Company profileBhutan Power Corporation Limited was launched as a public utility on the 1st of July 2002 with the mandate of distributing electricity throughout the Country and also providing transmission access for generating stations for domestic supply as well as export. BPC is not only mandated to ensure that electricity is available to all our citizens but to also make sure that it is reliable, adequate and above all within the means of all consumers.

The erstwhile Department of Power under the Ministry of trade and Industry was bifurcated into three separate entities namely Bhutan Power Corporation Limited– a public utility, Department of energy – A government department responsible for policy, planning and coordination activities for the energy sector and Bhutan electricity Authority – regulatory body under the Department of energy.

The reason why BPC was corporatised is many but the basic premise was to remove conflict of interest and reconcile commercial, social and policy objectives, and also to accept worldwide trend of restructuring that was happening in the power sector and accept the best practices. running of electric utility is a business activity and by corporatization BPC has been able to bring this focus into its operations. Corporatisation also gives the public a clearer idea of the cost of supply and subsidy, it is in line with future plans for privatization and leaves the government free to concentrate on policy and proper planning for the sector.

BPC started with 1193 employees with 967 employees joining from DoP and 226 employees from CHPC. BPC is the largest corporation in the Kingdom of Bhutan with a human resource size equal to almost 9% of the total Civil services strength. It is the sole provider of electricity in the Kingdom with operations spread in 20 Dzongkhags. For economic growth to take place sufficient supply of electricity is an important prerequisite and our mandate provides a direct link to achieving the national goal of Gross National Happiness.

FOREWORD

It is with great pleasure that BPC presents the 2nd News Letter for the year 2016. BPC have once again had a very busy and a productive year 2016. On reflection, we are always amazed at what has been achieved in such a short time. Though, there remains no shortage of people in need of our assistance, but, we are, however privileged to be able to achieve the targets of the year and serve the people around us. These achievements can be the contribution of dedicated staff and the Management under the guidance from the Board and DHI. to each of you, many thanks for your commitment and hard work.

Looking at the past and present achievements on the progress of BPC, we have seen substantial progress which indicates the growth of BPC. Further, BPC is also working on the following:

• Closure of rural electrification Department and opened two new departments viz. renewable energy Department and Information & Communication Department. Accordingly, the new General Managers were also appointed for the departments.

• Handing-taking over tala Asset• IsO certification contract signing with Bureau Veritas Certification Private Limited• MoU signing with Metropolitan electricity Authority• Contract agreement with Power Grid, India for Distribution Management system (DMs) • Launch the real time transaction of BPC bill payment via M-BoB application• Contract signing of many important transmission works

whilst the renewable energy Department is currently focused on the rehabilitation of mini/micro hydels, the rehabilitation of Thimphu mini hydel, which will be bigger and better than ever before. similarly, there are many important projects in the pipe.

This year will be a period of significant change in our organization, we are well positioned for the future. The increased strength and competitiveness of our organization has given us a strong platform for growth, on which we will capitalize in the year ahead. As we reflect on the past year, we also look to the future and the many opportunities that will come our way.

Appointment of General Manager, Distribution & Customer Services Department (DCSD)

Mr. sandeep rai , GM, DCsD was appointed as the full-fledged General Manager of Distribution & Customer services Department after officiating Mr. Norbu tshering for 6 (six) months on 1st June 2016. He has completed his Masters in science (It Management) from Murdoch University, western Australia in the year 2012.

He joined Bhutan Power Corporation (BPC) in 2002 in the capacity of Deputy Manager, electricity services Division (esD), trashigang and his job responsibilities entailed the

functions of unit head for Operation & Maintenance, Planning & Construction and Metering, Billing & Collection.

Thereafter, he served in esD, Phuentsholing as the unit head for Metering, Billing & collection. After completing his Master’s Degree in 2012, he was transferred to Thimphu and took over the charges of energy Management & Customer Care Division, DCsD, Thimphu.

Mr. Namgay wangchuk was appointed as General Manager of Information & Communication Department on 7th April 2016. He graduated with Bachelors in electrical & electronics engineering Be (eee) from PsG College of technology in Coimbatore, tamil Nadu, India in the year 2002. He joined Bhutan Power Corporation Limited after completion of his Bachelors in engineering. He did his M.engg in electrical Power system Management, from the Asian Institute of technology, Thailand in the year 2009.

