Burns, in our country is still a major health hazard. The causes are many, preventive measures few, facilities meagre and treatment mostly without any rationale. It is therefore not surprising that the mortality and morbidity due to this disease are high. The disease burden is overwhelming. The accompanying diagram depicts the same. These hapless victims of this disease are mostly from the lower and lower middle socio-economics class. They do not have a voice in the society. They are in debt for ever, causing an ever increasing burden on the family. Those surviving are forced to lead a crippled life without any rehabilitative support. In an effort to rationalize the management of burns, I have taken the th onus of making protocols for the treatment of burns in India. With this aim the 27 annual meeting of National Academy of Burns – India (NABICON 2019) is being held in the holy city of Prayagraj (Allahabad) from March 1-3, 2019. Another notable decision in this meeting was to communicate with Oil and Gas PSUs requesting them to print “Dos and Don'ts of LPG use” on the surface of gas cylinders. Lately there has been some key initiative by Government of India in Burn management and prevention. A brief about Nation Program for Prevention and Management of Burn Injuries and National Burn Registry has been included in this Newsletter. Another major initiative of the government in Health Sector is Ayushman Bharat PradhanMantri Jan ArogyaYojna. It is a central government sponsored insurance scheme for the poor and covers all aspects of burn care in it. You can get all the details pertaining to it at www.pmjay.gov.in . It is a great opportunity to extended burn care to the needy through this scheme. Dr. A. K. Singh is organizing NABICON2019 at Allahabad (Prayagraj) during “MahaKumbh”. It's going to be a lifetime opportunity to witness the historic city during this Holy Parv. SECRETARY'S MESSAGE

Dear Friends,

At the outset, I thank you from the core of my heart for electing me as the President of this August body.

Burns, in our country is still a major health hazard. The causes are many, preventive measures few,

facilities meagre and treatment mostly without any rationale. It is therefore not surprising that the

mortality and morbidity due to this disease are high. The disease burden is overwhelming. The

accompanying diagram depicts the same.

These hapless victims of this disease are mostly from the lower and lower middle socio-economics class. They do not have a

voice in the society. They are in debt for ever, causing an ever increasing burden on the family. Those surviving are forced to

lead a crippled life without any rehabilitative support. In an effort to rationalize the management of burns, I have taken the thonus of making protocols for the treatment of burns in India. With this aim the 27 annual meeting of National Academy of

Burns – India (NABICON 2019) is being held in the holy city of Prayagraj (Allahabad) from March 1-3, 2019. Details are

available on website .www.nabicon2019.com

You are all invited to join this academic event and be part of the deliberations for laying down the foundations of burn care for

this part of the world. The pre-conference workshop shall be on 'what is new in burns'.(Dr. A.K. Singh)

Esteemed NABI members,

I extend my warm wishes for New year 2019,

The detailed financial status of our Association, National Academy of Burn India(NABI) shall

be presented in upcoming NABICAON at Prayagraj in mid of march 2019.

Corpus amount of the association needs a great push in view of ever expanding expenses and steadily

decreasing contribution from the conferences. We also have to encourage more plastic surgeons to join then

Association. Issues which need attention apart from measures to keep the financial status of the association in

pink are GST related returns, timely submission of the Audit reports, fruitful and rapid interactions amongst the

Auditors/ CA OF NABI and Nabicon/ Burn journal for early filing of returns.

The 27th Annual conference of NABI—NABICON 2019 is being organized by the Department of Plastic

Suergery,KGMU Lucknow. The period of the conference will be from 15th to 17th March 2018 at Hotel Kanha

Shyam, Prayagraj (Allahabad). The members of the organizing committee under the guidance of our current

president Dr A. K. Singh are trying hard to make this conference a world class event which will be remembered

for years to come for its scientific content and number of registrations. Kindly submit the full text of your paper

Notice for General Body Meeting to be held during NABICON 2017

26th Annual Conference of NABI-'NABICON 2018'

26th Annual Conference of National Academy of Burns was organized successfully at Guwahati at Greenwood

Resort from 19th to 21st January 2018 with a pre-conference video Workshop and Nurses & Physiotherapists

Program on 18th January, under the President-ship of Prof. Dr. Seema Rekha Devi with the theme 'Healing Burn

