Aigine Cultural Research Center works in the field of traditional knowledge, education, humanities and social research. Founded in 2004, the Center set a goal of studying and preserving natural and cultural heritage and diversity in Kyrgyzstan. Having started with primarily academie projects such as study and documentation of the ancient tradition of pilgrimage to sacred sites, the Center adopted Participatory Action Research approach as the main working principle of the Center. The majority of Aigine's projects are aimed at safeguarding biocultural heritage with focus on three domains a) sacred sites including its natural, spiritual, social components and dimensions, b) the great heroic epie "Manas.Semetey. Seitek" as weil as small Kyrgyz epies, c) the folk music. Ali elements of biocultural heritage that Aigine ai ms to preserve comprise in them selves intangible cultural elements.

Over the course of its work Aigine came to re alize that biocultural heritage can be best preserved when it is integrated in contemporary lite and when stakeholders and rigthsholders manage to build meaningful collaboration. Thus, since 2007, Aigine identified two additional objectives:

:-1 Preserving, developing and integrating traditional wisdom with contemporary lite and aiming to incorporate the positive potential of traditional wisdom in decision-making at ali levels of public and political lite;

r Seeking points of rapprochement and interconnection among esoteric knowledge and science, nature and culture, traditions and innovations, West and East, and other experiences often seen as oppositions.

Oesigned to meet Center's objectives, Aigine projects have directly contributed to safeguarding intangible cultural heritage in Kyrgyzstan. Aigine has been building effective connections with both traditional practitioners and state agencies, thus bridging important stakeholders and rightsholders involved in preservation of biocultural heritage. Since 2007, Aigine have been promoting inclusion of elements of tradition al knowledge on sacred sites and revived folk musical systems into formai education. Sorne Aigine projects contributed to safeguarding intangible cultural heritage through exposing positive potential of traditional culture in preventing conflicts in the society and empowering vulnerable social groups (e.g. disabled youth). Thus, Aigine's broader objectives aiming to preserve biocultural heritage at whole explicitly encompass an objective of preserving intangible cultural heritage.

Organizations requesting accreditation should briefly describe their recent activities and their relevant experience in safeguarding intangible cultural heritage. Please provide information on the personnel and membership of the organization, de scribe their competence and expertise in the domain of intangible cultural heritage and exp/ain how they acquired such competence. Documentation of such activities and competences may be submitted, if necessary, under section B.c below.

Since 2005 till present, Aigine CRC has been conducting a study on sacred sites in ali provinces of Kyrgyzstan. The study includes identification, documentation and inventory of sacred sites throughout the country. Students of local universities, «village intellectuals» and practitioners have been involved in field research in each province. Findings of the study made it possible for Aigine to define an outline of Sacred Geography of Kyrgyzstan. lt contains the inventory of 920 sacred sites, which includes locations and descriptions with pictures of the places, recognized by local people as sacred or holy. Besides the inventory, the study investigated intangible cultural elements such as historical and contemporary dimensions of sacred sites, as weil as, beliefs, rituals and traditional practices. The study results suggest that sacred sites in Kyrgyzstan should be considered as both natural and cultural heritage, which represents local land and indigenous culture in unity.

1 Aig ine has been working for safeguarding a tradition of reciting the Manas epie, which is Il considered to be unique element of intangible cultural heritage of Kyrgyzstan. Working in close

cooperation with epie chanters, Aigine has helped ta build strong nationwide network of epie J narrators. ln last three years, Aigine has pioneered creation of a video compilation of the entire 1 Manas, Semetei, Seitek epie trilogy recited by the contemporary epie chanters. This 67 hour-long

video compilation is the first and the only video version of the entire epie trilogy ever created in Kyrgyzstan and beyond. The video compilation meets standards of modern 'digital age' and serves as a documented baseline of the current state of the contemporary epie recitation. The video

j compilation of the epie trilogy has been distributed free of charge among ali the educational i intuitions throughout the country so that students and teachers can have better access to study l materials on the epie heritage. Also, the video compilation was made available on local and 1 international video-sharing websites ta contribute to preservation and promotion of the epie

heritage in the Kyrgyz Republic and abroad.

Aigine sees promoting diversity to be a key component of preserving epie heritage. Thus, Aig ine has been working on studying and supporting newly emerging version of the epie presented by a fe male practitioner. This version evoked nu merous debates in the society at large at Aigine has conducted a series of workshops on mitigating contention points between male and female practitioners.

Aigine's another groundbreaking project aimed at safeguarding epie heritage was a School for Novice Manaschys conducted from 2010 to 2012. One of the main objectives of the School was to revitalize and enhance traditional mentor-apprentice system that has been lest. Over the course of the project, nine young epie reciters were recruited out of more than thirty applicants from ali over Kyrgyzstan. This School gave the young manaschys a unique opportunity to meet with and learn from recognized epie chanters during few-day-long workshops three times a year. The School became a grou nd for sharing manaschys' spiritual experiences and improving their recitation skills. Aigine's projects contributed a great deal ta a successful nomination of Manas. Semetei. Setek epie trilogy for the UNESCO ICH List.

ln 2009-201 4, Aig ine implemented a project called En Belgi on promoting traditional musical heritage. En Belgi is music note system developed by a prominent traditional musician - Nurak Abdrakhmanov, which facil itates learning to play komuz, the folk musical instrument. The system builds on intangible traditional cultural elements such as traditional mentorship, values and practices. ln 2011-2012, Aigine introduced the En Belgi system in formai education.

Senior researchers at Aigine hold advanced degrees in humanities and social sciences. 8oth senior and junior researchers constantly th rive to improve their research skills and expertise by combining academie research and education with applied projects. Dr.Gulnara Aitpaeva, Director and Founder of Aigine worked for a long time at the Department of Anthropology at American University of Central Asia and attended special courses on Methods in Ethnoecology at Duke University in 2007. Dr. Aitpaeva's expertise in intangible cultural heritage is built mostly as a result of her research on Kyrgyz 'small epies' and Sacred Geography of Kyrgyzstan. Dr. Kojobekova's and Cholponai Usubalieva-Grishuk's expertise based on practical experience from managing Aigine projects on cultural heritage. Other researchers such as Aida Alymbaeva (PhD student at Maxs Plank Institution, Germany) and Aibek Samakov (Master's student at the University of Manitoba, Canada) are obtaining their graduate degrees based on their previous research in Aigine and continue to work for Aigine from the distance.

The Committee will evaluate whether NGOs requesting accreditation 'cooperate in a spirit of mutual respect with communities, groups and, where appropriate, individuals that create, maintain and transmit intangible cultural heritage' (Criterion 0). Please briefly describe such experiences here.

Si nee 2005, Aigine CRC has been using PAR- participatory action research in order to preserve i and promote the phenomena of intangible cultural heritage related to Kyrgyz epies, folk music, 1 sacred sites, practices related to weather and environment, and many ethers. By its essence PAR

demands involvement of ali stakeholders, but in the first turn it requires putting practitioners, bearers and custodians in the center of a problem solving process.

Aigne has been successful in building fruitful and meaningful cooperation with traditional practitioners and local communities. For instance, a series of national and international leve! gatherings with the epie chanters in 2010-2014 allowed conceiving and implementing the idea of creating a video compilation of the Manas. Semetey. Seitek trilogy. En Belgi project resulted in creating informai country-wide network of music teachers, while the research on sacred sites and consecutive workshops with traditional practitioners created a basis for establishing an informai network of sacred sites' guardians.

Aigine thrives to build trust-based and long term cooperation with ali its partners and prioritizes interests and needs of local communities, traditional practitioners and knowledge holders. This approach proved effectives since it fosters self-organization and strong horizontal ties among stakeholders. For example, the community of the epie reciters took a lead in identifying the list of core episodes for the video compilation and the epie chanters who were to recite each episode. The epie chanters were directly involved in video-shooting and editing of the final version.

Aigine constantly keeps communication with the members of the sacred site guardians' network. Strong ties allow Aigine to update information on sacred sites on a regular basis. Aigine's publications (more th an 10 books in Kyrgyz, Russian and English) and electronic resources allow traditional practitioners to have their say. For example, trust-based and mutually respectful cooperation between Aigine and the informai network of the sacred site guardians resulted in joint attempts to lobby and advocate legal recognition of sacred sites and related intangible cultural elements

1.1 "Aigine Cultural Research Center" Public Foundation hereinafter referred as "the Fund" is a non-profit charitable organization established by individuals on the basis of voluntary contributions, pursuing humanistic, social, historical, cultural, educational, charitable, spiritual and other socially useful purposes.

1.2 The Fu nd is a legal entity under the laws of the Kyrgyz Republic and has separate property recorded on its balance sheet. The Fund operates in strict accordance with the applicable legislation of the Kyrgyz Republic, the Constitution of the Kyrgyz Re public, the Law of the Kyrgyz Re public "On noncommercial organizations" and other normative legal acts of the Kyrgyz Republic, international laws and the Charter of the Fu nd.

1.3 The Fund operates on the principles of self-governance, voluntary participation, rule of law, transparency, openness and self-financing. The Fund has its own balance, current account and other bank accounts in the Kyrgyz Republic and abroad. The Fund may acquire and exercise property and non-property rights, incur obligations, sue and be sued.

The main objectives of the fu nd are: Documentation, study and protection of Sacred Sites (Mazars) of Kyrgyzstan, creation of a map of Sacred sites in Kyrgyzstan; Study, documentation and protection of historical, archaeological, folklore and literary heritage of Kyrgyzstan; The study of the cultural and ethnie diversity of the peoples of Kyrgyzstan The adaptation study of ancient cultures and peoples in modern conditions Introduction of the Kyrgyz language and cultural heritage into formai education (the elementary, middle and high schools and universities of Kyrgyzstan) Joint activities with various groups and NGOs to carry out Fund's goals identified in the Fund's Charter The conservation and use of natural landscapes and resources of the country for the development of culture and education

- Transformation of ancient cultural and social institutions in modern conditions - Addressing the issues of cultural , ethnie, civil , religious heritage and identity of the peoples of Kyrgyzstan - The epie heritage in contemporary world - The development of theory and modern methods of Kyrgyz language teaching - Education in the modern world - Man and Environment - Nature and Culture - Landscape and Architecture - Modern ideology and revival of traditions Coverage of fu nd activities on own website, local press, local radio or television; Building related networks; Conducting joint research with practitioners, NGO, state structures of the country and from abroad; T o issue summaries and experience guidelines, exhibitions from the collected materials (posters, videos, photos, stands, sl ides, badges, calendars). Conducting ether activities not being contrary with the purposes and objectives of the Fu nd and without distribution of profits between the founders and members of the organization. ln cases established by the legislation of the Kyrgyz Republic, the individual activities will be done under a license or special permit. The Foundation carries out ether activities in accordance with the legislation of the Kyrgyz Re public.

4. PROPERTY AND ECONOMIC ACTIVITIES

Fund has the right to carry out production and business activities necessary to achieve public goals for which the Fund was established, and corresponding to these purposes in the manner determined by the legislation of the Kyrgyz Republic. The Fund's properties are financial assets, tangible properties on the balance sheet and the property of the Fu nd. The Fu nd uses the property for the purposes specified in this Charter The Fund's properties constituted by: -property and funds transferred by the participants, -private donations, sponsors, public, commercial, religious and ether organizations, and foundations; -proceeds permitted by law from production and business activities carried out in accordance with the Fund's objectives identified in the Charter; -long-term and short-term loans; -the incarne derived from the property of the Fu nd, -incarne from holding charity events, concerts, competitions, fairs, exhibitions, lectures, raffles and other events; -grants from organizations and institutions any form of property, international public funds, non­governmental organizations and foreign countries; -other incarne, which do not contradict to the Fund's goal and not prohibited by the legislation of the Kyrgyz Republic. The Foundation is the owner of the property transferred by the participants to perform activities under this Charter, as weil as property acquired or created by them at their own expense, including incarne from business activities. The Fund is not responsible to obligations of its members, and members are not liable for the obligations of the Fu nd. The members have no property rights to the assets of the Fu nd. Proceeds from the production and economie activities cannat be distributed among the participants of the Fund and can used only for pursuit of Fund's goals identified in the Charter. Public fund can use the fund for charitable purposes, even if it is not specified in the Charter.

4. REGULA TORY BODIES

Regulatory Bodies of the Fu nd are: 4

S.GENERAL MEETING OF FUND MEMBERS

General meeting of members is the highest governing body of the Fund. General meeting is competent to make decisions in the presence of ali the founders of the Fund, the decision shall be deemed adopted if it receives two thirds of th ose present. General Meeting of Members shall be convened at least once in six months, where decisions on the most important issues of the Fu nd are considered and adopted. Exclusive competence of the General Meeting of Members is: - Amendments and additions to the Charter and other internai regulations of the Fu nd. - Making decisions on the establishment and liquidation of branches, representative offices, their approval; - Approval of transactions with alleged conflict of interest; -Approval of the annual report on the activities of the Fund; - Election and early dismissal of Advisory Board members; - Approval of Presidential transactions exceeding the sum of 200 minimum wages at the ti me of pronouncement; - Decision on the disposition of the Fund's certain type of assets; - Approval of the Fund's financial plan and its amendments; - President Elections and the early termination of his power; - Approval of long-term and most important programs and Fund's major activities; - Taking decisions on joining the Fund to other organizations and associations in the Kyrgyz Republic, as weil as international organizations, if it does not contradict with the legislation of the Kyrgyz Republic; - The General meeting of founders may transfer sorne issues related to its competence to other organs for the Fund's resolution. At the same time issues within the exclusive competence of the General meeting of founders are not subject for permission to transfer to other management bodies of the Fu nd.

6. ADVISORY BOARD

The Advisory Board is the controlling body of the Fu nd, which oversees: Fund activities; Taking decisions by the other bodies of the Fund and their implementation; The use of the fu nd; Statutory compliance of the Kyrgyz Republic's legislation by Fu nd; Fund purposes compliance, in whose interests it was created;

The Advisory Board appointed by the General Meeting of Staff Members for 3 years and consists of 3-5 members. lt is led by the Chairman of the Advisory Board elected for 3 years, and presides over the Advisory Boar d's meetings. Resolutions of the Advisory Board shall be adopted at meetings by a simple majority. Advisory Board meetings are held when necessary but at !east once a year. Meetings of the Advisory Board are entitled if quorum is available. A quorum is the presence of two thirds of the Advisory Board members.

7.THE PRESIDENT

The President of the Fu nd is executive body carrying out the daily management of the Fund's activities. The President. President approves the organizational structure of the Fu nd;

Realizes the general management of the Fund, coordinates, provides strategie direction of the Fund; Deals with any civil transactions and employment agreements (contracts) on behalf of the Fund; Performs hiring of the Fund's employees and their dismissal; Grants power of attorney; Represents the Fund ta state, private, public organîzations and associations; Defines the terms of payment and bonuses for the Fund's employees; Disposes of the Fund's assets determined by the Fund's General Meeting of the founders; The President issues orders and instructions required for ali staff of the Fund within its power. Acts without a warrant on behalf of the Fu nd; Sets up settlement and other accounts; Exercises other powers that do not belong ta the exclusive competence of other contrais.

8. REORGANIZATION AND TERMINATION OF THE FUND ACTIVITI ES

Termination of the Fund can be made only by a court decision with a statement of stakeholders in the arder established by the legislation of the Kyrgyz Republic. The court ordered the liquidation of the Fund appoints a liquidation commission, acting in accord ance with the legislation of the Kyrgyz Republic with the mandatory drafting of the liquidation balance. Assets of the Fu nd remaining after payments ta the budget and other creditors, goes ta the purposes specified in this Charter. Reorganization of the Fund made in the arder established by the legislation of the Kyrgyz Re public ln case of Fu nd liquidation documents aroused in the course of the Fu nd, shall be stored and used in accordance with the requirements of the Law "On the National Archivai Fund of the Kyrgyz Republic."
