Engr. Khizar Azam

Engr. Khizar Azam, Assistant Professor,

Mechanical Engineering Department

successfully defended his Ph.D thesis ston June 21 . His Ph.D title, ‘Driver

Fatigue Prediction Model’ focussed on

road safety as major area of research.

The study was supervised by Dr. Riaz Akbar, Professor mechanical

engineering, Chairman Institute of Mechatronics and evaluated by

external examiners; Dr. Azim Eskandarian, Professor of engineering

and applied sciences, George Washington University, USA and Dr.

Jane Pabellon, University of Wisconsin, USA.

The study pointed out that every day, across the world, 3200 human

lives are lost due to road traffic accidents in which ‘Driver fatigue’ is

a leading cause. According to the Global Burden of Disease, study

predicted ‘road accident’ to be the third leading cause of death and

disability by 2020. While this trend is increasing in developing coun-

tries. Pakistan is showing alarming signs being ranked as the fifth

largest country in the world, having road injuries due to ‘driver

fatigue’. According to the National Highways and Motorways Police,

the driver fatigue, counted as second major cause of road accidents,

has increased upto 34.84% from 2003 to 2009 while many cases still

go unreported.

The study objectives were to identify the magnitude of driver

fatigue in Pakistani long-haul drivers and devise a fatigue prediction

model. The survey was done in Peshawar on 400 drivers. The find-

ings revealed behavioural and cultural issues associated to driver

fatigue and major contributing factors causing road accidents. This

is the first study extensively done on behavioural aspects con-

ducted ever in Asia.

The study placed a number of policy level recommendations to con-

trol the increasing trend in road traffic accidents in Pakistan and

addressing the engineering management issue. These included set-

ting up a 'National Road Safety Agency' through the Parliament Act

in order to devise policies, standards and guidelines on road safety;

construction of more rest areas on Motorways; defining maximum

age limit for drivers; identifying and notifying Driver fatigue crash

zone on Highways and Motorways.

Engr. Mujahaid Khan, Assistant Profes-

sor, Civil Engineering Department suc-

cessfully passed Ph.D defense on July

th16 . His Ph.D research title “Bridge Pier Scour Depth Prediction

using Artificial Intelligence Techniques” focused on highway

bridges, as a means of transportation playing a major role in the

economy of a country. The bridges that are constructed over water-

ways are highly subjected to failure due to scouring. Bridge scour

poses a serious threat to the integration of bridges and as such, a

very critical issue that needs to be properly addressed. The failure of

bridges due to scour results in precious human as well as economic

losses. Therefore, keeping in view the need to ensure public safety

and minimize the adverse effects of bridge damages or closures, Dr.

Khan urged the need to improve the current research tools for

designing and maintaining bridge foundations to resist the effects

of scour. Additionally, in order to minimize future flood damages to

the bridges proper attention is required to developing and imple-

menting improved procedures for designing and inspecting bridges

for scour.

Mujahid conducted the research in two major parts First, experi-

mental analysis of pier scouring for the piers of two different

bridges in Pakistan and one bridge in Malaysia; second develop-

ment of AI-Based Inductive Modeling Techniques for Bridge Pier

scour depth prediction.

cations out of which six were credited under impact factor interna-

tional journals. The defense was widely attended by engineering

institutions including UET, Lahore, PEAS, Quaid-e-Awam University

and PIEAS, Islamabad.

The final year students of Geology Department, Bacha Khan University,

Charsadda (Mardan Campus) visited the Gems and Jewelry Center of thExcellence (GJOC) on May 13 . The delegation headed by Asher Samuel,

Chairman Geology Department visited the gemology and lapidary labo-

ratories and walked through other facilities. Engr. Ehtsham Ullah Khan,

Director GJOC welcomed the students and briefed them about Center's

activities. He said that the Center initially established as Gems Develop-

ment Cell in 2006, later upgraded to the National Center of Excellence in

2009. It has strong ties with industry due to its credible curriculum of five-

month diploma courses in Gemology and Lapidary, accredited by the

Higher Education Commission and its foreign qualified faculty. The Cen-

ter is known for having geographic proximity to FATA a region where min-

erals and gems are found in abundance and enormous opportunities lie

for human resource development in the respective field. He further said

students from across the country benefit from opportunities of hands-on practice under supervision of qualified faculty, research

assistantships and liaison with business industry. So far, more than 300 students including people from FATA and other provinces have been

trained in gemology and lapidary and running their business setups at commercial level”.

Shakir Ullah, Lecturer at GJOC gave a detailed account on the diploma in gemology and lapidary. He said the course is offered in Spring and Fall,

every year adding, there is great demand in the market from across the country while the Center is also approved by Gem-A, UK. The Chairman

A three-day workshop of Higher Education working group on “Reforms in Higher Education” was held from 19-21st August under the

directives of Government of Khyber Pakhtunkhwa. The workshop was aimed to review and propose recommendations for restructuring

and reorganization of Higher Education (HE) to ensure contribution to sustainable development and building knowledge society. UET

Peshawar offered its premises for smooth sail of this “reforms exercise”.

After coming in power the PTI Government has resolved to introduce comprehensive reforms programs in all social sectors to bring about

real change and real service to the public. As in other sectors, on the directives of the Chief Minister KP, Pervaiz Khattak the working

group, formulated by HED reviewed and prepared policy recommendations on HE reforms. These recommendations will become part of

broader process of restructuring and reorganization of higher education, under the supervision of PTI members.

Secretary Higher Education, Farah Hamid while addressing the occasion said, there is always a debate in academic as well as government

circles to bring improvement to education sector but this lacks implementation which was responsible for the present pathetic education

system. She said a paradigm shift was now visible as for the first time the Government initiated the process of releasing funds to HED. She

said, PTI Government has embarked upon increasing access, enhancing quality and bringing relevance to education therefore; the rec-

ommendations will be made on these lines to the Government of Khyber Pakhtunkhwa.

The Vice chancellor, in his welcome address said, to bring nation back to the road of development it was important to take education on

priority. “While this has been a huge failure on part of policy makers that they could not bring real change in the past, it is hoped that new

policy reforms under the PTI Government will focus on putting adequate investment in education so that the quality education is accessi-

ble to the masses not only to elites”, he said.

Mushtaq Ghani, Special Assistant the Chief Minister on HE while chairing a media briefing said PTI government firmly believes that peo-

ple are the true capital of a nation. Focusing on the social sectors as per our manifesto, “we are working swiftly to improve the quality, and

service delivery in the education sector”. He said, PTI recognizes that education is the panacea for most human ills, and the best engine to

power the ship of state on a fast track of development; and it is HE that fuels this engine most efficiently. While talking to the reporter

Ghani said, universities and other Higher Education Institutions (HEI’s) compared to other public sector entities have done relatively well. PTI,

Working Group on Higher Education Reforms however, feels that HEI’s are engines of growth and must

shoulder the onerous responsibility of leading the nation

towards socio-economic development and transformation.

PTI believes in providing credible and equitable education to

all; and credible education needs adequate funding, which, in

turn, necessitates building firewalls against corrupt practices

that ensures accountability of service-deliverers. We have the

political will and wherewithal to do this: and we shall realize

this dream very quickly!

Three subcommittees were formed under the Working Group

related to “Governance”, Academia – Industry linkages” and

“College sub-sector”. Each subcommittee presented their rec-

ommendations during the working group session.