& Empowering Burn Survivors through support, Education & Advocacy'. There was very good response from

delegates who attended in large numbers. The current, past and future presidents of ISBI attended the meeting

and contributed to the Academic extravaganza along with scientific deliberations from National and

International stalwarts. There were special sessions and symposium on important topics and one full session

was devoted to rehabilitation of burn victims where representatives from India, Taiwan & Bangladesh

participated. A souvenir was also released on the occasion. A pre conference video workshop for doctors was

organized ,where there were 10 video demonstrations on important topics delivered by experts on different

fields and there were special sessions for Nurses and physiotherapists. For the first time PROSTHETIC MAKE UP

was used in NABICON to mimic a Burn patient for the Nurses Live workshop on acute Burn Management and

dressing. A splint making workshop was also held with live demonstration. The Executive Body Meeting and

General body meeting were held as scheduled. The beautiful backdrop of GREEN WOOD RESORTS and

Assamese food in the menu added to the attractions. There was also a good cultural feast depicting the cultural

background of Assam including the other North Eastern States. The burn survivors of the Survivor group “

Snehasparsha- The Loving Touch” also took part in the cultural show. This was possible with the unrelenting

efforts of the entire team to make it so lively and informative.

Minutes of the GENERAL BODY MEETING

circulated by Dr. Sujata Sarabahi to all EXCO members & all the Past President's of NABI by mail. The President invited comments, if any, prior to the approval of the minutes. The minutes were unanimously accepted and approved.

25th NABlCON: The EXCO lauded the efforts of Dr.P S Bhandari and his team for successfully organizing the 25th Annual Conference of National Academy of Burns- India from 3rd to 5th Feb 2017 at Delhi . The detailed pictorial report has already been uploaded on www.thenabi.org and also published in the latest NABI Newsletter No.22, Dec 2017 issue.

Savings from the Annual Conference (NABICON 2017 ,Delhi) -- Savings of Rs 38,935/- would be given by Dr P S Bhandari, the previous president . Dr.Shardendu Sharma would explain the details in his treasurer report , as the income expenditure statement of accounts of NABICON 2017 have been received by him .

Mid-Term CME of NABI: A Mid-Term CME was organized on 14th and 15th July 2017 at AIIMS , Bhuwaneswar by Dr. Sanjay Giri under the aegis of NABI. The CME was very well attended by both nurses , paramedics and doctors and was a great success. The CME report along with some pictures as submitted by the organizers has been uploaded on www.thenabi.org and also published in the NABI Newsletter No.22, Dec 2017 issue. The audited statement of accounts received from Dr.Sanjay Giri is projected on screen. A cheque of Rs 25000/- was given as seed money to him in advance .The audited report has been received and approved by exco.

New membership of NABI:

Secretary informed that as a result of the continuing efforts in the membership drive, a large number of new NABI members (total 37—36 full life members and 1 associate member ) have been enrolled in the year 2017-18. Treasurer has confirmed that the membership fee of all has been credited to NABI account. Subsequently, the individual membership numbers have been assigned to each applicant and all have also been individually welcomed to NABI through a hard copy, on available personal e-mails . All new memberships were approved by EXCO. Secretary sought everyone's support in encouraging all young entrants as well as their general surgeon friends and nursing staff in their hospitals to become members of NABI.

Secretary Report

Nabi Website and its maintenance: Secretary has informed that the Domain has been renewed for

5 years. The website has been updated till 17th Jan 2018 and now it continues to function well . The

website is making the members largely aware about various NABI burn prevention activities, a range

of awards, Fellowships, Newsletters, CME's etc. Online availability of membership form, eligibility

criteria has further encouraged the membership drive . New links and pages have been

incorporated which provide useful information for the reader as regards all the activities related to

Burn care and Awareness programmes organized by the members in the different parts of the

country.

NABI Newsletter No.22 Dec 2017 issue: The secretary informed that keeping up with the tradition

of the last few years the NABI Newsletter this time has been published in e-format (digital). It has

been sent to all available e-mail lD's, and has also been uploaded on www.thenabi.org from where it

could be easily downloaded and screened at any time .

