Hello, SWPA Members and Other Friends of

the Section for Women in Public

Administration!

We are excited to bring to you an event-

packed Newsletter, orchestrated by our

excellent editor, Linda Reece, and one of our

ongoing Board members, Roslyn Alic-Batson.

The newsletter will highlight the upcoming

SWPA events at ASPA’s 75th Gala and 2014

Annual Conference at the Mayflower Hotel in

Washington, DC, from March 14-18. These

will include the always fun networking

opportunity at the SWPA Social the evening

of March 14, the SWPA Annual Business

Meeting 8:30 a.m. Sunday morning, the

SWPA National Awards Breakfast at 7:30

a.m. on March 17, and SWPA’s Professional

Development Workshop at 12:45 p.m. that

Monday afternoon. We want to thank and

recognize our current SWPA Board members

and our partners for all of their hard work in

putting together articles on these and other

important events.

Many of our members are also presenting for

Conference Panels, other professional

development workshops, poster sessions,

section and chapter meetings, and a variety of

other offerings this special ASPA Conference

has to offer. If we have missed highlighting

important happenings for our members, we

invite you to submit information to us so that

we can compile and publish a list of all areas

within the Conference in which our members

are participating.

As noted by our historian, Kathy Hensley,

who is also a founding member of the Section,

SWPA has a long and rich history within

ASPA, beginning with its inaugural year of

1982. A number of our past Chairs and

members have gone on to serve as national

SWPA Presidents or in other leadership roles

in the organization, so we invite them and you

to join us in celebrating together all that has

been, and will continue to be, SWPA!

A Short History of SWPA’s

Beginnings

Former Chair (1985-6, 2003-5)

In the Fiscal Year 1983 budget, funding for

ASPA’s National Committee for Women in

Public Administration was proposed for

deletion. The recommendation also proposed

that the committee be disestablished and the

Committee seek section status. This news

was very disturbing to members of the

Committee.

In 1982, the ASPA

Conference was held

in Honolulu, Hawaii,

and a meeting of the

Committee was to

occur at the

conference. Not all

members of the

Committee were able

to attend, but input

was sought from all

members of the

Committee as to what

action should be taken

on the proposed de-

funding,

disestablishment and seeking Section status.

Nancy Keeley, a Committee member, quickly

drafted a list of pros and cons gathered from

one on one discussion with a number of key

ASPA women and her observations. It was

recognized that women comprised

approximately 20% of the ASPA

membership, at that time around 20,000

members. The view was held that there was

an active, vital segment of ASPA, both men

and women, who supported the advancement

of women as professionals in our field. An

initial list of pros and cons on becoming a

section of ASPA was developed by Ms. Keeley

and used for discussion as Committee

members deliberated the next action to take.

These pros and cons, along with other

questions and comments, were discussed in the

March 1982 Committee meeting. Some

members participated by conference call.

Those who were not in favor of a section were

won over by the fact that the committee would

have no funding and was recommended to be

disestablished.

On May 25, 1982, the Chair of the National

Committee for Women in Public

Administration submitted the application for a

Temporary Section for Women in Public

Administration to the

ASPA National Council.

In just three months, more

than enough ASPA

members to start a section

had indicated their

support in writing for

section status. The

Committee met on July

9th, 1982 in Washington,

DC to discuss the

application for Section

status and next steps. At

the National Council

meeting in July 1982,

Section status was

approved by the Council and a small budget

provided for start up costs. Jana Bagwell,

appointed Chair of the Committee by the

ASPA President, continued as the first Chair of

the Section, and Carol Gandy was appointed

by the ASPA President as the Chair-elect.

Janice Flug was appointed Secretary-Treasurer

of the new Section. The members of the

Committee became the members of the new

Section and mostly continued to work on the

same projects they had been working on in the

Committee. The Memorandum of Agreement

between the Section for Women and ASPA

was signed by the Section Chair on September

28, 1982 and by the ASPA Executive Director

on October 13, 1982 and SWPA had been

given birth.

Through the years SWPA has provided

opportunities for many women in ASPA to

participate in roles they never dreamed of. The

section has been recognized for its successes

rather than for failures and is still a vibrant

example of woman power in public

administration. The Section’s scholarships and

awards have recognized a long list of

contributors to the field of public

administration in practice and academia. As

ASPA celebrates 75 years of service in the

field of public administration, our women’s

section has just started its fifth decade of

contributions and service. We have much to

look forward to and challenge each and every

member to continue to move forward.

