PREFACEI am pleased to present the first edition of the Directory of the Circle of Support forPeople with Disability in Orissa. This Directory is one of our attempts to identify theexisting circle of support networks for people with disability in Orissa. In this directory,we have made effort to record all the NGOs, CBOs, Funding Agencies, GovernmentDepartments, Schools, Vocational Training Centres and professionals who are directlyor indirectly involved in activities towards development and welfare of disability in Orissa.Unlike the existing directories, we have categorized the information with specific targetaudience in our mind.The directory is expected to help, especially People with Disability (PWD), Professionalsworking for PWDs, Parents of PWDs, NGOs, CBOs, Funding Agencies, and Government.Parent of a Disabled Child can get information about special schools and inclusiveeducation schools available for education of their child. A PWD person with interest ingame and sports can contact the game and sports associations given in the directory.An NGO / CBO interested to have professional service for its disability action can findout professionals from the list given in this directory. A service provider can get informationto develop his/her skill from the training cantres. A PWD can choose a vocational trainingcantre on the basis of his/her interest and need. People interested to have aids andappliance can get information about the manufacturer from this directory. Similarly, thelist of medical service providers for the PWDs is also very helpful for both PWDs andProfessionals.This directory is first of its kind in Orissa. Though several directories are available onNGOs in the state, a specialized Directory on disability was not available earlier. Inaddition, hardly any of the directories gives such systematized information for specificneeds and people. The compilation of this directory would have been beyond our reach,without the support from the European Commission and guidance of the Eve Marie,Dortmund University and Phillip Potter, Klaus Novy Institute, Germany and Dr. K. C.Panda, Former Principal, Regional Institute of Education.I would like to thank Mr. Ajay Kumar Samal, a well-known rehabilitation professional indisability and Dhirendra Mahanty, Dr. Bharati Mishra, Sanjay Sahoo, Pradeep Ku. Section-IIOrganisations Working on Disability

Disability has come into focus in the field of rehabilitation in recent years. Theissue of disability is being highlighted by organisations, policy makers and indi-viduals at different level. Voluntary organisations have contributed significantlyfor service and rehabilitation of People with Disability (PWDs). The concept ofCommunity Based Rehabilitation (CBR) was also initiated by NGOs. SeveralNGOs are working for helping the disabled with innovative programmes. SomeNGOs are also involved in providing direct support services to disabled of differ-ent categories in Orissa.

An attempt has been made here to enlist all Voluntary Organisations / NGOsworking for the cause of disability, district-wise. Government organisations dealingwith disability are also enlisted. This information would be helpful for serviceproviders, researchers, professionals, NGOs and the Disabled for any supportand/or service.

Special Schools for Children with DisabilityIn our society, people with disability are highly neglected by their parents. Theyare treated with unnecessary sympathy, which makes them mentally weak.However, these people can be educated like other normal people. They canlead their own life with digninty and self-esteem. Like normal children, educationis their rights.

Integrated Education for Children withDisability

(Supported by Ministry of Human Resource Development,Government of India, New Delhi)

It is a customary tendency that children with disability are treated differentlyand are not educated with the normal children. However, in inclusive educationa child with special need is never taken out of the regular classroom. She/he isprovided all support services within the regular classroom.

The Ministry of Human Resource Development (MHRD) government of Indiahas been supporting NGOs to implement Integrated Education (IED) Programmefor Disabled in schools. The purpose of the programme is to provide educationalopportunities for disabled children in common schools, to facilitate their retentionin school system, and also to place them in common schools after they acquirethe communication and daily living skills at the functional levels in special schools.