He has worked in various departments and served in various capacities from engineer to Project Manager in BPC. As a Project Manager, he was responsible for optical fiber extension to 20 Dzongkhag, 200 Gewogs, 185 community centers, It tech Park, royal Academy, all hydro power plants including all the BPC divisional offices spread across the country. In 2011 he took over the InfoComm services Division of the BPC as a sr. Manager and was given an additional charge of O&M of the National Optical Fiber Network.

Appointment of General Manager, Renewable Energy

Department

Mr. Dechen Choling was appointed as General Manager of renewable energy Department on 7th April 2016. He did Masters of science in engineering (electrical) from University of New Brunswick, Canada in 2008.

earlier he had worked as Deputy Manager in the Distribution Construction section-east, trashigang. In 2006 and under Customer services Department (CsD), BPC, Thimphu, he was engaged with the consultant who carried out the studies on the up gradation of urban electrical systems and investment plans till 2020 for all the districts of Bhutan. The study reports were distributed to the respective electricity supply divisions.

He worked in National Load Dispatch Centre (NLDC) project under transmission Department in the capacity of senior engineer. In 2012, he worked as project manager for the pilot wind power generation project in the country. The project was successfully commissioned. He was appointed as General Manager of renewable energy Department, on April 1, 2016.

In 2016, with the closure of rural electrification Department, 2(two) new departments were opened, viz. renewable energy Department and Information & Communication Department.

BPC has number of small hydro power plants across the country. The power plants were built to supply the areas at the time of erstwhile Department of Power (DoP) under the Ministry. After the formation of BPC, these plants were transferred from DoP to BPC. today, the equipment and civil structures of these plants have aged and deteriorated. And the generations fall far short of the expectation.

Therefore, renewable energy Department (reD) has been formed to revamp these small hydro power plants under the company and based on feasibility, up-rate the capacity, increase the efficiency and automation of the power plants. The department will also carry out, as and when mandated and based on the study of economic viability and strategic locations, new mini hydropower generation projects for reliable power supply to the area.

Further, the country is exploring alternative sources of energy. The Alternative renewable energy Policy (AreP) of Bhutan mandates the energy also from alternative sources. BPC built a pilot wind power

generation plant with the financial support from Asian Development Bank and royal Government of Bhutan (rGoB). Therefore, the department is also to undertake any new renewable energy projects such as wind and solar, as and when mandated by rGoB and build the capacity in the field of renewable energy.

In summary, the department’s responsibility is to construct, operate and maintain the renewable energy power plants under the company.

The department is structured as under:

Renewable Energy Department

Information & Communication Department (ICD) was formed in 2016 with key mandates to:

• Operate & Maintain National Fiber Optic Network.

• Drive BPC's business growth by extending access to Information and Communication technologies (ICts).

• For successful operation & sustainability of sAP erP system in the BPC.

The Department consist of following three divisions:

1. Fiber Network Division.2. Information technology

Division.3. system Utilization &

Implementation team.

The Fiber Network Division (FND) does the Operation & Maintenance of the national Fiber Optic Network. As of today, fiber has been extended to 20 Dzongkhag, 200 Gewogs, 196 community Centers, all Major Hydro Power Plants, BPC’s esDs spread across the country, It tech Park and royal Academy. This Division also maintains the Nation’s international ICt gateway which runs via Gelephu and Phuentsholing into India. rGoB is also in the process of rolling out fiber to hospitals, colleges, central schools and Government regional offices. Collapse of fiber network might pose a danger of jeopardizing both ICt sector as well as Power system (OPGw being an integral part of the Power transmission system). Therefore, the responsibility of the division has become very

important and sensitive, right from public services to disaster management standpoint to national security risk.

Information technology Division (ItD) is responsible for providing high availability, reliable and secure ICt services to our own employees as well as to our clients through system integration and network accessibility. Currently BPC houses a tier-III Data Center where all the critical services such as mail, sAP erP, Cloud storage server and Unified Communication are hosted locally that supports and facilitates BPC's business processes around the clock. with the recent establishment of ItD's own r&D lab, the team aspires work and produce innovations and ICt tools in-house that could bring huge cost saving

and system improvement to BPC.