ASPA National Conference

Developing a Worldwide SWPA Professional

Development Network

SWPA professional development workshops are

designed to inform, empower and enable our

members and colleagues to carve a satisfying

trajectory of professional development. We

design them as an organic sequence, with each

year picking up on key themes from the previous

year’s discussions to focus frankly and creatively

on emerging priorities. Previous workshops

explored largely uncharted issues of gender in the

workplace, examined patterns and factors

associated with success (and failure), and

articulated a dynamic, sustainable “life cycle”

approach to professional development rather than

a linear, static idea of advancement. All of our

workshops are highly interactive and include

ample time for you to bring questions or problems

for collaborative mentoring.

Interest in a more explicit worldwide professional

development SWPA network is rising along with

the global diversity of our membership.

Graduates of U.S. degree programs return to

their home countries to take roles in

government or academia. In addition, higher

education is going global and recruiting

accordingly. Is there a growing need for a

network to provide support, mentorship and,

perhaps, training in a global fashion?

Women with deep knowledge of SWPA’s

history of advancing the interests of women

in public administration and those who

mentor women internationally will join

workshop participants for a moderated

session around broadening the network. What

are the stories from the field that motivate

such a network? What are the trends in

women’s geographical mobility? What

modalities for training and support seem most

feasible and likely to be successful? Which

topics are most relevant worldwide scale? How

do SWPA’s history, strengths and align with the

demands and opportunities of more global

Section?

As always, bring your questions and

problems for some group problem-solving

and peer mentoring, too.

SWPA Awards Breakfast at 2014

Conference

The Section for Women in Public

Administration (SWPA) is pleased to

announce Dr. Bernice Sandler as the keynote

speaker for our annual SWPA Awards

Breakfast at the 2014 ASPA National

Conference on Monday, March 17, 2014, in

the Colonial Room of the Mayflower Hotel in

Washington, DC.

Dr. Sandler is a Senior Scholar at the

Women’s Research and Education Institute in

Washington, DC, where she consults with

educational institutions and others. She is

well known for her expertise in women’s and

girls’ equity at all levels of education, and

especially in the areas of Title IX, sexual

harassment, the “chilly climate,” and

numerous other policies and strategies

concerning women and girls. She has served

as an expert witness in sex discrimination

cases and has given over 3000 presentations.

The New York Times has called her “the

godmother of Title IX” because she has been

involved with Title IX longer than anyone

else and played a major role in its

development, passage and implementation.

Although often known as the “athletic law,”

Title IX applies to almost all areas of

education, from kindergarten through

graduate school. It is the most important law

ever passed for women and girls since

women obtained the right to vote in 1920.

Sandler previously directed the Project on the

Status and Education of Women at the

Association of American Colleges and

Universities, where she published more than

one hundred reports. She has a long list of

firsts, such as the first national reports on

campus sexual harassment, campus peer

harassment, campus gang rape, and the chilly

climate for women, including the first report

on how women are treated differently in the

classroom. Back in the 1970’s she filed the

first charges of sex discrimination against

more than 250 institutions at a time when

there were no laws prohibiting sex

discrimination in education.

She was the first person appointed to a

Congressional committee staff to work

specifically on women’s issues and was the

first chair of the now defunct National

Advisory Council on Women’s Educational

Programs, having been appointed by

Presidents Ford and Carter. She was also

among the first persons to testify before a

Congressional Committee about

discrimination against women in education.

She has a doctorate in counseling from the

awards, including 15 honorary doctorates.

Her most recent honor was her induction into

the National Women's Hall of Fame in

October 2013.

panel of ASPA women Founders.

"Remember the Ladies..." Legends,

Lessons and Legacy will take place during

the 75th ASPA National Conference

on Saturday - March 15th from 3:30 to

5:00 PM in the Maryland Room at the

legendary Mayflower Hotel.

SWPA is officially supporting/sponsoring

this Founders Forum session. Everyone is

invited to attend this historic reunion of

women significantly involved in ASPA

before COMPA and SWPA were created.

Panelists will relate ASPA history; discuss

their mentors and heroes, career and life

lessons, personal legacies; and forecast the

future for women in public service.