Fellowship Reports of 'Phoolan Devi Gupta-NABI Traveling Fellowship: Secretary informed that

Dr.Sanjay Giri has completed his training under the Fellowship' awarded to him in 2016 year at

National Burns Centre under Dr Keswani. The EXCO decision Approved , GB decision : approved

5. GST number for NABI In November end this year our President Dr Seema Rekha brought to our notice that the companies

and organizations which were sponsoring the conference with grants were asking for NABICON's GST

number without which they were not ready to give the grants .Since NABICON is only a temporary

body for 1 years duration it can only have a temporary GST number and would still need a permanent

GST number of the parent organization i.e NABI .So an urgent meeting of Exco members and past

presidents who were residing in Delhi was called for . It was attended by:Patron Dr J L Gupta , Executive director Dr Bajaj , President Dr Seeema , Secretary Dr Sujata, Treasurer Dr Shardendu , Dr Karoon Agrawal , Dr R P Narayan , Dr R K Srivastav , Dr Durga , Dr

Harish Sharma , Dr Piyush , Dr Manoj Jha , Dr Anup Dhir

The NABI CA was taken on a conference call and matter discussed in detail especially the pros and cons

of taking a GST number .Finally it was decided that the CA will apply for a permanent GST number for

NABI and Dr Seema will apply for a Casual GST number in Guwahati .

transferred to NABICON 2018.4.Obtained Central GST number on 08 /12 /2017. And needs in depth discussion for satisfactory and

smooth returns of GST from all activities of NABI.5.Mid Term CME/ ConferencesRs.25000/- was given to Dr Sanjay Giri for MID TERM CME in May 2017.Audit report has been received. 6.All FIXED DEPOSITS ( 8 with Syndicate bank, LNJP hospital and 10 with SBI Ansari nagar, AIIMS) have

been updated on due dates for one year as per current interest rates .7.Contribution from NABI corpus fund to journal for previous financial year is Rs 81,600/- and this

7. EDITOR’S REPORT AND ACCOUNT

It is with great pleasure that we share with you the report of the Indian Journal of Burns.HIGHLIGHTSTHIS YEAR WE HAVE BEEN INDEXED WITH THE DOAJ (DIRECTORY OF OPEN ACCESS JOURNALS). DOAJ

is a community-curated online directory that indexes and provides access to high quality, open access, peer-

reviewed journals. DOAJ is independent. All DOAJ services are free of charge including being indexed in

DOAJ. All data is freely available.The Journal is presently indexed with the DOAJ and included in Index Copernicus. It is also registered with

the following abstracting partners: Baidu Scholar, CNKI (China National Knowledge Infrastructure), EBSCO

Publishing's Electronic Databases, Exlibris – Primo Central, Google Scholar, Hinari, Infotrieve, National

Science Library, ProQuest, TdNet. Hence we get very good viewership. At times we have seen even 500

people viewing our journal online. It depends on the time of day.We are presently working towards PMC (Pubmed) indexing.

ANOTHER MILESTONE ACHIEVED IS THAT OUR ARCHIVES ARE NOW ONLINE. An html version is also

available as the scanning was done in an editable format. This means full text of our earlier articles too will

be seen by the whole world. They can be viewed and downloaded from our journal website. We now have a

total of 344 full text articles online. The 1st three issues of our Journal are also available online and I am very

happy that our history is preserved. I thank Dr. Ahuja our founder editor for providing me with those

journals. All journals from 2003 onwards are available online. If any member has the following journals

(volumes 4, 5, 7, 8, 9, 10) in their personal collection we would be obliged if they could loan it to the journal

office. Once converted to a soft copy it will be handed back to the member. They would do great service to

the organization as we would then have complete archives. Thanks are due to the company Docuscan who

scanned the journals for us at a very negligible cost.In the last six years many changes have been made in the journal and there had been a paradigm shift in

the handling of our journal. When I was handed responsibility of editorship in 2012 the journal articles were

received on email by the earlier editorial team and they were not open access. The journal issues were

published according to when they were readied. Since 2012 we have our own website and the issues have

been released on time. We have also raised adequate funds every year to be able to publish the journal by

an internationally reputed publisher – Wolters Kluwer.The Jan-Dec 2017 volume of the journal (volume no 25) is already published. This issue of the journal went

online on 13th Dec. We have printed 925 copies this time. The address book of the journal has been re

uploaded according to the new address book of secretary NABI. The print issue has been sent by Shirodkar’s

Cargo Service Pvt. Ltd. courier. Journals of members where pincode is not provided and where courier

service is not available have been sent by India Post.