The entire BPC business process got operational through sAP erP system and for successful operation & sustainability of sAP in BPC, (system Utilization & Implementation team (sUIt) was formed. sUIt support & train the end users. The team also arranges training/revising the operators on sAP operation and update them on any new developments happening in the system. Minor enhancement/new developments and configurations are also being carried out by our sUIt team, and here the team focuses on enhancing packages aligning it with the BPC business process requirement.

Information & Communication Department

Mr. Nim Dorji was appointed as Associate Director, Human resources & Administration services on 25th August 2016. He Master in Business Administration (MBA) from the University of Pune, India.

He joined BPC in the year 2002

and appointed as Manager, stores Division, BPC, Phuentsholing. He was transferred to Corporate Head Office, BPC, Thimphu as the Officiating General Manager, PsD, BPC from June 30, 2005. From December 1, 2007 he was deputed on deputation to Dagachhu Hydro Power Corporation Limited

(DHPC) and served as Head, AFD and subsequently entrusted with the responsibilities of Chief Administration Officer, Chief environment and safety Officer. After that, he was appointed as General Manager, HrAD.

Appointment of Associate Director, Transmission ServicesMr. shamsher Pradhan was appointed as Associate Director, transmission services on 25th August 2016. He completed his Master in electrical engineering from University of New Brunswick, Canada during the year 2007 to 2009.

He started his service career on 1st January 2000 and served under

Project & Investigation wing for Department of Power as an Assistant engineer till June 2002.

till August 2007, he served under Development & Construction Department in BPC as an engineer. From August 2009 to March 2011, served as Project Manager, 400 kV Punatsangchhu transmission Line

Project at Kamichu, wangdue and worked for award of the transmission line works and thereafter the smooth execution of the survey and foundation works. Then from April 2011, he was appointed as the Head of Department for transmission Construction Department.

APPOINTMENT OF ASSOCIATE DIRECTORS

BPC has entered into contract on 21st  April 2016 with M/s. P.t Construction for the construction of One no. G+2 staff Quarter and associated works at Bumgang, Pangchu, tingtibi, Zhemgang. The total contract value is Nu. 18.088 million. The contract period is 18 months and the works have to be completed by October 21, 2017. The works include Construction of one no. G+2 building, site

Development works including protection wall and compound lightning, entrance gate and chain link fencing works, roads, drainage and parking works.

The staff Quarters are constructed to house the construction staffs of the 400kV transmission Line construction and other associated

works till the completion of project and will be handed over for O&M of the transmission lines.

Coinciding with the 19th  Day of the first month of the Fire Male Monkey Year, the distribution network asset worth Nu.124.045 M was taken over by BPC from DGPC on 26thFebruary 2016. The handing/taking over document of the assets was signed by Mr.Yeshey tenzin, Chief engineer, tala Hydro Plant, DGPC, rinchentse and Mr. sandeep rai, General Manager, DCsD,

BPC, Thimphu at the tHP, DGPC office in rinchentse in presence of officials from BPC, Phuentsholing and DGPC. The effective date of taking over of the assets will be from 1st  July 2016. with the taking over of the distribution network system, the customer base of esD, BPC, Phuentsholing will increase by over 600 customers.

INAUGURATION OF TRAINING CENTERThe training center at Begana, Thimphu was inaugurated by Honorable Managing Director, Mr. Gem tshering. The gathering was presided by Begana Lam, Officials from KePCO along with the Management members and staff. The training center will coordinate and execute in-country training of BPC including logistic support to all Departments.

Agreement between BPC and M/s P.T Construction

BPC signed its .first Memorandum of Understanding (MOU) with  Metropolitan electricity Authority (MeA) of Thailand on April 29, 2016 at rochog Pel Hotel, Thimphu for an initial period of two (2) years. The MoU aims to promote and exchange information, technology, knowledge and experience of the electricity utility business on the principle of equal reciprocity both in Thailand and

Bhutan.  In doing so, both parties shall conduct regular exchange Program such as attending meetings and technical visits for consultancy or on-the-job training as per the mutually agreed scope and cooperation.

The delegates also visited BPC training center, CMtD, Begana, 220/66/33 kV semtokha substation, esD Thimphu, wangdue, Punakha and Paro, and 600 kw wind power plant during their 5 days visit to Bhutan.

