Dear friends,Hopefully this piece must be before you after Independence Day celebrations. Independence Day for a country like India means a lot in modern times. It's a time when we remember the sung and unsung heroes of our national movement. We salute our freedom fighters. We pay homage to martyrs. We take pride in counting our victories. We peep into the history with great enthusiasm. We evaluate our achievements. We set new goals. We assess the levels of growth, development and progress. We prioritize the ends. We calculate the gains and losses. We take new pledges. We have done this every year. We will be doing this every year. The whole nation does this. But the manner of doing everything differs from people to people. We know how our political class celebrates Independence day. Our media will be providing detailed description of the official functions at different capitals, major cities, schools, colleges, universities, government offices and so on. But let me put before you a few questions. Do we really know how does the large section of Indian society, which is not exposed to these official or educational institutions, celebrate this very important day of Indian history? Do we know how do people at large spend their day on this date? Do we have any information what this particular day means to the ordinary Indian citizen who has to earn his bread and butter everyday? Do we know how do our maids, sweepers, barbers, vendors, rikshaw-pullers, footpath-dwellers, slum-dwellers, beggars, sex-workers, etc. celebrate the Independence Day? Do we have any idea about the attitude of enjoying one more holiday on this day prevalent in great portion of our population? Do we have not failed in genuinely inculcating a deep sense of belongingness with such days of national importance amongst large sections of society? Do we have not proved ourselves unable to bring the general masses together even on these occasions? Do we not concede that the overall enthusiasm for these celebrations is decreasing? Do we not find it disturbing that tokenism has overtaken the actual feelings of celebration? Do we accept that somehow the most significant day of our modern national history has largely been converted into an official ritual?The list of these questions may go on increasing, but the possibilities of getting proper answers are apparently decreasing. One easiest way to find answers is to find one who could be blamed for. Finding enemies thus is the most comfortable method. It relieves us largely from the imminent responsibilities of carving our real paths for future. It also distinguishes us from the other. It makes the task of changing the plans tougher. The approach

becomes enemy–oriented and this is what has been really happening all these years. These questions are not new. But the reference and the context change every time. This is in this very context that as a nation with a history of civilization of more than six thousand years we must address these questions in a systematic and sincere manner without any insistence on finding the ones who could easily be blamed. We should ponder upon the measures to correct the situation. We have to question ourselves as to how has the pride in national history been construed as fundamentalism? Why have the terms like cultural nationalism been considered antipathetic to democratic liberalism? Why have we not been talking of our national history on these national days beyond the national movement? Why do we intend to conveniently forget the failures in the trajectory of modern democratic avatar of Indian state? Why have we accepted without any concerted discourse that most parts of our culture, history and social structure, religious establishment and else are worthy to be ignored, forgotten or criticized because we have been advised this way only? What has prevented us from exploring and disseminating social, cultural and political values of eternal and universal relevance throughout the world as our unique contribution to the future civilizations? What has made us mere week followers of the so-termed developed and advanced societies or nations? What has compelled us to become so apologetic, ashamed and defensive of our distinct national characteristics shaped by our history and culture?The greatest tragedy that has happened in post-Independence era is our rapidly increasing loss of faith in ourselves as a society, as a nation, as a people, as a country, as a civilization and as individuals. This loss of belief in ourselves has weakened our morale, our strength, our capacities, our abilities, our distinctiveness and our self-confidence. This is, infact, the most appropriate opportunity and time to put our heads together and find answers to these burning questions.As a student of Political Science, interested keenly in pursuing studies on ancient Indian Politics and society, I will exhort the famous Tamil poet Kaniyan Poonkunanrar by remembering his famous lines which follow:

Proposals are invited by interested members for Research Committees of IPSA. The Research Committee (RC) shall be formed out of the members of IPSA only. The proposal must contain: (i) broad theme of the RC; (ii) names of the Chair, Co-Chair, Convener, and members (not less than ten) of the RC; (iii) sub-themes of the RC; (iv) statement of the areas of research of RC; (v) a brief CV of the Chair, Co-Chair and Convener (not more than 100 words each) with coloured passport size photographs and membership numbers and full contact details of everyone in the RC; (vi) explanation of possibilities of academic expansion of the RC; and (vii) elaboration of the intellectual contribution of the RC to the discipline of Political Science. The conveners making proposals should try to make the RC more representative and national in character and profile. The decision on the inclusion of RC shall be made by the Executive Committee.