I decided to convene this session, because

in 1989 at the 50th national conference in

Miami, not one woman was honored or

mentioned as an ASPA founder; only men

were recognized as founders; women were

ignored. To my knowledge only three

national conferences have had general

sessions on women's contributions to ASPA:

Detroit (1981), and Indianapolis (1985), other

than section programming.

Although I profiled Gwendolyn Bullock-

Smith in Profiles of Outstanding Women in

Public Administration, we have never met.

Dr. Bullock has been ignored as an ASPA

Founding Mother. But she is, in the same

vein as ASPA charter member and National

Council member, Julia J. Henderson, and

National Council member and Women's Task

Force chair, the late Joan Fiss Bishop. I have

not seen Ruth Ann Barrett and Dona Wolf

since the 1980s and Sherry Suttles in many

years. Also, two-term ASPA National

Committee Chair (1978-1980) Sally Grover

Gutierrez will be in the audience

SWPA proudly recognizes the outstanding

contributions of women leaders at our annual

breakfast on Monday, March 17 at 7:30am-

9:30am at the Mayflower Hotel, Colonial

Room.

The Joan Fiss Bishop Leadership Award

Meredith A. Newman is Senior Associate

Dean, College of Arts & Sciences, and

Professor of Public

Administration at

Florida International

University. Dr.

Newman joined FIU as

Director of the School

of Public

Administration in 2006,

after serving three years

as Chair of the

Department of Public

Administration,

University of Illinois at Springfield, and nine

years as a member of the public affairs

faculty at Washington State University,

Vancouver.

Prior to her career in academia, Newman

served with the Australian Foreign Service

(in France and Vietnam), the U.S.

Department of State (in Senegal, Malaysia,

and Singapore), and the World Bank. She is

widely published in the areas of public

management, human resources, and the

emotive aspects of work. She is the recipient

of several awards, including the Editors’

Choice Award, Public Administration

Review. Her book entitled, Emotional Labor:

Putting the Service in Public Service (Mary

Guy and Sharon Mastracci, co-authors) is the

recipient of three Best Book awards, and is

translated into Mandarin Chinese. Her most

recent book entitled, Emotional Labor and

Crisis Response: Working on the Razor’s

Edge, was published in 2012 and has

garnered two Best Book awards. Dr.

Newman is past Chair of the Commission on

Peer Review and Accreditation, National

Association of Schools of Public Affairs and

Administration; Former Vice-President for

North America, the International Association

of Schools and Institutes of Administration;

Past President of the American Society for

Public Administration; and a Fellow of the

National Academy of Public Administration.

The Marcia Crowley Service to Section

Award

An ASPA National Council member (2012-

2015), Nancy Rose Foye-Cox joined ASPA

in 1974 and is a SWPA charter and past

board member. Most recently, she chaired the

2012 and 2013

SWPA National

Awards Selection

Committee. She

served on the

National Council

Task Force on

Chapters and

Sections

Revitalization

and is a member

of the PA Times

editorial board. As co-chair of ASPA’s

National Committee for Women in Public

Administration, she published the inaugural

issues of "Bridging the Gap" newsletter in

1981, including a commemorative edition

which chronicled the ASPA Decade of

Women in Public Administration (1971-

1981). Under her leadership, mentoring was

emphasized throughout the 1981 Detroit

national conference program, and a sold-out

Society luncheon was organized to honor the

Decade’s accomplishments.

In 1979, she represented both ASPA’s

National Committee and ICMA at the

Summer Institute in Women’s History for

Leaders of National Women’s Organizations.

From that Institute came the first National

Women’s History Week celebration in 1980,

and she partnered with Dr. Bettye Thomas to

found the first celebration in the District of

Columbia. As a National Women’s History

Week and Month national co-founder, she

founded the first Florida celebration in Miami

in 1982. While at US HUD, she brokered

ASPA as a co-sponsor with HUD,

ICMA, and Rutgers' Center for the American

Woman and Politics for the 1980 (First)

Invitational Conference for Women Elected

and Appointed Officials.

Planner for the 1993 National Association of

Commissions for Women national

convention in Albuquerque NM, she was

appointed to the AAUW National Diversity

Resource Team in 1997. In 2006, Foye-Cox

wrote book chapters for Profiles of

Outstanding Women in Public

Administration: 'Women in Public

Administration - Breaking New Ground" and

a profile on COMPA Founder, Dr.

Gwendolyn A. Bullock-Smith. Subsequently,

she published profiles on ASPA women

luminaries - Joan Fiss Bishop, Julia J.

