From 01 November 2012, it becomes a legal requirement to provide all end users with information on the fuel efficiency, wet grip and external noise classification of tyres. The legislation has been brought in by the EU as part of a number of measures to reduce noise pollution and improve energy efficiency to help cut 20 per cent of Europe’s energy consumption by 2020. Tyres play an important part in this programme because of their potential to reduce fuel consumption. Tyres account for between 20 and 40 per cent of the fuel consumption of commercial vehicles, mainly due to rolling resistance. Reductions make a substantial contribution to energy efficiency, directly affecting a company’s profitability and lessening harmful emissions. New Penalties To TackleCareless Driving In UKCareless drivers will be targeted under new

proposals announced for consultation byRoad Safety Minister Mike Penning.

The proposals would make fixed penalty noticesavailable for careless driving, giving the policegreater flexibility in dealing with less serious carelessdriving offences and freeing them from resourceintensive enforcement processes. The fixed penaltywill also enable the police to offer educationaltraining as an alternative to endorsement. Driverswould still be able to appeal any decision in court.

Mike Penning said: “Careless driving is a majorpublic concern and a cause of deaths and injurieson our roads.

“These changes support both police enforcementand, for some cases, the associated offer ofeducational training for motorists unaware of the full,potential consequences of driving carelessly.

“We also need to make sure that the penalties for awide range of fixed penalty motoring offences areset at reasonable levels, consistent with thepotentially severe consequences of someinfringements.”

The proposed fixed penalty for careless driving willbe £90 with three points on the driver’s licence. Themost serious example will continue to go throughcourt, where offenders may face higher penalties.

Other proposals announced for consultation todayalso include plans to increase the payment levels formany motoring fixed penalty offences, such asspeeding, not wearing a seat belt and using amobile phone whilst driving. The proposals wouldsee penalties for these offences increase from £60to £90. Similar increases to other fixed penalties arealso being considered for non-endorsable offences(such as vehicle defects) insurance offences andgraduated fixed penalties (such as driver hourregulations).

There are no plans to make any changes to penaltylevels for parking offences.

Fixed penalty levels for most of these motoringoffences have not increased since the year 2000,and are now lower than other penalties of a similarseverity.

O-Licensing InNorthern IrelandWorth The Wait

The Road Haulage Association (RHA)has welcomed the news that theGoods Vehicles Act came into force in

Northern Ireland on Sunday 1st July 2012.

“This is good news for Northern Irelandoperators,” said RHA Director for Scotlandand Northern Ireland, Phil Flanders. “Olicensing has applied to all vehicles over 3.5tonnes in England, Scotland and Wales formany years. It’s taken a lot of hard work butNorthern Ireland has at last come into linewith the rest of the UK.”

The new legislation will see much betterstandards of safety and enforcement ingeneral. “This will have a big impact onmany hauliers who, up until now, have beenoperating very close to the line of the lawwith quite a number breaking various laws,”Flanders continued.

“Those who have been operating vehiclesthat are poorly maintained or have beennon-compliant with other regulations willfinally be forced to either, quite literally, cleanup their act or lose their licence. This is verygood news for our industry and will go along way to helping improve its image aswell as creating a level playing field.”

“The Minister and his team are to becommended for their support andcommitment for making this long overduepiece of legislation actually happen.”