The articles in this issue are categorised under following headings– Editorial, Guru speak, Review article,

Know your Burn Unit, Original articles, case report and letter to editor. Each article was peer reviewed by

multiple reviewers. We would like to offer our heartfelt thanks to all the reviewers who have taken the effort

to sincerely review and make suggestions to improve the articles.

Secretary Report

Advertisements for the Dec 2017 journal were received from Bharat Serums and Vaccines Limited, Eucare,

NBM - Anamay Biotech Pvt Ltd, Norma, Dutt Medi Products, TonsSmile and Orthomax. The Editor’s office is

thankful to all these companies for supporting the Indian Journal of Burns.Journal performance - We received 35 submissions in 2017. Of these 22 were original articles. Out of these –

6 were accepted, 10 rejected and 6 are under review. This year the acceptance rate is 40%, the rejection rate

is 35% and the rest are under review. This does show our commitment to quality control and strict scrutiny

for content and evidence. We have also received some articles from authors from other countries.The journal web address continues to be www.ijburns.com and articles can be submitted at

www.journalonweb.com/ijb . The journal continues to be open access online, having improving national

and global visibility of the articles. With an electronic manuscript submission process, authors and reviewers

are able to keep track of all articles online.

The balance sheet in March 2017 read as Rs. 2,65,003.26/-. We submitted the audited balance sheets of the

journal account to the treasurer in Oct 2017. Thanks are due to TDK consultants for doing the audit free of

cost. The journal office has not received the cheque from NABI for this year.Issues that we would like to improve on - The journal continues to receive inadequate articles. It is a request

to all delegates and faculty to submit their work to the IJB. All articles are peer reviewed. We need to

increase our citations too as that will help us to receive PMC Indexing. It is only us who can bring up our

journal.As Editor-in-chief I would like to thank all the members of NABI for having reposed faith in me and electing

me as Editor for two consecutive terms. Being editor of the Indian Journal of Burns has been and will always

be one of my most cherished activities.

a)Committee for the awards It was decided by GB in 2016 that The President NABI , Secretary NABI and Person who has instituted the

award decide regarding who will get the professorship award . It was pointed out by Dr Bhandari that since

the name of the award is after an institution , the head of the department of that institute be also included

in the committee in deciding the nomination for the award and also include president elect. Convener

should be secretary. The EXCO approved of this.

Announcement of Fellowship & AWARDS:

b)Mumbai research award : Dr Vartak suggested some recommendations to change the rules of the

Mumbai Research award award as it has been going vacant for a number of years now . It was meant for

stimulating pure research from any Indian citizen.It was noticed that for few yrs no nominations for this

award were received there has been no real research. He suggested the following changes :Out of the

money collected during the year by way of the earnings i.e interest on the deposited amount shall be

distributed as follows : a)20% of the amount should be added back to the corpus to take care of future inflation to help the fund

gradually grow.b) 10%of the amount to NABI general account towards citation etc.c) Remaining 70% of the amount to be divided equally into 2 awards upto a complete hundred .Eligibility :1.Honorary editor of Indian Journal Of Burns will choose 3 best original articles published in the previous year

and send to the judges well in advance . Judges in consultation with each other will choose the best publication

for the award .2.Young researcher award – will be conferred upon any full or associate member of the association or any other

scientist less than 50yrs of age who presents his research during the Annual Conference of NABI.3.The selection of awardees will be done by a panel of judges who will chose the best among the presentations

and publications .4 Following shall be the panel of judges :Permanent members ---Dr J L Gupta and Dr Shailesh Ranade Rotating members – Current president NABI for the year in which award to be given , immediate past

president and current President elect NABI.Also secretary to ask if Dr J l Gupta wants to continue as judge .GB decision : approved Proposed by Dr bharat seconded by Dr Bora

c)For Phoolan Devi fellowship ---It was proposed to remove the clause that candidate should be from centre

with no burns unit as not too many people are applying for the award and if nobody applies from the

members have any sort of identification that he or she is a member of NABI except for a registration fee receipt

