Christmas Carollers Mr. Perry’s & Mrs. Lavictoire’s grade 7/8 class went Christmas carolling in

the community on December 17. They went to the local offices and to the

Seniors Home. They had planed to sing a couple of Christmas carols and

move on. However, when the arrived and the Seniors heard them sing,

they requested several other songs. Which they gladly did!

Our State of Affairs… At a meeting with Indian Affairs (INAC) representatives, held here in the community last Thursday, January 6th, we learned some rather disturbing news. That news being essen-

tially; that TFN is left to fend for itself during these difficult times of financial defi-cit and administrative disorder. INAC’s support is virtually limited to providing guid-

ance and monitoring our progress. INAC’s position is basically that the community has put itself in this insecure situation by choice; and that it should now live with the con-

sequences. This is disturbing because, the TFN community, leadership and administration

were always lead to believe that INAC would be there to provide direct support through the necessary resources (as reasonably justified by TFN).

Unfortunately for us, INAC’s position comes from their claim that TFN had appropriate

funding, the required community infrastructures and available services, such as a commu-nity school. Therefore, there is no valid reason why TFN should have allowed its af-

fairs to get to this state.

In fact, last Fall, the TFN team put great effort into preparing an Education Case; which was presented to INAC in an attempt to access additional dollars. The case file dealt with

excessive Ontario tuition costs and the 2009 students exodus costs. Much hope was in-vested into this, as was reported to the community, in the newsletter and at a general

meeting. On many occasions, the TFN team was lead to believe that a positive outcome could be expected. Actually, at a meeting, last December, the situation seemed very

promising when an amount of $300 000 was being talked about, by INAC, as possible fi-

nancial assistance. However, at last Thursday’s meeting, that amount was annulled and the message was clear that there would not be any additional dollars allowed. The

education deficit incurred by TFN was of its own doing; therefore it is responsible to rectify the situation.

This being said, there is general acknowledgement, from both sides, that TFN will likely

have great difficulty recovering from its deficit, if strictly relying on existing government funding. INAC’s position is that; to seriously help the situation, TFN should be generating

income from other reliable sources. If it cannot secure other sources, then it may find it-self in danger of co-management or even third party management.

Chief & Council are adamant about accessing the required support from the depart-

ment of Indian Affairs, for the Remedial Plan and the deficit recovery. They are serious about making INAC stick to their words. There is still hope and a lot of fight to be had.

Another meeting has been requested with INAC General Director, Mr. Pierre Nepton, to at-

tempt to resolve the situation. Regardless of the outcome of this meeting, information will be brought back to a general meeting (by early February, the latest), where Mr. Nepton

will even be invited to come meet with the community. Should this last attempt prove to not be successful, TFN’s leadership will then take it to a higher political level (MP’s and oth-

er strategies). The members’ full awareness and involvement will be expected, for the bet-terment of our community.

RESTRUCTURING ACTIONS

You may have noticed that there have been some structural changes within the community. TFN existing employees are occupying new positions. All these changes were given great thought and

consideration with the objectives of improving the quality of services to the community and in-creasing workload productivity. The restructuring actions are carried-out in the best interest and benefits of the entire community.

LOCAL EDUCATION AUTHORITY

Due to the poor turn out at the last meeting we are trying again.

Harold McKenzie and Christine Chevrier, from the Kiwetin School Parent Committee will be part of the Local Education Authority (LEA) in the year to come. At this point,

LEA needs to be started with other members who would be in one of the following cate-gories, according to the terms of reference described in LEA’s document:

2 parents from TDSS High School

1 parent of a post-secondary student, 1 grandparent resident in the community and

1 parent from outside schools.

People who are interested in being on this committee are

Finance Department Update

HAPPY NEW YEAR TO EVERYONE

I would like to congratulate Angie Polson as she has passed her first semester accounting course with a

high mark. She is enrolled in the second semester at Canadore College.

Starting February 1, 2011 our A/R Clerk will be sending out monthly Rent/Arrears statements.

I encourage everyone to have their rent paid on time….

Also, I would like to remind everyone that payment cheques are ready to be picked up at the Administra-

tion Office after 3:00 pm on Thursdays.

Drinking Water Monitoring Course:

I am in the process of compilling a list of community members that would qualify and be interested in taking

this 14 day course. Anyone wishing to take this course would need to have the folowing, QC secondary level

4 Math, or an ON secondary grade 11 math, with school transcripts for proof.

Animal Control By-Law

I would like to remind all community members, there is an animal control bylaw and we will

be enforcing it.!!! There are to be NO dogs running at large in the community and any of the

public works team may seize a dog from any person, whom he has reasonable cause to be-

lieve is violating or has violated or is about to violate any of the provisions of the T F N by-

law.!!!! Section. 22. (1) of the by-law. And the owners of the animals will be charged..

Anyone wishing to have a copy of this by-law can stop by the Band office and ask @ the

front.

I would also like to thank all those who phoned in to inform us of there water leaks, and we encourage any-

one else to call in at any time.

Hello Parents and Guardians!

Kiwetin School and Timiskaming First Nation Sports are pleased to announce our participation in the upcom-

ing

4th Annual First Nation Education Council (FNEC) Interschool Games in St. Jean sur Richelieu from May 26th

to May 29th, 2011.

