Dear Friends,

While away on holiday I had the great pleasure of being in the Royal Albert Hall for the recording of two BBC Songs of Praise programmes. By the time you read this the first one will have been televised, but I want to share with you two things about that programme.

The broadcast went out on Sunday, September 20th, less than two weeks after the Queen became the longest serving monarch ever in our country. It was to mark and celebrate this fact that the programme was recorded. People were interviewed who had been at her coronation in Westminster Abbey – two of the choir from that day shared their memories and thoughts as they looked back. In a sense it is not the length of time she has been on the throne that should be celebrated so much as the service she has given over many years and the dedication she continues to show as she fulfils her very demanding role. We finished the programme by giving her three rousing cheers and we continue to pray for her and for the Royal Family.

For the second point I could have chosen any number of things. There was the rich diversity of the audience, coming together from all parts of the country for ‘The Big Sing’. There were the star guests and the choirs who had won the accolades of Jun-ior Choir, Senior Choir, or Gospel Choir of the Year. There was the audience mem-ber from India that I met before the doors opened and with whom I had a fasci-nating conversation about cricket, in which we both recalled greats of the past. I recalled the bravery of Brian Close who in his mid-40s returned to Test Cricket to face some fearsome fast bowling from West Indians and who decided that rather than risk edging a ball to waiting fielders he would let the rising ball hit him again and again on the body. Little did I know that the day after our conversation his death would be announced!

Yet the thing that struck me forcibly and reminded me of two earlier occasions when I had been involved in recording for radio was the search for perfection. Again and again we re-recorded parts of hymns or entire bits of the programme, for a variety of reasons. Even the professionals stumbled and the call would come, ‘Can we do that again, please?’ I found myself reflecting on the times we get it wrong in life and wish we could do it again or take back words or actions regret-ted. I found myself grateful that as a Christian Minister I believe in and can turn to a God and in Jesus a Saviour who forgives us such things and does give us the chance to begin again.

As with the Queen, may we seek to serve others with never-ending dedication. As with the technicians and all involved in recording these programmes, may we al-ways strive for the very best.

VILLAGE ISSUES

Proposed Cycle Path from Broadgate Playing Field Car Park Along the B1230 into Beverley

The Planning Inspectorate is to hold a hearing at the Beverley Leisure Complex, Flemingate, Beverley, HU17 0LT 13 October 2015 starting at 10.00 am.

although there are many objectors to this proposal and it is accepted that com-mon land and open spaces should be preserved, this has to be balanced be-tween the utility of the land and the advantages of public safety.

Any loss of space and the minor impact of the remaining land must be measured against the lives put at risk by not implementing the Local Authorities plan of a cycle path.

Looking at the arguments for and against a cycle path, one could be built on the South side of the B1230, continuing it from the present cycle path, which finishes at the Broadgate playing fields. This would eliminate at least one crossing area of the busy B1230.

However, if the decision is to upgrade the present path to allow the safe passage of cyclists, wheel chairs, prams, runners and pedestrians then it will greatly enhance the chance of greater safety between the uses and the traffic.

Please, if you have the time, attend the hearing to help to persuade the powers that be, that a cycle path is not only necessary but also that we are in support of the vulnerable whose lives could be at risk.

Walkington Ladies Social Group

This month we welcomed Clive and Kath Richardson to our meeting, they present-ed their talk together entitled "The Woman Who Did Not Exist".

The woman in question was Margaret Burns born in 1889 in Whitehaven, after losing her husband in the first world war and being left with five children, also being turned out of her home-a miners cottage- the following events defy belief.

I cannot elaborate on what happened as future talks Kath and Clive present will be compromised suffice to say the life of Margaret Burns reads like a Catherine Cookson novel.

We were held spellbound as the couple recounted Margaret's story and as there is a sequel we look forward to seeing them again.

Next month 14th October will be our International Night and it will be Tony Col-linson on "Around The World IN Eighty Slides".

