenue, Grafton, North Dakota. The proposed assessment area of proposed Snagging and Clearing, being the subject of the project, are as follows:

Record of the minutes of a reorganizational meeting of the City Council of the City of Minto, Walsh County, North Dakota, held on June 23, 2020 at 7:00 AM at the Minto City Auditor’s Offi ce.

Mayor Larry Jamieson called the meeting to order. The Pledge was recited. Present were Councilmen John Narloch, Thomas Sitzer, and Lucas Kelley. Absent was Councilmen Stanley Miller.

There was no unfi nished business to discuss at this time.

M-Kelley, S-Narloch, carried. The meeting was adjourned.

Mayor Jamieson called the meeting of the newly elected council to order. Present were Councilmen John Narloch, Thomas Sitzer, Lucas Kelley and Keith Shutt.

New Business was discussed.

M-by Councilman Sitzer to raise the cost of the City mowing lawns to $100 per lot, instead of $100 per yard. Lot size will be considered 25’ X 140’, which is the lot size of the original town site. S-Narloch, motion carried.

Building permit and request for Community Development funds was discussed. Steve Novak of Harvey Avenue Saloon requested $10,000 from the Community Development fund as he is working on a large remodeling project on the bar. The Council greatly appreciates Mr. Novak’s efforts, however the Community Development Fund has been greatly depleted and cannot approve his request at this time. Councilman Sitzer-M to approve the building permit application made by Novak conditionally upon approval by the Planning and Zoning Committee. S-Narloch, motion carried.

The fi rst reading of the 2021 Budget will be read at the July 13th meeting. The second reading will take place at the August 3, 2020 meeting. M-Narloch, S-Sitzer, carried. The meeting was adjourned at 7:35 AM. The next regular meeting will be held on July 13, 2020 at 7:00 AM.

Peace GardensThe International Peace

Garden straddles the U.S.–Canadian border between Boissevain, Manitoba, and Dunseith, North Dakota. It was on this date in 1932 that it was first dedicated.

The idea for the Peace Garden began as the dream of a Canadian horticulturist, Dr. Henry J. Moore, a lecturer for Ontario Department of Agriculture.

Moore was on his way home from the 1928 annual meeting of the National Association of Gardeners in the U.S. when he came up with the idea of a botanical garden celebrating the long and peaceful coexis-tence of the people of Canada and the United States.

Dr. Moore presented his idea for an “International Peace Garden” at the association’s next annual meeting, which was held in Toronto – the first time it was ever held outside the U.S. The association liked the proposal and formed an international committee to find an appropriate site.

In North Dakota, a group calling itself the International Peace Picnic Association invited Dr. Moore and Ohio native Joseph Dunlop to visit the Turtle Mountains. They had organized specifically to pro-mote the area as a location for

the Peace Garden, and fortu-nately, Moore and Dunlop liked what they saw.

Dr. Moore went up for an airplane ride over the area and later said, “What a sight greeted the eye! Those undulating hills rising out of the limitless prai-ries are filled with lakes and streams. On the south of the unrecognizable boundary, wheat fields everywhere; and on the north, the Manitoba Forest Preserve. What a place for a garden!”

During the next three years, gardeners and horticultur-ists converged on the site to shape the settings and con-struct the gardens. Dr. Moore determined it would be “not merely a memorial to the long period of peace which has been enjoyed by both countries, but as an example to the warring nations of the world that there is a better way to settle interna-tional differences than through recourse to bloody war, and as a memorial to international friendship that shall endure to all time.”

An estimated crowd of as many as 70,000 people from Canada and the U.S. attended the dedication below a cairn with poles flying the flags of both countries.

On it is written, “To God in his Glory we two nations ded-icate this garden and pledge ourselves that as long as men

shall live, we will not take up arms against one another.”

The park is an official wild-life refuge, and more than 150,000 flowers are planted on site each year.

A new feature is the 9/11 memorial. Its plaque reads, “The International Peace Garden represents a unique and enduring symbol of the strength of our friendship as nations, our mutual respect and our shared desire for world peace. The events of September 11, 2001 failed to shake the foundation of our shared vision of peace and prosperity for all the world’s people. This cairn, composed of steel remnants rescued from the devastation of the World Trade Center in New York, ensures the memory of this tragedy will not be lost and reminds us to cherish tol-erance, understanding and freedom.”
