replaced over six'decade old #lanning Commission as a thin*'tan* or Centre and

state governments as also to suggest policy directions. !he #rime $inister is thechairperson o the ne& body.

%+orgetting all our di,erences" let us ocus on the cycle o investment" gro&th" job

creation and prosperity"% he said at the meeting attended by several Chie $inisters

and representatives o - states and /nion !erritories.

!he #rime $inister announced constitution o three sub'groups comprising Chie

$inisters to suggest rationalisation o 00 central schemes" on s*ill development and

to ma*e Clean ndia a continuous programme.

!he rst sub'group &ill suggest &hich o the central schemes should be continued

and those &hich need to be curtailed or transered to states or better

implementation.

Noting that projects are oten held up or &ant o timely decisions" $odi as*ed Chie

;escribing the meeting as one that has the potential to bring about historic

changes" he said the Governing Council o N! Aayog &ould help advance the

national cause %as &e jointly dene it%.

Noting that ndia cannot advance &ithout all its states advancing in tandem" the

#rime $inister said the idea &as to bring up all states together in the spirit o 28ab*a

He added that he envisioned di,erent states competing &ith each other in

promoting governance initiatives" in a spirit o %co'operative" competitive

ederalism.%