A scone and cup of tea will follow. See you then

It is the end of the season; therefore, I have pleasure in announcing the results of the internal and external competitions kindly provided by Graham Stephenson.

The Danby Trophy (Pairs) was won by Pam Dobson and George Southern; run-ners-up Pat and Keith Hodgett. Men's Singles was won by John Turgoose; runner-up Bob Bentley. Ladies's Singles won by our captain Betty Bentley; runner-up Niki Mitchell. Men's Pairs won by Graham Stephenson and John Turgoose; run-ners-up George Southern and Bob Bentley. Ladies's Pairs won by captain Betty Bentley and Pam Hardy; runners-up Shirley Perry and Doreen Walker. Mixed Pairs won by Pat Turgoose and Keith Hodgett; runners-up Evelyn Neale and Bob Bentley. Walkington Bowling Club Honours in the Driffield League: Driffield Fours League K.O. Cup; winners Walkington "A", Driffield Veteran's League Division "A"; win-ners Walkington "I", Driffield Evening Triples League Division "I" Walkington "Y" runners-up and Driffield Veteran's League Division "F" Walkington "3" were run-ners-up.

The Hull and Humberside Ladies League and Yorkshire County Ladies League were unsuccessful in any titles this year, but it has been a pleasant season and there is always next year! Congratulations to all the winners and commiserations to the losers.

The Ladies' Captain's Day was held on Thursday, August 20, 2015. Our Captain Betty Bentley was pleased saying it was an enjoyable day with 30 players par-ticipating, plus 12 invited guests. Rather than a plated meal after the event, a "Betty's high tea" was served and everyone was delighted with this change of format.

The Ladies' AGM was on Tuesday, 1st September, 2015. Our thanks to Sue Sug-ars who has completed her two years as social committee chairman, and to Nor-ma Tanikal who is stepping down this year as treasurer having served since 2009. Both are long serving, dedicated members of Walkington Bowls Club for which we express our gratitude. The new treasurer is Sheila Philmore and social committee chairman is yet to be announced. A special thank you to Pat Turgoose who produces and sells homemade jams every year with all proceeds going to the club. The Ladies' Fashion Extravaganza was not quite as successful as hoped, but this was a new venture for the club, and all those who were involved are to be congratulated on this novel idea.

It was a sunny, warm day on Wednesday, 9th September, 2015 when Walking-ton welcomed a visiting bowls team from Purbrook Bowls Club, Portsmouth. Ap-proximately 64 competitors and supporters were met by club members at the bottom of the hill and this was much ap-preciated by Purbrook. Hospi-tality was offered during the afternoon, and at the end of play with some expert manoeuvring, everyone was accommodated in the club-house! Pens from Purbrook and club badges from Walk-ington were exchanged be-tween playing members. A special mention must go to Brian Blizzard who took several photos on the day, went home, printed them and returned in time to pre-sent the photos to Purbrook Bowls Club before they departed. This was a com-mendable and unexpected gesture by one of our loyal members. Thank you Bri-an.

The annual prize distribution dinner is to be held at the Ferguson-Fawcett on Tuesday, 20th October, 2015. Tickets may be obtained from any of the social committee members.