Challenges of Contemporary GovernancePolitical scientists are often seen not merely as analysts of political matters, but as something akin to engineers sculpting the organisation of power. Globalisation has profoundly altered the work of political scientists, intensifying communication and exchange on issues pertaining to the way in which communities, societies, nations and the world itself are governed. The ambition of this international political science congress, to be held in Montreal, is to reflect upon contemporary evolutions in governance in the face of numerous challenges:• Political, economic and social systems have become increasingly fragmented, rendering global strategic initiatives ever more complex• The variety of values, attitudes and behaviours exhibited by individuals and groups makes for a greater and more diverse demand for inclusion and participation• As the structures through which these interests are represented continue to expand, systems of governance become increasingly complex, more difficult to interpret and understand and less responsive to the uninitiated citizen• There is a growing risk that the democratic quality of our political systems will deteriorate as a result of the rising influence and decision-making capacity of technical-administrative and technocratic experts• For a given sector or type of organisation, comparative analysis and an experimental methodological approach should help better evaluate the performance of different forms of governance• It may also be fruitful to focus on the various competitive strategies and means by which models of governance are promoted, or even imposed (in the name of ‘good governance’ demanded by international institutions, for example) Faced with these challenges, the multi-faceted phenomenon of governance requires a global, comprehensive and multi-tiered approach: from the local association or political party up to the international community, via regional integration or the national regulation of an economic sector. Adopting an approach to political science which is resolutely open to the opportunities offered by interdisciplinary collaborations, we must also support the circulation of theoretical frameworks and empirical approaches which are applicable in the northern and southern hemispheres, to the most developed nations and the panoply of emerging and developing countries. The main focus of this congress will be to generate the greatest possible number of concrete, innovative answers to the questions of citizens, their political, associative and socio-economic representatives and the policy makers who are working constantly to improve the quality of governance.

Prof. Padmakar Laxmikant Joshi worked in the Department of Political Science, Nagpur University (Maharashtra) from 1965 till his retirement as Professor & Head in 1992. He was a very popular teacher & devoted researcher. His Ph.D. thesis on “Development of Legislative Practices in India” was recognized as the most pioneering work by none other than Dr. S. Radhakrishan, the President of India. Later he was entrusted the task of writing the 100 years history & working of Nagpur Municipal Corporation, which received high accolades from the academic circle & government. Even after retirement he engaged himself in writing the history of Nagpur Police, which was a fundamental research, carried out using archives of Nagpur, Bhopal & Delhi. He also edited and successfully managed a highly reputed 'Journal of Human Rights'. Prof. Joshi was researcher to the core Dr. Joshi headed the department for almost 20 years and transformed the department bringing in all new equipment's useful in an academic department. He started the proactive of organizing annual conference of Political Science teachers for the affiliated colleges of Nagpur University, which continues even today, He was also instrumental in launching Maharashtra Political Science Association with the help of Professors from other Universities, Prof. Joshi was member of Academic Council & Management Council of the University,. He also shouldered additional responsibility as Special Development Officer of the University,. He was King – as a teacher, as an administrator, as a researcher & as a human being. IPSA pays condolences on his sad demise.

Professor B.R. Purohit was born on November 1, 1924 at Jodhpur Rajasthan. He was veteran Professor of Political Science and served the discipline as a teacher and researcher for almost six decades with utmost sincerity, hard work and dedication. He began his career as Lecturer at Government College, Kota (Raj.) in 1951. After two year, he moved to Political Science Department, Nagpur University, Nagpur (C.P. & Berar) and remained there for 6 years. Thereafter he went to Political Science Department, Sagar University, Sagar (M.P.) and stayed there for 16 years. Finally he moved to Political Science Department, Udaipur University, Udaipur (Raj.) as Professor and remained there till retirement in 1985. He was actively engaged in academics even after superannuation and was on assignments with Political Science Department, J.N. Vyas University, Jodhpur (Raj.) Political Science Department, Banasthali Deemed University, Banasthali (Raj.), Chitrakoot Gramodaya University, Chitrakoot (M.P.), Ladnun University, Ladnun (Raj.) as Visiting Professor.He was instrumental in developing M. P. Institute of Social Science Research, Ujjain (An ICSSR) academically from its very inception. He had a close association with MPISSR for almost two decades and he significantly contributed to the development of the Institute.His areas of specialization were State Politics in India and Political Theory He published more than 40 research papers and 9 books and also completed 10 research projects. He was invited to participate in many seminars and delivered innumerable presidential addresses and keynote addresses. Professor Purohit passed away on 7 April 2013. IPSA pays homage to the departed soul.

Study of Ancient Indian Politics Award

Rules:-A. The award shall be given to Indian scholars who, by way of their academic excellence, intellectual pursuits, scholarly publications, selfless service and overall activities, have enriched the discipline, encouraged further research, promoted studies of different dimensions, published in specific and specialized field and contributed to the discipline in a substantially significant manner.

B. For Senior Political Scientist Award, the candidate should be above the age of 40. For Young Political Scientist Award, the candidate should be below the age of 40. For Special Contribution to the Study of Ancient Indian Politics Award, there is no age limit.

C. Senior Political Scientist Award shall consist of a plaque, a citation, a shawl and a cheque of Rs.51,000/-.
