Annual Easter Fun Event Happy Easter! Are you ready for some egg-citing fun? Join us at the annual Easter Fun event on March 17, 2018. This event is open to children ages 1 through 11. There will be Easter games, an art and craft project, an egg hunt, and light refreshments. Date: Saturday, March 17, 2018 Time: 10 – 11:30 a.m. Where: Recreation Center Members: Adults-Free Children through 11 years-$3.00 Guest Fees: 12 years through adults-$5.00 Children through 11 years-$5.00 Registration is mandatory for all children wishing to participate in this event. A Message from the General Manager Please pardon the inconvenience as renovation work on both the locker rooms and the gym continues. Old tiles are being removed and new tiles are being installed in the showers along with new plumbing and fixtures in the men’s and women’s locker rooms. At the same time, staff is working to spruce up the gym by cleaning and painting the walls of the gym, as well as servicing and repairing some of the gym machines. The renovation project is scheduled to take tentatively 8-weeks and should be completed sometime in April 2018 at which time both the locker rooms and gym should be open for use. Although the gym area is closed, the Recreation Center still offers many activities for residents to enjoy. If you are an outdoor person, there’s the swimming pool or the tennis and basketball courts. If you are not an outdoors person you could try one of the many different free activities which are held throughout the week. Let’s see…these free activities include aerobics, badminton, bridge, guitar, hanafuda, hula, judo, mahjong, table tennis, tai chi, two line dancing, three yoga and two Zumba activities.

Thank you for your patience as the Newtown Estates Community Association (NECA) Board of Directors, Committee members, and staff work to repair and beautify the Recreation Center for all residents to enjoy.

Residents on Oliwa Street and Kupukupu Street would like to say mahalo to their neighbors Andy Abe and Richard Shiroma who are out cleaning debris and leaves from these streets every day. Architectural Design and Covenant Enforcement Department What are the MDCCR and ARG and why should I read them? When a person purchases property within the area of a homeowners association (HOA), he/she must become a member, and therefore must obey the governing documents of the association. These include the Covenants, Conditions and Restrictions (CC&R’s), Articles of Incorporation, and By-Laws. In addition to the Newtown Estates Community Association’s (NECA’s) governing documents, owners should become familiar and read the Architectural Committee Rules and Guidelines (ARG), the Covenant Enforcement Policy A.1, as well as the Recreation Center & Premises Rules and Regulations.

Master Declaration of Covenants, Conditions, and Restrictions (MDCCR): The legal document that lays out the guidelines for the community; these are the rules of your neighborhood. The MDCCR governs what you can, cannot, or must do with respect to your home.

Articles of Incorporation: A set of formal documents filed with a government body to legally document the creation of a corporation.

By-Laws: Governs how NECA operates and contain information needed to run the HOA as a business.

Architectural Rules & Guidelines (ARG): The guidelines on the construction and alteration of homes in the community.

Covenant Enforcement Policy A.1: A uniform procedure for abating violations to the MDCCR and ARG as authorized in Article V, Section 5.04 (j) and Section 5.05 of the MDCCR.

Recreation Center & Premises Rules and Regulations: The rules and guidelines of the Recreation Center facility, its surrounding grounds, and all lands within the Newtown Community.

One of the duties of NECA is to enforce the MDCCR and ARG. The purpose of the MDCCR is to protect, preserve, and enhance property values in the community. As NECA works to improve the community as a whole, we ask all owners to upkeep with the maintenance of their properties. Any project or work planned for the exterior modification of homes should not be conducted without the proper approval from NECA, and for properties within a sub-association, their Board of Directors also. To obtain a permit, please follow these steps: For Newtown Estates / Royal Summit Properties only

Submit your application and proper documentation to NECA. For Sub-Association Properties only

Submit your application and proper documentation to your sub-association first.

Next bring your application with the sub-association approval letter to NECA. All Properties

If required, pay the applicable fee.

You will be notified once your application is approved.

Please pick up your permit and if necessary, display your permit in plain view. Please refer to the guidelines of the MDCCR and ARG. Owners risk receiving a violation letter and imposed penalties which may include fines, forced compliance, and legal action if your property is found in violation or there is no approval or permit on file with NECA. If any modifications are made after a permit is issued then it is considered a violation by NECA.