WALKINGTON PARISH COUNCIL

METHODIST CHURCH MEETING ROOM, WALKINGTON Present: Councillors R. Taylor (in the Chair), T Collinson, C Dixon, D. Drew, J Drew, KHearne, T Hodgson, G Southern, and Mrs V. Swann. Apologies: Cllrs P Brockman and M Gray Also present: Mrs E Ashley Clerk Members of the public: 16 116. DECLARATIONS OF INTERESTS – Cllrs D Drew and J Drew both declared an interest in agenda item 9 (4). 117. CHAIRMAN'S COMMUNICATIONS The Chairman had received a letter from the Rev. Rachel Young, All Hallows Churchinforming the Parish Council the pattern of Sunday Services. Resolved - That the letter be noted. The Chairman had also received a letter from the All hallows Parochial Church Council asking if the Parish Council were willing to consider installing a kerbstone on the edge ofthe grass verge on Little Weighton Road between All Hallows Church and The Rectory.Members of the PCC were concerned about the damage being done to the grass verge by cars parking alongside it and felt a kerbstone would help to alleviate this damage. TheChairman observed that the damage was probably caused by Church visitors and thatthere was already a kerb directly opposite the area. Resolved - That the Parish Council submit this request to Highways, ERYC with their support 118. PUBLIC PARTICIPATION – Carole Cutland spoke on behalf of several residents on Birch Lea regarding the planningapplication 15/01908 Land South of Walkington House. The Chairman briefly reviewed the activity of the Parish Council in consultations with the Planning Authority over developmentland allocations in the village. Members discussed some of the issues and agreed to lodgean objection to the plans now submitted which appeared to have not been modified in any way since the informal visit to the site with the developer had taken place 119. COMMUNITY SAFETY MATTERS Beverley Rural Crime Update - July 2015 - There were 3 crimes to report; theft of garden furniture from rear garden of property, burglary of a non-dwelling - forced garage door and tools stolen and theft of 4 x cast iron urns containing Buxus trees.

