SYNOPSIS

The Professional Practice and Legislative Committee (F'P &; L) o-f the

Orange County Branch has concluded a year-long study on the subject ofpolitical involvement by ASCE and/or its members. A subcommitteeconsisting of Iraj Poormand, Henri Koza, and Brian Pearson was -formed tostudy this controversial subject. A number of relevant issues wereexamined, discussed, and evaluated. The end—result was a set of findingsand recommendations which have been forwarded by the PP 8< L Committee tothe Branch Board of Directors.

Before embarking on the study, National ASCE was contacted to obtain

information regarding available guidelines, policies, suggestions, andany previous work that may have been done in the area at politicalinvolvement by ASCE members. Once National's position was understood,

the subcommittee proceeded to evaluate a number o-f alternativesavailable for such involvement. Specifically examined were: the concepto-f a Political Action Committee (F'AC) ; a general lobbying strategy that

could be formulated, adopted, and modified as required; engaging theservices of an attorney -for the purpose of political involvement onbehalf o-f the Branch; the creation of a separate subcommittee within the

F'P 8< L to keep abreast o-f such matters; and specific group actions aswell as individual actions which could prove to be effective. Inaddition, an organization with an existing PAC was studied to furtherunderstand how such a subgroup could function within ASCE. Theorganization studied was the National Society of Professional Engineers(NSPE)• Lastly, the Structural Engineers' Association o-P SouthernCali-fornia was investigated to obtain ideas on how otherprofessional/technical associations carry out political involvement

activities.

The study essentially resulted in a set o-f findings and recommendations,which includes the -following:

1. Because of our particular taK-exempt status with the Internal RevenueService, ASCE is prohibited from having a Political Action Committee

(PAC) .

2. ASCE members should be informed of and encouraged to activelyparticipate in the "Key Contact Program," which is National ASCE's

letter writing program for lobbying on federal legislation pendingbefore Congress. This is an important and very worthwhile program andwould not ta^e up much time or energy on the part of members. Guidelines•for writing letters addressing specific issues are given via "Key Alert"Bulletins which are sent out periodically to participating members.

.3. Mr. Curtis Deane, ASCE's Washington DC representative and legalcounsel, should be invited by the section/ branch eis a guest speaker atone of our meetings. Given his position and credibility, his

presentation could go a long way towards resolving many questions andconcerns we have regarding "political involvement."

4. An effort should be made to set up lunch/ dinner programs, on aregular basis, with invitations to local and regional legislators/representatives to come and address the branch and section on politicalissues o-f interest.

5. The PP & L Committee should be kept as the central clearing-house,facilitator, and focusing mechanism -For any ASCE group involvement, bythe Grange County Branch, in political, public affairs, and publicpolicy development issues. This Committee should be the group within thrBranch that recommends any specific group involvement on particul&rissues.

To a certain degree, there exist misconceptions and misunderstandingsregarding "political involvement" by ASCE or its members. The PP 8< LCommittee recommends that -for clarification purposes, the contents oftheir report be disseminated to inform our membership of the Committee sfindings. Feedback would be appreciated -from the members. In this mannerthe Branch could gage reactions, concerns, attitudes, motivations, and

potential involvement from members on this somewhat sensitive andcontroversial topic. Findings and recommendations -frdm the report could

also be presented and summarized at a branch meeting— This could be

addressed as a side or central topic of the meeting.
