We have good news to share!

We have completed the renovations to our pool and our Encino Park playground is our next area of focus, with hopes of finishing it in the near future. The recommendations will be based on the feedback received during the community input meetings that were held last year and concept ideas generated at the park committee meetings. Our pool and park are the HOA’s greatest assets and we know how much they mean to you.

Many friends and families have shared their making-memories-stories about our Park Playground. Soon there will be new and improved opportunities for memory making. Grandparents will take grandkids to the same place they took those kids’ parents - family tradition making!

We are fortunate to be able to support this wonderful neighborhood gem through our HOA dollars. We can look forward to more information, hopefully soon, giving us insight into what exciting changes are in store.

Let your Board know what you love most about the Encino Park playground. We want to hear your stories! We will keep you informed as plans firm up regarding proposed improvements to this wonderful community treasure.

Bexar County Master Gardeners will present a workshop on Drip Irrigation

Efficient irrigation is a key practice for conserving water in the landscape. Low volume irrigation systems (sometimes referred to as drip or trickle irrigation) are among the most effective means of achieving significant water savings. Despite the tremendous potential for water conservation, these systems are not widely used in residential landscapes.

Like conventional overhead irrigation systems, low volume systems require proper design, installation, maintenance and operation for optimum water savings and plant performance. So, come learn how you can best conserve water in your landscape. The workshop fee is $10 and each participant leaves with a starter kit. Please call the office (210-497-3022) to book your seat.

OUT to LUNCH

Our lunch outing this month will return us to what has become a very favorite location of our group- “Perry’s” at LaCantera. We will go on Friday, May 31, at 11:30, and enjoy their delicious fare, including their famous PORK CHOP! Call Janet at 481-9956 by Tuesday the 28th if you plan to go. Carpooling will be available.

In March we visited “Snooze” at the Vineyard Shopping Center. The twelve of us lucky enough to be able to attend enjoyed the wide variety of offerings that we ordered, and each of us had a hard time deciding what, from their extensive menu, to order! It was all delicious, and the service was very good. Be aware that they do not take reservations unless you have a group of over 8, and then when you get there they will not seat any of you until half of the number you told them ahead of time are there. So be prepared to perhaps devote some time to being there, for getting seated as well as waiting for your scrumptious food to be prepared. They are very busy at lunch time, but if you have the time, it is worth it. Thank you to Dyan Montesclaros for selecting this restaurant and making the arrangements.

We played Bingo for pennies at our second meeting in April and everyone had a grand time. We always have fun. So, bring a bag lunch and your friendly spirit, and join us for dessert. Stay a while and play a game. A volunteer member brings a snack or sweets and a beverage.

We sure would love to have more neighbors join us. We meet the first and third Tuesdays of each month at 11:30 a.m. in the Community Center. We are a fun group of more than fifty-somethings who play cards, dominoes, Rummikub and other games and occasionally bingo and bunco. For more information, call the office at 210-497-3022.

The Pool Committee has finalized the pool rules (which are in this Newsletter). We are planning a Pool Party on Memorial Day, May 27 to celebrate the pool’s new facelift – the pool has been re-plastered, re-decked and a new perimeter fence installed. We need more folks to help us plan and carry out the Party and provide other input/feedback on the pool. The Encino Park HOA Board hosted its fourth annual Open House on April 6th. We want to thank all the Clubs and Committees as well as the resident-owned and local businesses who participated. We appreciate that Councilman Courage and his wife stopped by too. We thank the City and County agencies who shared their programs with us. We hope you were there to take advantage of the information shared too.

Yard of the Month for April

We apologize that our picture doesn’t do the homeowners who have this lovely landscaped home proper justice. Our congratulations to the homeowners of this month’s yard selection – 19935 Park Hollow. When we took the picture, the whole family was involved in yard work and were having lots of fun. Please drive by the house to see their handiwork.

