New Prime Minister to Be Announced Saturday

The name of the new prime minister will be announced officially on Saturday, sources close to president-elect Mohamed Morsi said.

Political activist Mohamed el-Baradei and former deputy Prime Minister Hazem el-Biblawi were outside the candidacy list for the post, the sources said.

The Muslim Brotherhood will not take up 30% of the ministerial portfolios as alleged, the sources added.

An independent national figure is expected to be the prime minister, said acting presidential spokesman Yasser Ali.

Ali also denied that the Supreme Council of the Armed Forces will appoint leading ministerial portfolios.

Baradei Was Not Offered PM Post

The “Constitution” party said its co-founder Mohamed el-Baradei did not get any offers to lead the new government or hold any posts there, said party co-founder Shoukri Fouad.

No offers were received from president-elect Mohamed Morsi or head of the Supreme Council of the Armed Forces Field Marshal Hussein Tantawi, Fouad noted.

Claims that Baradei has asked for absolute powers to lead the new government are baseless, Fouad said.

Baradei is working on uniting political powers under one ceiling in the coming period, he said.

The Freedom and Justice Party, the political wing of the Muslim Brotherhood, and Salafist Al-Nour Party agreed with all political and national powers that the ruling system will

be a hybrid presidential-parliamentary one.

Soltan: SCAF Did Not Interfere in Elections Results

Head of the Presidential Elections Commission Senior Judge Farouk Soltan said that declaring the name of the first President-elect in Egypt’s history is the best way to end his long judicial career. He confirmed that elections were fair and transparent and that the commission did not submit to any pressures by any authority.

In special statements given to Al-Gomhoria newspaper, Soltan said that SCAF did not

interfere in any way in the course of presidential elections and that SCAF was neutral towards all the presidential candidates.

Soltan said that declaring the results of presidential elections before the official results of

the commission was a mistake made by presidential candidates; however, this did not affect the decisions of the commission or its adherence to the rules of the law.

SCAF Can Announce President’s Post Empty

An official source told Al-Gomhoria newspaper that based on the supplemental Constitutional Declaration SCAF has the right to announce the President’s post empty if Dr. Mohamed Morsi refused to take the oath before the general assembly of the Supreme Constitutional Court.

Source said that the Constitutional Declaration, approved by the March 19 referendum,

considers refusing to take the constitutional oath a violation of a constitutional principle that would delegitimize the President-elect. Thus, the President’s post becomes vacant and SCAF will then have the right to declare the President’s post empty.

The Surprise Is After 72 Hours

Al-Dostour newspaper allocated its front page to publish a message to the Supreme Council of the Armed Forces (SCAF).

During the election time, the newspaper published a lot of vote rigging attempts in the elections, like stuffing thousands of ballot papers in favor of a certain candidate.

But the reply on the above mentioned accusations was that the stuffed ballot papers were limited and would not affect the results.

Official sources said yesterday that there were major forging attempts in the elections. The investigations will show that as the High Presidential Elections Commission (HPEC) did not receive all the probe reports before taking its decision.

The sources said after 72 hours, the State’s supervisory authorities will hand over to the Public Prosecution the probe reports into ballot stuffing case, which will be a huge surprise.

According to Article 28 of the constitution, contest cannot be filed against HPEC decisions. So Al-Dostour Newspaper is sending this message to SCAF to take action about these attempts if proven true by the reports.

New York Times Criticizes MB

The New York Times newspaper said that Muslim Brotherhood (MB) exploits The Judicial Authority, and always demonstrate in Tahrir Square to pressure the Supreme Council

of the Armed Forces (SCAF) to do what the MB wants.

News Incidents in State Security Files

Al-Dostour newspaper got evidence that stated that former minister of interior Mahmoud Wagdy has dismissed Major General Hassan Abdel-Rahman from his office as Abdel-Rahman ordered to sabotage all the evidence and files at the State Security Agency premises.

Protesters broke into the State Security premises in the 6th of October City, where police officers were sabotaging all the files and evidence there.

Bagato: President to Take Oath before Constitutional Court

“The Supreme Constitutional Court is the only authority before which the new President can take his oath, according to the supplemental Constitutional Declaration issued by the Supreme Council of Armed Forces,” a decisive and clear statement made by Secretary General of the Presidential Elections Commission Senior Judge Hatem Bagato. He confirmed that the President has to stand before members of the general assembly of the Supreme Constitutional Court to take the constitutional oath in respect of the law.