CONTRACT AGREEMENT BETWEEN BPC AND POWERGRID, INDIA

BPC shall be implementing the Distribution Management system, a decision support system that would help improve the system reliability, availability and operation of electricity distribution system. In this connection, Distribution Management system (DMs) was included in the investment plans and accordingly approved.

Considering the need to develop in-house capacity of BPC, the technical specifications of the DMs were drafted by BPC only. However, the need for technical vetting of the documents was felt and POwerGrID has been awarded to the work for the consultancy services on the Distribution Management system.

The contract agreement was signed on May 06, 2016 in New Delhi, India between BPC and POwerGrID India for a contract value of rs. 2,897,598.00 (two Million eight Hundred and Ninety seven Thousand Five Hundred and Ninety eight) only.

ISO CERTIFICATION CONTRACT SIGNINGCoinciding with auspicious occasion of social Forestry Day (2nd June, 2016), BPC signed contract agreement with Bureau Veritas Certification (India) Private Limited to obtain IsO Certification.

As part of Agreement BPC shall apply for Integrated Management system (IMs) of the following IsOs:

a) Quality Management system – IsO 9001:2015.b) environment Management system – IsO 14001:2015.c) Occupational Health & safety Management system OHsAs

18001:2007. The IsO Certification process by BPC demonstrates its commitment to benchmark itself with international standard by;

i. improving its service delivery to its customersii. environment conservation and compliance to environment

regulation of the country.iii. And most importantly, to enhance its safety & security to its employees and its customers.

with the application of IsO Certification process, it is expected to achieve BPC’s vision of Corporate strategy Plan (CsP).

CELEBRATING SOCIAL FORESTRY DAY

BPC celebrated the social Forestry Day by planting around 110 saplings of different species at Thimphu Mini Hydel Power House, samtenling. The inaugural planting was graced by Managing Director and the Management, BPC. This is the first tree plantation program organized by BPC in Thimphu region. It was organized by esD, Thimphu.

14TH BPC DAY CELEBRATION AT GARPANG, BUMTHANG

BPC celebrated its 14th Foundation Day on July 1, 2016 at Garpang, Bumthang with the theme “rehabilitation of Mini & Micro Hydels”.

BPC though is in the business of distribution and transmission of electricity, BPC is also involved in the generation of electricity through Mini & Micro hydels and few DG sets. BPC has 19 mini and micro hydels or hydro plants across the country with combined production capacity of approximately 7.67 Mw (Megawatt).

BPC has now embarked on a plan to revive most of these feasible small hydro plants and upgrade the same along with the state -of-art automation.

NU. 276.320 MILLION CONTRACT SIGNED FOR DESIGN, SUPPLY, CONSTRUCTION, TESTING AND COMMISSIONING OF 1 X 15 MVA, 132/33 KV SUBSTATION AT MOTANGA AND 132KV

BAY EXTENSION AT EXISTING SUBSTATION IN KANGLUNG AND NGANGLAM

BPC is implementing construction of 1 x 15 MVA, 132/33 kV substation at Motanga and 132kV Bay extension at existing 132 kV substation at Kanglung and Nganglam to supply power to the upcoming industries in Motanga and terminate the transmission lines to Phuntshothang and Nganglam, which are under construction.  The contract for the construction of the substation and bay extension was signed with M/s. Venus Controls and switchgear Private limited (VCsPL) on June 28, 2016. The total value of the contract is Nu. 276.320 million. The contract period is 18 months (i.e. to be completed by December 27, 2017) and all out efforts shall be made to complete the substation within the contractual periods.

The substation shall be constructed at the existing 132 kV switching substation at Motanga in samdrup Jongkhar Dzongkhag. Additional bays to terminate the transmission lines, which are under construction, to Phuntshothang and Nganglam and existing transmission lines to Deothang, rangia and HV Industry and the transformer shall be constructed in Motanga along with a new control room building. The existing control room shall be dismantled. The additional bay at existing 132 kV substation at Kanglung and Nganglam shall also be constructed to terminate the transmission lines, which are under construction.