These residents came to the April Board meeting and received a sign to place in their yard as well as a $25 gift card to Home Depot, a landscaping book and a few doo-dads from City agencies.

In our drive through the neighborhood, we saw lots of great yards and lots of evidence and effort being spent in folks’ front yards. We appreciate all our neighbors who take pride in their property helping keep Encino Park an attractive place to live.

Letter from the Office:PEDESTRIAN SAFETYAs you know, drivers are expected to be alert while slowly maneuvering through any residential area. Drivers should remain vigilant by looking out for pedestrian traffic as pedestrians always have the right-of-way. Drivers should obey residential speed limits by driving at the appropriate rate of speed and should come to a complete stop any time a person is crossing the road.

We ask that our homeowners help us with this initiative by reminding their children to always look both ways before crossing any street and by educating teens (with a driver’s permit) about the dangers of speeding.

To increase pedestrian visibility, we also ask residents and guests to first consider utilizing the space available on driveways/garages, so curbside parking may be brought to a minimum.

As a friendly reminder, everyone should refrain from leaving vehicles parked in the direct vicinity of community mailboxes as this makes mail retrieval difficult for individuals with mobility limitations; other areas to avoid obstructing include:

• street/stop signs• within 50’ of intersections • sidewalk ramps• driveways• fire hydrants

Please do not leave unregistered or inoperable vehicles on our streets. If you have any questions, please call the city of San Antonio at 311 or 210-207-6000.

Please don’t leave your trash cans out in plain view!Lots of our neighbors complain about trash cans left out in front of garages, in driveways or side yards. Our governing documents state that “trash cans should be stored out of view from the street except during the time set out for pickup”. Don’t leave them longer than 24 hours beyond trash pick-up day, otherwise Code Enforcement could levy a warning or even a fine. So, please keep your trash cans out of sight and keep Encino Park a beautiful place to live.

LETTER to the EDITOR

Someone told me that the space on the side of my property between my fence and the sidewalk where there is grass and some river rock is my responsibility. Is that true?- C., Encino Royale

Dear C., Yes, that is true. If you think about it, who else would be responsible for taking care of it? It is a common understanding that the homeowner/resident is responsible for the maintenance of that piece of land. So, a homeowner can landscape it however they like as well. If it is not maintained, it is a reflection on the homeowners and might warrant a violation letter from the Association to encourage its upkeep. It is additional work for you, but you will be so happy that your entire property looks well maintained and manicured and so will your neighbors. We appreciate your question and concern.

The following rules are to ensure the health and safety of all using the pool and for the protection

of the pool property and HOA.

1. POOL HOURS:a. Entrance: No pool admittance before 1:00 PM daily.b. Closure: The pool will close promptly at 9:00 PM. All

users must exit the facility on or before this time.

2. LIFEGUARDS: The lifeguards and pool management are responsible for pool operations and for the enforcement of all pool rules. The pool is always lifeguarded. On duty lifeguards may answer questions but must not engage in continuous conversations. The lifeguards, pool management and association manager have the authority to remove any person from the pool for violation of rules or conduct contrary to good order and discipline, or detrimental or is detrimental to the health and safety of others. Pool games are permitted at the discretion of the lifeguards.

3. INJURIES: ALL INJURIES MUST BE IMMEDIATELY REPORTED TO THE LIFEGUARDS AND RECORDED IN THE ACCIDENT LOG.

4. ADULT SWIM: Adult swim (18 years and older) will be 15 minutes before the hour and guarded. All other persons must be completely out of the pool.

5. WADING POOL: Children four years of age and younger are permitted in the wading pool. CHILDREN IN THE WADING POOL ARE THE RESPONSIBILITY OF THE PARENT OR GUARDIAN, NOT THE LIFEGUARDS.

6. PRIVATE PARTIES: Refer to Private Party Contracts for details/rules. These must be arranged with the EPHOA office in advance of the event.