.Costing would be Rs 15 per certificate and Rs 25 per card with a Q R code Or only soft copy which can be printed

Announcement of Fellowship & AWARDS:

e)Citations and plaques of all awards of NABI have been made by Dr Bajaj from his personal account since

the inception of awards .it has been a great gesture from our executive director to never claim the amount

spent from NABI till date. NABI is highly grateful to him and exco has agreed that NABI should honour him

with a token of love with a gold coin and a plaque in next conference towards his valuable support and

time spent by him on preparing these things . Henceforth , NABI shall ensure that regular reimbursement is

made to him or whosoever makes it for all the citations and plaques made by him for the association and

secretary NABI shall be responsible for ensuring this .GB decision : approved Proposed by Dr Subodh Seconded by Dr Nimmi

f )Dr. Jagnoor is proposing a study on "Systems approach to improving recovery outcomes among burns

survivors, in India" . She wants a letter of support to them from NABI which would be helpful for them to

receive funding. It was discussed this in the EXCO and it was decided that the organization should not be

involved in this or anything which has any legal implications .So request may be denied .

g)Dr Mathangi Ramakrishnan has forwarded two letters from the administrative office Dr Bishara Atiyeh of

the annals of burns and fire disorders which needs attention in the board meeting of NABI to increase the

reach of Annals of Burns and Fire Disasters.

He has invited the NATIONAL ACADEMY OF BURNS,India to join them officially . EXCO decided We should

not agree for a merger with this journal as we will lose our identity. And members are anyways free to write

articles to any journal .

h)Rotating Conference – Zone wise :(The accepted sequence of holding NABICON would be: North – East - South- West - Central.

if no Organizing Chairman is available from a particular zone, the next zone in sequence would bid for

hosting the meeting.) Secretary invited someone to bid for the 2020 NABICON . In case there is none then

the President elect will host the conference in 2020.Secretary did bring it to the notice of the GB that

conference has already been held in Delhi in 2017 ( North ) , Guwahati ( East ) in 2018 and will be in

Allahabad in 2019 ( North ) . But it was pointed out from GB members that Allahabad is in Central zone . So

bidding should be from South if we follow the order . There was a lot of discussion about how it should start.

Some members also deliberated that proper guidelines should be formulated before we start the rotation

.However, in the end it was decided that the rotation should start if there is a bidding.

Resolution and Reports

Bidding done by Dr Sanjeev Uppal ( North )and Dr Sabhapathy ( South ) and Dr Subodh singh (Central) for

2020. Bidding of Dr Sanjeev Uppal approved by GB members as they decided that it should be from North

as he is from Ludhiana , North zone . So it was decided that Dr Sanjeev Uppal will host NABICON 2020,

whosoever be the president .i) Resolution : Opening of a Savings Account in the name of ‘NABICON 2019” and Seed Money for NABICON

2019: It was unanimously resolved that Dr A K Singh , President-Elect NABI is authorized to open a bank

account in the name of National Academy of Burns —lndia Conference - NABlCON 2019 in any Bank at

Lucknow . Further: The account can be operated by any two signatories with Treasurer being one of them.

Also resolved that an amount of Rs.10,000/~ shall be provided as seed money to NABICON 2019 account by

NABI." EXCO decision: Approved

j)Facilities for secretary and treasurer NABI Dr Shardendu Sharma propsed free registration for secretary and treasurer and editor during NABICON .

EXCO proposed :Let every nabicon president decide for giving free registration to secretary and treasurer .

GB decision :Let the President NABICON decide if registration and stay is free for them or not .K) NABICON 2019 at Allahabad . Dr AK Singh proposed Since ISBI is in nov –nabicon 2019 , it will be tedious to hold NABICON soon after that

in Jan , so shifting timing to 15 to 17 march 2019. Presentation of report of various committees of NABI The reports of Dr. Arvind Vartak, Chairman, Ethics Committee, Dr. P.K.Bilwani, Chairman, Burns Prevention

Committee and Dr. Shobha Chamania, Chairman, Nursing Committee is as under . Ethical committee report Ethical committee did not Receive any complaints about any member during the year 2017-18. Infact Dr Vartak has sent a letter to secretary informing us that he wants to retire from the chairmanship of

this committee .GB approved and appreciated and lauded his efforts.Dr Karoon agrawal approved by exco

and Gb as next Charman of ethics committee .