Students aged 10-12, 13-15 & 16-19 will be able to compete in a team sport (Basketball, Volley-

ball,

Soccer or Floor Hockey) in addition to Track events (100m, 800m, 1200m & long jump).

There is a significant cost associated with this activity so students will be required to fundraise to

cover the cost of their transportation, lodging, meals & jerseys.

In addition to the fundraising activities, students will have to make a commitment to their team by

attending practices and meetings as required.

We will be hosting an information/sign-up meeting at Kiwetin School on Tuesday January 18,

2011

at 6pm to discuss any concerns and to decide which sport(s) our teams will be entering.

Both athletes and their parents/guardians are expected to attend this meeting, if this date is not convenient

due to prior engagements please contact either Mr. Craig Perry @ Kiwetin School or Ms. Sabrina Wabie

(TFN Sports Coordinator) at the Band Office.

Extra-curricular athletics is a privilege students earn. Team membership extends into the classroom, at

school, and away from school. Your actions represent not only yourself but also Kiwetin School and the

Timiskaming First Nation. You should be able to represent yourself, the team, your school, and your

community in a positive manner.

Parents/Guardians and students are expected to sign the Student Athlete Participation Form in

order for the student to join the 2011 Kiwetin School / TFN Interschool Games Program.

Thank You The Simpson-Chasle Family would like to thank everyone who either came by or sent a memo/card/flowers

and/or donations to offer their condolences when our mother, Georgette Simpson-Chasle, passed away.

She battled her cancer for 1.5 years and finally accepted her faith. Right to the end, she worried about her

family and she was sad, as we were, to part. She was a woman who had great faith in her religion. She

was proud to be a native and to be able to still understand a few words in Algonquin. Unfortunately her

rights as a native were taken away when she married a non-native person and she always had a difficult

time accepting this. Of course, later in her life, her rights were given back as many other women from that

era. We would like to thank Danny Chief and Dayna Ball for the time they took to come and sing during the

ceremony at the church. We know that mom would have been thrilled to have Halleluiah so beautifully

sung. We would also like to say thank you to Shirley and Rejean for the readings during the mass. The

readings were quite appropriate for my Mom. Thank you to our sister-in-law, Sharon McBride, for the poem

she read. It touched our hearts. And another thank you to Father Cadieux who took the time to come and

celebrate mass at the church in town. Again, it meant a lot to all of us to have your support during our sor-

row. We really appreciate it.

The outdoor skating rink is being watered daily, to in-sure the safety of the children we ask that you talk to your children about not playing around it till the water-

for ages 14yrs and older with from 8:45pm to 11pm.

I’d like to thank all guys that have been working on wa-tering at the rink, and the kids are pretty excited about

getting their skates on.

We were invited to attend the 4th Edition FNEC

Inter-School Games that will be held May 26-29, 2011 at the Royal Military College Saint-Jean.

The following sports will be available: Basket-ball, volleyball, floor hockey, soccer and track

and field events such as 100-m, 800-m, 1200-m and long jump.

The games are a few months away and the time now is for training and preparation for the chal-

lenges ahead. Without losing sight of the fact that the games are first and foremost a grand

gathering and an opportunity to have a great time together.

Title: Police Officer (3 positions available) (Probationary period will apply)

Department: Public Security

Summary

Under the direction and supervision of the Chief of Police, the Police Officer maintains peace, order and pub-

lic security within the jurisdiction to which he/she has been appointed by conducting patrols, investigations,

surveillance, searches and various other activities with a view to preventing crime and bring to justice indi-

viduals who contravene statutes and regulations within the jurisdiction of the Timiskaming First Nation. The

responsibilities and authorities described below are subject to all relevant laws, regulations and are per-

formed in accordance with policies and procedures established by the Timiskaming First Nation direction.

Requirements

Must be at least 18 years of age;

Must possess a diploma from CEGEP or College in a Post Secondary Program in Law Enforcement;

Must have equivalency to work in the Province of Quebec;

Must possess a Quebec Class 4A drivers permit for emergency vehicles;

Must be of good moral character and be able to or have undergone a successful character investigation;

Must not have been charged;

Must have good communication skills in English (French an asset);

Applicant must be a full fledge Police Officer with fully trained through École National de Police de Que-

bec (Basic Training);

Must be in good physical condition;

Ability to work shifts days, nights, weekends and stand-by;

Undergo a pre-employment drug test.

Summary Role: The Health Director plans, coordinates and controls the activities of the Health Programs provide community

members. The incumbent is accountable to the Timiskaming First Nation. The responsibilities and authori-

ties described below are subject to all relevant laws, regulations and are performed in accordance with poli-

cies and procedures established by the Timiskaming First Nation direction.

Post secondary education in the Health Field/or Administration, A solid and successful experience in Health and/or Community services fields could replace the

formal education requirements. Demonstrated experience in program coordination or administration (minimum 3 years) Excellent communication skills in both English and French.

Strong planning, leadership and organizational skills Strong computer skills and able to manipulate its software.

Good knowledge and understanding of the Timiskaming First nation particularities, needs and priorities;

Promote and demonstrate strong team work etiquettes;

Able for occasional travel; Excellent written, reading, and comprehension skills.

Good working knowledge of the various government funding arrangements, programs, regula-tions, and practices relevant to TFN’s Administration sector