7. SPECIAL SITUATIONS:a. Persons with known contagious skin disorders or other

contagious illnesses will not be allowed to enter the pool.

b. Persons with open wounds will not be allowed in the pool. No bandages allowed in the water except bandages specifically designed to be in the water and do not fall off.

c. Persons under the influence of alcohol or drugs acting in an unsafe or harmful manner will not be allowed within the pool enclosure. Police may be called if necessary.

d. NO GLASS CONTAINERS WILL BE ALLOWD IN THE POOL AREA.

e. Flotation devices attached to a swimmer for safety reasons are allowed only in the shallow end of the pool, unless accompanied by a parent or guardian in the water. Lifeguards may ban flotation devices when they are creating a safety hazard or nuisance for other

swimmers. Children wearing flotation devices must be accompanied by an adult and must stay within arms reach of the child unless the child is wearing a US Coast Guard approved life jacket.

f. The use of skates, skateboards, bicycles and similar devices are prohibited within the pool enclosure.

g. Pets are not allowed in the pool facility.h. Children in diapers are permitted in the pool if rubber

pants or “Little Swimmers” specifically designed for swimming are worn.

i. The Association is not responsible for articles which are lost, damaged or stolen.

8. POOL ENTRANCE POLICY:a. Pool management is responsible for checking in all pool

users.b. Pool cards must be used to enter and exit the facilities.

Pool cards will be issued to residents and will be activated only if the residents are in good standing with the Encino Park HOA. This means all outstanding assessments, service fees, and interest must be paid prior to being allowed use of the pool facility.

c. Children will be admitted to the pool without any responsible individual only if they can swim two widths of the shallow segment of the pool without touching

the bottom or resting on the walls. Lifeguards are authorized to administer this swimming test to any person fifteen years or younger. A resident adult must accompany guests that are twelve years of age; the resident is responsible for the conduct of all their guests. Siblings or babysitters accompanying children under twelve years old must be at least fourteen years old.

d. Residents who rent property in Encino Par HOA may be allowed admittance to the pool if a current Rental Property Agreement has been filed with the HOA office and the homeowners are in good standing with the HOA.

9. GUEST POLICY:a. Each home is allowed seven guests (non-residents)

without fees.b. Residents bringing more than seven guests must rent a

cabana and pay additional fees. c. Guests must always be accompanied by a resident. If

the resident leaves, guests must leave with their hosting resident.

d. All rental/party arrangements must be made at the EPHOA office. All balances must be paid in full.

10. VIOLATIONS:a. Rule violations will be reported to the association

manager and the Board of Directors. Upon the third offense, individuals will lose pool privileges for the remainder of the pool season.

b. If law enforcement is called for assistance, the third offense rule DOES NOT apply, and pool privileges will be revoked for 60 days, effective immediately.

11. SWIMMING POOL RULES TO BE ENFORCED DAILY:• No running.• No food or drink, chewing gum; any and all tobacco products

including e-cigarettes and vaping products are not permitted. • No loud music; lifeguards will use their discretion to

determine the noise level and if they receive complaints from other users.

• No loud, abusive, vulgar language or obscene or offensive hand gestures will be permitted.

• No diving in the shallow end.• No running on the diving board. No seat drops off the boards.

Only one bounce is allowed.• One person on diving board at a time. Wait till the swimmer

gets to the ladder before diving.• Must jump or dive off the side of the pool front first without

flips.• Parents will be permitted under the diving boards to assist

their child if lifeguard allows it.• Swimmers in the shallow end must jump away from the edge

straight.• Don’t jump too close to another person in the water.• No jumping off the side of the pool or diving boards onto a raft

or flotation device and no jumping off the side or boards with goggles, face masks or flippers.

• No Jumping off the side over the stairs.• Ball playing is permitted at the discretion of the lifeguards;

they are not allowed when the pool is crowded. • No standing or sitting on shoulders.