Nursing committee report Dr Shobha Chamania reported

Dr. BP Sarma has conducted several nurses , paramedics and peripheral doctors training programs in Assam

last year.

Dr.Giri from AIIMS Bhubaneshwar conducted a paramedics and grass root workers mid term CME in Orissa.Sunil Keswani Conducts training programs for the team members regularly .

We conducted a training program for Indira Gandhi institute Kabul's Burn team in October 2017. 20

members participated in it.

Burn prevention committee report A number of burn prevention and awareness programmes carried out in Assam by Dr Seema Rekha devi ,

Dr Keswani ,Dr B P Sarma ,Dr Rajmanas etc .All reports accepted and app roved by the EXCO.

Secretary NABI informed that she was finishing her term this year . She thanked all the executive members

and seniors who had helped her in last 3 years to carry out her duties without any trouble . It was indeed an

experience for her to be secretary for NABI and she was sure that NABI will continue to grow on in years to

come . The 2 joint secretaries finishing their term Dr Srivastav and Dr Vijay Kumar .The executive members

Secretary brought it to the notice of the GB that Dr Venkateswaran does not fulfil the eleigilbitlity criteria of

standing for editor as hea has not been an exco member previously and asked GB to decide whether he should

be allowed to stand for the post as the rules say otherwise, although he had been assistant editor for past 6

years , he could be given a chance to fight the elections . .The G B decided that since there was a controversy

—decided to follow rules and not allow him to stand for the election of editor.

NABI MID TERM CME 2018

The NABI Mid term CME 2018 was conducted on 14 and 15th of July at All India Institute of Medical

Sciences, Patna under the aegis of National Academy of Burns-India. To increase the understanding

and awareness about burn and burn related injuries, eminent speakers from all over India were invited

to take lectures. There was an enthusiastic and encouraging response of people towards the CME- the

audience was a healthy conglomeration of people from various groups ranging from MBBS students,

nursing staffs, PG trainees, General Surgeons and Plastic surgeons.It was organized under the

chairmanship of Dr. Veena Singh, Associate Professor & Head, Dept. of Burns & Plastic Surgery, AIIMS

Patna.

The CME was conducted over two days which included 23 lectures with topics related to

Epidemiology, Burn management, disaster management, recent advances in burn treatment and role

of stem cell therapy in burn wound management, nursing care and rehabilitation to name a few. It was

attended by more than 100 delegates including plastic surgeons from Bihar and Jharkhand. There was

very lively interaction between the delegates and the faculty members/speakers.

The invited Guest Speakers were Dr. Arun K. Singh fromKGMU, Lucknow and President NABI, Dr. Surajit

Bhattacharya from Lucknow, President APSI (Association of Plastic Surgeons of India), Dr. Vinita Puri

from KEM, Mumbai and President Elect NABI, Dr ArunGoel from LNH, Delhi, Dr. R. Bharat from

Jamshedpur and Past President NABI,Dr DurgaKarki from VMMC, Delhi and Joint Secretary NABI, Dr.

SujataSarabahi from VMMC, Delhi and Past Hony. Secretary, Dr. ManeeshSinghal from AIIMS Delhi, Dr

Rajiv Agarwal from SGPGIMS, Lucknow,Dr. Vijay Kumar from KGMU, Lucknow Dr Vikram Singh Rathore

and Dr Akhilesh Agarwal from Kolkata, - to name a few. All the invited faculty members enjoyed the

hospitality and atmosphere at AIIMS.