Resolved - That the report be noted. 120. MINUTES – Resolved – That the minutes of the Meeting held on the 14 July 2015, having been circulated, are approved as a correct record and signed MATTERS ARISING 121. ERYC PLANNING LIAISON MEETING 1 JUNE - It was observed by the Chairman that difficulties were already being experienced in dealing with the “planless” system andthe Clerk observed that the whole system had been closed down recently. She was already finding that loading planning applications was occupying a disproportionate amountof computer memory. Resolved - That the report be noted and that the Clerk be authorised to purchase anexternal hard drive of a capacity that would enable the data to be stored. (The cost was not anticipated to exceed £50). 122. OLD WAGON WHEEL - Cllr Dixon reported that may have located a source for a suitable wagon wheel to replace the old one. Resolved - That the information be noted. 123. SANCTUARY STONE - The work to improve the setting of the stone had been completed most satisfactorily and Cllr Southern agreed to investigate the original purposeof the stone with a view to providing an information plate on the railings. Resolved - That the report be noted. 124. HANGING BASKETS - Cllr Swann reported on the receipt of further private contributions towards the cost of the baskets. Resolved - That the information be noted. 125. DOG FOULING - In accordance with the previous Minute 92 the observations of theDog Warden on the question of a new bylaw had been sought. Affordable Housing - Draft Document July 2015 - A report on this issue had been circulated to members. However, shortly after its circulation the author had been madeaware of a successful High Court challenge of the Ministerial guidance on this matterlodged by West Berkshire and Reading Borough Councils. The effect of this would appear to be that the threshold number of 10 dwellings set out by the housing minister would notbe enforceable and that all housing developments would be required to make acontribution towards affordable housing. It was of course, open to the government to appeal to even higher authority against the decision. Resolved - That the report be approved subject to modifications to reflect this most recent development submitted to ERYC. 127. ERYC - Safe and Sound Grant - The Clerk reported that ERYC were promoting a scheme to provide additional home security measures to enable residents to feel safer intheir home. Residents must meet certain criteria to be eligible for the scheme. Resolved - That the poster be placed on the notice board for the attention of residents of the village. PLANNING MATTERS 128. Applications – Resolved – That the following comments be forwarded to East Riding Council on the application stated: 1) Land South of Walkington House, Walkington - Erection of 13 dwellings with associated garages, access road and landscaping - Ref 15/01908 - This matter had been previously discussed at length under Public Participation and it was: Resolved - That a strong objection be lodged to this development on the basis of loss of trees, un-neighbourly development placed close to existing dwellings on Birch Lea, designand position of the “affordable housing”, the excessive length of the driveway to thenorthern boundary of the site, the questionable ecological analysis of the proposals and the breach of the currently evolving Local Draft Plan regarding enhancement of the tree beltsaround the site and the restriction of dwelling numbers to 10. 2) Land North of Woodlands House 77A East End Walkington - Erection of detached dwelling (revised scheme of 14/02345) - Ref 15/02143 - A Councillor expressed their opinion that there was a need for even-handedness in dealing with large developers and individual applicants. 133. “B1230 Cycle Route” - WPC Statement of Case - The meeting was informed that a single statement was required from the Parish Council rather than the two separate butcomplimentary statements that had already been prepared. Resolved - That Cllr Southern prepare a case for presentation at the public hearing 134. Coppleflats Junction - The Chairman had circulated a report that on 18 July an incident had occurred at the above junction involving 2 cars which impacted violently.There were injuries caused to 2 persons and vehicles were severely damaged. This was practically a repetition of an accident that occurred 3 years ago which had resulted in thedeath of a young girl. The Hull Daily Mail had contacted the Chairman for the ParishCouncil’s view which was that drivers emerging onto the derestricted road from east to west should be deterred by the improvement of the signs to make it very clear that theyshould stop before proceeding. The flashing electronic sign which had been installedfollowing the previous incident had clearly not prevented a repeat of the collision. Resolved - That the Parish Council make a representation to ERYC for a stop signs to be installed and for the speed limit from the Beverley direction to be lowered to 40 mph ratherthan removed as it was now for a relatively short distance from the crossroads. 135. HGV’s travelling through Walkington Village - Meeting between WPC and ERYC’s Cllr Parnaby and the Head of Environmental Services N Leighton 6 August2015 - Cllr Taylor and Southern attended the meeting and reported to the members on the outcome. They were disappointed that Cllr Parnaby had not attend this meeting in the lightof his apparent enthusiasm for finding a solution to the problems expressed at the firstmeeting. It had been made apparent that Stoneledge were important employers in the area and they were not willing to change their route to avoid the Village centre without extensiveand expensive works to widen and strengthen the Walkington Heads route. It was felt thatit would be easier to change the weight limit boundary rather than carry out such work or do nothing. It was noted by a member of the public that the number of HGV’s hadincreased over the period of time. The Chairman stated that certain avenues for furtherinvestigations had been suggested to Mr Leighton and he had agreed to look further into these points and then the parties could meet again. Resolved - That this report was noted with some regret but that the Parish Council continues to look for avenues to explore in dealing with the matter. 136. POND IMPROVEMENTS - PATH - The pathway was in very poor condition for the length running alongside the bowling green, largely on account of severe waterlogging intimes of rainfall. The first matter to solve was that of drainage and then the issue of the surface of the path could be considered. It was hoped that the path would eventually bemade serviceable in all weather. A quotation had been obtained to remedy the failed opendrainage channel along the length of the path Resolved – The Parish Council accept Dixon & Son Handyman Services quote for £510 to re-dig out the trench running northwards from the rear of pond. 137. SENSORY GARDEN - The Chairman reported on a telephone conversation he had had with the Lifestylers and they had agreed to improve the condition of the sensory garden and this would probably need to include making the seat safe.