POOL ENTRANCE PROCEDURES

The following procedures are to ensure that only Encino Park residents and their guests enter the pool so that the HOA’s liability is limited and for the safety and security of

all users.

• An attending lifeguard will monitor each person entering the pool.

• Each person entering the pool should use their amenity card. Upon entering, all residents will sign in at the guard room. All residents must have a current waiver document on file with the office.

• Residents who bring more than seven (7) guests (non-residents) should be on the list for the rental of a cabana made two weeks in advance; if not, they may not be granted access for their guests.

• Anyone, lifeguard or resident, who allows someone access to the pool without verifying they are a resident will be responsible for their safety and assumes liability for them.

• It is expected that all residents will comply with these procedures.

Encino Park Outdoors:As one of the most biologically diverse states in the country, Texas is particularly susceptible to the threat of invasive species. In the Greater San Antonio area, there are numerous invasive plants that are causing harm. Last month we introduced the rationale for being educated on invasive plants and their threat to our environment. This article features one of these invasive plants in order to enlist your help in identifying and eradicating these invaders!

Invader of the Month: Chinaberry tree (Melia azedarach)

Chinaberry is a fast-growing, perennial, deciduous tree with a spreading crown. It is a member of the mahogany family and grows to a height of 50 to 60 feet and up to 2 feet in diameter.

The bark in seedlings is dark green, thin and smooth. On mature trunks the bark is dark gray with thick ridges.

The leaves of the Chinaberry tree are 1 to 2 feet long and 9 to 16 inches wide. Each leaflet is glossy dark green, turning golden-yellow in the fall. The leaflets are to 1 to 3 inches long.

The flowers are fragrant and plentiful in long, loose clusters, each with 5 lilac petals with a dark purple center. The flowers appear with the leaves in April/May.

The berries are yellow-tan, in loose drooping clusters; ½ inch to ¾ inch wide. They ripen in September/October and cling to the branches in the winter after the foliage has dropped. The leaves, bark and flowers are toxic to livestock, humans and pets.

Native to Asia and the Himalayas, Chinaberry was introduced to the United States as an ornamental shade tree in the mid-1800s.

Chinaberry is a very fast-growing tree that reaches 18 to 24 feet in height in 4 to 5 years. It is reproductively mature when it reaches the size of a shrub! Chinaberry reproduces via bird-dispersed seeds and on-site from root sprouts or root collars. The leaf litter raises soil pH, inhibiting the growth of native plants. All parts of the tree repel insects and it is resistant to pathogens.

Chinaberry tree is listed as a noxious plant on the Texas State-listed Noxious Weeds list. This means that it cannot be sold in nurseries. If you have this plant in your yard, please consider removing it.

Consider the following native plant alternatives:• Western soapberry (Sapindus saponaria var. drummondii)• Chinquapin Oak (Quercus muehlenbergii)• Texas Red Oak (Quercus texana)

We would like to ask everyone to be a good neighbor. Based on the complaints we get in the office, and in no particular order, a good neighbor:

• Puts their trash cans out of sight • Mows their lawn when it’s time• Drives safely and courteously including stopping at stop signs• Parks with the flow of traffic (which is the law)• Doesn’t park RVs or trailers on the street longer than the law

allows• Keeps debris out of the front yard• Doesn’t have inoperable vehicles in the driveway or on the

2. Have plenty of cash and coin change and always keep your money with you. Carry your money in your pocket or fanny pack, or a small cross over purse works well too.

3. Display your items on tables, big boxes turned upside down or a blanket or sheet. Customers don’t want to have to go digging for items still in boxes. However, kids clothing is okay to have in boxes.

4. Move your vehicles across the street that day to leave parking spaces for the customers or cars to pull into.

5. If you live on a side street or towards the back of the neighborhood, make a sign with a poster board or a box and write “GARAGE SALE” with an arrow pointing in the direction of your home, or put your street name on the sign. Please remember to take all your signs down at the end of the sale.