The CME ended with valedictory and a very positive interaction among the faculty members with

stress to educate the masses as well as medical professionals regarding burn prevention, care and

National Programme for Prevention and Management of Burn Injuries (NPPMBI)

1. Pilot Programme for Prevention of Burn Injuries (PPPBI) - 11th Five Year Plan:A pilot programme was initiated in the year 2010 by Ministry of Health & Family Welfare in the name of “Pilot Programme for Prevention of Burn Injuries” (PPPBI) with a total budget of Rs. 29 crore. The programme was initiated in the following three Medical Colleges and six Districts Hospitals:Ÿ Haryana: Post Graduate Institute of Medicals Sciences Rohtak; General Hospital, Gurgaon; Civil Hospital, Panipat. Ÿ Himachal Pradesh: Dr. Rajendra Prasad Medical College, Tanda at Kangra, District Hospital, Hamirpur; Zonal Hospital, Mandi.Ÿ Assam: Guwahati Medical College; District Hospital, Nagaon; District Hospital,

Dhubri. The Goal of PPPBI was to ensure prevention of Burn Injuries, provide timely and adequate treatment in case burn injuries do occur, so as to reduce mortality, complications and ensuing disabilities and to provide effective rehabilitative interventions if disability has set in.2. National Programme for Prevention & Management of Burn Injuries (NPPMBI) - 12th Five Year Plan:

The proposal for continuation of pilot project as full-fledged programme was approved by Empowered Finance Committee (EFC) on 17.05.2013 and subsequently by Cabinet Committee for Economic Affairs (CCEA) on 6th February, 2014, for covering 67 State Government Medical Colleges and 19 District Hospitals during the 12th Five Year Plan. The District Hospital component was undertaken under National Health Mission (NHM).

2.1 ObjectivesŸ To reduce incidence, mortality, morbidity and disability due to Burn InjuriesŸ To improve awareness among the general masses and vulnerable groups especially the women, children,

industrial and hazardous occupational workers.Ÿ To establish adequate infrastructural facility and network for Behavior change communication, burn

management and rehabilitation interventions.Ÿ To carry out Research for assessing behavioral, social and other determinants of Burn Injuries in our country

for effective need based program planning for Burn Injuries, monitoring and subsequent evaluation.

2.2 ComponentsŸ Prevention Programme (IEC)Ÿ TreatmentŸ RehabilitationŸ TrainingŸ Monitoring and EvaluationŸ Research

2.3 Achievements during 12th FYP

Ÿ The list of equipment, manpower and the architectural design of the proposed burn unit/ ward has been finalized in expert group meeting, with technical design specifications supplied by Central Design Bureau.

Ÿ The Practical Handbook/ Manual for Burn Injury Management developed during the 11th FYP has been revised. A chapter on the Standard Treatment Guidelines for Acid attack victims has been incorporated in the practical handbook.

Ÿ Operational Guidelines for the Programme have been finalized and circulated to all States and Uts. Ÿ Screening Committee for Trauma & Burn Programmes has been formed for administrative approval to the

hospitals recommended by the technical experts.

Ÿ 60 Medical Colleges and 17 District Hospitals have been approved by the screening committee for establishing burn units.

Ÿ The Quarterly report format has been finalized and circulated to states.

Ÿ Operational Guidelines for the District Hospital component have been finalized and uploaded on the website of NHM Division.

Ÿ The 6-day practical training of Medical Officers in Burn Injury management for doctors was organized for 5 batches at Safdarjung Hospital and Dr. RML Hospital. Around 50 doctors have been provided the training. Ÿ A two-day workshop was held in collaboration with CDC Atlanta to finalize the burn data registry format.Ÿ Under Information Education and Communication (IEC) activities, the

print IEC material (8 posters/ charts/ pamphlets) has been developed and distributed in states. Audio-visuals are being developed on first aid for acid burns.

The outdoor publicity campaign through external train wrapping was undertaken in 5 trains in the month of April, 2015. A 2 weeks broadcasting campaign has been undertaken.

•A manual on dressing techniques for paramedics has been developed and a pilot training for 25 dressers was undertaken during the WOUNDCON2017.

Burn registry of India – will be a reality soon

One of the major gaps in the planning and implementation of Injury related prevention strategies is the lack of realistic data on the exact nature and spectrum of injuries coming to our hospitals. There is also lack of actual data on the level of care being offered to these trauma/ injury victims. Most of the Injury related data coming out of India is mortality related data from the National Crime Records Bureau (NCRB). There is dire need for establishing a data management system which generates authentic information about the number of Burn injury patients, the pre hospital as well as hospital care available to these patients and the outcome. There is no such arrangement at present either at the national level or at the hospitals level. This causes severe impediment to improve quality of Burn care as well as in policy making.