In special statements given to Al-Tahrir newspaper, Senior Judge Bagato said they have not yet received any notifications of the date set for the President to take the constitutional oath. He said this shall be determined through an agreement between the President and SCAF, and

the Constitutional Court shall be notified with the date.

When asked about the possibility of not taking the oath before the Constitutional Court, Bagato said, “We will uphold legitimacy and we will attend the session set for taking the oath once we are informed with the date. If the President is not willing to uphold legitimacy and does not want to take the oath before the Supreme Constitutional Court, then he will be

violating the law.”

El-Baradei Was Not Offered Any Position

During the past two weeks, the name of Dr. Mohamed El-Baradei kept appearing as one of the respectful figures proposed to lead the new government.

News spread about El-Baradei’s approval or refusal of the prime minister’s position

offered to him, and the range of powers he will have. However, sources close to El-Baradei confirmed that neither President Morsi nor MB leaders contacted him or offered him any post in the new government. Sources said that if El-Baradei was invited to assume the prime minister’s position, he will discuss the matter thoroughly with President Morsi.

Various political and revolutionary forces continuously demand that El-Baradei assumes

the prime minister’s position.

Al-Nour: We Refuse Appointing Woman or Coptic Christian as Vice-Presidents

While a controversy arose over the authority before which the President-elect will take his oath, the Shoura Council proposed that to be the authority before which the President takes the constitutional oath. Members of the Shoura Council proposed that the judges of the Supreme Constitutional Court attend the session, in an attempt to solve the current crisis.

On the other hand, the Freedom and Justice Party said they want to form a national

coalition government which will be able to overcome the obstacles of the transitional phase. They said they will not give any official statements to the media until deliberations come to an end. Sources told Al-Tahrir newspaper that Morsi demanded the FJP to prepare a list of academic figures to appoint some of them in the new government.

Dr. Younes Makhyoun, member of the executive office of Al-Nour Salafi Party, said the

party completely refuses appointing a woman or a Coptic Christian in the vice-president’s post. Makhyoun said that the party’s views are based on the principles of Islamic Shari’a and that they will never accept compromises. “When the US administration appoints a Muslim vice-president, then we can begin to discuss possibilities of appointing a Coptic Christian as vice-president,” said Makhyoun.

In spite of the top secrecy imposed by the Muslim Brotherhood’s Freedom and Justice Party on the negotiations about the government, well informed sources reported on disagreement about the Muslim Brotherhood’s percentage of representation in the government.

Deliberations Underway to Form New Government

Revolutionary forces and political activists are holding a series of closed meetings to

discuss the formation of a national coalition government and a presidential team. They proposed a number of specialized figures, academics and representatives of various political trends to be included in the new government in order to achieve real development in the country.

Sources in the FJP said that Dr. Mohamed El-Beltagi is one of the key figures in the party

holding negotiations on the names of ministers in the new government. “We have agreed with political and national forces on a national partnership, in addition

to approving a Prime Minister and Vice-Presidents from outside the FJP,” said El-Beltagi.

Friday Protests to Demand SCAF to Hand Over Power

A number of political activists and representatives of various political parties and

movements called for a million-man march tomorrow titled “Handing Over All Powers to the President-elect.”

The Muslim Brotherhood issued a statement in which it confirmed that the sit-in will

continue in Tahrir Square to protest against the supplemental Constitutional Declaration and the dissolution of the elected parliament. Other revolutionary forces confirmed that they will remain in Tahrir Square until all the popular demands of the revolution are fulfilled.

Some of the groups supporting the ousted president Hosni Mubarak and the role of

SCAF also declared organizing protests in support of the role of the Armed Forces. They said they will demonstrate to demand President Mohamed Morsi to recognize the supplemental Constitutional Declaration issued by SCAF.

Since coming to office, the government has been exerting all its efforts to fulfill the citizens’ demands and serve them.

Ganzouri said that the economic and security situation made the government disregard the production case.

He added that it was a miracle that he could stop wasting public funds although there were a lot of sit-ins and strikes.

Freedom and Justice Party: Next Government Will Come Through Broad Consensus

Dr. Farid Ismail, member of the Freedom and Justice Party (FJP)’s Executive Office, rejected as false reports in some newspapers and a number of Egyptian print and broadcast media outlets alleging that the FJP has decided to increase its share in the next government from 30% to 50%: "The FJP has not decided on 30% to start with, nor has it increased it to 50%. The entire task is the responsibility of the President".

In an official press statement, Dr. Ismail further stressed that all these rumors and ‘reports’ are totally false, unfounded; and that he did not make any statements in this regard, with respect to the government, its formation, composition and each party’s share.

