Construction will begin the week of September 16, 2019 and will be completed by early-November, weather permitting. Work will include pavement preservation and re-striping for a continuous two- way center left-turn lane (TWLTL). The project will also include minor widening at intersections to maintain existing right-turn lanes. All work will be done within the existing right-of-way. The continuous TWLTL will provide spatial separation between opposing lanes of traffic, reducing head on and sideswipe collisions. In addition, due to the density of driveways, restriping will also remove left turning vehicles from the through lane; improving flow, road efficiency and reducing rear- end collisions. Knife River Corporation of Sauk Rapids, MN will begin the work the week of SEPTEMBER 16, 2019. A slight change is the entire project will now be constructed with detoured traffic (see detour map attached). Local traffic will have access to their homes and businesses but may encounter delays as the road is reduced intermittently to a single lane during daytime hours. Please find enclosed as sheet of frequently asked questions (FAQ’s) for this project. If there are any questions, please contact Chad Hausmann, Assistant Highway Engineer, [email protected], 763-682-7387. 44’

NEWS RELEASE

CSAH 39 – PAVEMENT PRESERVATION AND RESTRIPING SAFETY PROJECT (from Hart Blvd. in Monticello to Odean Ave. in Otsego).

Construction will begin the week of September 16, 2019 and will be completed by early-November,

weather permitting. Work will include pavement preservation and re-striping for a continuous two-

way center left-turn lane (TWLTL). The project will also include minor widening at intersections to

maintain existing right-turn lanes. All work will be done within the existing right-of-way.

The continuous TWLTL will provide spatial separation between opposing lanes of traffic, reducing

head on and sideswipe collisions. In addition, due to the density of driveways, restriping will also

remove left turning vehicles from the through lane; improving flow, road efficiency and reducing rear-

end collisions.

Knife River Corporation of Sauk Rapids, MN will begin the work the week of SEPTEMBER 16, 2019. A

slight change is the entire project will now be constructed with detoured traffic (see detour map

attached). Local traffic will have access to their homes and businesses but may encounter delays as

the road is reduced intermittently to a single lane during daytime hours.

Please find enclosed as sheet of frequently asked questions (FAQ’s) for this project.

If there are any questions, please contact Chad Hausmann, Assistant Highway Engineer,

CSAH 39 Safety Project FAQ’s

Q: I live along Highway 39; how will this affect my drive getting to my house/do I have to take the detour/what should I do? A: Access will be maintained for local traffic at all time. You may encounter delays as the road is reduced intermittently to a single lane during daytime hours. Use caution as the road will be gravel during the construction operations. For your safety, please make your way to the nearest alternate route i.e. CSAH 18 (Monticello), O’Dean Ave NE (Otsego) or CSAH 19, and then follow the detour. Q; Mailbox questions (will my mailbox be relocated/can I move my mailbox to the other side of the highway/how will I get my mail/etc.?)? A: There are no mailbox relocations planned as part of the project. There are a few mailboxes located in right turn lanes that will be temporarily relocated out of the grading area and will be reinstalled when the work is complete. If you would like to move your mailbox to the other side of the road, please check with your postmaster either in Monticello or Elk River. If the postmaster approves the relocation, you can fill out an application and the Highway Department will relocate the mailbox for $70. http://www.co.wright.mn.us/DocumentCenter/View/271/Mailbox-Support Q: My children take the school bus, what should I do? A: School buses are considered local traffic, but delays can be expected at times. Hoglund Transportation notified parents of the construction. The contractor will do their best to keep service running on time, or as close to on time as possible, through the duration of the construction project, but it is possible that buses running along this route may experience occasional slight delays. Q: When will they be working in front of my house/how will I get into my driveway? A: We do not know when the portion of County Highway 39 directly at your driveway location will be affected, it depends on the contractor’s operations along this 10-mile segment of the highway. You will have access to your driveway at all times and you are considered "local traffic" as you need to drive along Highway 39 to reach your home. You should expect less traffic along Highway 39 for the duration of the project work, due to the detour. You may encounter delays as the road is reduced intermittently to a single lane during daytime hours. Q: How will bike traffic be accommodated/why isn't a trail being constructed for safety/what about the Wright County Parks regional trail plan for this route/etc.? A: A 4 ft paved shoulder will be maintained along both side of the corridor and can accommodate other modes of transportation. The Wright County Parks department continues to develop a trail corridor along the Mississippi River. Additional information can be found at http://www.co.wright.mn.us/CivicAlerts.aspx?AID=1156

Q: I thought this was going to be a 4-lane highway expansion project?

A: There are multiple projects along this busy section of county highway at various stages. The current detour is in place for

the completion of a pavement preservation and restriping project from Hart Blvd in Monticello to O’Dean Ave NE in Otsego.

The roadway top will essentially remain the same width except for an additional 4 ft of grading needed to maintain existing

right turn lanes. The roadway will be restriped to include a continuous center left turn lane along the project.

There is also a reconstruction and 4-lane expansion project currently in design and scheduled for construction in 2020 and

2021 from O’Dean Ave NE to County Road 42 in Otsego. More information on this project can be found at
