We are pleased to announce that the AACEI-Arabian Gulf Section represented by Mr. Ahmad K. Mulhim, President AACEI-AGS 2016-17 has signed a memorandum of understanding with the Dr. Adel Shaheen Al-Dossary, Dean of College of Environ-mental Design, King Fahd University of Petroleum and Minerals on May 2, 2017, Tuesday in KFUMP, Dhahran, Saudi Arabia. Prof. Mohammad Saad Al-Homoud, Vice Rector for Academic Affairs, Prof. Soliman Al-Mohawi, Chairman, Construction Engi-neering and Management Department, Dr. Baqer M. Al-Ramadan, Chairman of Architectural Engi-neering Department, and other faculty members were also present during the signing ceremony. With this agreement both organizations agreed to support and reinforce the strategic partnerships between them in an efficient manner and to unify
the efforts exerted by both the parties. Further, in order to strengthen the cooperation in between the University and the AACEI-Arabian Gulf Section, it was agreed to work together by setting up a joint framework to identify the current and future modes of cooperation in the field of various scien-tific and research studies etc. It was also agreed to promote the AACE Interna-tional activities such as certification courses, etc., to enhance the cost and project management profes-sionals in the University by supporting and encour-aging AACEI-AGS accredited training courses for the management faculty and staff members and the current students.

Now that Winter Weather is upon us we need to remember the following message: Have you ever skidded while driving on a wet road for what seemed like a split second or even longer? Even if you didn’t lose complete control, you most likely experienced hydroplaning. What is Hydroplaning? The term hydroplaning is commonly used to refer to the skidding or sliding of a cars tires across a wet surface. Hydroplaning occurs when a tire en-counters more water than it can scatter. Water pressure in the front of the wheel pushes water under the tire, and the tire is then separated from the road surface by a thin film of water and loses traction. The result is loss of steering, braking and power control. Rubber tires have tread (grooves) that are designed to channel water from beneath the tire. This creates higher friction with the road surface and can help prevent or minimize in-
stance of hydroplaning. When does Hydroplaning Occur? Hydroplaning can occur on any wet road surface, however, the first 10 minutes of a light rain can be the most dangerous. When light rain mixers with oil residue on the road surface, it creates slippery conditions that can
cause vehicle, especially those travelling speeds in excess of 35 KPH, to hydroplane. This can be deadly combination for the driver and surrounding motor-ists. The chance of being involved in a motor vehi-cle accident increases during poor weather condi-tions such as fog, rain, ice and snow. However, it isn’t necessarily the pounding rain and blinding snow that are the most dangerous; it’s the slick conditions that drivers aren’t prepared for.
The following are important tips to avoid hydro-planing: 1. Keep your tires properly inflated. 2. Rotate and replace tires when necessary. 3. Slow down when roads are wet: the faster you
drive, the harder it is for your tires to scatter the water.
4. Stay away from puddles and standing water. 5. Avoid driving in outer lanes where water tends
to accumulate. 6. Try to drive in the tire tracks left by the cars in
front of you. 7. Turn off cruise control. 8. Drive in a lower gear. 9. Avoid hard braking 10. Try not to make sharp or quick turns.

The AACE-AGS New Board for the term 2017-2018 First Monthly Meeting was held on 27, Septem-ber 2017. Several topics of discussion were made including:
It was agreed that at the onset of the monthly board meetings, high level statistics with regards to the current membership standing, and the quarterly/annual targets shall be presented.
A brief descriptive statistics of complete & upcoming events should also be presented, regularly updated in the database (events record should include at minimum; number of attendees, names, photos, and post event survey to measure the degree of audience satisfaction for lessons learned and identification of area for improvement).
Lecturers register shall be updated periodically (their potential visits/scheduled events in each respective region).
The AACE membership benefits shall be promoted/advertised effectively.
Increase the frequency of e-mail reminders notification for membership renewal.
Similarly, for newsletter, both current members and old members should be reached out
It was suggested to increase the community outreach activities to boost the level of Section’s membership and maintain a good standing. Outreach shall be planned with setting monthly or quarterly targets.
A plan for formal/informal introductory meetings with potential companies to be developed. Such meetings are ideal occasions to introduce AACE-AGS membership benefits and its excepted value added to the potential company.
The AACE-AGS website should capture/accommodate volunteer opportunities and assemble them in an organized fashionable database that is accessible/searchable by the Volunteer Officer (VP/Director) to call upon at any time (as required).