The substation and bay extensions along with the transmission lines

under construction will interconnect to existing Nganglam and Kanglung substation (via Phuntshothang planned substation later), thereby ensuring increased reliability by strengthening the transmission system in eastern region considering hydropower projects, industrial zone and etc coming up in near future. It will also serve as pooling station.

Contract agreement with M/s Venus Controls and Swtchgear Private Limited

BPC has entered into contract on 25th August 2016 with M/s. tama Construction Private Limited for the construction of Operation and Maintenance infrastructures and associated works at tsirang. The total contract value is Nu. 36.193 million. The contract period is 24 months and the works have to be completed by August 25, 2018. The works include Construction of 3 nos. Operation and maintenance infrastructures, site Development works including protection wall and compound lightning, roads, drainage and parking works and other associated works. After the completion of the project, it will house the staff of the O&M of Puna II transmission Line and other associated works. The funds for the Construction shall be meet from the releases from PUNA-II.

CONTRACT AGREEMENT SIGNED BETWEEN BPC & SPIL

BPC has entered into contract with shyama Power India Limited (sPIL) for the design, engineering, supply & construction of 66/33/11kV substation and associated works at Pangbesa in Paro and 66kV double circuit transmission line (LILO to the substation). The contract agreement was signed on July 14, 2016 at BPC Head Office, Thimphu for contract amount of Nu. 306.628 million and contract duration of 15 months.

The substation will provide reliable power supply to the royal Academy and other institutions coming up in the area. It will also improve the power supply security & reliability of the Paro dzongkhag.

Following are the major component of the project:• 2 Nos 66kV line bays• 2 X 10 MVA, 66/33kV transformer bays• 33kV Indoor GIs substation• 33kV and 11kV outgoing feeders, and• Control room building

The 66kV D/C line will be LILOed from the existing 66kV s/C Chumdo – Haa transmission line.

The construction, supervision and monitoring of this project will be carried out by the transmission Project Office, tCD, BPC, Thimphu. A dedicated project engineer shall be stationed for the project.

INDUCTION TRAINING FOR NEW RECRUITS48 plus newly hired employees were welcomed by the Managing Director and the Management at BPC Head Office. MD congratulated them for making through the final round of recruitment process.

MD said he is delighted that they are joining BPC and each individual’s role is critical in fulfilling the vision, mission, and mandates of the company.  He said he wants them to dedicate to their jobs and deftly carry out their assigned works.

On the first day of the induction training, the new recruits were familiarized with the Management and various Departments, its roles and responsibilities.

The new recruits were given 28 Days induction training starting from August 1 till August 28, 2016.

BPC LAUNCHED ITS REAL TIME TRANSACTION OF BPC BILL PAYMENT VIA MBOB APPLICATION

BPC launched its  real time transaction of BPC bill payment via MBOB application today. The payment was inaugurated by the Managing Director of BPC and the Chief technical Officer of BOB in the BPC board room.

earlier the BPC bill payment via MBOB was not a real time transaction; meaning the transaction was updated manually in the BPC system which took at least one day. This was problematic for those customers who tried to pay the bill on the last day/ due date. Henceforth, the transaction will be updated instantly in both the BPC system and the BOB account solving many issues which the customers faced earlier.

Currently the BPC bill payment can be done through following channels:• Cash counter at each BPC offices• Via Bwallet for both BNB and BOB customers• Via MBOB for BOB customers.• Internet banking for both BNB and BOB customers.

The day marked another successful joint achievement of the BPC & BOB. The next target of both the companies is to make the BPC bill payment transaction via Internet banking on real time basis.

SAFETY AWARENESS CAMPAIGN

safety awareness campaign was conducted by the team from rCO, Phuentsholing, tMD, samtse and essD, Dorokha on 7th October 2016 at tading and Panbari under samtse Dzongkhag. since, the High voltage line is passing through tading and Panbari village, the safety awareness is direly needed to conduct in that locality.

The safety awareness campaign was conducted essentially for the safety of general public. The team has covered the following electrical safety points in the gathering:

1. Overview of transmission network in samtse.2. right of way (rOw) issues mainly for the

construction of new house, plantations of bettle nut plants and fodder plants.

3. Highlighted on safety aspects of transmission line and contribution from locality in maintaining of transmission line.

4. De-branch and cutting down of tress and bamboos nearby electrical line.

5. resolved the issues on internal defective of electrical wiring in house.