Covenant Enforcement Knowing Who Is At Your Door - Knocking or Ringing the Doorbell What to do if someone knocks or rings your doorbell:

1. DO NOT automatically open the door. 2. Look out from an adjacent window so the person does not see you. 3. If you don’t recognize the person, you could simply choose to ignore them. 4. To deter a would-be burglar, make some noise by turning on the television or radio.

If you decide to acknowledge the knock or doorbell:

1. Interview the person through the door. 2. Secure the door chain or security lock before opening the door. 3. If you are home alone, pretend another person is home with you. Remember, you are not obligated to talk to anyone who comes to your door.

Other pointers to protect yourself from a scam artist or burglar:

1. Install an intercom speaker system. 2. Install a security camera so you can see who is at the door. 3. Install motion or sensor lights. 4. Create a plan of action.

Please know that NECA employees on occasion may be out in the community conducting routine inspections and maintenance. Employees may also need to speak to homeowners while in the community but they will always identify themselves and be in a NECA uniform. You may also call the recreation center for verification at (808) 487-3806. If you are approached by someone while at home or out in your yard, ask for a business card. It may be a good idea to write down every detail you can remember about that person and what was said or discussed. Make note of their vehicle, the model and license plate number. If you suspect anything suspicious, call 911 immediately and report it to the police. If he/she mentioned a company, you may want to call and verify with the company. The worst case scenario is you were wrong. However, if that person were a scam artist or burglar you may have prevented an undesired event from happening. Again, if you encounter any type of unwanted solicitation call 911 and report it to the Honolulu Police Department. By notifying the police, you can prevent these solicitors from coming back into the Newtown Community. Remember, NECA has a “no-solicitation” policy.

Beware and protect yourself from solicitors who may be scam artists or burglars. These people target neighborhoods by going door-to-door. Some ask for donations for fictitious organizations, charities, or causes. Others pose as representatives from companies and approach your front door to inquire if you need any work or service done on your property. Services may include landscaping, carpet cleaning, handy work, installation of security systems, etc. The Newtown Estates Community Association (NECA) has a “no-solicitation” policy.

Newtown Neighborhood Security Watch (NNSW) Program Submitted by NNSW Program Coordinator Kathy Ebey Members of the Newtown Neighborhood Security Watch (NNSW) Program deserve kudos especially the dedicated Block Captains for doing such a good job at keeping the crime rate low in the Newtown community. I also noticed the graffiti levels have been very minimal for a long time now. I’m convinced the “bad guys” got the word about the effectiveness of our NNSW Program and are finding other neighborhoods to terrorize. Since my last article submission, here are the crime statistics for the period of October 23, 2017 through January 6, 2018; 3-burglaries, 11-thefts, 1-car theft, 7-car break-ins, 1-assault, 5-property damage, and 1-drug violation. Please note that “theft” includes larceny. For example, if your credit card is stolen while you are out shopping and then it is used by someone else and you file the report with the police while you are at home this counts as one of our theft crimes even though it really had nothing to do with a crime occurring within the Newtown community per se. Now, how many of you have heard of the Hawaii Statewide Automated Victim Information & Notification or Hawaii SAVIN? This service allows victims and concerned citizens the ability to obtain information on the custody and parole status of offenders under the jurisdiction of the State of Hawaii’s Department of Public Safety. Hawaii SAVIN is a free, anonymous, and confidential program powered by VINE (Victim Information and Notification Everyday). There are three (3) ways to register for Hawaii SAVIN. You may call 877-846-3444, sign-up online at www.vinelink.com, or download the VINEmobile application on your phone. Hawaii SAVIN will notify you when a “Trigger for Notification” occurs. These notifications for an offender include:

release, transfer, death,

unsupervised custody, return to custody,

escape, return from escape,

request, review, and decision of reduction of minimum (ROM),

early, upcoming, decision, status of parole hearing,

warrant issued,

return to custody,

evoked, interstate compact (IC) of parole. Registered users will receive vital information and notifications via telephone, text, and/or email, 24 hours a day, 365 days a year. Notifications are available in English, Ilocano, Japanese, Korean, and Tagalog. The mission statement of this service is “To promote victim/survivor and public safety by providing timely, accurate information about the status of detainees housed within the Department of Public Safety’s correction facilities.” Although effort is made to ensure accuracy of the information, do not depend solely on this program. Keep in contact with the proper authorities. Information is not provided for offenders in federal custody.