REQUEST FOR FINANCIAL ASSISTANCE 1st Walkington Scouts - are requesting a start-up grant - The new Scout Group leader was present had submitted a request for grant aid of £1000 to enable the troop to set upwith much needed camping and hiking equipment. The camping equipment would consistof two person camping equipment packs including a tent, 2 x sleeping bag, 2 sleeping mats, small trangia camping cooker. This equipment packs costs approximately £200. Thegroup will raise money to fund running costs as well as paying normal subscriptions. It wasmade clear that this funding would be solely on the basis of a start-up grant for capital items and that the Parish Council would expect the running costs of the group to be met bythe group itself. Resolved - That the Scout Group be awarded £1000 start-up grant. Youth Club Money - Cllr Swann reported that there was £2337.87 in an old BeverleyBuilding Society Account. Resolved - That this money be place in a separate fund for the assistance of youthorganisations for young people resident in Walkington and to be administered by theParish Council. 139. AUDIT OF ACCOUNTS 2014/2015 - ANNUAL RETURN The External Auditor (PKF Littlejohn LLP) has now certified that in their opinion theinformation contained in the Annual Return is in accordance with their requirements and nomatters have come to their attention giving cause for concern that relevant legislation and regulatory requirements have not been met, and also that there are no other mattersaffecting their opinion which they would draw to the attention of the Council. Resolved - That the report be noted ACCOUNTS AND FINANCIAL STATEMENT 140. Budget 2014/15 Monitoring Report - Resolved – That the report be noted. MEETINGS OF OUTSIDE ORGANISATIONS - It was noted that most committees are in recess and no meetings had taken place. MISCELLANEOUS CORRESPONDENCE a) Joint Local Access Forum’s Annual Report for 2014-2015 - The Clerk had circulated the report which summarises the key areas of their work in the last year. Resolved - That the report be noted. b) North of England Horticultural Society Grant Scheme 2015 - The Clerk had received an email regarding the Parish Council’s application to the NEHS that due to theunprecedented number of applications received, the assessment board have in this instance, been unable to offer the Parish Council funding to plant trees at Townend Park. Resolved - That this information be noted with regret. Cllr Taylor declared an interest in the following matter as a resident of Little Weighton Road and after introducing the item took no part in the debate. c) Local Grant Fund 2015/2016 - The Clerk had received an email from ERYC’s Community Partnership Co-ordinator regarding residents’ concern about the use of Kirk Lane as a cut-through to avoid the speed tables in the village. The Highways department may have a range of possible solutions which include a Traffic Regulation Order, to limit access to residents only and these can cost in the order of £5000. The Parish Councilcould apply to the Local Grant Fund for a contribution of up to £3000 to fund the cost ofwork to resolve concerns like this but it was made clear that the Parish Council would not be guaranteed success in receiving the grant or the Highways department accepting theproposals. A discussion ensued on whether denying vehicular access to all persons notrequiring specific access to properties on the route was appropriate. It had previously been the stance of the Parish Council that a good case had been made the residents formeasures to be introduced to slow down traffic. Resolved - That the Parish Council do not support this action as it was too restrictive on legitimate village residents but would prefer the option of a traffic calming scheme andbetter signage to dissuade “rat runners” from using the route. 145. ROUTINE MATTERS - The following matters were briefly discussed:

a) Cllr Hearne asked the Clerk to write to Risby Estate to see if the TPO trees that werefelled by the wind would be replaced. Cllrs Hodgson and Collinson declared an interest. b) Cllr Collinson asked if the Tree Officer could look at overgrown trees on the highwayverge outside numbers 2 and 63 Beech View. c) Cllr Swann was concerned that the Parish Council had not been informed that the streetlights were going to be replaced with LED lights. d) The Clerk had circulated an email from ERYC’s Bridges and Street Lighting Section thatthe Engineer had looked at the walkway near the pond and had ordered the materials tocarry out the work. 146. INVITATION - The Chairman had received an invitation from the developer of theeco-dwellings at the Mill House to inspect the first of the units to be completed. Theseproperties are unique to the area and incorporated some very advanced energy saving andgeneration technologies. It was expected that the visit would be arranged for some time in October and members will certainly see some unusual domestic architectural features onthe day. Resolved - That the Chairman accepts this advanced notice of the visit by the ParishCouncil and liaise with the developer over a convenient date for the visit. 147. EXCLUSION OF THE PUBLIC – The Council is asked to consider excluding thepublic from the meeting for the consideration of the following item under the Public Bodies(Admissions to Meetings) Act 1960 on the grounds that will involve the consideration of confidential advice received. 148. PITS OWNED BY THE PARISH COUNCIL The Chairman reported that Pot andLadle rent review should have taken place last year. It was felt that the whole question ofthe former pit sites ought to be discussed to regularise any discrepancies that might exist. Resolved - That the rent of the Pot and Ladle site be increased by 10% to £330 per annum and that a report be prepared for consideration at a subsequent meeting. The meeting closed 9.40pm.
