1. Discussion and possible vote on selecting a bank for school accounts.

Ms. Grooms stated that this was a tough and critical situation. She stated that did not feel comfortable without a policy. She talked about the average daily balance of each fund. Mr. Vance said that he felt that a decision must be made and a policy could be developed in the future. He stated that the offers presented showed that Armstrong presented a better rate on the money. He agreed that a policy should be looked at, but a decision needs to be made now. Mr. Higgins also addressed the rates. Mrs. Waters stated that a policy should be developed, but a decision needs to be made. Dr. Evans stated that he liked the idea of developing a policy. All the banks involved are community minded and want the best for the school. He commended both banks for their work with the school.

2. Discussion and possible vote to approve recommendations from Pawnee Nation on Indian Policies and Procedures. Mr. Williams stated that Pawnee Nation has provided some revisions and suggested that the board accept the changes and have another procedural meeting on April 6. He said the Pawnee Nation representatives had spent considerable time in order to have the best procedural agreement for Native American Students.

Motion to approve the recommendations and changes to the Indian Policies and Procedures (IPP) and have the next tribal consultation meeting on April 6.

4. Discussion and possible vote on a student’s return to regular classes at

Pawnee High School. The guardian of the student requested that the school consider letting her grandson return to school. She stated that he had made an unwise decision, but asked that he receive another chance. She stated that he realized that what he did was wrong and was very sorry for his actions. The student’s grandfather stated that he felt the students had made an unwise decision, but asked that he have another chance since it was done as a joke. The student’s aunt stated that she was impressed with the student and felt that he deserved a second chance. One visitor made a statement as a character reference and felt like the boys had served their time. A local minister stated that the board had a great responsibility to look over all the students. He stated that he believed the student deserved another chance. One mother stated that she had no problem sending her children to school with the student. One senior student spoke as a friend and stated that he felt separated and missed spending time with his friend. He stated that as a student of this school, he was confident that the student would be safe to come back to school. Another visitor stated that she agreed that he should have a second chance and that the student was remorseful for what he had done. One local teacher stated that he was related to this student and felt as if he was missing a lot of good opportunities by not being an active part of the school. The student stated that he realized what he had done in the past. He stated that he would like to rejoin football and band and thanked the board for their time. Ms. Grooms stated that by statute the school was required to make sure that all students have access to an appropriate education. She asked the student to recognize the support given to him from family and friends, but to understand there were others in the community that did not support allowing him to enter the regular class setting.

Dr. Evans stated that he felt empathy for the student and the family and said that it speaks well of the student’s character, that so many people came out in support of the student. He also said that the board has a great responsibility for the safety of all students. Dr. Evans made a motion to allow the student to continue the online blended learning program that the student is currently enrolled in, but the student would not be allowed to participate in extracurricular activities. Mr. Vance seconded the motion. The motion carried with a 5-0 vote.

5. Proposed executive session to discuss the evaluation of Superintendent Ned Williams. The board made a motion under business item #6.

6. Motion and vote to convene or not to convene in executive session to review the evaluation of the superintendent. Oklahoma Statute 209 (B) (1).

I. School Reports 1. Mrs. Burnett, Elementary Principal

A. We would like to extend our sincere thanks to the Christian Church for the

donation of food bags to send home with elementary students over the Christmas break. These bags were full of groceries that enabled us to send supplemental food home with nearly 20 students.

B. For the second year, we were able to distribute a Christmas gift to every student through a donation from H.A.R.T. ministries from the Kansas City area. As part of their Native Nations Christmas Box Project, they provide a wrapped Christmas gift for every student that includes some personal items such as a hat and socks, a few snacks, and some sort of fun item or toy.

C. The Lone Chimney association also continues their generous support of our

students and teachers. They have also made another donation allowing teachers to purchase supplemental materials or other needs for their classrooms.

D. Elementary group and organization pictures will be taken for the yearbook on

Thursday, January 9.

E. Report cards will be sent home with students on Thursday, January 9.

F. Due to age and rusting issues, the large slide at the elementary has been removed. A new slide has been ordered and should be shipped out later this month. We hope to have the new slide in place by early February.

G. Elementary Rise and Shine will be held this month on January 17 and January 31.

H. January 20 is a professional day and there will be no school. There will be a wrestling festival on that day.

Other items to note: Academic team practice continues on Tuesdays. Gifted/Talented monthly meeting will be January 13.

2. Mrs. Young, Middle School Principal/Athletic Director

Pawnee Middle School Report

* Pawnee Middle School students and faculty would like to thank Pawnee Nation and Hart ministries out of Independence, MO for providing a Christmas gift to every student from Pre -K to 12.

* I would like to commend Mr. Gartner and the band students for their outstanding performances during the Christmas concert on Dec. 17.

* We had 111 students qualify for the 2nd 9 weeks No Zero Party. January 8 those students will be attending a movie in Sand Springs.

* First semester MS Student of the Month Pizza party was held at Simple Simon’s Dec. 11.

* Grade level meetings were held Dec. 17.

Athletic Director

Congratulations to the high school football team and coaches for an incredible season 13 - 1 with making it to the Class A state semifinals. Congratulations to Coach Cook for being selected All Area Coach of the Year by Stillwater News Press.

Congratulations to Pawnee Boys basketball team for placing first at Oilton Tournament, Pawnee Girls for placing second at Oilton Tournament, and Pawnee Wrestling team for placing first at Kingfisher Tournament.

Pawnee schools would like to thank Pawnee Lumber for donating proceeds to are $5 each or 5 for $20. Tickets may be purchased @ Pawnee Lumber, Hillcrest Pharmacy, Spears Furniture, or Jan. 7 or Jan. 17 home basketball games. Winner will be announced at Jan. 17-basketball game. Need not be present to win.

3. Mrs. Womack, High School Principal

Congratulations to Leah Brown for winning the Central Electric Cooperative Essay

Contest. Leah will join other youth in an all-expense paid trip to Washington DC this

summer.

Congratulations to Mrs. Brown and the PHS Speech team for placing 3rd in overall sweepstakes at the Oologah Winterfest Tournament on December 7. Individual competitors who placed are: Hannah Watson, 2nd In Standard Oratory; Haeli Stevens, 3rd in Prose; August Pickering, 4th in Foreign Extemporaneous Speaking; Jayden Brewer, 3rd in Monologue; Regan Clapper, 2nd in Monologue; and K.J. Stewart and Kylie Castelberry, 1st in Humorous Duet. All those who placed in the top three qualified for Regionals, which will take place this spring.

I would like to commend Mr. Gartner and the band students for their outstanding

performances during the Christmas concert. Also, thank you to Mr. Gartner along

with some of his students for playing Christmas songs during Grab N’ Go breakfast.

Thank you to Mr. Warren Pratt and his Pawnee Language classes for stopping in the

HS and singing Christmas Carols. Mr. Pratt also took his classes around to several of

the businesses in town.

Thank you to Lone Chimney Fire Department for making a second donation of

$100.00 to each teacher this year for classroom supplies

Thank you to Taelor Brown for drawing and painting the FFA seal in the Ag room.

Additionally, thank you to Mr. Griesel for encouraging former students to find ways

to stay connected to Pawnee Schools and to Mr. Comstock for mentoring Taelor

throughout her HS art career.

Congratulations to the Black Bear Football Team for taking home the District Championship, Bi-District Championship, and Regional Championship honors. The Black Bears finished out their year 13-1. Additionally, the Stillwater News Press released its 2019 Football All Area, which included the following:
