Review and approval of the minutes from October 2011 Meeting in Denver, CO Revised Jim Bowman’s comments: 

“Believes if we can get the reconcile the green codes into the WUI codes, or wildland fire codes will help minimize or mitigate as local planning and zoning entities adopt standards,…” 

Revised Dan Lang comments: “Funded the top 39 for a total of $1.4 $4.1 million.” 

 Minutes Accepted with revisions from above  Round table reports: Ralph Steinhoff – struggling with budget issues, updating protective clothing to new standards, 

placed 6 new water tenders in service in past 6 weeks, purchased county road station from DPW and will be converted into a fire station.  Contracted with City gates to update where they are, where they are going, and how they are doing in creating this new fire department.  2011 partnership with CalFire and code follow‐up, problems focused on foreclosed properties and foreclosed homes have problems with inspections.  Fire department consolidation and reorganization. 

William Hendricks – ASTM standard: have overcome all the negatives with additional testing David Bueche – coordinate the various codes for WUI for NFPA and ICC Dan Lang – contract signing period ended, work is going to start in April/May on the 39 projects 

totaling $4.1 million.  2 projects in Nevada and 37 projects state‐wide in California.  50% reduction in field staff but still have to do all the same inspections.  Finishing up 2010/2011 projects and getting started on new ones.  Watching progress in SD County with interest. 

Chuck George – Aerial Suppression conference last week in Sacramento, CA.  USFS down to 11 large air tankers for this year, down from a high of 57 in the past.  A number of new aircraft are out there being marketed. 

Ryan Depew – Justice Jones WUI coordinator to provide overview of the fire season in Texas.  National Association of State Foresters (NASF) meeting in San Antonio – educating them about our standards and let them know when the documents are in cycle to get some constructive criticism with the comments.  Alex Maranghides of NIIST is coming to NFPA next week – WUI 1 and WUI 2 data collection and has the report together.  Hilton Haynes – VA forester and new to NFPA.  He will be taking on the data collecting in WUI.  NFPA also has an Emergency Management Preparedness position they are looking to fill. 

Larry Vandersall – pass Cecilia Johnson – Shirley Zylstra is the new Program Leader.  EIS on Retardants is done, now 

working to provide field guidance and to consult with reg agencies.  Updating Risk Assessments on the use of various categories of wildland use chemicals.  Primary focus in on archiving historical documents so that the data is available for use in the future.  Gel evaluation project. 

Alison Gude – Tyco acquired Chemguard/WF&HC Operations in late 2011, Integration activities are on‐going.  Tyco is also in the process of separating into 3 different companies. 

Jim Bowman – ASHRAE is an international non‐residential energy standard.  A recent proposal made reference to the ICC model building codes.  This proposal was modified such that in areas where there are no adopted building codes, the scope of codes that can be used was expanded from those of the ICC to include any other model codes that are used in the region or country.   Green is big right now – Cal‐green code is an example of a very visible “Reach code” and the provisions of this code and others like it have the potential to interface with urban wildfire interface codes and therefore bear observation. 

Jignesh D. Muan ‐ FSRF review – analytics to review the schedule, then will need to be filed in every state.  No schedule set yet ‐ maybe the end of the year, or early next year. 

 Old Business Incorporation of Gel products into our standards.   Jan 5, 2013 – June 14, 2013 for first draft meeting on NFPA 1150 which is where we could submit the information.  Public input closing date is Jan 4, 2013 for comments to add gel information into NFPA 1150.  It is recommended that the Gel suppliers submit data in the public phase.  Another option to consider would be to try to withdraw 18A and take that document and use it for Gels.  It is unlikely that we would be able to expand our scope again for this option.  New Business ‐ ROP for 1143 – Committee processed public proposals and committee proposals   Texas Forest Service briefing on Bastop County Complex Fire Texas Forest Service – Wildfire Season 2011 (Nov. 15, 2010 – Oct. 31, 2011) presentation by Justice Jones The presentation has been given and Ryan will distribute to the TC members.  Next Meeting Dates & Location: Needs to be held between September 1 and November 2, 2012 Possible meeting locations: NFPA – Quincy, MA: Sept 26‐27th meeting with possible fieldtrip on Thursday or Friday.  Fly into Boston, transportation is available to Quincy.  The meeting would be at the NFPA site, and there are hotels close. 2nd option would still be the Boston area if NFPA was booked.  Meet at 8:15am in the lobby tomorrow for the Bastrop Field Trip  Meeting Ended: Randy adjourned the meeting at 3:30pm.  February 1, 2012 – The Texas Forest Service lead the Technical Committee on a field trip to Bastrop County, Texas.  Included a presentation by TFS Staff and Bastrop County Emergency Manager.

The assessment shall consider, but not be limited to, the following:(1) Vegetation (fuels)(2) Topography(3) Aspect(4) Fire history(5) Historical fire weather(6) Fire danger rating(7) Potential fire behavior(8) Fire-fighting capabilities and limitations(9) Ingress/Egress

This should be included under both sections as one is infrastructures and one is assessment. If youmiss in assessment then when you get to infrastructure it may be too late.

The AHJ shall comply with civil and environmental laws in the planning andimplementation of mitigation activities, including those pertaining to threatened and endangered species, riparian areas,and historical and cultural resources.

Marshlands and waterways provide for some of the most robust collection of rare and endangeredanimals. These areas are also some of the most commonly overgrown areas. The strict guidelines on vegetationclearance in riparian areas typically are the most violated. Without preserving riparian areas, we are threatening andendangering species; for which the areas where designed to protect.
