Basis the pre-bid meeting and pre-bid queries received on the RFP the National Health Authority (NHA) has decided to make the followingchanges in the RFP as described in the table below:-

All the bidders are required to provide a minimum of 5 printedsamples of the Comic Books design as per Appendix A of this RFP toNHA as part of their technical bid. Non-compliance of this shall leadto summarily rejection of the bid submitted.

It is to clarify that the weekly output of 5 Lakh printed Comic Booksshall be delivered to their respective locations in no more than 15 daysfrom the date of commencement of services and the receipt (scannedcopy) of the same shall be provided to NHA through e-mail within 2 days(excluding national holidays) from the date of delivery and the originalreceipt may be shared later with NHA, if required.

Delivery cost to District H.Q.and Villageslocated all over India will be much more than15%/20% of the cost of a ComicBook. Therefore, we request to delinkDelivery Cost as a percentage of a Comicbook cost to absolute cost for delivery for oneComic book.

11 B2 17 2.4.3.4.Allocation ofWork

2.4.3.4) Work Order issued by NHA is binding andfailure to comply with the same will be treated withpenalty as mentioned in Section 3.1.4 of Scope ofWork and Section 3.2 Part II Service LevelAgreement/Service Levels. This shall beapplicable in the event all of the vendors amongstthe empanelled vendors shows inability ofexecuting the Work Order.

For delivery to villages in disturbed areas likeNorth East/Kashmir etc., it may not bepossible/feasible/safe to make delivery tothese locations. In such a situation, allService Providers may refuse to deliver tothese locations. Please modify the penaltyclause/conditions suitably.

3.1.4.d) Not more than 400 Comic Books shall bepacked together in one package.

Please specify the minimum quantity that willbe packed in one package andminimum/average delivery of number of comicbooks to any single location.

3.1.4.f) Service Provider (SP) shall share thedelivery receipt signed preferably by the contactperson person at delivery locations confirming thenumber of comic books received, name, contactdetails and organization/officer’s seal at thedestination.

The Schools located in villages may not havethe organization officer seal readilyavailable. Therefore “Delivery Receipt” dulysigned by contact person(s) should beaccepted. Also more than one contact personshould be nominated to sign the deliveryreceipt.

In the penalty structure, the penaltymentioned is cost per day. This is an error.Please make the necessary correction, as thepenalty should be 5%/10%/20% of the WorkOrder cost and not work order cost per day.

Please define what is implied by“Mismanagement”. Also 5 times the amountof cost is very high penalty. It should bemade reasonable.

Part II-Service LevelAgreement/Service Levels

3.2.7) Non-availability of sufficient data/designfrom the NHA will be treated as anexception. Sufficient data will be made availableto the Service Provider by NHA. However, attimes, there may be occasions when NHA isunable to provide sufficient data/design. In suchcases the applicable penalty shall be calculatedon pro-rata basis of the data/design provided byNHA for the duration of applicable SLA.

If sufficient data / design is not provided byNHA, there should be no penalty.

17 B2 23 3.2.1.1

Service LevelAgreement(SLA)Parameters

Operational SLA ParametersNHA needs the Service Provider to print minimumof 5 Lakh Comic within 7 days from the date ofcommencement of services and delivery thesame to each specified location (refer Section III:Scope of Work) within 15 days of commencementof services.

This 15 days allows 7 days for printingand another 8 days for delivery to eachlocation. It is not possible for any vendor todeliver to remote villages across India within 8days from despatch date . The Comics will besent by road and not by air. We requestreasonable and practical delivery period like15 days from the despatch date and not 15days commencement of services.

Service LevelAgreement(SLA)Parameters

3.2.1.1.4.3) It is to clarify that the weekly output of5 Lakh printed Comic Books shall be delivered totheir respective locations in no more than 15 daysfrom the date of commencement of services andthe receipt of the same shall be provided to NHAon the 16th day Day (excluding national holidays)from the date of commencement of services of thePrinting Service Provider (PSP).

It is not possible to provide delivery receipt toNHA one day after making the delivery.Please note it is not local delivery, but deliverymade to villages across the country. Areasonable time of 5 to 7 days should beallowed to provide delivery receipt to NHA.Also soft/scanned copies of Delivery Receiptshould be acceptable.


19 B2 35 19.11.Terms ofPayment

19.11.v.a) The Service Provider shall submitinvoice for payment when the payment is due asper agreed terms. The payment shall be releasedas per the work related milestones achieved andaccepted by the Purchaser.

Please clarify what is work related milestonesafter submission of invoices with respect toWork Order.