Henderson, and June B. Martin for SWPA's

Bridging the Gap newsletter.

Foye-Cox retired in September 2013 with 40

plus years of government service, including:

the US Department of Housing & Urban

Development, the New Mexico Commission

on the Status of Women, Florida International

University (FIU) - Miami, and the

International City/County Management

Association (ICMA) Minority Executive

Placement Program, where she placed

women as city managers and assistants.

Commencing her government career as an

(Continued from page 8) executive secretary in 1972 with Metro-Dade

County FL, she worked extensively in

Affirmative Action, Equal Opportunity and

Diversity programs throughout her

government career and served as editor of

several related publications. She spent most

of her career with Metro-Dade County FL

and finished her local government career as a

victim advocate with the Summit County OH

Prosecutor’s Office at Juvenile Court. Nancy

met her soul mate, Dr. Raymond W. Cox,

during the planning activities for the 50th

ASPA National Conference in Miami FL.

They will celebrate their 25th wedding

anniversary this May.

Maria J. D'Agostino is an Associate

Professor of Public Administration at the

Department of Public Management, John Jay

College, CUNY, where she teaches in the

graduate and undergraduate programs and

serves as the Deputy Chair of the

Undergraduate Public Administration

program. Maria D'Agostino's research

broadly focuses in the areas of experiential

learning, citizen involvement and women in

public administration. Her recent

publications include a co-edited book titled

Women and Public Administration: Theory

and Practice and She received her Ph.D.

from the Rutgers School of Public Affairs

and Administration, Master of Arts from

Padova University, Italy and Bachelor of

Arts from Fordham University at Lincoln

The Dr. Julia J. Henderson International

Award

Carmen Delgado Votaw has spent her

entire career as a public servant in

Government, non-profit organizations and

the international community focusing on

women and their issues.

Her genius is working in organizations such

as the Alliance for Children & Families

(Senior VP for Policy); United Way of

America (Director of Public Policy), Girl

Scouts of America (Director of Government

Relations) and Chief of Staff for

Congressman Jamie B. Fuster. She is known

for extending outreach to women in the US

and in Latin America and globally. From

1964 to the present, Votaw has participated

in over 40 official international and regional

meetings of the UN and OAS. She also has

participated in NGO conferences and

training activities in over 65 countries

including the five UN World Conferences on

Women (Mexico, Denmark, Kenya, Beijing

and New York). These conferences and

training actives emphasize human and civil

rights.

2014 SWPA National

Conference

Scholarship

Recipients

SWPA annually awards up

to three scholarships to help

defray the costs

associated with attending

the ASPA national

conference. Applicants

must submit an application form as well as a

resume and two letters of recommendation.

Bridgette Cram is a second-year PhD

student in the Public Affairs program at

Florida International University. Her

research interests include gender and

empowerment issues, especially as they

relate to the equitable delivery and

implementation of policies across the United

States; as well as social equity and higher

education policy. Her dissertation research

will focus on the on the vulnerability and

resilience of

women in the

context of

disasters.

Nantasha

Williams is a

graduate student

from New York

City pursuing a

master’s in Public

Administration at

Rockefeller

College of Public Affairs and Policy. She

received her Bachelor of Arts in Political

Science at Virginia Commonwealth

University.

Nantasha is currently working for the New

York State Assembly at the Office of

where she manages all office

activities that include:

supervising interns,

coordinating events that push

legislative priorities, conducting

research on legislation, and

creating & carrying out

community and constituency

outreach strategies. Prior to

working for the NYS

Assembly, Nantasha has

participated in various

internships within the non-profit, and

government sector. Public service is at the

core of Nantasha’s current work at the

Assembly and also serves as the core

motivating factor in all of Nantasha’s

successes and future endeavors.

Trang Hoang is a Graduate student in the

Public Affairs Program at the University of

Texas at

Dallas. She

holds a

Bachelor’s

degree in

Economics

and

Management

from the

National

Economics

University in Vietnam; and then, has become

a research assistant in public policy and

management studies in the School of

Management Science. In 2011, she received

the U.S Department of State’s scholarship to

study the U.S institutions and Environment

Policies at the Utah State University. Before

joining the Master’s program, she served for

about two years in the National Economics

University and the World Wildlife Fund –

Greater Mekong. She is an active U.S State

Alumnus and has acted as coordinator in

community and civic engagement projects.