"This is in the hands of the President. The next government will be based on a strong broad-based consensus among political parties and movements. They have all agreed on that. Egypt’s National Front Meets to Support True Partnership with Presidential Institution

The National Front (NF) has reiterated its demands, which it first mentioned before the announcement of Dr. Mohamed Morsi’s victory in the presidential elections, particularly the rejection of the so-called supplementary constitutional declaration.

It further urged support for all popular demands and all actions backing these demands. In the meeting, on Wednesday, the NF set up internal procedures and agreed on an Executive Secretariat, with Dr. Sayf Al-Din Abdel-Fattah, Political Science Professor, as its coordinator. It also set up many sub-committees to enable it to perform various duties.

The meeting was attended by Dr. Abdel-Moneim Aboul- Fotouh, Abul-Ela Madi, Dr. Alaa Al-Aswani, Sakina Fouad, Essam Sultan, Dr. Abdul-Jalil Mustafa, Dr. Hassan Nafaa, Dr. Mohamed El-Beltagy, Dr. Sayf Al-Din Abdel-Fattah, Dr. Heba Raouf Ezzat, Wael Qandil, Dr. Idris Mohamed Saeed, Dr. Khaled Hanafi, Dr. Mohamed Fouad Gadalla, Wael Ghoneim, Asmaa Mahfouz, Wael Khalil, Islam Lutfi, Shadi Al-Ghazali, Ahmed Imam, Yahya Hamid, Mohamed Al-Qassas, Salem Ramadan, Khaled Mansour, Fikri Nabil, Ahmed Bann, Ahmed Abdel-Gawwad, Amr Waziri, Hisham Jaffar , Dr. Tawfik Ghanim, and Dr. Hatem Azzam.

The national front announced its own formation in a news conference on Friday June 22, 2012, after several meetings with Dr. Mohamed Morsi before the announcement of his victory, with triumph for the revolution as its first goal; it also aims to achieve the revolution’s objectives and to complete the march towards full and real democracy.

In a press statement, on Wednesday, the front affirmed it was watching Dr. Mohamed Morsi’s commitment to pledges he announced on Friday, June 22, particularly the start of a real all-embracing national partnership in this important phase of the history of Egypt.

The statement included five pledges, the most important of which was a focus on the all-inclusive national partnership, and that the presidential team and the national salvation government should include elements from across the Egyptian political spectrum, with an independent national figure serving as Prime Minister.

Another pledge is formation of crisis management team to include national symbols, to deal with the current situation, and to ensure the completion of procedures for full handover of power to the President-elect, his presidential team and the new Cabinet.

Moreover, the statement included a pledge for the rejection of the supplementary constitutional declaration, which aims to establish a military state in Egypt and to take away the President’s powers and grabs the legislature; a pledge to reject the decision to dissolve parliament which represents the popular will.

Another pledge is for rejection of the decision to form the National Security Council; and yet another for seeking to achieve balance in the formation of the Constituent Assembly to ensure the authoring of a constitution for all Egyptians.

Muslim Brotherhood Joins ‘Power Handover’ Million-Man Protests, Continues Tahrir Square Sit-in

Dr. Mahmoud Ghozlan, member of the Muslim Brotherhood's Guidance Bureau, has affirmed that the Brotherhood is still actively present in Tahrir Square, confirming that it is already taking part in the sit-in, in Tahrir, which it has not ended so far.

Meanwhile, in an official statement, Wednesday, Dr. Mahmoud Hussein, the Muslim Brotherhood’s Secretary General and media spokesman said: "The Brotherhood will join the revolutionary groups and parties in the ‘Power Handover’ million-man marches and protests starting from Friday June 29, 2012 in Tahrir Square - the symbol of the Egyptian revolution and the platform for its demands."

What kind of impertinence is that? Instead of trying them for their crimes, Morsi will honor them!

After all the young people killed, Major General Mahmoud Hegazy appears on TV and says their hands are not stained with the blood of innocent people! How can they say that?!

I am against SCAF and I demand them to hand over all their powers to the President-elect. This is why I attended a meeting with President Morsi today, and if he abandoned the revolution’s demands, I will be the first to oppose him.

The President held a meeting with us today for two hours to confirm his commitment toward implementing the partnership document. The President vowed to be transparent with the people in all the decisions he will take.

Article 31 of the Constitutional Declaration stipulates: “The conditions and rules governing the accountability of the President shall also apply to his Vice-Presidents.”
