PURPOSE AND NEED Enhance opportunities within the Las Vegas Valley for economic development Improve access to activity centers within the Las Vegas Valley Facilitate efficient mobility for emergency access, evacuation, & national defense The purpose and need will continue to be refined as we receive input from the public, agencies, and other stakeholders. The purpose of the I-11 Corridor within the Las Vegas Metropolitan Area is to: Support improved regional mobility for people & freight by reducing congestion and improving travel efficiency Provide the link through the Las Vegas Valley for a continuous I-11 that connects major metropolitan areas & markets in the Intermountain West Corridor with Mexico & Canada Provide a high-capacity, access-controlled transportation corridor The Interstate 11 (I-11) Corridor is envisioned as a new major north-south multimodal corridor that will provide enhanced transportation mobility and goods movement while creating a foundation for robust economic vitality for the region. The Nevada Department of Transportation (NDOT), in cooperation with the Federal Highway Administration (FHWA), have determined that an I-11 Planning and Environmental Linkages (PEL) Study is the most appropriate approach in identifying a recommended corridor, building upon data from the previous Tier 1 EIS. A thorough review and evaluation of initial corridor alternatives has identified a western and a central corridor alternative to be advanced for further study. An eastern corridor alternative will no longer be considered for further analysis in the PEL study. The result of the PEL process will select an I-11 corridor through the Las Vegas Metropolitan Area, between the Arizona border on US 93 and the vicinity of Kyle Canyon Road on US 95. COMMUNITY OUTREACH

For federally funded projects, a PEL study lays the groundwork for the future studies that may be used during the NEPA process. The PEL study develops the project purpose and need, de�nes the important issues, identi�es critical environmental concerns, and recommends corridor alternatives to be further evaluated in the NEPA process. Through coordination with local, regional, state, and federal partners, including regulatory agencies and public stakeholders, the PEL recognizes potential risks of impacts related to the identi�ed corridor alternatives.

The PEL process also ensures:

• Reasonable transportation corridor alternativesare considered

• Community input and involvement play a key role

• Environmental and community e�ects are disclosed

During the PEL process there are ongoing opportunities for engagement with key public comment periods identi�ed below:

Public Involvement is a critical component to a successful PEL process. There are numerous opportunities for public participation from in-person, virtual, and online public meetings to a telephone town hall and ongoing engagement throughout the project in the best interest of stakeholders and the overall community.