6. Besides creating awareness on the lightning issues, the team has inform the public that advance lightning protection system will put in near future.

7. team has presented not only the safety of oneself but also protection of forest fire due to electricity.

8. team has educated the general public by demonstrating the safety steps during the thunder lightning and snap of live conductor.

As a token of appreciation for gathering on safety Awareness Campaign, BPC has served the simple refreshment to the public.

BPC, CHAMPIONS OF 2016 DHI-CUPDHI Cup final was held in Changlimithang ground on 1st October 2016 at 4 PM between BPC and Druk Air. The final was graced by DHI Chairman Dasho sangay Khandu, MD BPC, MD Druk Air and the management team.

Bhutan Power Corporation Limited football team won the final against Druk Air Corporation Limited on penalty shootout after the scoreline of 3-3 till the final whistle. It was an absolute stunner when our striker scored the equalizer during the additional time of 3 minutes.

The champions received a trophy and a cash prize of Nu. 100,000.

ELECTRICAL TRAINING FOR THE MONKS OF GERAB DRATSHANG

BPC conducted electrical training for the Gerab Dratshang monks from all over the country. The training was conducted in two (2) batches from september 5-16, 2016 and september 19-30, 2016 as the Corporate social responsibility of the company. Additionally, the training was conducted to provide basic knowledge on house wiring, repair & maintenance and safety measures pertaining to electricity considering the difficulties faced by monks in remote Dratshangs, monasteries and various religious institutions. The training was mainly aimed at helping the monks in solving minor internal electrical faults, which otherwise would be a daunting task both to the monks as well as BPC officials.

There were sixty five (65) monks in Batch I and sixty seven (67) monks in Batch II including two (2) anims (nuns) in each batch.  They showed enthusiasm in every aspect of the training- both hands on and theoretical trainings and went on to great extent to showcase their interest.

The following topics were covered during the training:• safety and Basic tools• Familiarization and identification of wiring materials• Installation and testing of various types of domestic

wiring• estimating and costing of domestic wiring• Installation, testing and commissioning of earthing system• Cable, MCB and main switch sizing

with the knowledge acquired during the 12 day electrical training, it is expected that the monks will go back to their respective Dratshangs, rabdeys and Gomdeys etc., and will be able to do basic house wirings and repair/maintenance. The monks will also be able to identify the different wiring materials used in the Dratshangs.

Thanking all for participation and wishing all the monk participants a safe journey to their respective destinations.

The rolling trophy was finally lifted on the chilly evening of samdrupchoeling on 27 October, 2016 and the Fans of the team BPC was applauded loudly after the deciding goal of the tournament.The football tournament at the samdrupChoeling has been initiated by the Phuntshothang Middle secondary school on 16th August, 2016 and the total of 10 teams from various institutions, Business community, and private groups have participated the tournament.

The team BPC, samdrup Jongkhar has been one of the consistent performer of the tournament. The team has been through to the semi-final with 9 points and the semifinal has been played against staffs of Phuntshothang Hss and team BPC has won by 3 goals to 1.

Then the final was decided by penalty shoot out and the Goalie of team BPC has saved one crucial penalty and finally the team BPC has lifted the trophy.

The team has dedicated the win to the BPC family members of 20 Dzongkhags and it was the best experience for the team  and we have learnt a lot in course of the tournament, the importance of team work, team coordination, hard work, and the co-members existence.

INAUGURATION OF PARO ILLUMINATION PROJECTDasho sangay Khandu, Honorable Chairman of DHI graced the inauguration of Paro Illumination Project on 11th November 2016 coinciding with the Birth Anniversary of His Majesty the Fourth Druk Gyalpo Jigme singyewangchuck. The illumination of Paro rinpung Dzong is dedicated to the Fourth Druk Gyalpo Jigme singye wangchuck.

The illumination of Paro Dzong, ta Dzong and Bazam was funded by M/s. Korea electric Power Corporation (KePCO), M/s. woosun energy and Construction Co. Ltd (weC) and M/s. Hyosung Corporation, republic of Korea of worth UsD 800,000(approx. Nu.54 million). with the commencement of project on 11th August 2016, the illumination was completed in less than three (3) months on 31st October 2016.