From the experiences of various workshops and meetings conducted by the MoHFW in the recent past with national and international bodies, it has been recommended that strengthening of Injury Surveillance activities all over the country is needed. To institutionalize the recommendations it is essential to plan and commission a National Injury Surveillance Center, which will act as a national level nodal body for collecting, collating, analyzing and propagating Injury Surveillance activities throughout the country.

The center is currently involved in collecting the injury surveillance data from 27 designated trauma care facilities. It will soon have data input from almost 67 trauma care facilities. The Center will also collate and analyze the data, providing the policy makers with the much needed injury data in order to formulate injury prevention and management strategies. Apart from this, coordination for training in the field of trauma care will also be one of the responsibilities of the centre.

The NISC will soon start collecting data as per the Burn Data Capture format. There was extensive discussion and meeting between the Burn care specialist, public health specialist and epidemiologist. We took lot of input from the global burn registry format prepared by the WHO and finally agreed on Burn data capture format. Presently the centre has finalized the development of software and security audit has been completed. We are identifying nodal officers from each burn care hospital so that training can be given to fill the data capture format. The data collection will be web based and it will be the responsibility of the burn care centre to fill up the data.

The National Injury Surveillance Center has been established in PGIMER & Dr. RML Hospital, New Delhi which is a designated L-I centre under the trauma programme. The Administrative work will be the responsibility of Director and will be assisted by two Dy. directors. Presently Consultant from Plastic surgery, General surgery, Anaesthesia and PSM are looking after the day to day work. The centre as part of capacity building is organizing training program for Medical as well as paramedical personnel such as ATLS and BLS. The centre is collaborating with DGHS to finalize a training module for dressers which is a dire need for every burn care facilities.

The NISC is taking all steps to fulfill the need to have a comprehensive data of all burn care victims in India. The analysis of Data is likely to give us a lot of valuable information. We hope the Policy maker will get enough information to formulate policy in prevention of Burn program as well as strengthening the health care infrastructure in different parts of our country and achieve the desired goal of reduction in burn injury victims.

OBITUARY

(PROF.)DR. M. ASHRAF DARZI (13.12.1951 to 22.11.2018)

Dr. M. Ashraf Darzi was a wonderful man that will always be cherished by his

family, friends and all who know him. Born on 13th December, 1951 in Srinagar, he

graduated from GMC, Srinagar in 1974 with many medals and honors to his name for his

outstanding performance in various subjects. He completed his post graduation from the

same college in 1979. Later, he went to pursue MCh course in Plastic Surgery in

PGIMER, Chandigarh where he had the distinction of working under the able guidance of

the Stalwarts of Plastic Surgery- Prof. C. Balakrishnan and Prof. C. P. Sawhney.

Returning back, he started working as a plastic surgeon in SKIMS, Srinagar and established the Department of

Plastic and Reconstructive Surgery, and became the founder head of the same. Being a great academician with

vision, he started MCh training program in the department in the year 2002. He served as Chairman of Surgery and

allied specialties for a long period and rose to become the Dean Medical Faculty of SKIMS Deemed University.

He was a devoted teacher, a problem solver and always welcoming newer and recent advancements. The first

successful re -implantation of amputated hand was performed under his leadership in 2004. Many of his

publications had got selected under the “Top 100” papers in Indian surgical literature. He had been an active

member of many national and international bodies/ associations like ASI, APSI, NABI, NZAPSI, and International

College of Surgeons, New York Academy of Sciences. He was conferred with the AWARD OF EXCELLENCE by

Shri Ghulam Nabi Azad, former union health minister in April, 2007. He superannuated in December 2013 leaving

behind one of the largest Plastic Surgery Departments to carry on his holy mission .He was not keeping good

health for quite some time and breathed his last on 22nd November, 2018.He is survived by his wife and two sons.

This marks an end of an era. Many lives are touched by his death, especially his family, friends and students, and

will be deeply missed by them all. The values he set in will always remain with us and his legacy will live on through

his students.
